The Lay Ministries - Part 5, “He that Ruleth”

I.. “He that Ruleth”. A Sub-Ministry Under the MOH.

A. 1Cor 12:28, Rom 12:6-8. “He that ruleth”. I believe this is 1 of 6 sub-ministries under MOH.

B. “Ruling” The word “ruleth” used in Rom 12:8 is the gr. word ” proistemi (pro-is'-tay-mee)”;
which means to: To stand before others in rank, to preside over, to superintend, to lead.

C. “Diligence”. “Diligence” (KJV) is the gr. word “ spoude” (spoo-day') which means to rule or
lead: with speed, with dispatch, with zeal, without sloth or laziness.

D. If you put together “ruling” and ”diligence” together, we have a person we call today a
leader, but one who has a gift given by God to rule over or lead others with a zealous care and

attention to detail to as to accomplish what God desires.

II. How God Defines a Ruler or Leader

A. We will come to see that the type of person God gives the ruling gift to is not the type of
person we would normally appoint as a ruler or leader. 1 Sam 16:1,6-13, 1Cor 1:26-29.

B. God’s leader is different for two main reasons: 1. God appoints this leader - not man (it is a
gift after all). And 2, God, a Spirit, will empower this leader to carry out His will.

III. Bible Examples of Spiritual or Spirit Led Leaders:

A. Jesus was the greatest earthly leader of all time.

1. If He gave up His Godly power, how did He get power to rule? Same way we do. Acts 10:38.

2. Let’s look at what Jesus has to say about the qualifications of a ruler.
a. Mk 9:33-35, Mk 10:35-45. A leader serves others.
b. Mt 11:27-28. A leader is meek and lowly in heart.
c. A leader has a pure motive of serving God first, then the ones He leads. Jn 4:34.

B. Meekness was also the outstanding characteristic of the 2nd greatest ruler in the Bible - Moses.

1. Moses led over a million people - possibly the greatest number of people led by
one man of all time. God had a direct pipeline to Moses – no dream or vision for Him. It was
different with this great leader as God’s Word tells us in Num 12 when God had to deal with
Miriam’s and Aaron’s jealousy of Moses.

2. Moses was also the meekest man in all the earth. Num 12:3. Therefore, based upon what
Jesus has already told us about meekness being the main qualifications of rulers, it’s no
accident then that Moses was the greatest ruler in the OT.

3. Moses was so meek that God had to repeatedly convince Moses that he was the one He had
chosen to lead the Jews from exile in Egypt. Yes, Moses was a reluctant leader, but had the

God’s main qualification of leading others. He was humble and meek and had a servant’s
heart.
