UI/UX Evaluation of 6 Indian High Court Websites (completed). PI- Prof. Nomesh Bolia Dept. ME
A well-designed UI/UX is crucial for public institutions’ websites to simplify access to information for
citizens they are serving. Its importance is amplified for court websites that need to ensure justice access to a
wide spectrum of users.
This report analyses the accessibility and availability of this information through a detailed study on the
User Interface (UI) and User Experience (UX) of six High Court websites, those of Bombay, Calcutta, Delhi,
Karnataka, Madhya Pradesh, and Madras. Key highlights of the report include several low-hanging fruits
such as appropriate placement of contact and RTI based information and the need for a detailed analysis of
navigation efficiency and aesthetics. The report also highlights some positive aspects about the UI/UX of the
High Court websites, such as their speed and good performance on certain Interaction Design Principles.
This report was launched by Justice Ravindra Bhat of Hon’ble Supreme Court of India. The report was later
discussed with Justice Patel of Bombay High Court to explore scopes of implementation of the
recommendations.
Cheque Bounce Study in The Indian Court System (completed), PI: Prof. Jitendra Madaan. Dept. DMS
It examined cheque-bounce cases in district courts to understand their volume, duration, time taken at
various stages, and causes for delay. (Supreme Court had set up a committee which shared list of
recommendations on handling Cheque Bounce cases) Goal was to test whether the Amici Curiae and
Supreme Court's recos would reduce delays in cheque bounce cases.
• The recommendations are intended to reduce summons trials and encourage summary trials; ensure
presence of accused; clarify jurisdictions of courts; encourage more mediation; set up more
specialized NI Act courts; combine cases where multiple cheques bounced in one transaction or one
cheque issued for in multiple transactions bounced (i.e. multiplicity of proceedings).
• We confirm that the following of these do increase the duration of the case: conducting a case as a
summons trial, accused being absent, cases being filed in the wrong jurisdiction, multiplicity of
proceedings.
• 2 counterintuitive results: Contested cases take 46 days less to dispose than uncontested cases, even
though they take 3 more hearings. Cases referred to mediation take 108 additional days and 3
hearings more to dispose.
• So, most recommendations will have the intended effect of reducing delays, however, 1 reco (viz
more mediation) can have an adverse impact. Courts seem to be more efficient at disposing of cases
than mediation forums.
• Reasons for why mediation increases delays require further study. But this study highlights imp of
using empirical analysis to ground important policy decisions.
Case Flow Management Using Simulation Techniques (ongoing). PI: Prof. Shaurya Shriyam., ME
Key challenge that inspired the project was delays in court proceedings and backlogs that pile up in the
system, a core challenge faced by courts almost all over the world and the project aim is to develop
Operations Research based simulation models for case flow management to address the above challenge.
Broad Approach: Focus on Delhi HC, consult legal experts, operations researchers, judges for:
The project aims to build a prototype of an AI-based legal assistance tool to help common people navigate
the area of consumer grievance redressal/dispute resolution People understand legal rights under specific
circumstances, and options to seek legal relief in case of infringements
It wants be able to suggest the nature of such rights, as well as prior cases in response to a person’s
description of a situation in natural text format (obtained through a conversational chatbot). Relevant cases
summarized and a prediction of probable outcome and its likely duration
Sahay Approach :
- Chatbot Development
- Relevant Case Finding
- Legal Knowledge Graph Construction
- Summarizing Case Documents
- Outcome and Duration Analytics
Some of the pioneering initiatives at the CoE taken in the last one year have been published by national
media including mainstream and sector specific outlets. Peer Reviewed publications, patents and systemic
interventions are expected as some other projects kickoff and mature.

and thereby set up a virtuous cycle. While training and mentorship will be primary activities, the focus of
the centre is to nourish relationships with the industry and investment community.
The Centre will identify talented and emerging entrepreneurs through an open competition where IIT
Delhi students, as well as other teams, can apply. An assessment will be performed by the Advisory
Committee of the Centre and shortlisted applicants will be offered training on the basics of
entrepreneurship as well as mentorship. The shortlisted teams will then be offered to make their pitch to
an audience of technical experts as well as investors. The finally selected teams will be offered space at
the Centre as well as support to ensure their success.
