As you know that Center of Excellence (CoE) is a body/team/group that provides

leadership, best practices, research, support, and training for a specific area or
problem and it literally means – ‘A place where the highest standards are
maintained.’

Thus, the Centre of Excellences are powered and driven by Innovation at IIT Delhi.
These are envisioned to be one stop resource Centre, establish partnership with
industry, government and academia and other research organizations.

The Centre of Excellences are expected not only to improve expertise in certain
specific areas but also to boost productivity, address emerging skill gaps and align
training & research with industry needs to benefit society at large.

At IIT Delhi COEs are briefly categorized under verticals viz Industry Sponsored, Set
up by Institute, CoE's Funded as Sponsored Projects. Currently, there are twenty
two (22) such CoEs which are active at the Institute and one CoE is under
formation which are supported by different agencies. Out of which one CoE are
implemented by other than IRD Unit. These CoEs are contributing to many diverse
areas having focused research agendas.

An attempt has been made to collate and update information as on 31st March
2022 on these CoEs now and present you the information in most concise form so
that it may act as ready reckoned to you in most concise form for a quick

UI/UX Evaluation of 6 Indian High Court Websites (completed). PI- Prof. Nomesh Bolia Dept. ME

A well-designed UI/UX is crucial for public institutions’ websites to simplify access to information for
citizens they are serving. Its importance is amplified for court websites that need to ensure justice access to a
wide spectrum of users.

This report analyses the accessibility and availability of this information through a detailed study on the
User Interface (UI) and User Experience (UX) of six High Court websites, those of Bombay, Calcutta, Delhi,
Karnataka, Madhya Pradesh, and Madras. Key highlights of the report include several low-hanging fruits
such as appropriate placement of contact and RTI based information and the need for a detailed analysis of
navigation efficiency and aesthetics. The report also highlights some positive aspects about the UI/UX of the
High Court websites, such as their speed and good performance on certain Interaction Design Principles.

This report was launched by Justice Ravindra Bhat of Hon’ble Supreme Court of India. The report was later
discussed with Justice Patel of Bombay High Court to explore scopes of implementation of the
recommendations.

Cheque Bounce Study in The Indian Court System (completed), PI: Prof. Jitendra Madaan. Dept. DMS

It examined cheque-bounce cases in district courts to understand their volume, duration, time taken at
various stages, and causes for delay. (Supreme Court had set up a committee which shared list of
recommendations on handling Cheque Bounce cases) Goal was to test whether the Amici Curiae and
Supreme Court's recos would reduce delays in cheque bounce cases.

Accordingly, main findings:

• The recommendations are intended to reduce summons trials and encourage summary trials; ensure
presence of accused; clarify jurisdictions of courts; encourage more mediation; set up more
specialized NI Act courts; combine cases where multiple cheques bounced in one transaction or one
cheque issued for in multiple transactions bounced (i.e. multiplicity of proceedings).
• We confirm that the following of these do increase the duration of the case: conducting a case as a
summons trial, accused being absent, cases being filed in the wrong jurisdiction, multiplicity of
proceedings.
• 2 counterintuitive results: Contested cases take 46 days less to dispose than uncontested cases, even
though they take 3 more hearings. Cases referred to mediation take 108 additional days and 3
hearings more to dispose.
• So, most recommendations will have the intended effect of reducing delays, however, 1 reco (viz
more mediation) can have an adverse impact. Courts seem to be more efficient at disposing of cases
than mediation forums.
• Reasons for why mediation increases delays require further study. But this study highlights imp of
using empirical analysis to ground important policy decisions.

Case Flow Management Using Simulation Techniques (ongoing). PI: Prof. Shaurya Shriyam., ME

Key challenge that inspired the project was delays in court proceedings and backlogs that pile up in the
system, a core challenge faced by courts almost all over the world and the project aim is to develop
Operations Research based simulation models for case flow management to address the above challenge.

Broad Approach: Focus on Delhi HC, consult legal experts, operations researchers, judges for:

• Normative mapping & case flow diagrams

• Simulation model for commercail appeal cases of Delhi HC
• Incorporate contingency scenarios from real life
• Identify Bottlenecks, suggest interventions
• Analysis of pendency rates using simulation model

Sahay: An AI Based Legal Assistant (Ongoing). PI. Prof. Abhijnan Chakraborty, CS

The project aims to build a prototype of an AI-based legal assistance tool to help common people navigate
the area of consumer grievance redressal/dispute resolution People understand legal rights under specific
circumstances, and options to seek legal relief in case of infringements

It wants be able to suggest the nature of such rights, as well as prior cases in response to a person’s
description of a situation in natural text format (obtained through a conversational chatbot). Relevant cases
summarized and a prediction of probable outcome and its likely duration

Sahay Approach :

- Chatbot Development
- Relevant Case Finding
- Legal Knowledge Graph Construction
- Summarizing Case Documents
- Outcome and Duration Analytics

i) Security in the Internet of Things Space (SIOTS) (RPO3321)

An Indo-Japanese collaboration (Kyushu University and IIT Delhi) project started in 2016 for a period
of five years. The project focuses on two verticals
 Research in Security in the IoT Space (SIOTS), and
 Outreach related to IoT
The project looks at aspects starting from the very foundations of IoT security. Some of the aspects
that project looks at are mentioned below:-

● Languages and Models for Specification, Analysis and Verifiably Secure IoT
● Frameworks for Safe Connection of IoT Systems
● Implementable frameworks for monitoring
● End-to-End Testing frameworks

Due to the limited computational budget and power resources, security of IoT becomes a challenge.
The project also considers the power trade-offs in IoT processors while making them secure. From
application layer point of view, the project looks at ML based techniques in detection of attacks like
DDoS. It has also built a symbolic analysis framework to verify smart contracts and a new consensus
algorithm for IoT networks. In the outreach program, several workshops have already been
conducted both in India and Japan targeting audiences varying from Industry, academia, government
officials and students. Another endeavour in the outreach program has been the development of
educational material for IoT security which can be used to deliver MOOCS, SPOCS using 360VR
images/ videos based on Linked Data for IoT security education. Within this Serious games for
security have been developed related to user awareness against password protection and phishing
attacks.
