ABOUT CENTRAL BANK FINANCE 2023

The International Central Bank Finance (CBF) Seminar is one of Bank Indonesia's initiatives to
strengthen cooperation in the field of central bank finance. It has been held five times, in the years
2016, 2018, 2020, 2021, and 2022. The International CBF Seminar in 2023, titled “Challenges for
Central Bank on Sustainability Reporting and Scaling Up Sustainable Investment" will focus on the
disclosure of the Sustainability Report and the Concept of Sustainable Investment, including how the
central bank could publish high-quality sustainability-related disclosure through sustainability
reporting, how sustainable investment may enhance the central bank's financial performance and the
challenges for the central banks in the implementation of sustainability reporting and sustainable
investment.
During the seminar, esteemed experts from central bank and organization will shed light on crucial
aspect. Furthermore, the seminar aims to elucidate the potential benefits of sustainable investment in
enhancing the central bank's financial performance. Attendees will gain insights into the strategies and
mechanisms through which sustainable investment can contribute to long-term economic stability and
growth.
The agenda for the seminar is extensive, with sessions addressing a broad range of subjects that relate
to central bank sustainability reporting and its disclosures and sustainable investment.

KEYNOTE, WELCOMING & CLOSING REMARK


Destry Damayanti – Senior Deputy Governor of Bank Indonesia
Keynote Speaker
Destry Damayanti is The Senior Deputy Governor of Bank Indonesia. She is
also member of Indonesia Deposit Insurance Company (IDIC) Board of
Commissioners ex-officio from Bank Indonesia. Prior to her current roles, she
went through several notable positions both in private and public institutions,
including as Senior Economic Advisor for the British Embassy (2000-2003),
researcher and lecturer at Universitas Indonesia (2005-2006), and the Chief
Economist for Mandiri Sekuritas (2005-2011). She was the Chief Economist
of Bank Mandiri (2011-2015), and the head of the Economic Task Force under
the BUMN Ministry (2014-2015). She earned her bachelor’s degree in
economics from University of Indonesia on 1989, and her Master of Science
degree from Regional Science Field, Cornell University, New York, USA 1992.

Ferry B. Tampubolon - Head of Finance Department, Bank Indonesia


Welcoming and Closing Remark
Ferry B. Tampubolon is the Executive Director who currently serves as Head
of the Finance Department and was appointed as an ex-officio member of
the Steering Committee of the KAKBI Drafting Committee. Ferry B.
Tampubolon has had a career at Bank Indonesia since 1995 and has been
active as an Internal Auditor at Bank Indonesia from 1998 to 2022. Ferry B.
Tampubolon earned a bachelor's degree from the Faculty of Law, University
of North Sumatra in 1992 and graduated with a master’s in law from the
University of Indonesia in 2006.

SPEAKERS

Rosita Uli Sinaga – Indonesian Accountants Association


Rosita Uli Sinaga has been a member of the National Board of Directors of the Institute
of Indonesia Chartered Accountants (IAI) since 2014. She is entrusted with chairing
the development of Financial Accounting Standards and the Steering Committee,
concurrently serving as the Chair of the IAI Task Force on Comprehensive Corporate
Reporting. Previously, Rosita served as the Chair of the Financial Accounting Standards
Board of the IAI from 2009 to 2015. Additionally, she has held roles as the Chair of the
Examining Board of the Public Accountant Certification Examination, represented IAI
as a member of the Public Accountant Profession Committee (2013-2019), and
worked as a Technical Advisor to the International Federation of Accountants (IFAC)
Board Member (2016-2017). With over 26 years of experience in the consulting and
public accounting firm domain, she holds the position of Financial Services Industry
Leader Indonesia-Deloitte SEA (KAP Imelda & Rekan). Furthermore, she chairs the
Steering Committee of the Bank Indonesia Accounting Policy Drafting Committee
(KAKBI).

Jonathan Labrey – IFRS Foundation


Jonathan Labrey is Chief Connectivity and Integrated Reporting Officer at the
International Financial Reporting Standards (IFRS) Foundation, leading the team
responsible for the technical development and market adoption of the Integrated
Reporting Framework and Integrated Thinking Principles. He has over 17 years of
experience working in public policy, corporate governance, and regulation in the
accountancy and corporate reporting fields. He was responsible for global policy and
strategy at the IIRC from 2012-2021 and the Value Reporting Foundation from 2021-
2022. During this time, he developed a particular expertise in Asian markets, having
worked across the region while living in Singapore. He has developed a deep
understanding of capital market and corporate governance issues, working closely
with businesses, investors, regulators, and accountancy professional bodies. He led
the public affairs and policy team at the ICAEW from 2004-10. From 2010-2012 he
was head of communications at the UK’s Financial Reporting Council. He graduated in
Law from King’s College London and started his career in the UK Parliament as an
advisor to several Members of Parliament.

Viviane Torinelli – Banco Central do Brasil


Viviane Torinelli is an expert in sustainable finance, including ESG factors, with
emphasis on corporate governance. Viviane has more than 20 years of experience in
the public and private sectors, including risk management and compliance, internal
and external audit, M&A, due diligence, and controllership, in Brazil and abroad. She
received her PhD with the thesis "Environmental and climate risk management: a
framework for resilient management of international reserves by central banks",
approved by the School of Administration of the Federal University of Bahia (EA-UFBA),
within the scope of the Graduate Program of the Central Bank of Brazil (BCB). She is
responsible for the transversal intelligence for sustainability at the Central Bank of
Brazil, member of the executive committee of Lift Lab 2023 and ESG coordinator of
the technical group dedicated to the tokenization of assets, linked to the Real Digital
initiative (Brazilian CBDC-Drex).

Tim Schmachtel – Deutsche Bundesbank


Tim joined the division of monetary policy operations at Deutsche Bundesbank in
2021, serving as senior sustainability expert and senior portfolio manager for
monetary policy purchase programs, specifically for corporate bonds and asset
backed securities. In these roles, he is responsible for the implementation and
development of monetary policy operations related to climate issues, as well as
preparing and briefing the committee members and the Governing Council member
of Deutsche Bundesbank. He is also a member of working groups within the
Eurosystem and of the NGFS workstream on monetary policy. Tim earned an MSc in
Financial Economics from Otto von Guericke University Magdeburg in 2020 and a BSc
in Central Banking from the University of Applied Science of the Deutsche Bundesbank
in 2018.

Stephane Latouche – Banque de France


Stéphane Latouche joined the Banque de France in 1991 as a Logistic Director for the
Banque de France (BDF) Printing Company. After a secondment to the French
Embassy as a Financial Counsellor for the Middle East (Cairo, 1998-2022) and then for
Latin America (Mexico, 2002-2005), he was appointed to various positions as
Departmental Director at the BDF. In 2014, he was promoted to Regional Director for
Haut-de-France (Lille, 2014-2019) and then for Occitanie (Toulouse, 2019-2023). He
is currently (since April 2023) Banque de France’s Chief Representative for the Asia-
Pacific region, based in Singapore. Stéphane Latouche is a graduate from Institut
d’Études Politiques de Paris and Bordeaux and he received a master’s degree in public
law from Université de Bordeaux.

Giri Koorniaharta – Reserve Management Department, Bank Indonesia


Giri Koorniaharta Purnama is a Director of Reserve Management Department of Bank
Indonesia. He has over 20 years of experience in managing foreign exchange reserves
both at the head office and at the representative office of Bank Indonesia Singapore.
He has a Bachelor Degree of Accounting from University of Padjadjaran and an MSM
degree in banking and finance from University of Indonesia.

Anna Hyrske – Bank of Finland


Anna Hyrske is the Principal Responsible Investment Specialist at The Bank of Finland
since July 2020. Her responsibilities include developing RI policies and processes and
supporting portfolio managers in integrating ESG. She has also been developing the
Bank’s climate target setting (net-zero commitment) and reporting on RI. She has over
20 years of finance industry and ESG experience from various positions such as credit
analyst, portfolio manager, ESG specialist and Head of Asian Operations (Hong Kong)
at Ilmarinen, a Finnish multi-asset pension insurance company where she used to
work before joining the Finnish central bank. In addition to her central bank work, she
is the co-chair of the investment committee at the University of Helsinki. She has co-
authored three responsible investment books. The most recent, ”The Responsible
Investor, An Introductory Guide to Responsible Investment”, was published by
Routledge in late 2022. She has also written her master thesis on integrating ESG
considerations into investment decision making (2004).

MODERATOR

Arie Pratama – Universitas Padjajaran


Arie Pratama is an associate professor of accounting in Faculty of Economics and
Business Universitas Padjadjaran, Indonesia. He received a bachelor, master, and
doctoral degree in accounting from Universitas Padjadjaran, Indonesia. He also held
various certification in accounting, particularly Certified PSAK (CPSAK) from
Indonesian Institute of Chartered Accountant, Certified Professional Management
Accountant (CPMA) from Indonesian Institute of Management Accountant, Certified
International Financial Reporting (CertIFR) and Certified International Public Sector
Accounting Standard (CertIPSAS) from Association of Certified Chartered Accountant,
UK and Certified Public Accountant (CPA) from Indonesian Institute of Public
Accountant. He is currently teaching in a field of financial accounting, corporate
accounting, and sustainability reporting. He was serving as one of a member of
Indonesian Financial Accounting Standard Implementation Board, Indonesian
Institute of Chartered Accountant from 2015 – 2023 and was a member of the Task
Force – Comprehensive Corporate Reporting Indonesian Institute of Chartered
Accountant from 2021 – 2023. His current research interests are in a field of
sustainability reporting, corporate reporting, and financial accounting standard.

Shita Pina Saphira – WWF Switzerland


Shita Pina Saphira is the Nature Economy Lead in the WWF’s flagship project on
Greening Financial Regulation initiative (GFRi) in mainstreaming the integration of
nature into its messages and advocacy. She was an Assistant Vice President in Asia
Sustainable Finance at WWF Singapore, managing sustainable finance projects in
collaboration with key finance sectors players across Asia. She has received many
awards spanning international moot courts, Model United Nations, debating, writing,
speaking, and scholarships, including winner at the Brilliant Ideas Competition by
World Resources Institute (2017).
