TERMS OF REFERENCE (MANAGEMENT CONSULTANT)

1. Analyze and review the following existing Statutes/ Rules of the University,
explain and propose amendments, modification and changes in close
consultation with the authorities in line with their requirements:

1. UET Employees Service Statutes (All cadres/ categories of

employees)
2. UET Employees Pay Scales Statutes
3. UET Employees Leave Rules (All types of leaves including study
leave)
4. UET Financial Rules & Regulations
5. UET Employees Pension Statutes
6. UET General Provident Fund Statutes
7. UET Employees Group Insurance Statutes
8. UET Employees Benevolent Fund Statutes
9. UET Employees Endowment Fund Rules
10. UET Employees TA/ DA & overtime rules
11. UET Employees Loan Rules
12. Any other Statutes with mutual consent

2. Frame/ Develop under mentioned Statutes/ Rules relating to the

administrative and financial affairs of the University within the ambit of
UET Act till the final approval by the competent forum/ statutory bodies.
He shall ensure that the undermentioned rules are consistent with
prevailing Federal/ Provincial Government of the Punjab and other public
sector universities in the province of the Punjab:

1. UET Employees Welfare Rules

2. UET Employees Accommodation Rules
3. UET Sports Rules
4. UET Procurement of Goods, Works and Services Rules
5. UET Audit of Accounts Rules
6. UET Library Rules
7. UET Rules for grant of remuneration and Honoraria
8. UET Employees job description of all categories
9. Any other Rules with mutual consent

3. Submit monthly progress report achieved in executing the assigned tasks.

 4. Ensure the implementation of the proposed plans as per the TORs and
schedule agreed.
5. Perform other tasks, relevant to the consultancy, assigned by the Vice
Chancellor UET Lahore.
6. Obtain approval from the relevant bodies/ competent authorities.

Time Schedule
The contract shall be initially for a period of three months and extendable
for further two months subject to the performance and consent of both the
parties.

Deliverables:
1 Submission of draft for modification in the existing statutes/ rules to 30
. UET Authorities days
2 Submission of 2nd draft, after incorporating the suggestion given by 15
. UET authorities in the first draft, for medication in the existing days
statutes/ rules to UET authorities
3 Submission of 1st draft regarding development of new statutes/ 20
. rules to UET Authorities days
4 Submission of 2nd draft after incorporating the suggestion given by 15
. UET authorities in the first draft regarding development of new days
statutes/ rules to UET authorities

Schedule of payment:
The consultancy charges shall be paid as per following schedule:

Financial Terms:
i. Consultancy Charges: Negotiable

Disputes:
Any dispute arising from this agreement shall be resolved in accordance
with the provisions of UET Act and its Financial Rules. Final decision with be that
of the Vice Chancellor UET Lahore and it shall not be challengeable in the court
of law.

Evaluation criteria: (60% Technical, 40% financial combined weight)

Technical Evaluation Criteria (based in the information provided in the CV

and the relevant documents must be submitted as evidence to support
possession of below required criteria
 Post-graduate degree in Management Sciences or related degree; 30%
 Minimum 8 years of experience, of which at least 5 years involving
service consultancy (30%)
 In-depth and proven knowledge and experience preferably with
universities in the relevant field (20%)
 Previous working experience with other Government Departments
(10%)
 Excellent communication, analysis and writing skills, fluency in English;
(10%)
