What is CTPAT / PIP Harmonization?

• The U.S. CBP and CBSA committed to harmonizing the U.S. CBP’s
Customs Trade Partnership Against Terrorism (CTPAT) and the CBSA’s
Partners in Protection (PIP) programs, with a primary focus on highway
carriers, utilizing a systemic link intergrading both country’s portal
systems.

What is CTPAT / PIP Harmonization?


• CTPAT / PIP Harmonization for highway carriers includes:

1. Membership requirements for both programs aligned, to greatest


extent possible;
2. A single application process (through one portal; or linking both
programs’ accounts in good standing);
3. One site validation performed to finalize membership in both
programs; and
4. Systemic alignment of four (4) year validation cycles. Linking
existing accounts will commence from the last site validation of
last country’s physical site visit.

• Harmonization is available to Canadian or U.S. highway carriers who


meet the requirements of both the CTPAT and PIP programs.

Challenges
• Technological differences and level of maturity:

• CBSA required the development of a ‘new’ Trusted


Trader Portal

• U.S. CBP launched Portal 2.0

• Overall complexities of interoperable portal technology

• Different interpretations of some of the business and technical


requirements led to additional project time to address (i.e.
refinement of aligned business processes, systems
development, testing, etc.).

Harmonization Best Practices


• Memorandum of Understanding (MOU);
• Systemic alignment of Minimum Security Criteria / Minimum
Security Requirements;
• Bi-national business and systems project team;
• Joint business training and systems testing;
• Alignment of policies and procedures (Operational Guidelines);
• Bi-national governance (business & systems) including a Joint
Managerial Committee (JMC); and
• Joint site validations - conducted periodically to share best
practices.

• When linking existing accounts ensure that:
1. Points of Contact (POCs) are the same
2. Company addresses are the same
3. CTPAT (SCACS) are the same

Am I Ready?
• When requesting Harmonization, ensure existing CTPAT
and/or PIP membership accounts are free from any
outstanding obligations and/or program deadlines:
1. Overdue Security Profile reviews
2. Validation report responses
3. Imminent scheduled site validation visits from either
program

How do I apply?
1. Highway Carriers in both the CTPAT and the PIP programs:
• Recommended that harmonization requests be directed through
the CTPAT portal
• Once approved, membership administration will be based on the
host country of the member

2. Highway Carriers in either the CTPAT or the PIP program:


• Must apply for harmonization through the portal in which they
already hold membership
• Once approved, membership administration will be based on the
host country of the member

How do I apply?
3. Highway Carriers who are members in neither CTPAT nor PIP :
• Canadian-based (corporate HQ) must apply through the CBSA’s
Trusted Trader Portal
• U.S.-based (corporate HQ) must apply through the CTPAT portal
• Once approved, membership administration will be based on the
host country of the member
