1.0 OBJECTIVE
The objective is to confirm the activities to be carried out during installation of the
CCTV system (IP or Analogue). The Installation Activities for CCTV system
components (CCTV structure cabling, CCTV Cameras, CCTV network Switches, CCTV
DVR/NVR/Storage devices, CCTV Monitoring, CCTV VMS, etc.) will be executed,
controlled and documented strictly in compliance with project documents, client
requirements as well as TECHNOSTREAM Standards.
This document ensures that the team responsible for CCTV installation activities are
familiar with the CCTV system and its components, Having extensive knowledge and
experience on performing and carrying Installation and maintenance of CCTV
system in compliance with HSE and QA/QC procedures and requirements.

2.0 SCOPE
The scope of this method statement is intended to highlight the procedures to be
adopted for CCTV system Installation.

4.0 RESPONSIBILITIES
4.1 Service Provider Project Manager
Service provider project manager shall be responsible for following:
 Overall project execution.
 Overall timely completion of project in accordance to confirm PPM schedule all
other contractual requirements.
 Coordination with client, and shall be responsible for progress monitoring,
attending review meeting and resource management where applicable.
 Implementing this method of statement, where applicable, during carrying out the
installation & Maintenance activities.
 Coordination with the client for the safe and proper execution of the Installation
Activities.
 Coordination with the client for any new supplied materials and equipment by
obtaining client approval for the same.
 Make sure that work progress is carried out according to the planned program and
as per client and site requirements, and make sure that all the tools required to
execute the works are available with site team.
 Make sure that specific attention is paid to all safety measures and HSE
requirement in coordination with project document and.
 Ensure that all necessary PPE will be provided as per the requirement of the job,
whether each of installation and/or maintenance team is using necessary PPE.
 Ensure that all necessary permits, where applicable, shall be obtained from client

 Maintain the Installation logs/reports and reporting the same to client as per
agreed schedule and format;
 Proper distribution of required resources to complete installation in coordination
with client where applicable.
 Meeting with Client where applicable.

4.2 Installation Supervisor


Installation team Supervisor shall be responsible for the below:
 Overall execution of the Installation of the CCTV system.
 Implementing this method of statement, where applicable, during carrying out
Installation activities.
 Coordination with the client on site for the safe and proper execution of the
Installation Activities.
 Coordination with the client on site for any new supplied materials and/or any
material/equipment need to be removed from site for installation and/or
Maintenance purpose.
 Make sure that all required tools to execute the installation works are available
with site team.
 Make sure that specific attention is paid to all safety measures and HSE
requirement in coordination with project document and site requirement.
 Ensure that all installation team member are using the PPE as per the requirement
of the job.
 Ensure that all necessary permits, where applicable, are obtained from client to
carry out the installation activity.
 Filling reports and getting client signature where applicable.
 Ensure that and maintained working areas in a clean and tidy manner.

4.3 Client Project Manager


Client project manager shall be responsible for following:
 Overall project execution.
 Overall timely completion of project in accordance to confirm PPM schedule and
all other contractual requirements.
 Providing required work permit where applicable as requested by service provider.
 Facilitate access to project site(s) for service provider installation team.
 Providing all required details and information by service provider team to carry
out installation activity; such details if required by service provider are include but
not limited to:
 Approving prepared drawings by TECHNOSTREAM for installation
purpose.

 As built Site drawings in AutoCAD format, mainly for any required
SIRA approvals.
 List IP address to be used for the project if applicable.
 Any other required details by installation team.
 The required details stated in above point has to be provided for each site under
the project scope of work. The service provider will maintain the list and keep it
updated.
 Informing service provider regarding any constraint that shall be considered
during the installation activities.
 Monitoring performance and work quality of the service provider.

6.0 PROCEDURE / METHOD TO BE EMPLOYED


6.1 Overall Procedure
The general procedure that will be followed for the installation visit will include
below major activities.
 Site inspection and survey to confirm location of cameras, IDF, security rooms,
pools, etc.
 Preparing initial site drawings.
 Arranging with client to approved drawings for site showing location of CCTV
cameras, IDF, Technology rooms, pools, etc.
 Arranging / obtaining work permit where applicable from client.
 Discussion with client any issue at site to agree on suitable way to carry out
installation work.
 Supervision for civil contractor if required depending on the site requirements.
 Installation of CCTV system.
 Testing and commissioning of the CCTV.
 Handover to client.

6.1.1 Work area / Installation area inspection


 Inspect working area to make sure that it is clear and safe to work.
 Prepare drawings for the site.
 Getting approval from client for prepared site drawings.
 Check if any special tool is required to install CCTV component; for instance if
scaffolding is required.
 Arrange any special required tools to carry out installation and/or maintenance
activity.

6.1.2 Handling Storage of Materials


Following activities will be followed for handling storage of materials if applicable by
project documents.
 All the materials shall be delivered and stored as per manufacturer
recommendation.

 All material received at site shall be inspected, handled and stored upon receipt.
 All the CCTV System materials shall be stored in Air conditioned and Water proof
room and well protected from heat of sun, dust, moisture and debris.
 Storage shall be kept clean and net all the time.
 Storage log shall be maintained all the time for In/Out materials.
 Storage area shall be provided by client.

6.2 CCTV & ANPR Installation Procedure.


Where applicable for the installation of the CCTV system; all or part of below will be
carried out.

6.2.1 Civil work


Upon preparing the drawing and getting approval from the client, Civil work shall be
started at site as per approved drawings.
 Depending on the type of used cable, the depth of the civil work can be confirmed.
For instance if a shielded armoured cable used, then the depth of the excavation
can be 20 cm as the cable itself provide enough protection to the cable
components. For normal cable with PVC pipes, the depth need to be 30 cm.
 Civil work might include interlock removal and refixing.
 Civil work might include rood cutting, the same need to be avoided as much as
possible.
 Area of civil work need to be returned to its original status as much as possible
after completing the civil work.

6.2.2 Structure cable


After / while the civil work is going one, the CCTV structure cabling activities can be
started.
 Check and insure that CAT-6 cable length for the CCTV system must not exceed
more than 90 meters to avoid uninterrupted services. Incase the cable length
exceed 90 meters; PoE extender has to be used. At all time, it is recommended to
maintain cable route to be 90 meter length as maximum.
 For fiber cable, the length can exceed 90 meters.
 Ensure that CAT6 cable are pended as per manufactured recommending.
 Ensure the termination of the cat-6 cables for CCTV, Installation of Key stone
modules and the labelling for the corresponding cameras aredone as per the
approved drawings.
 Ensure the Installation of Security Racks along with the accessories are in the IDF
rooms in each floor and the MDF room and Operator rooms as per the approved
drawings.

 Ensure that labeling for CCTV system on camera, patch panel and patch cord.
 Ensure termination of the CCTV cables on the patch panels is done using the
keystone jack modules.
 Check cables are dressed neatly and labelled correctly.
 Check the Fiber optic interconnection between all the racks are done properally
 Check power cable for ANPR system or CCTV.

6.2.3 Network switches


 All the cameras are connected to the switches by using the CAT-6 cables and the
power to enable the cameras is provided by the POE ports.
 Arrange power for the CCTV switches.
 Check fan status of the CCTV switches.
 Check health status of the CCTV switches.
 Installation and configurations of the network devices must be done before
configuration of the CCTV systems.

6.2.4 Cameras (Dome, Bullet & Face Recognition)


 Each camera shall be installed on the ceiling/wall/Pole as per the approved
drawings and will be installed according to the Manufacture Recommendations.
 The specific mounting requirements for ceiling, walls and poles are described in
the approved drawings. Each camera location had its specific mounting
requirements. If not the camera will be installed at height between 2.5 to 2.8
meters in general.
 Connect cat6 cable terminated by RG-45 connector to the camera from camera
side and patch cord will be used form other side where applicable.
 Align the camera to capture the designed view required. With direct contact with
control room, view will be determined as seen at the control room monitors which
will be used later by client system operators.
 All cameras shall be fixed properly
 Unique IP address will be assigned to each camera.
 Assign IP address - The network camera is designed for use on an ethernet
network and requires an IP address for access. The provided TCP/IP details by the
client should be followed.
 Set the password - To gain access to the product the password for the default
administrator must be set.
 Adjust the lense where applicable – Open the Live view page in the web interface
and make the required adjustment to the camera.
 Installing bracket where applicable
 On periodic schedule, the following shall be carried out;
o Camera configuration on the VMS system

o Configuring the viewing and recording streams
o Testing the camera performance
o Testing the storage performance

6.2.5 ANPR Camera


 Each camera shall be installed on the pole/wall as per the approved drawings and
will be installed according to the Manufacture Recommendations.
 The specific mounting requirements for walls and poles are described in the
approved drawings. Each camera location had its specific mounting requirements.
 Connect cat6 patch cord terminated by RJ-45 connector to the camera.
 Align the camera to capture the designed view required. With direct contact with
control room, view will be determined as seen at the control room monitors which
will be used later by client system operators.
 On periodic schedule, the following shall be carried out;
o Camera configuration on the ANPR system
o Testing the camera performance
o Testing the ANPR software performance
o Assign IP address - The network camera is designed for use on an ethernet
network and requires an IP adddress for access. The provided TCP/IP
details by the client/consultant should be followed.
o Set the password - To gain access to the product the password for the
default administrator must be set.
o Complete the installation –Clean the ANPR Camera with a dry soft cloth to
remove the dust and finger print.
 Installation of Loop conductor if required
o There is a loop conducting cable installed on specific distance as per the
approved design from the camera to identify the presence of the vehicle of
which the number plate must be detected.
 Installation of ANPR server system
o The ANPR server system will be installed in the control room and the
access to the ANPR controller is done by using the operator Workstation(s)
by using the related software. The corresponding configurations must be
done for the camera parameters in the ANPR server software. The
corresponding configurations must be done for the display of the cameras
on the monitors and the storage of the cameras.
 ANPR Server Installation
o Ensure the power and network availability in server rack
o Ensure the cooling sytem is function in rack.
o Check all the requested data and power points are available in control
room.

o Install the ANPR Server with specified operating system and ANPR
software.
o Ensure that ANPR cameras are communicating with ANPR server
application as per contract specification.
o Test the working of the System on the Control Room

6.2.6 Control and Recording Equipment


 The NVRs will be installed on the control room / security room as per the site
drawings.
 Ensure the power and network availability in the security rack
 Ensure the cooling system is function in rack and Control/security rooms for
indoor installation, for outdoor installation the cabin has a fan and industrial
network switches has to be used.
 Install UPS and monitor where applicable.
 Ensure that all cameras are streaming and recording is going on for all cameras at
site.

7.0 QUALITY CONTROL


All the installation work shall be carried out as per best standard practice and as per
manufacturer recommendation where applicable. Working area must be kept clean.
A quality evaluation and monitoring shall be carried out to make sure that the work
has been done as per agreed PPM.
Both parties, client and service provider shall communicate with each other in
professional manner to facilitate work and to maintain high quality and response
time as per project requirements.

8.0 HEALTH AND SAFETY PROVISIONS


All installation works and site activities shall be undertaken in attention to applied
safety procedures on site as well as to standard norm applied for the same. All the
safe practices shall be adopted during the installation work.
The general safety guidelines shall be implemented at site as given below:
 Ensure work area is safe & clean.
 Safety equipment (such as, hard hats, safety shoes, coveralls, gloves, goggles, face
mask as applicable) to be worn where applicable.
 Ensure sufficient lighting is available during all stages of Maintenance, installation
& testing.
 Proper access for the labors and equipment shall be provided for the works.

9.0 RISK ASSESSMENT
 TECHNOSTREAM Project Safety Plan as well as client safety plan and procedure
shall be strictly enforced.
 All work shall be carried out in accordance to all applicable UAE Laws and
Regulations, DM Regulations, DCCA Codes of Practice, and RTA (Railway Agency).
 Installation Supervisors shall check and ensure all safety precautions are taken
prior to commencement of work.
 Permits
 Where required, Permits to work will be provided prior to
commencement of works.
 Personal Protective Equipment
 Task specific PPE must be worn at all times during the work, including
hard hat, gloves, safety glasses, safety shoes, duct mask and coveralls.
 All required PPE shall be issued to installation and/or maintenance workers;
maintained and replaced, if damaged / defective. Constant monitoring and
supervision of the works shall ensure that at all times the appropriate PPE is worn
by affected operatives.
 Access and Egress
 Safe access / egress shall be provided and explained by client. Where
emergency routes are required, these shall be determined, arranged,
and instructions given prior to commencement of the works. If
working on scaffolding platforms greater than 1.8m high, personnel
must ensure it is green tagged ‘safe for use’ and also done a full body
harness and observe 100% tie off procedures.
 Materials and Waste Management
 Material shall be stored as per factory recommendation. Any waste
materials, containers, etc. disposed of properly in the designated skips
/ waste points.
 TECHNOSTREAM supervision shall ensure that all material deliveries are
coordinated and all vehicles are parked in a position where they present no
additional risk to the general public or people associated with this project. Where
vehicles are offloaded from public areas, the activity shall be supervised and a
dedicated offloading / storage area shall be provided.
 Lighting: At all times, appropriate and suitable lighting shall be provided by the
client to ensure the works can be undertaken in a safe and competent manner.
 Housekeeping: At all times and if required as per project documents,
TECHNOSTREAM supervision shall monitor the works so as to reduce as far as
reasonably practical the storage of rubbish, waste materials and debris at the

workface. All waste materials shall be removed from the workplace to a suitable
area.
 Working at height: When required to work more than 1.8 meters, m/s
TECHNOSTREAM has to arrange the scaffolding, and related safety equipment.
 When required, and working above 1.8m and a potential fall could arise all
appropriate measures shall be enforced to ensure that operatives are afforded a
safe and proper temporary working platform. Materials will be stacked in a safe
and secure manner. Scaffolds shall be inspected before use to make sure it is safe
for use.
 Any injury / illness sustained whilst at work must be reported immediately and
treated using FIRST AID KITS. Incident escalation reporting procedure shall be
followed at all times.

10.0 EMERGENCY PROCEDURES AND PREPAREDNESS


The emergency plan shall cover all aspect of the installation and/or Maintenance
activity, which properly identifies a clear method or action to be carried out for any
foreseeable emergency with or without casualty such as:
A. Fall from scaffolding / ladder
B. Crush from falling materials
C. Collapse of installation
D. Collapse of scaffolding
E. Collapse of worker due to heat stress
F. Failure of installation during testing
G. Recovery of injured person from location with limited access.
In the event of such emergency at work station, the following procedure shall be
followed:
1. Immediately inform the site security manage or the engineer or client
representative.
2. Persons not in imminent danger shall remain calm and await further
instruction from the site security manager /appointed person.
3. If there is an order to evacuate the area, it shall be done in a fashionable
manner, do not run or jump over handrails, do not jump off scaffolding. do not
rush or push other employees will descending the stairs
4. Report to emergency assembly point
5. The installation supervisor shall inform the project manager
6. The installation supervisor shall call the ambulance is required
7. The installation supervisor shall arrange for first aid and as the case maybe call
FIRE
8. Send someone to main gate to guide the ambulance if required.

9. In the case of any fatalities, do not disturb or remove any evidence from the
scene of the accident.
10. All parties involved in the project have a degree of responsibility; the flow
diagram below and attached Emergency Response System depicts the lines of
communication and contact details for escalating any type of incident /
accident that occurs due to project activities / tasks:
