CONSTITUTION AND BY-LAWS

VISION

Our Lady of Mt. Carmel Parish Youth Apostolate envisions to become a family oriented, Christ-centered,
committed, and empowered disciples of God that would embrace diversity in culture, environment and in the society.

MISION

Our Lady of Mt. Carmel Parish Youth Apostolate aims to:


1. uphold and sustain spiritual well-being;
2. awakens the essence of the Christian family values; and
3. develop environmental awareness.

INTRODUCTION

Youth Ministry plays a significant role in the church for it is an opportunity to establish a connection between
the way of Jesus and their own lives. Teaching young people in the church to grow in their relationship with the Lord
prepares them to serve Christ in all they do. Serving young people cannot only prepare them to become future leaders,
but also allow them to contribute to the church. This is seen many times in the Bible, as God often used young people
to do great things. Youth need guidance and support as they navigate through the most challenging part of their
development and seek to grow in their walk with Christ. Youth ministry leaders must be rooted in a biblical
foundation in order effectively communicate with young people. In addition, they must understand modern influences
on Christianity which allow them to identify with youth and build meaningful relationships with them.

ARTICLE I. MEMBERSHIP

Section 1. Members of the Parish Youth Apostolate are all youth who received the sacrament of baptism, communion
and confirmation.
Section 2. Members of the Parish Youth Apostolate refers to all youth ages 13-39, single or for any circumstances, a
single parent.
Section 3. Members of the Parish Youth Apostolate shall undergo or attend the Basic Youth Orientation (BYOS) and
Basic Youth Formation Seminar (BYFS).
Section 4. Members of the Parish Youth Apostolate shall attend Holy Mass (particularly Sunday Mass) and in every
church and chapel activities. He/she shall actively participate on religious activities and practice his/her Catholic faith.

ARTICLE II. NAMES

Section 1. Parish Youth Apostolate. The Parish Youth Apostolate refers to all the members qualified under Article I.
Section 2. Parish Youth Council. The Parish Youth Council shall be the planning and organizing body for policies and
programs and pastoral programs of the parish and shall be elected or upon the discretion of the parish priest.

ARTICLE III. ORGANIZATIONAL STRUCTURE

Section 1. The Parish Youth Council follows the flow between the levels of each member holding position in the
office.

ARTICLE IV. ELECTION, TERM OF OFFICE AND FUNCTIONS

Section 1. Election of Parish Youth Council Officers shall be conducted during the Parish Youth Assembly and must
follow proper proceedings.

Section 2. Parish Youth Council shall compose of Parish Youth Leader, Assistant Parish Youth Leader, Parish Youth
Secretary, Parish Youth Treasurer, Parish Youth Auditor and Zone Coordinators.

Sections 3. The Parish Youth Leader – there shall be one [1] Parish Youth Leader and shall have the following
qualifications, terms of office and functions:
1. Qualifications:
 He/she is single and elected during the Parish Youth Assembly or upon the discretion of the Parish
Priest.
 He/she must have ample knowledge and heart in serving the youth ministry.
 He/she must be an elected chapel youth leader.
 He/she must be of good moral standard.
2. Terms of Office:
 Under normal circumstances, the Parish Youth Leader shall serve a term of three [3] years only.
 The term of office shall be effective upon the election during the Parish Youth Assembly.
3. Functions:
 Assists and collaborates with the Parish Priest and in connection with the Parish Pastoral Council
(PPC).
 Takes responsibility in the running and implementation of Parish Youth Council programs and plans
within his/her structure.
 Helps in the formational and educational programs of the parish youth council.
 Represents the Parish Youth within and for the Parish Youth Council.
 Presides over the Parish Youth Council meetings.
 Performs other tasks assigned by the Parish Priest.

Section 4. Assistant Parish Youth Leader – there shall be one (1) Assistant Parish Youth Leader and shall have the
following qualifications, terms of office and functions:
1. Qualifications:
 He/She is single and elected during the Parish Youth Assembly.
 He/She must have ample knowledge and heart in serving the youth ministry.
 He/She must be an elected chapel youth leader.
 He/She must be of good moral standard.
2. Term of office:
 Under normal circumstance the Assistant Parish Youth Leader shall serve a term of three (3) years
only.
 The term of office shall be effective upon the election during the Parish Youth Assembly.
3. Functions:
 Assists and collaborates with the Parish Youth Leader and Parish Youth Council.
 Assists in the running of the Parish Youth Program and plans within his/her structure.
 Helps in the formational and educational programs of the Parish Youth Council.
 In the absence of the Parish Youth Leader, he/she represents the youth with and for the council, and
presides over the Parish Youth Council meetings.
 Performs the tasks assigned by the Parish Youth Leader.

Section 5. Parish Youth Secretary – There should be one (1) Parish Youth Council Secretary who shall take care of
the records and documents of the Parish Youth Council.
1. Qualifications:
 He/She is single and elected during the Parish Youth Assembly.
 He/She must have knowledge in basic correspondence and basic computer literacy.
2. Term of Office:
 Under normal circumstances, the Parish Youth Council Secretary shall serve a term of three (3) years
only.
 He/she must be an elected chapel youth leader.
 The term of office shall be effective upon election during the Parish Youth Assembly.
3. Functions:
 Assists and collaborates with the Parish Youth Leader and the Parish Youth Council in their tasks.
 Maintains communication with the Parish Youth Council.
 Conducts periodic studies about the youth current situations and the programs relative to the
maintenance of the Parish Youth Council.
 Shall take the minutes of the Parish Youth Council meetings.
 Keeps all records, documents, and external references of the Parish Youth Council.
 Helps in the formational and educational programs of the Commission on Youth.
 Performs other tasks assigned by the Parish Youth Leader and the Parish Priest/Parish Youth Director.
Section 4. Parish Youth Treasurer – there shall be one (1) Parish Youth Treasurer who will take care the finances,
budget proposal and reporting and requests of the Parish Youth Council.
1. Qualifications:
 He/She is single and elected during the Parish Youth Assembly.
 He/She must be of good moral standard.
 He/She is expected to be honest and transparent, diligent and conscientious in reporting and
recording.
 He/She must have the heart in serving the youth ministry.
2. Term of office:
 Under normal circumstances, the Parish Youth Treasurer shall serve in three(3) years only.
 The term of office shall be effective during the Parish Youth Assembly.
3. Functions:
 Assists the Parish Youth Leader and Collaborates with the Parish Priest and Parish Youth Council.
 Assists and collaborates in the initiation of financial literacy and fund – sourcing for the Parish Youth
Council.
 Maintain the financial record of the Parish Youth Council.
 Present and provide financial reports to the Parish Youth Council.
 Performs other tasks that the Parish Priest/Parish Youth Leader may assign to him/her.

Section 5. Parish Youth Auditor. There shall be one [1] Parish Youth Auditor who will check the finances, budget
proposal and reporting of Parish Youth Council. The Parish Youth Auditor is an independent body who maintains the
integrity of the auditing process.
1. Qualifications:
 He/she is single and elected during the Parish Youth Assembly.
 He/she must be an elected chapel youth leader.
 He/she must be good moral standard.
 He/she is expected to be honest and transparent, conscientious, and diligent in reporting and
recording.
2. Term of office:
 Under normal circumstances, the Parish Youth Treasurer shall serve in three(3) years only.
 The term of office shall be effective during the Parish Youth Assembly.
3. Functions:
 Checks liquidations.
 Validates receipts and invoices.
 Ensures disbursements duly approved.
 Ensures budget allocation.

Section 6. Zone Youth Coordinator. There shall be a Zone Youth Coordinator for each zone within the parish. (Zones
are composed of chapels grouped or clustered according to the nature of the parish)
1. Qualifications.
 He/she is single and is elected among the chapel youth leaders and chapel assistant youth leaders that
belongs to their respective zone.
 He/she must have ample knowledge in youth ministry.
 He/she must have experienced work with the Chapel Youth Council.
 He/she must be of good moral standard.
2. Term of Office
 Under normal circumstances, the zone youth coordinator will serve a term of three [3] years.
 The term of office shall be effective upon the receipt of the appointment from the Parish Youth
Apostolate until the end of the 3-year term.
3. Tasks
 Assists and collaborates with the Chapel Youth Council in their respective zones in their task.
 Oversees and supports the implementation of the Parish Youth Council’s plan.
 Conducts regular visits to the youth ministry structures within the scope of the council, to monitor
implementation of the youth ministry plans, and at the same time, study the needs and concerns of
young people and the youth ministry.
 Serves as direct link with the Parish Youth Council.
 Performs other tasks that Parish Priest/Parish Youth Director may assign to him/her.
Section 7. Chapel Youth Council (CYC).The Chapel Youth Council shall be composed of the following basic key
officers and shall follow the same function of the set of officers of the Parish Youth Council:
 Chapel Youth Coordinator
 Chapel Youth Leader
 Assistant Chapel Youth Leader
 Chapel Youth Secretary
 Chapel Youth Treasurer
 Chapel Youth Auditor

Article VI. Disciplinary Actions/Grounds for Dismissal

Section 1. Attendance. An elected officer who is not attending three [3] consecutive meetings or in any related parish
youth activities without valid reasons will be under observation. Continues absenteeism is subject for dismissal from
the position. The process is as follows:
 Three [3] consecutive absences- verbal reprimand
 Four [4] consecutive absences- written reprimand
 Five [5] consecutive – dismissal from office or upon the discretion of the parish priest
Section 2. Negligence of Duty. An officer who fail to perform his/her duties is subject for dismissal from the position.
The process is as follows:
 First offense- verbal reprimand
 Second offense- written reprimand
 Third offense – dismissal from office or upon the discretion of the parish priest
Section 3. Change of Civil Status. Positions and offices of duly elected officers who are married shall be
automatically be considered vacant.
Section 4. Political Affiliations. Engagement in partisan election, whether running for an office or an active supporter
to a politician, with or without informing and seeking permission from the parish priest, he/she shall voluntarily wave
his/her position.

ARTICLE VII. Amendments

Section 1. This constitution and by-laws may be amended at any regular meeting of the Parish Youth Council by two-
thirds vote of the members present or upon the approval of the parish priest.
Section 2. Adopted amendments will be dated, properly noted in the article amended and attached to the original
constitution and by-laws.
