APPREHENSION OF TRAFFIC VIOLATOR

1. Courteously inform the driver of his/her violation.


2. Request for the driver’s license and/or identification card to
determine his identity and ask for the vehicle registration and
other pertinent documents to support the same.
3. Issue a citation ticket to the motorist indicating the violation
therein.
4. Depending on the violation committed, issue a citation ticket
or impound the motor vehicle of the violator.
5. Explain to the violator that he/she has 72 hours from receipt
of the said citation ticket within which to continue to operate
his/her vehicle and settle his/her violation at the municipal
treasurer’s office. (The period of 72 hours is non extendable
and shall become invalid thereafter).
6. That after the lapse of the aforesaid period and the violator
still failed to settle his violation with the Municipal Treasurer’s
Office, the Catarman MPS will file the appropriate complaint
against him/her. And the owner/operator of the shall be
subsidiarily liable with his driver in the payment of the penalty
imposed.

THE VIOLATOR AFTER BEING APPREHENDED

1. Within 72 hours from receipt of the citation ticket issued by


the apprehending officer, the violator should proceed to the
Municipal Treasurer’s office to settle his violation.
2. Thereafter the violator may proceed to the MPOSO to
claim/get his/her confiscated license or impounded motor
vehicle.
3. Failure of the violator to settle his/her violation with the
Municipal Treasurer’s office will be a ground for the filing of
appropriate complaint in court against him.

OCCUPATIONAL PERMIT RENEWAL

a. Driver should register for seminar and wait for the schedule
thereto.
b. Attend the scheduled seminar.
c. The MPOSO will issue certificate as to attendees of seminar.
Copy furnish the BPLO.
Applicants will submit the requirements and submit the same to
BPLO.

opportunities for economic growth and contribute to the
competitiveness of the Municipalities.
Effectively implement the traffic laws to ensure the safety and
security of all road users and as well as to provide ease and comfort
to the constituents of the Municipalities in particular and to the
general public in general.

Sustain a safe and orderly flow of traffic along the National
Highways of Catarman, Northern Samar working in partnership
with a traffic responsive community towards rapid economic growth
and development of the Province. Safeguard the welfare of the
Public through the Road Accident Group providing expeditious
lifesaving support to road and vehicular victims.

General Procedure for Traffic Officers When Apprehending a
Traffic Violator:

1. The Traffic Enforcer shall wear proper and complete


uniform and carry his mission order at all times. Drivers
are free to ask for the mission order, which contains his
area or responsibility, official function and time of duty

2. The upper garment of his/her uniform particularly the left


and right pocket shall be free from any inserted objects,
with nameplates always visible

3. Flag down the vehicle and lead it to the roadside where it


will not obstruct the flow of traffic. Apprehension should
be done in an open area, visible to the public

4. Stand beside the vehicle with a minimum distance away


from it

5. Greet with respect the violator and introduce his/her


name and Authority

6. Do not allow the driver to alight from his/her motor


vehicle while apprehension is taking place

7. Courteously inform the driver of his/her violation

8. Request for the driver’s license, vehicle registration and


other pertinent documents
9. Accomplish the entries of the Unified Ordinance Violation
Receipts (UOVR) in three to five minutes time, without
any delay

10. Traffic Enforcer should not extend his/her hand


inside the vehicle while in the process of apprehension

11. Issue the second copy of UOVR to the driver and


inform him/her where and when to pay the fine
