 Meaning - What is it?

 Kings and rulers were expected to uphold Dharma by promoting
justice, fairness, and the well-being of the people.
 The Arthashastra (Kautilya)  emphasized the importance of good
governance practices such as the rule of law, efficient administration,
and economic prosperity.

 Why was the need felt?


o Especially in developing countries  problems faced in the process of
governance
 Improper implementation of laws
 delays in implementation of policies/ programs
 Lack of clarity about rules to be adhered to by private entrepreneurs.
