Title: Grid Analysis for Selecting Alternative Courses of Action in

Addressing the Issue of Dilapidating Infrastructures

INTRODUCTION
The Department of Public Works and Highways plays a pivotal role in preserving
and enhancing the existing infrastructure assets across the Philippines. With a mission
to ensure the longevity and safety of these infrastructures. This paper aims to create a
Grid Analysis to identify and select the best alternative course of action to solve the
pressing issue of dilapidating infrastructures in the Philippines.

ISSUE: Dilapidating Infrastructures

The Department faces significant challenges related to dilapidating
infrastructures in the Philippines. One of the primary issues is the aging nature of many
existing roads, bridges, and public facilities. These structures require regular
maintenance and rehabilitation to prevent further deterioration and ensure public safety.
However due to issues such as resource allocation and lack of coordination hinder the
DPWH's ability to address all infrastructure maintenance needs adequately. As a result,
the division must seek innovative solutions to tackle the growing issue of dilapidating
infrastructures across the country.

OPPORTUNITY: Climate-Resilient Maintenance

Emphasizing climate-resilient maintenance practices is crucial in a country prone
to natural disasters. The division can integrate climate adaptation measures, such as
reinforced structures, flood-resistant designs, and improved drainage systems, to
enhance infrastructure resilience and minimize damage caused by extreme weather
events.

METHODOLOGY: GRID ANALYSIS

Grid Analysis is a decision-making tool that allows the systematic evaluation of
alternatives based on multiple criteria. The method involves assigning weights to
criteria, scoring each alternative against these criteria, and multiplying the scores with
the assigned weights to calculate a total score for each option. The alternative with the
highest total score represents the best course of action.

CRITERIA SELECTION:
1. Climate Resilience: The extent to which the maintenance option enhances the
infrastructure's ability to withstand climate-related risks and extreme weather
events.
2. Cost: The financial implications associated with implementing the maintenance
option, including initial investment and ongoing expenses.

3. Environmental Impact: The potential effects on the environment, including

considerations of sustainability and ecological preservation.

4. Safety: The degree of safety and risk reduction provided by the maintenance
option.

ALTERNATIVE COURSES OF ACTION:

A. Climate-Adaptive Materials and Technologies: Utilize climate-adaptive
construction materials and innovative technologies, such as flood-resistant
coatings, weather-resistant coatings, and resilient building materials, in
maintenance works.

B. Regular Inspection and Monitoring: Conduct regular inspections and

monitoring of infrastructure to identify vulnerabilities and potential climate-
related risks. Implement timely maintenance actions based on the assessment
results

C. Retrofitting and Upgrading: Retrofit and upgrade existing infrastructure to

meet climate resilience standards, incorporating design changes that consider
changing climate conditions.

GRID ANALYSIS:

CRITERIA SELECTION Weight (W) Option A Option B Option C

Climate Resilience 30% 8 5 9

Cost 20% 7 9 5

Environmental Impact 30% 9 5 9

Safety 20% 8 9 8

Total Score (W x S) 8.1 6.6 8.0

RESULTS AND ANALYSIS:

Based on the Grid Analysis, Option A -Climate-Adaptive Materials and
Technologies - resulted as the most favorable alternative course of action. It garnered
the highest total score of 8.1 out of 10. This option addresses the issue on Dilapidating
Infrastructures while utilizing climate-adaptive construction materials and innovative
technologies.
CONCLUSION:
Adopting Climate-Adaptive Materials and Technologies is a good solution to
address the issue on dilapidating infrastructures. By integrating weather-resistant
coatings, flood-resistant materials, and resilient building technologies into maintenance
practices, the Department of Public Works and Highways (DPWH) can significantly
enhance the durability and longevity of existing infrastructure. These innovative
approaches not only improve infrastructure performance under changing climate
conditions but also contribute to reducing the frequency and severity of maintenance
issues caused by extreme weather events. Through this, DPWH will be able to show its
commitment to sustainable development and ensures that the Philippines' infrastructure
network remains resilient, safe, and reliable for the benefit of present and future
generations.
