Higher Education SPROUT: TOCFL Subsidy Program Application


Instructions

I. Purpose of the Subsidy Program


The Second Phase of the Higher Education SPROUT Project promotes support
for international students' learning, encouraging students to obtain the Test of
Chinese as a Foreign Language (TOCFL) certification at level B1 or above. This
aims to strengthen their Chinese language abilities required for living in Taiwan
and continuing to stay in Taiwan after graduation. Therefore, this TOCFL
subsidy program is established specifically.

II. Introduction of TOCFL


The Test of Chinese as a Foreign Language (TOCFL) is a standardized language
proficiency test designed specifically for non-native speakers of Chinese. It is
based on the Common European Framework of Reference for Languages and
divides language proficiency into levels, including Preparation-level, Entry-
Basic-level, Advanced high-level, and Fluency Proficiency-level. The test is
widely applicable and can be used by Chinese language learners to assess their
own Chinese proficiency or by individuals who study, work, or engage in trade
in Chinese-speaking countries to provide proof of their Chinese language
abilities.

III. Applicable Applicants


Students who are enrolled in intermediate or higher-level Mandarin courses in
the current semester, including those who are taking Mandarin Chinese
Practical (Level 5), Mandarin Chinese Practical (Level 6), Business Chinese,
Basic Chinese News, and Mandarin Communication for Campus Life and
Socializing.
If the number of applicants exceeds the number of subsidies available, priority
will be given to students based on their expected graduation year and grade. If
there are still more applicants than available subsidies, a draw straw will be held
to determine who will receive the subsidies. If there are still vacancies after the
initial phase of applications, a second phase of applications will be opened, and
the scope of the subsidy program will be expanded to include more applicants.

IV. Application Process for Subsidies
To apply for the subsidy, students need to follow the following steps to complete
the application process. Failure to complete the application process as required
will result in disqualification from receiving the subsidy.
1. Register an account on the TOCFL online registration system in advance.

2. Fill out the Language Center Subsidy Qualification Application Form
between March 1st (Wed.) to March 8th (Wed.).

3. Check the list of eligible applicants announced by the Language Center on
March 10th (Fri.).
4. Register and pay for the test on the online registration system according to
the desired test date. Only the tests on April 22th (Sat.) and May 27th
(Sat.) are available. Please refer to Point V. for test details.
5. Take the test on the registered test date. Absence from the test will not get a
subsidy.
6. Fill out the Language Center Test Subsidy Request Form within a week
after the test scores are announced. Regardless of the obtained level, all test-
takers who take get a grade will be subsidized.

VI. Notice
If any of the following situations occur, the Language Center will not provide
subsidies:
1. Incorrect application procedures or students who do not meet the
qualifications after verification. The list of eligible students for subsidies is
based on the version announced by the Language Center on March 10th
(Fri.).
2. Failure to complete the Test Subsidy Request Form within the designated
period.
3. Incomplete information or absence from the test.
4. For any applicant who falsifies any relevant documents, not only will they
lose their eligibility for subsidies, but they will also be held legally
responsible.
