TRANSPORT COORDINATION
Notes

Transport coordination is very important in developing and under developed nations in

order to fulfill the utilization of scarce resources. Unnecessary competition among
other form of transport can be removed through transport coordination – railway and
surface transport, shipping as well as airways. The competition is the primary hindrance
of transport division growth. In developing nations, the respective governments
seriously seek to develop a suitable policy of coordination among several modes of
transportation. Transport coordination assists in overall economy development. The
objective of transport coordination is the pooled use of a country’s transport resources
and potential in such a way as to gain the maximum benefits from each type of transport,
based on the inherent merits of each as reflected in operating costs as well as standards
of service.

LEARNING OUTCOMES
After reading this lesson the learner-

 explains the meaning of coordination in transportation and outline its need and
importance;

 enumerates the objectives of coordination;

 lists the confronts in transportation;

Outbound way that the business objectives are effectively achieved. Coordination is considered
Documentation as the core function such as controlling, monitoring, and organizing the management.

Notes

Fig. 15.1: Coordinating modes of Transportation

In order to effectively utilize scarce resources, transport coordination plays a very
important role especially in developing countries . Unnecessary competition between
other structures of transport can be eradicated through transport coordination such as
railway and road transport, shipping as well as airways. The competition is the foremost
obstacle of transport sector growth. The governments in all developing countries are
seriously occupied in developing appropriate policy of coordination among several
modes of transportation. Moreover, this transport coordination assists in overall
economy development.

The coordination among the different distribution chain employees of an organization

is achieved only through communication and preplanning the work. Without proper
coordination, all the work in the distribution chain will become chaotic which leads to
wastage of resources. Because of this, while recruiting for the top positions, most
transport organizations give importance to people who possess good communication
skills.

What is the aim of Transport Coordination?

The aim of transport coordination is to
 combine the use of a nation’s transport resources,
 derive the utmost merit from each type of transport,
 fulfill the consumption of scarce resources in operating charges, and
 offer standards of service.

What are the functions of Transport coordination? Inbound and

1. Coordination through proper planning- The transport / supply chain firm is Outbound
required to plan well for the present as well as for the future. They have to plan Documentation
in such a way as to efficiently use resources which are available in their
organization. For instance, the coordination between the manufacturing unit and
transport department is created through planning.

2. Coordination through Organizing- Organizing refers to arranging the available Notes

resources in order to use them efficiently. Coordination is an important part of
organizing. It is attained by separating work between the different departments
of the transport organization and assigning managers to each department.

3. Coordination through staffing - The staff is actually a resource for a transport

organization . It is very crucial for a senior manager to bear in mind that the right
number of employees with the right skills and education are essential to execute
the right transport job. This can readily be accomplished through coordination.

4. Coordination through directing- Once the transport duty allocation of each

member of the firm is decided, it becomes the duty of the manager to assign
those jobs to the respective staff members so that the desired results can be
accomplished during the entire supply chain.

5. Coordination through controlling - Once the roles are assigned to the members
of the supply chain organization, it becomes the duties of management to control
the actions of the staff members so that they carry out their duties as desired.

How to achieve effective Transport Coordination?

For an effective transport coordination in developing countries, the following
formulation of transport coordination policy should be the followed:

1. Cooperation in offering amenities for simple transshipment of passengers and

cargoes between areas served by diverse modes of transport.

2. Each sort of transport to be used with its most appropriate spheres, where it
can function competently and economically.

3. Balance in stipulation of transport amenities to be maintained. In other words,

there should not be an oversupply of transport services in some locations and
an insufficient supply in other areas.

4. When there is more than one category of transport, there should be controlled
coexistence to avoid mutually unnecessary competition.

15.2 OBJECTIVES OF COORDINATION

It is frequently said that “coordination is all right - as long as it is for others.” The
emotion normally being, as individuals no one wants to be coordinated by someone
else. In fact, coordination takes additional effort, dedication, resources and time that
several people would rather put into action. Individuals and organizations generally
fear coordination because they think it will create a bureaucratic layer to decision
making and restrict what they can do, as well as when, where and how they can do it.

Documentation
1. Harmony of Goals: As the perceptions vary from one employee to other,
there is constantly a danger of clash of goals in the minds of the senior level
positions and workers in both inbound and outbound traffic. Therefore, the
most significant objective of co-ordination is to generate harmony of objectives
in the minds of the human resources. Notes
2. Total Accomplishment: Rather than an individual attempt, the main objective
of the co-ordination is to attain the comprehensive accomplishment It has been
confirmed beyond doubt that total accomplishment is always much more than
the sum of the individual attempts. When applied to human resources of an
Organization two plus two can be either five or one + one can even be eleven.
It is referred to as ‘Synergy Effect’.

3. Economy and effectiveness: Another imperative objective of co-ordination

is economy and effectiveness. The co-ordination amongst the diverse resources
of input results in economy and capability in the organization.

4. Excellent Social Relations: Combination of individual interests and

organizational aim is the chief objective of co-ordination. It offers job satisfaction
and enhances morale of the staff and also establishes excellent human relations
in the venture.

5. Other Objectives:

1. Improved competence, cost- efficiency and speed of transport support

2. A structure for strategic decision making on problems of general concern

3. A combined strategic approach to supply chain support

4. Removal of gaps and duplication in services

5. Suitable division of responsibilities

4. When applied to human resources of an organization two plus two can be either
five or one + one can be even eleven which is referred as ______.

15.4 SIGNIFICANCE OF COORDINATION

The significance of co-ordination lies in the fact that it is one word in which all supervision
functions can be summarized. When the group attempts are coordinated, it results in
superior effort than the sum of all individual and isolated attempts. It gives a fillip to the
morale of the employees and offers them job satisfaction.

To any supply chain enterprise coordination is an end outcome of all efforts, activities
and forces both internal and external. Inside the venture, it unites various resources
i.e., employees, capital, objects, etc. to accomplish the objectives of the Organization.

Outside the firm, it is required to generate an environment favorable to the organization

by offering due consideration to the guidelines of the government, technological progress
and the needs and desires of the customers, employees and owners.

1. Specialization: A transport organization is divided into several departments

and each department is directed by a specialist. Each authority tries to assert his
responsibility. Co-ordination of varied activities of different departments is of
greatest significance otherwise it may lead to confusion and chaos.

54 Senior Secondary
Transport Coordination MODULE - 3

2. Conflicting individual and organization goals: It is very imperative for every Inbound and
firm to bring about co-ordination among organization and individual goals. If an Outbound
individual deviates from the path of firm’s goals, he / she may be directed to Documentation
desist and try to attain the objectives of the organization.

3. Line and staff formation: The formation of line and staff arrangement in an
organization also generates crisis of co- ordination. The staff executives may
confuse their power with line staff. Thus, co-ordination is required among line
and staff officers to attain the goals of an organization. Notes

4. Personality politics: Rival groups of people can be formed in every

organization. There is a requirement of bringing about co-ordination between
the rival groups which may sometimes sabotage the co-ordination practice.

5. Different outlook: In an organization, each individual is a complex and

exceptional personality. Individuals evaluate and interpret firm goals from their
own view points. Therefore, management has to co-ordinate the activities of
these individuals.

6. Co-ordination is essential for increasing competence: Co-ordination ensures

an appropriate tempo for the entire organization. A well coordinated group
attempt assists to make the finest use of all the resources. Therefore, it augments
the competence.

15.5 TECHNIQUES OF TRANSPORT COORDINATION

In order to secure better co-ordination in the working of an organization, the following
measures or techniques may be adopted in -

1. Simplified Organization: In large organizations, there is an inclination towards

over- specialization. The transport firm is segregated into a units and each one
of which focuses on its own duties. Indeed, instead of being means to the overall
ends of the organization, every unit tends to be bureaucratic and its actions
become ends in themselves. This requires co-ordination. The solution for this
lies in

a) placing the closely associated functions and execution under the charge of
an officer who functions as a coordinator.

b) Re-arrangement of departments might also be considered to bring about a

superior harmony between the several wings of the organization.

Inbound and Moreover, clear-cut organization structures and methods that are well known to all
Outbound concerned will ensure co-ordination. These Organizational procedures should cover
Documentation all tasks and responsibilities and each employee must understand what he is accountable
for and how his job is associated with that of other employees.

2. Harmonized Programmes and Policies:The perfect time to bring about co-

ordination is at the planning phase. The plans which are prepared by diverse
individuals or divisions should be verified to ensure that they all fit into an integrated
Notes and balanced whole. The coordinating staff must make sure that all the plans
add up to a combined programme.

15. 6 TRANSPORT SYSTEM IN INDIA

Transportation plays a vital role in the development of a nation’s economy by shaping
the overall productivity, enhancing the quality of life of people and their access to
commodities and services. An efficient and well devised transportation structure plays
an important role in the economic growth of a country. In a nation like India, where
monetary resources and business markets are dotted along the length and breadth of
the land, the projection and execution of competent, reasonable, dependable and
secure transport amenities and services assumes added importance.

The diverse modes of transport are:

1. Rail Transport: The most important type of transport system in India, is the
railway. During the year 1853, the first railway line was laid from Bombay to
Thane. After that, rail services have developed a lot. At Independence,

 The entire route length was: 53,596 km

 Engines: 8,209

 Passenger bogies: 19,536 and

administration had built up a wide network of railways. At present, Indian railways is
considered the nation’s single leading undertaking with an overall capital investment of
about Rs. 20,000 crores. It ranks fourth in the world and it is the biggest in Asia. It
also offers direct employment to almost 18 lakh persons.

Notes

2. Road Transport: After the railways, road transport plays a pivotal role in the
nation’s transport system. In reality, the social and economic development of
the nation relies on the development of roads. There is also an important relation
of bringing about the social cohesion of the masses.

Categorization of Roads
In India, roads have been categorized as:

1. National Highways: These are referred as main roads which link the states,
capitals, ports as well as big cities. The Central Government had taken up the
responsibility to construct and maintain these roads.

2. State Highways: These are considered as the main roads of the state. They
link the capital as well as the cities of the state. The responsibility of maintenance
falls on the respective State Governments.

3. District Roads: These roads link the district mandies and manufacturing areas
and are maintained by District Boards.

4. Village Roads: These roads are constructed by panchayats and link the villages
with district roads.

5. Border Roads: These roads have been created with the assistance of Border
Roads Organization. So far, 18,500 km long border roads have been
constructed by this organization.

Modes of Road Transport

Two main modes of Road Transport in India are:

1. Bullock Carts- It is the basic method of transport of Indian villages. According

to reliable sources, in India there exist about 1 crore bullock carts. They offer
jobs to 1 crore people.

2. Motor Transport- Motor transport started in India after 1913 and the Motor
Vehicles Act 1939 was passed to maintain appropriate control over it. Currently
it has been replaced by Motor Vehicles Act 1988, further altered in 1994. At
present, there exist 303 lakh of motor vehicles while in 1947 their number was
around 2 lakhs.

3. Water Transport- For both long and short distances, water transport is
considered as the most economical mode of transport. It does not need much
capital as in the case of other transport system. Government of India constituted
a ”Reorganisation Policy Sub Committee” in 1945 and recommended that all
the coastal business of India should be reserved for Indian ships and appropriate
opportunity should be provided to the Indian vessels in global trade.

1. Inland water transport: Ever since ancient times, inland water transport has Notes
played a very important role in Indian Transport System. Its total length is 14544
Kms. and the navigable rivers are Ganges, Brahmaputra, Godavari, and Krishna.
Transportation of cargoes is an organized structure which is limited to West
Bengal, Assam and in some areas of North Eastern Region as well as Goa. To
develop the inland water transport, the Central Irrigation and Power Commission

was started in 945. Further in 1967, the Central Inland Water Transport
Corporation was formed and the Inland Waterway Authority of India was set
up in 1986 which facilitates development.

2. Coastal Transport: With a vast hinter land, India has an extensive coastline of
7516 kms with 13 major and 139 minor working ports. Despite its significance
of being the economical and energy efficient mode of transport, during 1961 to
1980 there has been a sharp decline in coastal shipping operations. At present
through the assistance of government this sector had developed significantly.

3. Oceanic Transport: India has developed merchant fleets and the Government
of India has also shown a lot of interest in the development of shipping industry
by -

 Establishing vessel building industry in public sector

 Granting subsidy on purchase of vessels from domestic shipyards to offset

cost

 Facilitating the public division ( Shipping Corporation of India) to extend its

fleet

 Constructing amenities for the training of officers and men for the merchant
fleet.

At present the aim is to attain the objective of acquisition of sophisticated specialized

vessels. It shall assist in export promotion and enhance the balance of payment position.

15.7 BENEFITS OF TRANSPORT COORDINATION

The main three significant elements for functioning of transport coordination are
Balancing, Timing and Integration. Let us learn more about them.

 Balancing: The complete work must be segregated and assigned to every

department while balancing the efforts, jobs and activities of all the departments.

 Timing: Timing refers to scheduling the operations in an appropriate order. The

Schedule right from beginning to completing the jobs should be fixed well in
advance and definite efforts should be made to finish them as per the schedule.

 Integration: Integration refers to the unification of all unconnected and varied

activities in such a manner as to achieve the job effectively.

Benefits
Based on the benefits which it offers, coordination is considered as the spirit of
managership.

 Co-ordination ensures unity of direction by making spontaneous association on

15.8. PROBLEMS OF TRANSPORT COORDINATION

Co-ordination cannot be attained by power or imposed by authority. Accomplishing
co-ordination through orders is a fruitless exercise. There are circumstances or setbacks
that make achieving coordination a very complex task.

Fig. 15.8: Hinderances to Coordination

62 Senior Secondary
Transport Coordination MODULE - 3

1. Objectives which are poorly defined and understood: It will be difficult to Inbound and
attain coordination if the goals of the organization are not clearly defined. Each Outbound
individual and every division must clearly understand what is expected of them Documentation
by the business. Top executives must clearly mention the objectives for the
firm, as a whole. The several plans created in an enterprise must be inter-
connected and designed to fit collectively.

2. Inappropriate division of work: The most significant requisites of an efficient

organizing is adequate division of work. If the duties are not distinguish and Notes
assigned to individuals based on their skills and qualification, it will be relatively
complex to coordinate the activities of an organization.

3. Well Structured organization

When the degree of

 Formalization

 Span of control and

 Centralization etc.

are not clearly understood and activities are not accurately departmentalized a very
poorly structured firm will make coordination very complicated.

4. Healthy defined lines of authority: If the lines of authority are not properly
defined, coordination can never be achieved. So, the authority must be assigned
in a clear manner. The individual must understand what is anticipated of him by
the superior(s). When the authority is accepted, then the subordinate must be
made responsible for outcomes in the work location.

5. Poor communication: For an excellent co-ordination, a smooth stream of two-

way communication is essential. If sound communication systems are not
developed, an organization can never be coordinated. Personal contact is
normally considered to be the most efficient mode of communication for attaining
co-ordination. In order to distribute timely and precise information to several
groups in an organization, the other means of communication such as records,
reports, etc., may also be utilized.

6. Unproductive leadership: Efficient leadership in an organization can be attained

only through real coordination. In order to achieve the same, the top management
must be competent to offer:

 A favorable work environment,

4. Co-ordination cannot be attained by power or imposed by ______.

15.9 GUIDING PRINCIPLES OF TRANSPORT COORDINATION

For attaining efficient co-ordination, the following primary principles are to be followed:

1. Direct Contact- Co-ordination can be achieved by direct contact with the

concerned parties. These sort of direct personal communications fetch about
contract on methods, actions as well as definitive achievement. It also eradicates
red tapism and ensures timely action. In fact , direct contact is an efficient means
of co-ordination.

2. Beginning early - Co-ordination can be attained more readily at the primary

phases of planning and policy-making. As a result, direct contact must commence
in the very early phases of the process. If an order for the distribution of a
particular cargoes has been booked and the components or raw materials
which are required to manufacture are not available, there will be chaos.
Contacting the various executives involved in purchasing, production, sales and
logistics at the early phase would have made it feasible to know whether the
order could be carry out.

3. Continuity- Co-ordination must be seen as a continuous procedure. It begins

from planning and ends when the objective is attained. Co-ordination is essential
whenever there is division and supply of functions between the managers and
departments. Every time a new situation arises, a fresh attempt of co-ordination
is required. So, the manager must continuously work at it in anticipation of the
intention to be served.

64 Senior Secondary
Transport Coordination MODULE - 3

4. Mutual Relationship- Co-ordination should be looked upon as a reciprocal Inbound and

connection to all factors and circumstances, viz. logistics , shipping , production, Outbound
sales, finance, men and management. For instance, when ‘P’ works with, say Documentation
‘Q’ and ‘Q’ in turn works with ‘S’ as well as with ‘R’ then each of the four find
themselves influenced by the others.

5. Pervasiveness- In every management function, coordination is considered an

all-embracing activity. It is essential for all the activities which are carried out by
an organization at every stage. It is to be implemented both within and outside Notes
an enterprise.

6. Leadership- Leadership is the most efficient instrument of co-ordination and

the leader in a group is the coordinator of the group activities. He synchronizes
all attempts of persons in the group. A Logistics manager does not personally
generate anything nor does he sell anything in the market. Through his executives,
he makes sure that the commodities produced by the manufacturers reach the
destination at the right time.

7. Timing- Timing is an imperative element of co-ordination. This principle highlights

that all functions in the firm are to be done at the same time and speed. If the
sourcing division purchases and supplies materials in time to the production unit,
and if the manufacturing is done timely, then the logistics department can distribute
the commodities to the consumers within the scheduled time.

8. Balancing- This principle refers to the quantitative aspect of co-ordination. It

indicates that all works are to be done in right quantity. For instance, the logistics
activities cannot be balanced if one department manufactures half, another one-
third and the third the full quantity. If they execute their tasks in the right quantity,
it will be easy for the logistics department to coordinate with relevant department/
s and distribute the goods to their respective clients.

9. Integrating- To accomplish the enterprise objective, all activities, decisions

and suggestions are to be incorporated. For integration it is necessary that all
the executives and departments execute their tasks at the right time. For instance,
if all the parts of a machine are manufactured by the different departments at the
right time, with proper coordination if they can be assembled within the precise
time, then the logistics activities can be carried out effectively.
