AN ORDER ORGANIZING THE BARANGAY ARIOSA PEACE AND ORDER COMMITTEE (BA-
POC) AND PROVIDING FOR ITS ROLE, FUNCTION AND APPROPRIATION.
WHEREAS, threat to peace and order posed by criminality, illegal drugs, insurgency and subversion requires the
dedicated efforts of all government official and citizens;
WHEREAS, it is the duty of local governments, the law enforcement agencies, the prosecution services, and
similar institutions of government operating in the locality to assist local chief executives in the proper
enforcement of the laws and the administration of justice;
WHEREAS, government efforts at peace and order need to be fully coordinated to effectively prevent and
suppress criminality and to maintain public order and safety in the land;
WHEREAS, Section 116 of the Republic Act No. 7160, otherwise known as the “Local Government Code of
1991”, mandates local government units to establish a local peace and order council, and pursuant to
Executive Order Numbered Three Hundred Sixty-Six (E.O. No. 366), s, of 1996, as amended, the local
peace and order committee shall have the same composition and functions as those prescribed in the said
executive order.
WHEREAS, Section 2 of E.O. No. 366 provides that every barangay shall organize a Peace and Order
Committee to serve as implementing arm of the City/Municipal Peace and Order Council at the Barangay
level. Such Committee shall be composed of the following members:
1. The Punong Barangay as Chairman;
2. The Chairman of the Sangguniang Kabataan;
3. A Member of the Lupon Tagapamayapa;
4. A Barangay Tanod;
5. A Public-School Teacher (to be designated by the School Principal or School Head Teacher);
6. A Representative of the Interfaith Group;
7. A Senior Citizen;
8. At least three (3) Members of existing Barangay–Based Anti-Crime or Neighborhood Watch Groups
or an NGO Representative well-known in his community; and
9. A PNP Officer (the Police Chief or any one designated by him).
WHEREAS, the barangay peace and order committee is reconstituted customarily as a whole or without
exception whenever major changes exist in the local administration or in the composition.
SECTION 2. ROLE AND FUNCTION OF THE BP-POC. – The Barangay Ariosa Peace and Order Committee
(BA-POC) shall have the following role and function as provided under DILG Memorandum Circular
2015-130 dated November 3, 2015:
a. Formulate a Barangay POPS Plan which shall be incorporated in the Barangay Development
Plan;
b. Recommend measures to improve or enhance peace and order and public safety in the community;
c. Monitor and coordinate the implementation of peace and order programs and projects at the
barangay level;
e. Monitor and report, to appropriate authorities, suspicious illegal activities and personalities involved
within their jurisdictions, including insurgent activities;
f. Maintain continuing dialogue, close coordination and rapport with the higher-level POC and law
enforcement units;
g. Coordinate the operation of all community-based anti-crime groups within the barangay;
h. Make periodic assessment of the prevailing peace and order situation in the barangay, and submit a
report, with appropriate recommendations, to the higher-level POC;
i. Submit annual BPOC Functionality Report pursuant to DILG Memorandum Circular No. 2008-
101; and
SECTION 3. BA-POC SECRETARIAT. – There is hereby created a Barangay Ariosa Peace and Order
Committee Secretariat which shall handle the administrative and technical activities of the committee.
Specifically, the Secretariat shall prepare plans and programs for the consideration of the committee;
supervise, direct and monitor, for the committee, implementation of approved policies, plans and
programs; undertake liaising and coordination of activities with appropriate agencies of the government
and provide a forum for interdisciplinary dialogue and deliberation of major issues and problems
affecting peace and order.
SECTION 4. APPROPRIATION. – The Sangguniang Barangay of Barangay Ariosa shall appropriate such
amounts as may be necessary for the implementation of the Barangay Peace and Order Plan and/or Public
Safety Plan which shall be disbursed only with the favorable recommendation of the BA-POC. The basis
for incurring expenses pertaining to the Barangay Peace and Order Program shall be the Barangay Peace
and Order Plan as recommended by the BA-POC, the Barangay Kagawad-Chairman of Peace and Order,
and approved by the Sangguniang Barangay and the Punong Barangay.
SECTION 5. REPEALING CLAUSE. – All Executive Orders, Rules and Regulations and other related
issuances or part thereof, which are inconsistent with this Executive Order, are hereby amended, modified
or revoked accordingly.
SECTION 6. EFFECTIVITY CLAUSE. – This Executive Order shall take effect immediately.
