CHAPTER 1- EXECUTIVE SUMMARY

i
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

1.1 Executive Summary

i. Nanded Railway Station has been chosen by Ministry of Railway (MOR) to be one of the stations
around India to be redeveloped as a world class station with state of art architecture, facilities
and public amenities. The redevelopment aims to enable Authority to function as a master
developer wherein it delivers the Mandatory Works and can provide prospective contractors /
developers clarity on the development potential and character of individual develop-able land
parcels identified in the Master plan for phased Commercial Development as well as to ensure
that a properly designed station along with associated infrastructure is developed.
ii. This study deals with the redevelopment of Nanded Railway station as well as developing a
Master Plan for the strategic development of the railway land surrounding it. Nanded railway
station, (Station code: NED is the railway stations serving the city of Nanded in the Indian state of
Maharashtra. They are located in the South Central zone of the Indian Railways.
iii. The total land area of the project is 66.7 Acre. The station precinct adjoins Sri Guru Govind Singh
Road on the western side.
iv. The Divisional Railway Hospital on the South East connects the Railway Station-Bafna Road to
Bafna Square, while Sri Guru Govind Singh Road on its western side connects with the Guru
Govind Singh Airport.
v. Towards the Southern side flows river Godavari. Hingoli Gate Flyover pass by Easter side of railway
connecting it further to Chikhalwadi road on south side.
vi. Railway boundary extends from Sri Guru Govind Singh road in the West to Hingoli flyover in the
East and from Station road in the North to Station road in the South.
vii. Existing Yard plan depicts 4 passenger platforms and currently existing Goods yard, and all of the
support structures, tracks, sheds etc. Future Yard plan demarcates redevelopment of circulation
areas for both East and West sides.
viii. Currently station handles around 114trains. According to the Railway operation plans for the new
Station and the growths of the last years, we can expect for the next 45 years an important
increase of the demand, approximating to 1,89,653 passengers/day. The station building will be
designed to handle approximately 18965 pax/hour.
ix. A brief assessment of Railway operations, commercial facilities, management analysis, and utility
infrastructure is done and reproduced in this report.
x. A total built up area of 15840 sqm has been assessed for the development of South-north side
building, area of 25920 sqm for MLCP+Commercial and area of 11880 sqm for North side building,
with new and improved facilities. This excludes Air Concourse of 9504 sqm and FOBs of 4346 sqm.
xi. Traffic studies have been done. At this moment, there aren’t capacity problems on the station
more directly connected to the Station. However, an analysis of the infrastructures and new
facilities to be planned for the proposed redevelopment and the estimated increase of traffic due
to them, the future capacity problems can be foreseen. In order to solve future traffic problems,
improvements in these two roads and provision of a widening are suggested.
xii. To conclude the report, project viability assessment has been done analyzing current real estate
trends of the city and site surroundings. Residential and Commercial bench marking have been
done. Preliminary Real Estate studies demonstrates positive Urban growth patterns.

2.1 Background
The project aims for re-development and construction of the railway station building and supporting
Facilities, including its surroundings, on the entire Railway land along with commercial exploitation of
land parcels.

The Primary scope include a survey based analytical study of operational, technical, social and
economic aspects to postulate a concept plan, a master plan and a feasibility study towards future
station development program. The scope will include development/ redevelopment of Railway Station
including its surroundings on the entire Railway land along with commercial exploitation of land
parcels, colony redevelopment plan. A schematic plan for handling train and passenger operations,
besides provision of facilities for maintenance and operations shall also be developed. It will also
include optimal plans for real-estate development and allied facilities such as parking, inter-modal
transfer and incoming/outgoing road traffic at the Station. All the applicable laws, bylaws and Master
Plan of the city will be followed to enable ‘in principle’ approvals from municipal authorities.
MSSRS (Manual for Standards and Specifications for Railway Stations) 2009 or any such document as
suggest by Authority will be the key document to follow while preparing Master/ Concept plan and
feasibility report including the technical sections of bid/agreement documents.
The consultant will be fully responsible for conceptualizing the vision of developing the Station to
achieve the objectives as per all the directives from Authority to provide superior services to railway
passengers. This vision will be used to define the Authority requirements for development and
construction of the railway station and facilities. It will also enable the prospective contractors/
developers to assess the requirements for the purpose of bidding and to carry further detailed design.

3.4.5 Summary and Projections:

The growth rate as per city figures is 27.79% per decade, and as per actual ticket sale data collected
figures reveals that the PRS passenger figures are increasing in the last 6 years with CAGR of + 9.3% and
UTS passenger figures are increasing in the last 3 years with CAGR of 1.92%, as well seasonal tickets are
increasing at a rate of 1.9%.

In view of the above, the lower bound of trends of growth of passenger is assumed 8% for PRS, 1.5%
for UTS and 1.5% for seasonal ticket up till 2031, further the growth rate are rationalized to achieve
linear growth with 7% PRS, 1.5% UTS and seasonal 1% till 2041 year, further the growth rate are
rationalized to achieve further linear growth with 5% PRS, 1% UTS and seasonal 0.5% till 2051 year.
Post 2051 the growth rate has been reduced further to 3% PRS, 0.5% UTS & 0.5% Seasonal till 2067, as
a result passengers’ growth at Nanded Junction Railway Station for next 45 years is as follows.

Table 7 Summary and Projection Source : Traffic Survey Report

The Projected Daily Passengers for Nanded Junction Railway Station for 2067 is 1,89,653 per day.

3.4.6 Peak Hourly Traffic (PHT) Computations:

The total passengers per day do not arrive/depart uniformly throughout the day. There are surge hours
in morning/ evening etc when the commuters are moving or when the popular trains are scheduled.
PHT is an important component which determines the actual facilities to be provided, and optimisation
of design can be done only if proper PHT is chosen. For PHT computations, two methods are adopted:
railway data and operational characteristics based.

19
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

 Actual Survey Results: At Nanded railway station, actual surveys have indicated a peak hour of
13881 pax.
 CRIS data: According to ticketing data the PHT is 1954 for 2021 yr which clearly show the effect
of pandemic, hence considering the base value as 2018-19, the value for 2021-22 has been
extrapolated which works out to be 5089 passengers per hour for the year 2021-2022.

3.4.7 Operational Characteristics:

The calculation of passengers in busiest hour is done as per Current Time table:

Details of departing trains (Busiest Hour) as per time table in a week

Hour From 18 hr Hour To 19 Hr
Type of Train No of trains Avg No of Avg No of Frequency of train
Boarding pax Alighting pax
Through train 3 500 500 20minutes

Terminating Trains 1 700 60 minutes

Total 6 2900 2200 5100

Table 8 Details of Departing Trains Source : Indian Rail Info

The total number of passengers calculated as per busiest hour are 5100 pax

3.4.8 Future Operational Characteristics

Details of departing trains (Busiest Hour) as per time table in a week

Terminating 2 700 30 minutes
Trains
Total 12 5800 4400 10200
Table 9 Details of Departing Trains Source : Indian Rail Info

Between Nanded and Wanegaon halt the number of feeding tracks is two which requires 5 to 12
minutes travel time. Between Nanded and Maltekdi the number of feeding tracks is 2 which requires
15 minutes travel time. Hence with four feeding tracks the trains that can be accommodated is 4 to 6
minutes, trains with a reduced speed, which caters 10200 passengers per hour. Whereas PHT for the
year 2067 is 18,965 passengers per hour. Hence doubling of track is required- at 2040 year.

3.4.9 Time table of daily passenger loading(Refer annexure A)

20
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

3.4.10 Mela Surge:

Mela surge is another important consideration in design. Mela loads happen several times in a year
during the festival season or during recruitment/ exams or political/religious gathering etc. In order to
optimise the cost, the design shall aim to achieve a lower LOS during mela surge as compared with the
normal PHT. Even higher rush may occur very occasionally (not more than 5-7 times a year) and these
shall be handled by even lower LOS, or providing special/ temporary / semi-permanent / multi-use
arrangements. In order to work out the Mela surge, the passengers travelling in RAC and waitlisted
passenger travelling with their co passengers are also to be counted besides the rush in the general
class.
However according to MSSR the Mela load surge suggested is 35%, the same shall be considered for
design purpose.

21
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

3.4.11 Summary

a) Based on the above, the most likely values are the CRIS values; hence the same has been
considered for peak hour calculation for future, based on the CAGR values following growth of
passenger is assumed:

uptill - 2031 PRS 8.0% UTS 1.5% Seasonal 1.5%

Train Passenger Services

While the stocking of the coaches with catering and Linen supplies generally takes place near the
terminus of the trains route where the washing lines are, there might be a need to service the train at
the stations for resupply. These activities require space in the non-passenger portion of the station and
in some cases satellite facilities will be required at the platform for the efficient provision of the
services.

i. Catering
Main food preparation facilities will be near the washing lines however the station will need to
accommodate the following:
a. Provide on departure concourse a minimum of 4 food kiosks; 5.5 square meters in size for hot
take away, hot and cold food and beverage.
b. Provide on departure concourse
c. On the platform provide 6 catering stalls 5.5 square meters in size for through trains. End
platforms can have 5 stalls.

ii. Bedroll Services

Passengers in various tiers for certain types of trips are entitled to linens, blankets and pillows. Space
will be required in station support areas for storage of both fresh and used supplies. Analysis of this
operation to determine space needs at the station and how to minimize the movement of these
supplies into the passenger areas shall be done. Study should include operational review of pick-up
and delivery, equipment requirements for efficient operation, supply and equipment storage and
staff support spaces.

iii.Luggage Storage

Passengers with significant wait times for changing trains will require secure temporary storage of
luggage. This will be provided by both staffed luggage storage counters and storage areas and
luggage lockers, which will be supervised by the luggage storage staff. Administration of this area
shall be done in conjunction with station security staff, which will have responsibility for overseeing
this operation. The determination of the size of these facilities will require that as part of the station
designer’s analysis of passenger capacity the profile shall include study of the utilization of these
services. Location of luggage storage areas shall be in proximity to the main street access points to
the station in the paid concourse areas.

3.7.2 Current offices and facilities

3.8 Relocation Analysis

3.8.1 Analysis

Utilities
The utility infrastructure across the site is common for the railway land. This includes water supply
(pump room, overhead tanks and rainwater harvesting), and has one substation on the north eastern
side of the site which caters the whole site. Thus, the site has utility networking all over the site.

3.8.2 Mitigation strategies

i. Route Diversions- For the entire period of development, the station has to remain functional,
therefore required route diversions must be put in place to avoid any traffic related issues of the
city traffic as well as the traffic incoming and outgoing the railway station.
ii. Signage and Hazard Lighting- Proper Signage and hazard lighting must be put in place at strategic
locations to guide the public using the station and allied premises during the entire time of
construction.

26
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

iii. Barricading- Proper and appropriate barricading must be done to avoid any disasters of any kind
involving the public movement around the construction sites, as the site vicinity will be active 24 X
7.
iv. Labour Safety- All necessary measures must be put in place to avoid any kind of disaster at the
construction sites involving the workers, considering the fact that the site is a railway station,
which is very prone to such disasters, care must be taken that no worker in any case must not
come close to the OHE and Trains.
v. Disaster Preparedness- The site must be well equipped to overcome any kind of disaster during
the construction of the project at the site, such as fire breakout, power outage, etc. there must be
a disaster relief plan that can be put in place at the time of any such thing.
vi. Site Management- The Site must be managed well such that all the materials and equipment must
be put to its best use without any wastage. The Material Depot, batching plant must also have
integrated disaster relief plan to overcome anything that can take life or cause loss of property.
vii. Proper Lighting- The site must be well lit up during the dark hours to avoid any damage to the
property, and life and to enable workers to work even in the dark to meet the deadlines on time.
viii. Escape Routes- Proper Escape routes must be defined to be used during an emergency.
ix. Arrangement of potable water- Potable water must be available at the times during the
construction for drinking as and other purposes.
x. Waste Management and Sanitation- Proper standards of sanitation must be maintained at the
project site at all time. Waste from the site, be it any kind of waste must be managed with utmost
care and precaution. Sprinkling of water at regular intervals to prevent rise in particulate matter
levels must be taken very seriously.
Mitigation strategies must be pre-determined and must not be limited to the ones mentioned above.
For the successful completion of the project, it must be noted the lesser the adverse impact of the
project on its surroundings, the better it is for people and for the project.

6.1 INTRODUCTION
6.1.1 Background

Nanded is one of the historical places in the Marathwada region of Maharashtra State. It is
situated on the north bank of the Godavari River. It is famous for Sikh Gurudwaras. Nanded
is a town of great antiquity. It is said that during the Puranic days, Pandavas traveled through
the Nanded district. Nandas ruled over Nanded through generations.

The mention of Nanded is found in the Lilacharitra, a treatise written by Mahimbhatta. It

gives the description of the idol of Narasimha in the town. Nanded was formerly known as
“Nanditat” which is confirmed by the copper plate found at Vasim.

Nanded is mentioned in Mahabharata as place of Bharat's maternal grandparents. In the 1st

century CE, power in the area lay with the Andhrabhrtyas and Satvahanas. In the 5th and 4th
centuries BCE, Nanded was ruled by the Nanda dynasty. In the 3rd century BCE (about 272
to 231 BCE), it was part of the Maurya Empire under Ashoka. Local irrigation practices and
Nanded itself are recorded in the treatise, Leela Charitra (late 1200s CE). Nanded was the
birthplace of three Marathi poet-saints—Vishnupant Shesa, Raghunath Shesa, and Vaman
Pandit Construction of Kandhar Fort, located in Kandhar, is attributed to the Rashtrakuta
king Krishna III of Malkheda who ruled around 10th century CE.

The objective of the study is to provide necessary solution for the traffic related issues which
shall have direct or indirect impact from the proposed redevelopment of Junction Railway
Station once it is operational. There is a need to study and collect the actual inputs and
prepare the proposal along with the project outcomes. This would require collecting,
analyzing and documenting relevant performance indicators which reflect the project
outcomes.

6.1.2 District Profile

The district of Nanded lies between 18° 16' and 19° 55' North latitude and 76° 56' and 78°
19' east longitude. It has an area of 10,333.3 sq. Km* (This area figure given by the census
authorities was obtained by them from the District Inspector of Land Records.

The area figure supplied to the census authorities by the Surveyor-General of India is 10, 422
Kilometres. It is the easternmost district of the Marathwada area of the Maharashtra State.
It is bounded on the north by the Yeotmal district, on the west by Parbhani and Osmanabad
districts, on the south by the Bidar district of the Mysore State and on the east by the Medak,
Nizamabad and Adilabad districts of Andhra Pradesh. For administrative purposes, the
district is divided into two divisions, namely Nanded being the northern division consisting of
the talukas of Nanded, Hadgaon, Bhokar and Kimvat, and Deglur, being the southern division
made up of the talukas of Degiur, Biloli, Kandhar and Mukhed.

6.3 Study Area

First to start with, the study area was demarcated with respect to the vicinity at which the
railway station is proposed or the face lift of the existing railway station is taking place. A
crow fly distance of 1 kilometer was earmarked from the railway station, as the pedestrian
influence ring which will be considered as the effective target area. Radius of 2 kilometer
was earmarked from the railway station, as the vehicular influence ring and radius of 5
kilometer was earmarked from the railway station, outer movement influence ring as shown
in the Figure 13.

6.3.3 Amenities Present in Railway Station

The station has 4 platforms, and has four FOBs. The other amenities like ATM, Food Court,
and Essential Stalls. Wifi facilities, retiring room, cloak room, and parking facilities are also
present.

6.3.4 Land Use

The observed land use pattern at the surrounding areas of the proposed Junction Railway
Station within the radius of 500 meters is residential, Bus stand, commercial, Schools,
Hospital, Temples and Stadium. Most of the land adjacent to study area is residential land.

6.3.5 Road Network

Study area is well connected by the road transport systems. The Main Road and National
Highway NH 61 and NH 161 pass through the study area apart from the other regional and
local roads with in the study area; the important roads with in the study area are as shown in
the image below:

Figure 17 Impotant Roads

6.3.6 Junction

Eight important junctions were observed within the study area as shown in figure 18 and the
details as follows:

46
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

Figure 18 Important junctions

6.3.7 Footpath

Most of the roads in the study area doesn’t comprise of footpaths. The footpaths present in
small stretches are also not being used by pedestrians due to discontinuity; the other major
factor for not utilizing the footpaths is the encroachments by hawkers, which is forcing the
pedestrians to walk on the carriage way. Almost all the road footpath and shoulders has
been encroached or vehicles parked forcing the pedestrian to walk on carriageway.

6.3.8 NMT and Pedestrian Movement

The significant number of pedestrians can be seen around the existing Junction Railway
Station, especially on Station Road, within station premises, especially at Front and Back
Road of Railway station. All locations as mentioned show that the pedestrians are forced to
walk on the carriageway because of following reasons:
• Encroachment of footpath is forcing the pedestrian to walk on the road.
• Absence of Pedestrian and NMT movement regulation
• Geometry of the existing infrastructure is not according to the standards, i.e
discontinuous pathways etc.
• Absence of facility for the physically challenged passengers.
• An undisciplined / scattered Pedestrians movement is observed on all roads and
Junctions.
• Unpaved surfaces.

6.3.9 Hawkers

There seems to be no end to encroachments on footpaths and shoulders thereby forcing

pedestrians to walk on busy stretches of road. The encroachments on footpaths are a
common sight in every city, Encroachments of footpaths by vendors cannot be removed but
instead should be rehabilitated, as these footpath shops are the sole source of income for
these poor families. However, first priority for pedestrian should be considered because they
are at higher risk, hence removal of hawkers / shifting of Hawkers is very much required.

47

6.3.10 Intermediate Public Transport System (IPT)

The Intermediate Public Transport System comprising of Auto-rickshaws are the backbone of
the present transport system of Nanded city. With all their limitations, they are keeping the
town movable and active. Due to the lack of public bus transport system within the city, a
major portion of the demand is being met by auto rickshaws, shared auto rickshaws, cycle
rickshaws and two wheelers.

Figure 20 Auto-Rickshaw Parking in Station

6.3.11 Parking Scenario

Different types of parking are observed within station premises and around the vicinity of
Junction Railway Station, i.e., off street parking and on street parking. the Off- Street parking
is seen within the existing Railway premises compound accommodated daily around 336
Equivalent car spaces comprising of Two wheelers, Cars & Auto rickshaws, apart from this
unauthorized and haphazard On Street parking can be noticed on almost all roads of the
study area. Unauthorized parking can be noticed within the premises. Off-street Parking is

48

unscientifically managed. The dedicated parking slot to a respective mode is not utilized. The
existing parking management adopts null intelligent system.

6.4 Glance on the Existing Problems and Deficiencies in the vicinity of

railway station
• Poor Traffic Management around the vicinity of the Junction Railway Station.

• Hawkers have encroached the footpaths, thus forcing the pedestrians and commuters
to walk on the carriage way which is unsafe and might lead to accidents.

• Lack of infrastructure to cyclists and pedestrians.

• Haphazard Parking system needs to be checked on.

• Unscientifically designed Junctions.

• Unfriendly footpaths.

• An undisciplined / scattered Pedestrians movement is observed on all roads and

Junctions.

• Autos Park and stop on the carriageway reducing the capacity of the roads and as well
as Junctions.

• The bus stand where other vehicles are also parked and the station road is the only road
leading to Bus stand.

6.4.1 Problems within Railway Station-

• Off-street Parking is unscientifically designed and managed.

• Two wheelers are allowed to park in a scattered manner.

• Signage’s are neglected

• Unorganised pick and drop off facilities.

• Mixed entry/exit of pedestrians and Vehicle movements.

6.5 Traffic Impact Analysis

To understand the current station load and traffic scenario of the study area, various traffic
surveys were carried out. Some of the surveys done are Peak hour traffic volume
Midblock surveys, Road inventory surveys, Pedestrian Surveys etc. had been carried
out at various important locations within delineated study area, the detail
observations are as discussed below

6.5.1 Introduction

Total Passenger load and peak hourly traffic are the basic inputs for design of station.
As per MSSR, the design is to be done with a horizon of 45 years. Authorities has
conveyed that if the funds constraints are there, phasing with a time horizon of 20
years can be done. This report provides this basic data.

out to be 1957 pax per hr (as per MSSR), however this value seems to be lesser than the
normal value as compared to 2018-19 & 2019-20, hence for projection for future will
consider the base values of 2018-19.

6.5.5 Summary and Projections:

The growth rate as per city figures is 27.79% per decade, and as per actual ticket sale data
collected figures reveals that the PRS passenger figures are increasing in the last 6 years with
CAGR of + 9.3% and UTS passenger figures are increasing in the last 3 years with CAGR of
1.92%, as well seasonal tickets are increasing at a rate of 1.9%.

In view of the above, the lower bound of trends of growth of passenger is assumed 8% for
PRS, 1.5% for UTS and 1.5% for seasonal ticket up till 2031, further the growth rate are
rationalized to achieve linear growth with 7% PRS, 1.5% UTS and seasonal 1% till 2041 year,
further the growth rate are rationalized to achieve further linear growth with 5% PRS, 1%
UTS and seasonal 0.5% till 2051 year. Post 2051 the growth rate has been reduced further to
3% PRS, 0.5% UTS & 0.5% Seasonal till 2067, as a result passengers’ growth at Nanded
Junction Railway Station for next 45 years is as follows:

Table 20 Total Passenger Table

The Projected Daily Passengers for Nanded Junction Railway Station for 2067 is 1,89,653 per
day.

6.5.6 Peak Hourly Traffic (PHT) Computations:

The total passengers per day do not arrive/depart uniformly throughout the day. There are
surge hours in morning/ evening etc when the commuters are moving or when the popular
trains are scheduled. PHT is an important component which determines the actual facilities
to be provided, and optimisation of design can be done only if proper PHT is chosen. For PHT
computations, two methods are adopted: railway data and operational characteristics
based.

1.1 Actual Survey Results: At Nanded railway station, actual surveys have indicated a peak
hour of 13881 pax.
1.2 CRIS data: According to ticketing data the PHT is 1957 for 2021 yr which clearly show
the effect of pandemic, hence considering the base value as 2018-19, the value for 2021-22
has been extrapolated which works out to be 5089 passengers per hour for the year
2021-2022..

6.5.7 Operational Characteristics:

The calculation of passengers in busiest hour is done as per Current Time table:

Between Nanded and Wanegaon halt the number of feeding tracks is two which requires 5
to 12 minutes travel time. Between Nanded and Maltekdi the number of feeding tracks is 2
which requires 15 minutes travel time. Hence with four feeding tracks the trains that can be
accommodated is 4 to 6 minutes, trains with a reduced speed, which caters 10200
passengers per hour. Whereas PHT for the year 2067 is 18,965 passengers per hour. Hence
doubling of track is required- at 2040 year.

6.6 Conclusion

60
Part-1 of KD2 REPORT For Redevelopment of Nanded Junction Railway Station

Figure 22VEHICULAR CIRCULATION PLAN IN PCUS

The following conclusions are made based on our field reconnaissance and analysis:

o The Major problem is the connection to Bus stand, which only by Railway station road,
an alternate connection has to be setup to avoid the through traffic of busses on station
road.

o The Traffic in the region is heavy in the vicinity of the Junction Railway Station and likely
to increase after the redevelopment of Junction Railway Station is constructed as
commercial establishments are part of the proposal. Hence, the inclusion of commercial
establishment will increase the traffic generation marginally.

o Some of the junctions in the vicinity of the Junction Railway Station are under stress
already and need to be improved.

o Traffic management must be immediately resorted to reduce delays at junctions. This

will help the Junction Railway Station to operate freely without any traffic chaos.

o Hawkers should be rehabilitated at suitable locations, by creating hawker zones which

will reduce encroachments on footpaths by the hawkers and increase the pedestrian
safety.

o Autos are parked right in front of railway station, which is reducing the capacity to
almost half.

o It has been observed that the buses are coming to pick up the devote of Gurudwara,
hence proper parking arrangements has to made for buses.

o A small bus stand is present right in front of the bus stand, hence the improvement of
the same is required with proper integration with railway station.
