1. PURPOSE
The purpose of this HSE dossier is to report the commitment of Shenyang Aluminum & magnesium
Engineering and Research Institute co. ltd. (SAMI) management on managing the implementation of
their HSE policy and other HSE issue raised during the execution of the Project since the Project
activities started until the end of the project include the achievement of Project HSE Objectives.

SAMI HSE dossier is provided as a closed report of the implementation Health, Safety, &
Environment Management System and HSE Program at Inalum’s Smelter and Site related to the
Health, Safety & Environment activities of the Pot Upgrading Project during the construction,
fabrication works, load out and Pre-Commisioning of this project include Support Facilities and
extended platforms for related job period May 2021 up to September 2022 and continue to Site
activities of dismantling existing Pot, Modification works during SIMOPS and shutdown of the
existing facilities which consist of Pot Line II period October 2022 up to the end of December 2023.
The purpose of this HSE dossier is to report the measurement of SAMI HSE performance for Pot
Upgrading Project HSE achievement.

This HSE Dossier also covered the HSE actions taken to improve the implementation of the Safety
Management Plan, Safety Programs, and Health, Safety, and Environment Procedures to meet the
requirements of the Inalum Health, Safety & Environment Management System.

In addition to c, comply with other relevant statutory laws and regulations of government, SAMI CRO
stands for instructions and comments regards the previous HSE Audit Rating.

SAMI Management has committed to continue to improve the implementation of the HSE
Management Plan and HSE program as required to achieve HSE Objectives 2022 (see attachment).

2. SCOPE
This HSE Close Out Report (Dossier) is covered the implementation of all HSE activities during, facility
management, construction, engineering, procurement, fabrication and assembly, materials
management, Loadout and pre-commissioning

Shenyang Aluminum & magnesium Engineering and Research Institute co. ltd. (SAMI) has
accomplished all his work /activities from (May 5th, 2022).

3. HSE MANAGEMENT SYSTEM

HSE Management System developed based on the integrated of HSE Management System:

• ISO 45001:2018 (HSE Management System)

• ISO 14001:2015 (Environmental Management System)
• ISO 9001:2015 (Quality Management System)
• Government Regulation Number 50 In 2012

And also, to meet and comply with other requirements both International and National statutory
regulations, Industrial Standard Code Practices and client requirements.

4. HSE POLICY 2021
This policy statement has been produced in pursuance of Shenyang Aluminum & magnesium
Engineering and Research Institute co. ltd. (SAMI) statutory and contractual obligations and is
designed to promote high standards of Occupational Health and Safety for the duration of the
work/activities. (See attachment 2)

5. PROJECT HSE OBJECTIVE 2022

The HSE Objective of Shenyang Aluminum & magnesium Engineering and Research Institute co. ltd.
(SAMI) stipulated for the year 2021 is to improve the behaviour of all employees to become habitual
by providing more knowledge in understanding the safety aspect of a project as such to prevent the
occurrence of accidents. This objective shall be achieved by maintaining the following targets.

5.1 ENVIRONMENTAL OBJECTIVES

1. Improve employees environmental awareness by conduct regular training, displayed labels,
MSDS hazardous signs.
2. Minimize dust exposure during abrasive blasting and minimize oil spills
3. Improve waste management by waste segregation, storage and regular transportation
