TERMS OF REFERENCE (TOR) FOR CONSULTANCY SERVICES FOR SURVEY,

PLANNING, DESIGNING, SUBMISSION OF PC-I / COST ESTIMATE, DETAILED


COST ESTIMATE & TENDER DOCUMENTS FOR THE WORK OF URBAN
SEWERAGE DRAINAGE SCHEME & PCC, KHUDIAN (PHASE-II) DISTRICT KASUR .

1. BRIEF INTRODUCTION:
Punjab Public Health Engineering Department is executing Sewerage /
Drainage Scheme in Punjab under Annual Development Programme and special packages.
The Scheme namely “Urban Sewerage Drainage Scheme & PCC, Khudian (Phase-II) District
Kasur” is hereby approved by the Chief Minister Punjab Vide Chief Minister Directive
No.PS/SECY(IMP)/CMO/AA-140/080784, dated 23.11.2015. As per direction of Chief
Minister Punjab through above mentioned CM Directive that “Chief Minister has been
pleased to approve, in principal, the execution of Urban Sewerage Drainage Scheme &
PCC Khudian (Phase-II) District Kasur. Chief Minister has further desired that the
department shall hire the best Consultants for the purpose to ensure holistic approach
during preparation of feasibility / planning of the scheme to ensure quality and
optimum utilization of public money”. This Department intends to hire the Consultants for
Surveying, Designing & estimation of the scheme. For this purposes the Request For
Proposal (RFP) will be issued to the short listed Firms / Consultants by the Planning &
Development Department for Water Supply & Sanitation Sector.
Urban Sewerage / Drainage Scheme & PCC Khudian Phase-I, District Kasur
was administratively approved for Rs.139.070 million to benefit the designed population of
40,661 persons to redress the issue of poor sanitation and unhygienic conditions of Khudian
City, District Kasur. The Phase-I, covers the area on the western side of Depalpur Road,
District Kasur, which has been executed and made operational to benefit the population
containing on following scope of work:
1. RCC Sewer ranging from 9” i/d to 48” i/d
2. PCC Flooring
3. Brick Pavement
4. Sullage Carrier
5. Surface Drains
6. Disposal Station
Now the Department intends to cover the remaining population of Khudian City
residing on eastern side of Depalpur Road and to cover the whole Khudian City with PCC of
District Kasur to redress the issue of poor sanitation. The sewage water remain stagnant in
streets of the city, so the residents of the city requested the Honorable Parliamentarian Malik
Rasheed Ahmed Khan MNA NA-140, District Kasur for Urban Sewerage / Drainage Scheme
& PCC Khudian Phase-II, District Kasur which covers the following scope of work:
1. RCC Sewer
2. PCC Flooring
3. Brick Pavement
4. Sullage Carrier
5. Surface Drains
6. Disposal Station
2. OBJECTIVES:
To plan & design comprehensive sewerage scheme for city covering whole
population which is technically safe & financially viable also taking in to
consideration the existing drainage / sewerage system.
3. SCOPE OF WORK, DUTIES AND RESPONSIBILITIES OF CONSULTANT:
The scope of the consultants will include but not limited to following:-
i. Updating Digital Base Map of Khudian City.
ii. Topographic Survey of whole area of Khudian City.
iii. Marking the existing disposal works, sewer lines & drainage system on the plan.
iv. Marking the existing services like Gas, Telephone etc on the proposed route of
sewer lines.
v. Marking the proposal for comprehensive sewerage scheme on the plan after
having discussion with Executive Engineer & other field staff.
vi. Preparation of Preliminary Design Specifications and drawings.
vii. To propose ultimate disposal of Wastewater.
viii. Hydraulic, Structural, Mechanical & Electrical Design & Drawings of the pipes /
structures.
ix. Preparation of detailed Design Specifications and drawings of the scheme.
x. Preparing PC-I / Rough Cost Estimate according to the proposal for placing
before competent forum.
xi. To prepare & submit Detailed Cost Estimate for according Technical Sanction
from the competent authority.
xii. To prepare & submit Tender Documents.
xiii. The Presentations, as and when required during the whole period of assignment
will be made by the Consultants on multimedia to the satisfaction of Public
Health Engineering Department, Government of Punjab / any other authority.

or as per actual requirements. with 10 years relevant experience in
Public Health Engineering Works..
5. Assistant Engineer (Civil) 1 No. shall be required for scheme Minimum B.Sc. Civil Engineering with 10
or as per actual requirement. years experience in Public Health
Engineering works.
6. Assistant Engineer 1 No. shall be required for scheme Minimum B.Sc. Electrical Engineering
(Electrical) but his input shall be required for with 10 years experience in Electrical
01-man-months staggered during works of Public Health Engineering.
03 months of consultancy.
7. Assistant Engineer 1 No. shall be required for scheme Minimum B.Sc. Mechanical Engineering
(Mechanical) but his input shall be required for with 10 years experience in Mechanical
01-man-months staggered during works of Public Health Engineering.
03 months of consultancy.
8. Inspector (Civil) 1 No. shall be required for scheme Minimum Diploma in Civil Engineering
or as per actual requirements within 5 years experience in work of
Public Health Engineering
9. Surveyor 02 Nos. shall be required for Minimum Diploma in Surveying within 5
scheme or as per actual years experience in works of Public
requirements Health Engineering
7. Supporting Staff i) Draftsman. 01 No.
ii) Data Entry Operator. 01 No.
iii) Skilled Coolies 02 Nos.
iv) Office Boy 01 No.

TIME DURATION FOR THE ASSIGNMENT:
Time duration of project is 03 months staggered over the period till completion of assignment.
The Consultants shall submit their Technical and Financial Proposals on the basis of man-
month input of each member of the Consultants team keeping in view of the time period
mentioned in the attachment.
REPORTING REQUIREMENTS / DELIVERABLES:
Inception Report:
The Inception Report shall include but shall not be limited to the following:
 Project Background
 Consultants Contract Agreement, discussion on TOR and their implementation
strategy, Consultants team and their deployment schedule, main tasks, their
accomplishment schedule through the available resources.
 Brief discussion on project planning and their implementation strategies.
 Reports preparation strategy, their major contents and schedule of submission.
 This report shall be submitted within 2 weeks after notification of award of
consultancy.
Preliminary & Detailed Design:
 Submission of Preliminary Design Specifications and drawings report after
discussion/ vetting from Public Health Engineering Department concerned Technical
Staff.
 Submission of Detailed Design report after discussion/ vetting from Public Health
Engineering Department concerned Technical Staff.
PC-I / Cost Estimate:
 Submission of PC-I / Cost Estimate after discussion with Public Health Engineering
Department Technical Staff for according Administrative Approval from the Competent
Forum.
 Consultants inputs schedule of all the team members from start to completion of the
activities.
Detailed Cost Estimate:
 Submission of Detailed Cost Estimate after discussion with Public Health Engineering
Department Technical Staff for according Technical Sanction from the competent
authority.
Tender Documents:
 Submission of Tender documents
Assignment Completion Report:
 Submission of Assignment Completion Report
PROFESSIONAL LIABILITY CLAUSE:
Professional liability as stated in the prevalent Conduct and Practice of Consulting Engineers
prescribed by PEC and as per rule 54 of PPRA 2014 shall be applicable to the consultants.

MODE OF PAYMENT:
 The Consultants will quote their fee on input Man-Months basis of the staff in
Pakistan Rupees.
 On satisfactory performance of the services the payment to the Consultants shall
be made by the concerned Executive Engineer-in-Charge.
 Final payment to the Consultant shall be made only when the Consulting Services
have been completed satisfactorily and duly certified by the concerned
Superintending Engineer-in-Charge.
 All taxes as imposed by the Government shall be applicable.
