EDITORIAL NOTE
Greetings!
We acknowledge the continuous support and co-operation extended by the participants in the
Stakeholder meeting held at Delhi, these types of interactions/engagements help in continuous
improvements in the system.
The 7th PTP/RMP Conclave was successfully conducted at Kolkata on 16th and 17th August. Highlights
of the event are shared in the newsletter.
There are business opportunities for the laboratories in Telescopic Ball Bearing Drawer Slide testing
(IS 17954), Cotton Bale testing (IS 12171), and Advanced chemistry Cell (ACC) Testing (IS 17882).
You may also like to make a note of the information on recently issued Quality Control Orders
(QCOs) which will benefit the labs looking ahead to enhance their testing capability to serve the
industry.
NABL is planning to conduct awareness programme on QCO in different parts of the country to
encourage laboratories to enhance their present scope to cover the products under QCOs.
I would like to apprise you that NABL has published ‘NABL 208(A) - Pre-Assessment Guidelines
and Forms (based on ISO 15189:2022)’. Please visit the NABL website and portal regularly where
information on upcoming announcements/ meetings/ events is made available and updated for the
benefit of CABs.
We look forward to a regular and fruitful engagement with all our accredited CABs.

NABL OFFICE NOW IN KOLKATA
NABL office at Kolkata was inaugurated on 6th August 2023 by Shree Jaxay Shah, Chairperson,
Quality Council of India in the gracious presence of Dr. Ravi P. Singh, Secretary General, Quality
Council of India, Padmashree Prof. Subbanna Ayyappan, Chairperson NABL, Padmashree Dr.
Mahesh Verma, Chairperson NABH, Shree N. Venkateswaran, CEO NABL and Shree Avijit Das,
Sr. Director NABL. Also, the CEOs of other boards of Quality Council of India, NABH, NABET,
NBQP and the heads of the other divisions like ZED, PPID, PADD and TCB were present in the
auspicious occasion. Representatives from laboratories, hospitals, associations including
stakeholders, were also present.
Dr. Ravi P. Singh, Padmashree Prof. Subbanna Ayyappan and Mr. N. Venkateswaran addressed the
media personnel. The purpose of opening the regional centre in Kolkata and its role and responsibility
to cater accreditation services for the eastern region of the country was explained. CEO NABL
emphasized on the physical presence of NABL in Kolkata will expand and strengthen the Testing,
Calibration and Medical laboratories in this and neighboring states. Few of the stakeholders also
shared their view and their experience in the quality journey with NABL.

INFORMATION ON PRODUCT BASED ACCREDITATION
NABL has started Product based Accreditation program in accordance with ISO/IEC 17025.
NABL has included 205 products under Product based Accreditation program. Interested labs can
apply online by visiting NABL website.
NO ADDITIONAL FEES will be charged from NABL Accredited labs applying for Product
based Accreditation (for already accredited scope). Under the Product based Accreditation, the
lab will get accreditation for testing of a product, if the lab demonstrates the competence for testing
of all test parameters as per applicable Indian standard (IS) issued for a product. This will also
provide the business opportunities to accredited lab under Product based Accreditation by meeting
the demands of industry/regulator/QCOs.

NABL Stakeholders Meeting
NABL has conducted stakeholders meeting for accredited Testing, Calibration & Medical Testing
Laboratories at New Delhi on 4th August 2023.
Mr. N Venkateswaran, CEO, NABL has apprised the participants about the importance of
implementation of QR code & uploading the report/certificate in Block chain portal, location of the
lab, Revision of ISO 15189 standard & various ongoing activities of NABL. He has also clarified the
recent announcement regarding legal entity (OPC & LLP) of the labs.
The stakeholders of Testing, Calibration &
Medical testing laboratory have utilized this
opportunity to share their feedback on NABL
activities, assessments, and assessors.
All feedbacks were acknowledged & assured
to take appropriate actions wherever required.

CURRENT EVENTS
7th PTP/RMP Conclave
NABL 7th PTP / RMP Conclave was successfully conducted on 16th - 17th August 2023 at Kolkata. Around
150 participants from Proficiency Testing Providers (PTPs), Reference Material Producers (RMPs), Testing
Laboratories, Calibration Laboratories, Medical Testing Laboratories and Government/Regulatory bodies
attended the conclave. During the conclave accredited PTPs and RMPs presented their PT schemes and RM
production plan.
Ms. Anita Rani, Joint Director, NABL welcomed all the dignitaries, experts/panel members,
and the participants. She appreciated the PTPs and RMPs organizations for coming together
to share their ideas.
Mr. N. Venkateswaran CEO, NABL, briefed the status of PTP/RMP accreditation

program. He emphasized that PTPs and RMPs have a bigger responsibility in
developing quality infrastructure of the country.
Dr. Bhaskar Narayan, Director, IITR, appreciated the conclave gathering. He discussed
the importance of probity & ethics for providing services. He also explained the role of
3Ps, Personal, Professional and Population to give better quality results to society.
Padma Shri Prof. Subbanna Ayyappan, Chairman, NABL during his

inaugural address appreciated NABL to hold flagship in the path of quality development.
He mentioned that in addition to checking the performance of labs, PTPs should also
educate them to fill the gaps, if any. RMPs have a bigger responsibility as they need to
ensure accurate results in measurement by producing higher order quality reference
materials. He also encouraged PTPs and RMPs efforts, as it is not only generating the
employment but also boosts our economy leading to the path of Aatmanirbhar Bharat.
Mr. Avijit Das, Senior Director, NABL thanked all dignitaries for sparing their valuable time
and encouragement. He expressed special gratitude towards Chairman-NABL for his valuable
guidance. He also thanked all the participants for participating in the conclave.

A session on expectation from PTP and RMP by Government, regulators and NABL was held. The
speakers briefly explained the required areas of proficiency testing program and reference materials
for ensuring competence.
Key changes in ISO/IEC 17043:2023
Ms. Anita Rani, Joint Director NABL and member of WG

57 (ISO/IEC 17043) presented the key changes in the second
edition of international standard of ISO/IEC 17043 (viz.
ISO/IEC 17043:2023) “Conformity assessment – General
requirements for the competence of proficiency testing
providers”. She briefed about the revision of the standard and
its contents.
Also, she shared her experience in drafting the standard
(being a drafting group member). She further said that the
standard was adopted by BIS & is now available as IS standard. All participants appreciated & got
updated about the revised standard. It was assured that NABL will conduct training programs across
the country. She has highlighted the following major changes:

Mr. Arvind Upadhayay, CRM Unit, AAC Division, CSIR-National Metallurgical
Laboratory, Jamshedpur explained the approach of production and development
of CRM for spectrographic standard of Steel disc. He highlighted that this
indigenous product was an effective import substitution as it was cost effective
than available in market (import standard).
Mr. Sidharata Mitra, BPCL RMP, QA Laboratory, Sewree, Mumbai presented the
production, packaging and distribution of CRM for Aviation turbine Fuel (ATF). He
explained the selection of materials, production, homogeneity, ANOVA, uncertainty
estimation of reference material.
Dr. R.N Chouhan, JNARDC, Nagpur talked about the preparation and production
control of CRM for Wrought aluminum alloys. He emphasised on characterization
techniques used to attain the assigned values and how metrological traceability was
achieved.
Dr. Glen, Neu-QAP (Neuberg Anand Academy of Laboratory

Medicine Pvt LTD Quality Assessment Program), Bengaluru presented the PT Scheme
conducted for Hematology. He explained that the main objective of the PT scheme was to
provide a monitoring mechanism for identifying the inaccuracy of the test performance and
create different types of challenges with a combination of whole blood and virtual images.
Ms. Vandana Deshmukh, Measurement Solutions Pvt Ltd, PT Division, Pune

demonstrated the PT scheme on Calibration Dimension. She explained that the PT
sample was designed to challenge the participants to verify their competency in case
error in DUC is at higher order.
Dr Randeep Singh Saini, Green Economy Initiatives Pvt. Ltd., Mohali explained the PT
scheme on Sampling in Atmospheric Pollution. He mentioned that the scheme
considered the sampling procedure and evaluated through a pre-established scoring
system or set of criteria.

Dr. Vinay Kumar, Export Inspection Agency – Kochi explained the PT Scheme on GM
food and agriculture products using molecular marker technology. GMP techniques and
preparation of PT item in soyabean flour and maize flour through spiking with CRMs was
explained by him.
Ms. Namita Thakur, Envirocare Labs Pvt. Ltd.- PT Cell, Thane presented the PT
Scheme - Wastewater testing program by “Most Probable Number”. She has
highlighted that PTP has used the lyophilized culture vial spiked with target
organism as PT item which has reduced the risk of instability and facilitated better
packaging.
Mr. Ajay C, Hari Shankar Singhania Elastomer and Tyre Research Institute, Mysore
demonstrated the PT scheme on Rolling Resistance Coefficient (RRC) in Tyres. The way
in which the PT Scheme was conducted was explained in detail by him. Also, the problems
being faced and how they could overcome were explained by him.
Mr. Dhanishth R Pawar, HP PTP, Hindustan Petroleum Corporation Limited, Vashi

presented the PT scheme on Biodiesel. Candidate PT samples procured from reputed
manufacture were homogenized under nitrogen purging to prepare the PT items.
Further, the methodology used to assign value to the PT item and performance
evaluation mechanism were explained.
Dr. Shivani Sharma, Fare Labs Private Limited (PT Division), Gurgaon presented PT
Scheme for Heavy Metals in CTC Tea Granules. She explained the Homogeneity study
and stability study conducted and reporting of results in PT report.
Ms. Madhura Kolarkar, Bharat Petroleum Corporation Limited – PT, Mumbai

presented the PT Scheme - Diesel Exhaust Fluid. She explained that diesel exhaust
fuel was collected from suitable blending plant and homogenized to prepare the PT
item.

Valedictory session
The Valedictory address was delivered by NABL Chairman Padma Shri Prof. Subbanna Ayyappan.
He appreciated all the presenters for a wonderful presentation. He said that all sessions were very
informative and appreciated NABL for this conclave. He further added that promoting
competitiveness among PTPs and RMPs is a unique thought and is commendable.
He invited CEO, NABL, and Chairman of the panel for declaring the winners and giving away the
prizes.
First prize was presented to M/s.Hari Shankar Singhania Elastomer and Tyre Research Institute,
Mysore (PTP). The second prize was given to M/s. HP PTP, Hindustan Petroleum Corporation
Limited, Vasi (PTP), and the third prize to M/s CRM Unit, AAC Division, CSIR-National

NABL Awareness Program on ISO 15189:2022

NABL has conducted Awareness Programs for Medical Testing Laboratories on ISO
15189:2022 'Medical Laboratories - Requirements of quality and competence' at Pune,
Mangalore, Ahmedabad, Hyderabad, Patna and Thiruvananthapuram in the month of August,
2023. During the program while interaction with NABL officials, participants have clarified
their queries related to implementation of the requirements of ISO 15189: 2022.
