Dear Patrons,

Greetings!!

It was a pleasure to meet all in the


stakeholder meetings at Mumbai earlier this
month. The feedback given on present
policies/procedures and accreditation services will be reviewed and
necessary changes will be made as committed in the meeting. We intend
to do more stakeholder meetin gs in different regions in the coming months
and expect full cooperation and support for the same.

I would like to acknowledge the cooperation and support extended by all


our applicant and accredited CABs in the accreditation process.

There are business opportunities for laboratories in the areas of Software


& IT System and also like to make a mention of the Quality Control Orders
(QCOs) recently issued for Morpholine, Acetic Acid, Methanol, Aniline,
Pyridine, Gamma Picoline, Beta Picoline, Potassium Carbonate, Acetone,
Sodium Tripolyphosphate, SPV inverters and Steel & Steel Products.

Hope the above information will benefit the labs which are looking ahead
to enhance their testing capability to serve the industry.

EU has published the EU 2023/334 on change of
MRL for Clothianidin and Thiamethoxam (EIC and
APEDA).

European Union has repealed 98/83/EC and
replaced it with EU/2020/2184 on the quality of
water intended for human consumption.

The Effective date of implementation is 12TH January 2023.

EPA, USFDA have revised the tolerance
for residues of fluopyram in coffee,
green bean and established tolerances
for residue of fluopyram in multiple
commodities.

8th Annual Conference India Section of AOAC International was
conducted on 16th and 17th February, 2023 at ITC Kakatiya,
Hyderabad. The conference theme was “Building Collaboration
Mechanisms to Focus on Food Safety, Nutrition and Authenticity
testing” which is supported by NABL and FSSAI.

The event was inaugurated by guest of honour Padma Shri Prof. Subbanna Ayyappan,
Chairman, NABL.

In the inaugural address Shri Prof.

NABL acknowledging the presence
of industries, regulators, equipment
manufacturers, lab community and
highlighted the contribution of
scientific community in development
of methods and technologies in
ensuring safety and authenticity of
foods that impact public health. He
also mentioned that the regulators
are doing their best to ensure
appropriate food needs are met and
integrated assessments with EIC,
FSSAI, APEDA and other commodity
boards- Teaboard & IOPEPC by
NABL is supporting the objective of
safe food. This gives trust in the system and such collaboration will strengthen the
existing infrastructure in the food sector.

Ms. Anuja Anand, Director NABL delivered the session on NABL accredited testing
laboratories adding value to food supply chain. She was one of the Panelists in the panel
discussion on “Nutritional analysis Regulation & legal frame work: challenges and
solutions” The members discussed on various challenges and probable solutions to
overcome the same.

The conference was attended by representatives from industries,
regulators, equipment manufacturers, lab community, academia and
research scientists and received over whelming responses from the
participants.

NABL regularly conducts assessor’s training programs to
enhance the empanelled assessor pool based on the
expertise required in the various areas of conformity
assessment.
In line with this, NABL has conducted 5-Days Assessor’s
Training Course as per ISO/IEC 17025:2017 in Bengaluru
during 06th to 10th February 2023. The program was attended
by 22 participants in the fields of testing.

NABL has conducted a training program as per ISO
17034:2016 “General Requirements for the Competence of
Reference Material Producers” from 2nd to 4th Feb 2023 at
Mumbai.
Training programme helped the participants to understand
the detailed requirements of ISO 17034: 2016 for competence
of Reference Material Producers.
Around 30 participants from potential and accredited Reference Material Producers
benefitted from the program.

NABL organized 3-days “Technical Training Program for
Calibration Laboratory Personnel” jointly with Central
Manufacturing Technology Institute (CMTI) from 09th-11th
February 2023 at CMTI Campus, Bengaluru.

Training programme was inaugurated by Prof. Subbanna Ayyappan, Chairperson,


NABL.

The training program was designed in an exhaustive manner and the


faculty members were well experienced in the respective field. Training
has provided a common platform for the participants to interact with
faculty members in resolving their technical queries faced dur ing routine
calibration activities as well as helped them to get acquainted with the
latest requirements in key areas of calibration.

NABL has conducted an awareness program on NABL
Accreditation and its benefits on 21st February 2023 at Regional
Research Institute of Unani Medicine (RRIUM, Chennai).
Approx. 40 AYUSH scientists have enthusiastically attended
this program.

Central Armed Police Forces (CAPFs) like, BSF, CISF,
CRPF, ITBP, AR, SSB & NSG are using GeM portal for
their procurement. The product information uploaded
by vendor on GeM portal must be accompanied by a test
report issued by NABL accredited laboratories. There
is an immediate requirement of accredited testing
laboratories which can perform all the test parameters of each product specified by
CAPFs.

Please go through the Quality Requirements (QRs) to check the feasibility for enhancing
scope of NABL accreditation for all parameters associated with each product.

Laboratories accredited for software and IT testing
may note the business opportunity in telecom security
testing, which is in the process of being mandated by
National Centre for Communication Security.

The security testing of telecom equipment requires the following to be in the scope of
accreditation:

This is the only way to use NABL symbol. Any representations other
than above will be treated as violation of NABL 133 and suitable
adverse actions may be initiated.

If any NABL accredited CAB wishes to use the NABL accredited CAB combined ILAC
MRA mark, they shall need to fill in the Appendix ‘A’- Agreement for use of NABL
accredited CAB combined ILAC MRA mark and submit it to NABL. The NABL accredited
CAB shall use the NABL accredited CAB combined ILAC MRA mark only after getting
written permission from NABL. The permission granted from NABL to accredited CAB
for use of NABL Accredited CAB combined ILAC MRA mark is valid only up to the date
of validity mentioned in the accreditation certificate and agreement.
In case of renewal of accreditation, CAB is required to seek fresh permission for use
of NABL accredited CAB combined ILAC MRA mark in the renewed accreditation cycle
even though there may be no break in continuity of accreditation between two
accreditation cycles, (for eg. a CAB whose accreditation cycle was 03.09.2020-
02.09.2022, got renewed without break in continuity of accreditation from previous
cycle to the next. For the new cycle i.e, 03.09.2022- 02.09.2024 CAB is required to seek
fresh permission from NABL for use of NABL accredited CAB combined ILAC MRA
mark.
NABL shall only grant permission to use ‘NABL accredited CAB combined ILAC MRA
mark’ to NABL accredited CABs established in economies where the ILAC MRA mark
is registered, or where an application for registration has been lodged and registration
is pending. NABL shall not permit the use of NABL accredited CAB combined ILAC MRA
mark to the CAB, if there is any on-going complaint against that particular CAB. The
NABL accredited CAB combined ILAC MRA mark shall be reproduced only as per the
copy of the image provided by NABL.
The NABL accredited CAB combined ILAC MRA mark is for use only in reports /
certificates issued by the accredited CAB during the accredited period. It shall not be
used in any other way by the accredited CAB. The accredited CAB can issue report /
certificate with NABL accredited CAB combined ILAC MRA mark only for the accredited
scope. The ILAC MRA mark shall be positioned at the left side of the NABL symbol, but
shall appear in close proximity to each other.
