PROTOCOL

1. Profile:
1.1 Background:
The GES PT Division, Vadodara, going for the final assessment for accreditation process of PTP
as per ISO 17043:2010. GES PT Division is organizing the proficiency testing schemes on
ceramic tiles. GES PT Division is subcontracting for homogeneity and stability testing of the PT
items. Geo Engineering Services is having all necessary infrastructure and expertise in testing for
evaluation of different kinds of engineering materials and products and having NABL
Accreditation ISO 17025:2005. In addition to the core area of testing, the GES is offering the
services of consultancy, Govt. departments, private entrepreneurs, user and professionals
working in the infrastructural development organizations in the country. The laboratory of GES
are accredited by the National Accreditation Board for testing and Calibration Laboratories
(NABL) and recognized by the ISO 9001:2015. GES is uniquely possessing highly sophisticated
state of art equipment for testing and employed highly qualified testing engineers.

The GES PT Division, managed by the team of Technical Manager, Dy. Technical Manager, PT
Coordinator & Admin Manager headed by Quality Manager. GES PT Division has successfully
completed its first round of scheme in Cement (PSC) in the month of Jan, 2019. GES PT
Division is going to organise their second PT scheme in month of August & September, 2019.
GES PT Division has smoothly underwent the pre assessment process for the accreditation of
proficiency testing providers as per ISO 17043:2010 for the scope of mechanical group: Ceramic
Tiles, Cement, Fly Ash, Coarse Aggregate, Fine Aggregate, and Bitumen.

1.2 Objectives of the scheme:

Providing Qualitative and competitive proficiency testing services to the testing laboratories for
the “Evaluation of the performance of test laboratories by conducting Inter-Laboratory
comparison (Proficiency Testing)”.

1.3 Purpose of the scheme:

Supporting the testing laboratories for evaluating their performance in the testing of ceramic
tiles. The testing laboratories engaged in testing the ceramic tiles samples for its physical test
parameters as per IS 15622:2017 with the test methods of IS 13630 (Part-1) 2006 RA 2017, IS
13630 (Part-2) 2006 RA 2017, IS 13630 (Part-6) 2006 RA 2017 can participate in the scheme. In
case of non-accredited labs, they need to submit the traceability of their results by producing the
traceable calibration certificates of the instruments used in the testing for the participants of the
PT scheme. The study is being coordinated by Mr. Arnab Ghosh. The scheme will be
implemented as per ISO 17043:2010. The channels will remain open throughout the scheme
implementation period with all the participants.

1.4 Salient Features of the PT Scheme:

 Material homogenization & sample preparation


 Testing for homogeneity & statistical check of homogeneity
 Safe delivery of samples to participating laboratories
 Data analysis as per ISO 13528:2015 & ISO 17043:2010
 Feedback of performance to participating laboratories
 Data confidentiality
 Stability check of sample

2. Technical Details:
2.1 PT Item Preparations:
The adequate quantity of homogenized sample labelled with name of the sample, PT scheme
number and serial number of PT item for conducting the test independently in the same manner
as the majority of routinely tested samples. The PT items are adequately prepared for
homogeneity and stability tests and to send samples approximately to 20 nos. of participating
laboratories. Adequate numbers of spare samples are also prepared. The samples will be replaced
after information from the participant laboratories with proper packaging by speed post/ courier.
Damaged PT items will be replaced after information from the participant on receipt well before
date of commencement of testing.

The consent of the laboratories has been taken before sending the samples. The instruction for
testing and methods to be followed will be given at the time of forwarding the PT items. The
tests are proposed to be conducted during 29.08.2019 to 04.09.2019.

2.2 Sample Testing:

The scheme covers testing of homogenized samples provided by GES PT Division as per IS
specification, for the following test parameters at participants’ laboratories.

2.3 Reporting of Results:

The participating laboratories will be required to conduct the tests and report individual result for
each test for each specimen, to the accuracy mentioned in the results reporting sheet; deviation, if
any, would have to be reported. Test results would have to be sent to the coordinator through e-
mail for quick transmission.

2.4 Analysis of Results:

Statistical Analysis are carried out as per ISO 13528:2015

Homogeneity and stability testing are carried out by the sub-contractor. The Annexure B of ISO
13528:2015 is being followed for homogeneity and stability check.

The assigned value and the uncertainty of assigned value are determined by consensus value
from participant results by using Algorithm A, ISO 13528:2015.

The results will be evaluated as per ISO 17043:2010 and ISO 13528:2015 by calculating the
robust Z score of the test parameter of each laboratory.
Unique code numbers will be given to the laboratories and the confidentiality of the participant
data and analysis are strictly maintained.

2.5 Statement of Confidentiality:

All laboratories would be given code number, upon receipt of consent form. Confidentiality of
received data, analysis & feedback would be ensured. Identity of participants will not be
disclosed. However, it may be disclosed to NABL, if required.

2.6 Report:

Report containing details of the scheme, evaluation, laboratory performance along with Z score,
suggestion and improvements would be prepared and provided to the participating laboratories.
No interim reports will be issued. Copy of the report may be given to NABL, if required.
All participating laboratories will be individually conveyed the status of their performance with
remarks.
GES PT division is going for final assessment as per ISO 17043:2010 , presently it is conducting
PT round on “MECHANICAL PROPERTIES FOR CERAMIC TILES” as GES PT Division is
expecting to get the accreditation from NABL for ISO 17043:2010 in the mid of September. So,
the final report for this PT round will be released after the certification.

2.8 Feedback:

The feedback from the participant laboratories will be asked to fill feedback form (Form No. 07)
against which GES PT Division will assess the performance of PT scheme.

3. Registration for Participation:

The laboratories having facilities for mechanical testing of ceramic tiles can register by sending
filled up consent Form-3 (enclosed along with the protocol), for participation in the scheme.

4. Time Line:

The last date for registration in the scheme is 20thJuly, 2019. The test samples would be
dispatched to participants by 16th Aug, 2019. The study is scheduled to be completed by 30th
Sep, 2019.

5. Participation Fee:

The participants fees is Rs. 12000/- and GES PT Division is offering this scheme at Rs.7800/- as
35% discount.

Rs. 12000/- (35% discount) = Actual price Rs. 7800/- +18% GST (Rs.1404/-) = Rs. 9204/-

GES PT Division is offering 35% discount for ceramic tiles & Participation fees
Shall be claimed at the time of reporting (If Applicable)

6. Post-Programme Support:

GES PT Division is ready to provide assistance in the improvement of laboratory performance


by offering relevant services to the participating laboratories as a post programme support.
