BID REQUIREMENTS
Organizational Experience
Tenderer shall provide evidence of Organizational Experience (relevant to the current Job)
Tender shall provide Satisfactory Laboratory and Security Document
Tenderer shall provide evidence of documentation of Truck and/or vessel to be utilized for
performance of service
Tenderer shall provide evidence of Truck and/or vessel Calibration Equipment
Tenderer shall provide evidence of Truck and/or vessel Specifications
Tenderer shall provide evidence of Truck and/or vessel Ownership Information
Trucks to be used should be calibrated and have a functional guage conspicuously
displayed.
In case of provision of fuel by barge directly, the following requirement shall be met by Contractor
The vessels shall be fit and duly certified for the transportation/ carriage of petroleum
product – DIESEL (AGO)
The vessel should have adequate fuel transfer equipment and accessories capable of
carrying out ship to ship transfer and ship to shore transfer
The vessel must have sufficient and qualified crew to provide a 24-hour continuous service
Must be double hulled
The vessel must comply as a minimum with the requirements of the SOLAS 74/78
Convention as Amended and applicable at the date of the building of the vessel.
The CO2 bottles for the fire protection of the engine room shall be located in a separated
compartment with direct access from the main deck and shall be provided with a
mechanical ventilation system operable from outside the compartment.
The vessel shall be provided with structural tanks, pumps, calibrated meter system and
piping to allow the storage and discharging of AGO
The deck area shall be conveniently fenced to prevent personnel falling over-board and
adequately illuminated for overnight operations
Vapor return system should be fitted
IACS class registry is preferred (But for this type I would be surprised
Load line Certificate
International Tonnage certificate
Nimasa Certificate of registry with type of vessel

Safety Equipment Certificate
The following manuals, specifically developed for the vessel, must be available on board:
Operations Manual.
Safety Manual including Emergency Procedures, Mustering and Drills.
Safety Management System/Quality Manual.
Maintenance Manual & Maintenance Procedures covering the Hull, Equipment and
Machineries.
Tenderers shall provide specifications of the Vessel/Barge proposed for the service.
Among the information that will be required are: Vessel name, type, year of manufacture,
availability, speed (Knot), Vessel departure point etc. Prospective suppliers shall be
required to demonstrate strict compliance with the provisions of the Nigerian Oil and Gas
Industry Content Development Act (“NOGICD ACT 2010”).
FINANCIAL CAPABILITY:
Tenderer shall provide Tax clearance certificate for 2020
Tenderer shall provide audited financial report of the last 3 years
Tenderer shall provide evidence of past contract/order with other client indicating the value
of each Single Order/contract executed in the past

Evidence of the address and location where procurement activities will be
coordinated in Nigeria;
Details of all your in-country facilities for onshore/offshore – storage facilities,
vessels etc.;
Nigerian Content Plan with detailed description of the role, work scope, man-hours
and responsibilities of all Nigerian companies and personnel that are involved in
executing the supply;
Current and in-place organization structure with detailed experience and skills of
key management personnel with names;
Evidence (personnel list and positions with organization chart to substantiate) of
percentage of management that are Nigerian Nationals and the percentage of the
total workforce that are Nigerians.
NOTE: Only Nigerian Companies are qualified for this supply. Failure to meet the
Nigerian Content requirements is a “FATAL FLAW.”
