Relative to this, it is strongly encouraged that all Barangay Officials prioritize their participation in the Component B: Begin with the End in Mind - BNEO Basic Orientation Course spearheaded by the DILG Field Offices and Training Management Teams before attending any Component C: Sharpen the Saw - Specialized Courses. The BNEO Basic Orientation Course, scheduled to be conducted in the first quarter of 2024, is essential in providing foundational knowledge on barangay governance to new officials; building understanding of organizational structures, roles, duties, and processes; and equipping barangay officials with basic competencies for effective administration. Additionally, the proposed rollout strategy for the BNEO Basic Orientation Course has a fee-based scheme but higher LGUs (PCMs) may provide counterpart funds. Given this, all City and Municipal Mayors are encouraged to mobilize resources to provide financial and technical support to their component barangays.
