Scottish building regulations deferment of the 2022 energy standards.

The Scottish Government has made an announcement that a decision has been taken to defer
the implementation date of the changes to energy and environmental standards. Please see
below -

To make you aware that a decision has been taken to defer the implementation date of the
changes to energy and environmental standards within the December 2022 Technical
Handbooks by two months, from 1 December 2022 to 1 February 2023.

This follows a final assessment of the delivery timetables for energy compliance software. It
remains likely that some tools will be approved and available for use in Scotland in advance of 1
December. However, we recognise concerns expressed over the delay in the availability of
assessment software to support the new standards. Without energy compliance software
developers cannot prepare and validate design proposals as compliant with the new standards.
This limits their capacity, at this point, to progress projects and submit complete information to
local authorities for approval once changes to regulations are in force. We recognise this is a
particular concern for smaller developers and projects, where there is less opportunity to bring
forward or delay applications for building warrant.

We appreciate the effort to date by software developers in working towards the approval of SAP
and SBEM/DSM tools for Scotland and hope this will continue, to provide updated Scottish
software for their users as soon as practicable.

Our Technical Handbooks webpage will be updated on Friday 11 November 2022 to reflect the
above. A formal notification of this change in timetable will be communicated to Chief
Executives of Local Authorities and Building Standards Managers. The deferment will be
formalised later this month by a further amendment of the Building (Scotland) Regulations
2004. We will be following this notification with further correspondence to various stakeholder
groups involved in the delivery and use of energy compliance software.

Public Contracts Scotland (PCS), the Scottish Government's official national portal for public
sector contract opportunities, annua l survey has been sent out to registered users of the
portal.

This is your opportunity to provide constructive feedback on the existing functionality and your
user experience. The survey seeks wider feedback with question 7 offering suppliers the chance
to provide details of improvements they would like to see.

UK Net Zero Carbon Buildings Standard call for evidence


Leading industry organisations have joined forces to develop a UK Net Zero Carbon Buildings
Standard and are working towards a single, agreed methodology. The UK Net Zero Carbon
Buildings Standard will enable industry to robustly prove their built assets are net zero carbon
and in line wi They are calling on UK built environment industry
practitioners to share embodied carbon and in-use operational energy performance data for
their buildings.

To develop the Standard, benchmarks will be agreed for the operational energy usage and
embodied carbon performance levels today, and limits and targets will be set out for future

seeking case study data from the real estate and built environment industry. The closing date
for data is 16 December.

NHBC Carbon Jargon
The NHBC Foundation has published a free guide to help explain and standardise the language
used around carbon and energy in the house-
it details common energy terms, explaining what they mean and how they
differ.

With growing societal awareness of environmental issues, NHBC Foundation, which provides
high quality research and practical guidance to support the house-building industry, recognised
that carbon and energy terminology can be confusing and inconsistent. This new guide aims to
help standardise the language used by house builders to provide much needed clarity.

World Heritage Site Management Plan 2023


An online consultation hosted on the City of Edinburgh Cou online consultation hub has
been launched in relation to the Old and New Towns of Edinburgh World Heritage Site. An
upcoming Draft Management Plan for 2023+ is planned. The Draft Management Plan identifies
issues and opportunities within the Site, and presents an action plan for implementation over a
five-year period. Issues include:

care and maintenance of buildings and streets


control and guidance and contribution of new development
awareness of World Heritage Site status
visitor management
influence and sense of control

EWH: Modernism and Conservation


The life and times of Sir Robert Matthew

Sir Robert Matthew was a man of contrasts. As a cutting-edge modernist architect, he designed
buildings such as the Royal Commonwealth Pool and David Hume Tower in Edinburgh, and
New Zealand House in London, as well as having a hand in designing buildings for the
campuses of the universities of Dundee, Strathclyde, Stirling, and York. However, despite his
commitment to modernism, Matthew was a staunch conservationist and in 1967, at the
inaugural conference of the Scottish Civic Trust, declared, must do something about the
New Town of Edinbu Matthew's campaigning led to the June 6 1970 conference that first
took steps to conserve the historic New Town, protecting what was, in his words, 'a national
asset of world significance.'

Professor Miles Glendinning is the Personal Chair of Architectural Conservation at the


Edinburgh College of Art. His fascinating talk will cover place in
Scottish/British/International modernism in general, as well as touching more specifically on his
involvement in conservation in the 60s/70s, and will also look at the of his
work.
