The Scottish Government has made an announcement that a decision has been taken to defer
the implementation date of the changes to energy and environmental standards. Please see
below -
To make you aware that a decision has been taken to defer the implementation date of the
changes to energy and environmental standards within the December 2022 Technical
Handbooks by two months, from 1 December 2022 to 1 February 2023.
This follows a final assessment of the delivery timetables for energy compliance software. It
remains likely that some tools will be approved and available for use in Scotland in advance of 1
December. However, we recognise concerns expressed over the delay in the availability of
assessment software to support the new standards. Without energy compliance software
developers cannot prepare and validate design proposals as compliant with the new standards.
This limits their capacity, at this point, to progress projects and submit complete information to
local authorities for approval once changes to regulations are in force. We recognise this is a
particular concern for smaller developers and projects, where there is less opportunity to bring
forward or delay applications for building warrant.
We appreciate the effort to date by software developers in working towards the approval of SAP
and SBEM/DSM tools for Scotland and hope this will continue, to provide updated Scottish
software for their users as soon as practicable.
Our Technical Handbooks webpage will be updated on Friday 11 November 2022 to reflect the
above. A formal notification of this change in timetable will be communicated to Chief
Executives of Local Authorities and Building Standards Managers. The deferment will be
formalised later this month by a further amendment of the Building (Scotland) Regulations
2004. We will be following this notification with further correspondence to various stakeholder
groups involved in the delivery and use of energy compliance software.
This is your opportunity to provide constructive feedback on the existing functionality and your
user experience. The survey seeks wider feedback with question 7 offering suppliers the chance
to provide details of improvements they would like to see.
To develop the Standard, benchmarks will be agreed for the operational energy usage and
embodied carbon performance levels today, and limits and targets will be set out for future
seeking case study data from the real estate and built environment industry. The closing date
for data is 16 December.
With growing societal awareness of environmental issues, NHBC Foundation, which provides
high quality research and practical guidance to support the house-building industry, recognised
that carbon and energy terminology can be confusing and inconsistent. This new guide aims to
help standardise the language used by house builders to provide much needed clarity.

Sir Robert Matthew was a man of contrasts. As a cutting-edge modernist architect, he designed
buildings such as the Royal Commonwealth Pool and David Hume Tower in Edinburgh, and
New Zealand House in London, as well as having a hand in designing buildings for the
campuses of the universities of Dundee, Strathclyde, Stirling, and York. However, despite his
commitment to modernism, Matthew was a staunch conservationist and in 1967, at the
inaugural conference of the Scottish Civic Trust, declared, must do something about the
New Town of Edinbu Matthew's campaigning led to the June 6 1970 conference that first
took steps to conserve the historic New Town, protecting what was, in his words, 'a national
asset of world significance.'
James Jones & Sons' new visitor building at its flagship sawmill site in Lockerbie has attracted
considerable interest in the architectural and engineering communities and has won a number
of awards including the RIAS , Edinburgh Architectural Association and the Scottish Design
Awards. It has also been shortlisted for the Doolan Award as one of buildings of the
year.
Designed by Edinburgh architects, Konishi Gaffney, the building is a showcase for James
Jo own timber products and for timber construction in general.
