QSU's Remarkable Strides in Human Resource Management

In the face of adversity, Quirino State University (QSU) has maintained its unwavering commitment to
HRM excellence, earning accolades and fostering talent:

 Certified Maturity Level 2: QSU achieved "Maturity Level 2" certification from the Civil Service
Commission, recognizing HRM proficiency in recruitment, learning, performance management,
and more.
 Bronze Award Recipient: In 2021, QSU received a Bronze Award for exemplary HRM system
management.
 Faculty and Staff Development: QSU supports advanced education through scholarship grants
and training, with noteworthy successes including a doctoral pursuit under the "2022 Global
Korea Scholarship Program" at Sunchon National University, South Korea.
 CHED Scholarship Program: Over 38 grantees have benefited, resulting in master's and doctoral
graduates.
 SIKAP Scholarships: Eight faculty members are currently benefitting from the Scholarship for
Instructors' Knowledge Advancement Program.
 International Exposure: QSU faculty partake in international training programs, with funded
opportunities in Thailand and Indonesia.

Resource Generation: QSU's Financial Growth and Resilience

External funding has been a vital resource for the university to support various projects, sourced from
government agencies such as the Department of Agriculture, Department of Science and Technology,
Commission on Higher Education, and more. From January 2020 to June 2023, QSU secured a total of
Php 74,503,410.46 from external sources.

In 2019, external funds amounted to Php 9,858,143. Over the following two years, this figure
skyrocketed by 82% and 142%, with 2021 being the peak at PhP 43,320,516.50. The increase can be
attributed to proposals approved during the pandemic and subsequent fund disbursements. However, in
2022, external funding decreased as earlier proposals were nearing completion, and funding agencies
required prior grants to be settled before releasing additional funds.

Internally-generated income for QSU stems from various sources, including student tuition fees,
registration fees, and other services. Additionally, income is generated from rents, electricity, water
services, Income Generating Enterprises (IGEs), and fiduciary receipts, such as athletic and library fees.

In 2019, QSU generated PhP 63,793,000. The pandemic caused a temporary decline in internally
generated funds in 2020 due to limited operations and IGE revenue. Student-related income, like dorm
rentals and payable services, also dropped significantly. However, in the following years, internal income
steadily increased as COVID-19 restrictions eased. By 2021, it saw significant growth with limited face-
to-face classes, and IGEs flourished as transport limitations were lifted. In 2022, QSU fully resumed face-
to-face classes, attracting more students and enabling greater access to income-generating services.
