SUMMARY
1.1 The Sub-Committee will be invited to consider and adopt its provisional agenda for
the session (HTW 10/1).
1.2 Arrangements for working and drafting groups envisaged to be established during the
session will be advised in due time before the session (HTW 10/1/2), taking into account
submissions received (HTW 9/15, paragraph 12.4).

The Sub-Committee will be informed of relevant decisions and actions taken by other bodies
of the Organization and will be invited to take action, as appropriate, under relevant agenda
items.
The Sub-Committee will be provided with the report on the model courses that have been
revised and submitted to HTW 10 for validation and the arrangements for the validation of
model courses by HTW 12. In this context, the Sub-Committee will be invited to validate the
revised model courses, as agreed by HTW 8.
The Sub-Committee will be invited to consider relevant documents submitted to this session.

The Sub-Committee will be invited to note the information provided on fraudulent certificates,
as reported to the Secretariat, and consider proposals for a strategy to address the problems
associated with fraudulent certificates of competence, if any, and any other relevant
documents submitted to this session.
6.1 The Sub-Committee will be invited to consider the report of the Correspondence
Group on the Comprehensive Review of the 1978 STCW Convention and Code, and other
relevant documents submitted to this session.
6.2 Having noted that HTW 7 had decided to postpone the finalization of a new STCW
GISIS module related to reporting and information communication requirements under the
provisions of the STCW Convention and Code, the Sub-Committee will also be updated on the
development of the GISIS module, with a view to resuming and finalizing its development
based on the existing requirements of the Convention and Code.
The Sub-Committee will be invited to review its biennial status report, taking into account the
progress made at the session, and to prepare the draft provisional agenda for HTW 11, in
accordance with the Organization and method of work of the Maritime Safety Committee and
the Marine Environment Protection Committee and their subsidiary bodies
(MSC-MEPC.1/Circ.5/Rev.5), for approval by MSC 108.
In accordance with the Rules of Procedure of the Maritime Safety Committee, the
Sub-Committee will be invited to elect its Chair and Vice-Chair for 2025.
9.1 The Sub-Committee will be invited to note dispensations granted in 2023 submitted
by STCW Parties in accordance with article VIII of the 1978 STCW Convention, as amended.

9.2 The Sub-Committee will also consider any matters that may be submitted by Member
States or international organizations or referred to it by the committees or other
sub-committees.
The Sub-Committee will be invited to consider and adopt its draft report for submission to the
Committee for approval.
11 The Sub-Committee is invited to consider the above information and take action, as
appropriate, under the relevant agenda items.
