The impact of a level 3 hospital in implementing a program of extending technological, financial, and
administrative help to LGUs to support and improve the provision, operation, and maintenance of health facilities
and equipment has been demonstrated in this study. Also, in order to improve hospital capacity, the DOH must
provide qualified physicians to each LGU to help the local chief executive as needed.
