SCHEDULE H: BILL OF QUANTITIES
The items and par culars in Schedule H are the Definite Items of the Plant switchgear or equipment
and its associated works in this Contract. The Schedule is divided into several parts, i.e.:
The Parts indicated with shall form part of the Schedule H or NA for ‘not applicable’.
The Schedule shall be read in conjunc on with the schedule of drawings and the Technical
Specifica ons indicated in the Condi on of Contracts. In case of contradic on, FIDIC Clause 1.5
(Priority of Documents) shall prevail. All related engineering and design works associated with the
project and schedules shall be included as part of the Items.
The Works shall include any work which is necessary to sa sfy the Employer’s Requirements,
Contractor s Proposal and Schedules, or is implied by the Contract, and all works which (although not
men oned in the Contract) are necessary for stability or for the comple on, or safe and proper
opera on, of the Works as per FIDIC Clause 4.1.
Items not specifically men oned in this Schedule but necessary to be included for the complete and
sa sfactory opera on of the system as specified by the Specifica ons (including special tools for
construc on, tes ng, opera on, and maintenance purposes of the equipment) shall be deemed to
be included in the Contract Price.
The Contractor is fully responsible to comply with the design requirements as specified in
Specifica ons and to ensure sa sfactory opera on and maintenance of the equipment installed or
rehabilitated under this Contract.
The Contractor shall provide Design Consultancy Services from Engineering consul ng firm with valid
registra on with BEM. The consultant shall be responsible for all design and supervision of civil and
structural (C&S), mechanical and electrical (M&E) and architectural and planner related to the
project. When required, the consultant prepare submission, and obtaining approval for Cer ficate of
Comple on and Compliance (CCC) and liaise with relevant authori es. The Contractor shall submit all
drawings for approval with Malaysia Professional Engineer with Prac sing Cer ficate (PEPC)
endorsement under the scope of work in this contract under the Registra on of Engineers Act and
Regula ons (Act 138 - Revised 1988), Part I, Clause 8. It required only Professional Engineers with
Prac sing Cer ficate (of the relevant discipline) registered with the Board of Engineers, Malaysia

(BEM), may cer fy and submit plans, drawings, schemes, proposals, reports, designs or studies to
any person or authority in Malaysia. This requirement shall be strictly enforced without excep on.
The original equipment manufacturer (OEM) is required to supervise erec on works for all new
Circuit Breaker, Disconnector and Earth Switch at the respec ve substa on and to ensure compliance
to their standard erec on procedure and quality workmanship.
TNB Accepted Relay List enclosed in the tender document shall serve as reference for tendering
purposes only. The successful Tenderer shall supply relays based on the TNB Accepted Relay List
prevailing at the me of contract award and the models to be supplied shall be declared at the
contract kick-off mee ng.
The Schedule shall be read in conjunc on with HSE Requirement for Contractor indicated in the
Condi on of Contracts and shall be deemed to be included in the Contract Price.
Before commencement of the test of comple on, the Contractor shall provide four (4) sets of
approved and bound plant and ancillaries’ drawings, installa on, opera on and maintenance
manuals shall be submi ed to the Client.
Before the expiry of the Defect No fica on Period, the Contractor shall supply to the Client four (4)
bound hard copies and four (4) so copies of all as-built drawings, installa on, opera on and
maintenance manuals for each substa on in a form of AutoCAD for drawings and Portable Document
Format (PDF) format for manuals using thumb drive.
The prices for the individual items shall be entered in Schedule of Prices indicated in the Condi on of
Contracts. The offer is to be a fixed Lump Sump without quan es and not subject to
measurements. The amount quoted shall allow for compliance with the Condi on of Contracts,
Par cular Condi on to the Condi on of Contract (FIDIC Yellow Book Ed. 1999), Employer's
Requirement and Specifica on shall be deemed to include for all labour, materials, tools, equipment
and all relevant machineries for the proper execu on and comple on of all works and to the
sa sfac on of the Employer and relevant authori es.
The Contractor is fully responsible on successful coordina on, interfacing with overhead line and/or
underground cable and/or remote end (where applicable) contractor during design, construc on,
tes ng and commissioning of this scope of Works.

Complete descrip ons of the lightning rods system are as per TNB specifica on.
Earthing system for the substa on and all equipment comprising complete set of
copper tapes, earth electrodes, test links, etc., and all connec ons to equipment
for all voltage levels supplied under this Contract including, where relevant but
not limited to steel-reinforce bonded to the perimeter fencing, interface
requirements with exis ng earthing system and earthing or lightning protec on
system of buildings, underground cables, and overhead lines. The soil resis vity,
earthing study report and calcula on shall be submi ed for approval.
Complete descrip ons of the earthing system are as per TNB specifica on.
ST2 STEEL STRUCTURES WITH TUBULAR TYPE GANTRY TOWER(S) FOR THE WHOLE
SUBSTATION: -

One set of tubular type steel structures (for the en re outdoor switchyard,
including where relevant, structures for equipment support at the other side of
power cable end for hybrid cable-overhead connec on) for gantry towers,
gantries, tower or tower extension for earth wire or lightning rod, support for
main equipment and earth mast/lightning rod, etc., to complete.
Where the detailed design requires the use of gantries or support structures for
addi onal support of busbars or conductors, although not indicated in the
tender drawing, the structures (and the relevant insulators and fi ngs) are
deemed included.

132-WIP ONE (1) SET OF 132kV WAIS INTERFACE PANEL (WIP) EQUIPPED WITH: -
a) To install WAIS devices inclusive internal wiring (The WAIS devices will be
supplied, configured, tested & commissioned by the TNB. The Contractor
shall arrange the devices to be taken from Client designated office to site. All
cost transporta on, mobilise, demobilised, loading, unloading etc. shall be
under the Contractor)
b) All necessary interfacing circuit from WIP panel to control and relay panels:

i. Current circuit and VT circuit from backup protec on CT core and
protec on VT winding
ii. 4-20mA current circuit of circuit breaker’s trip coil, closing coil and
motor (mul pair instrumenta on cable)
iii. Busbar voltage from protec on VT winding for Main and Reserve
busbar
c) Isola on trip link at WIP panel for all CB Opening circuit to control panels.
d) Coaxial cable with BNC connector from Sta on Time Server (STS) at SGW
panel to WIP panel. Daisy chain connec on if more than one (1) WIP panel
e) CAT5E cable with RJ45 connector and serial twisted pair (mul pair
instrumenta on cable) with DB9 connector from WAIS panel to WIP panel
f) WAIS Disable switch WIP panel.
g) Front mounted AC 240V 13A supply socket
h) Glazed transparent acrylic window front cover door.
i) All necessary selector switches, MCB’s, sliding link spring loaded terminals
blocks, drawing compartment, energy saving LED, earthing bar, etc., to
complete.
Note: Addi onal WIP panel is required if the total number of CBs are more than
15 CBs.
All cables shall be direct buried (at switchyard subject to soil inves ga on result)
and/or laid on cable ladder/trays (inside control building. The cable ladder/trays
to match with exis ng size where applicable) as per TNB specifica on. Op cal
fiber cables outside of building shall be laid in HDPE pipe, while inside of building
shall be laid in flexible metal corrugated conduits.
For cable laying inside cable trench with the depth is equals or more than
600mm, cable trays shall be provided inclusive of supports for cable trays fixed in
concrete. Where cable tray is provided, minimum width of cable trench shall be
1000mm.

OFC FIBRE OPTIC CABLES: -
Any cabling between buildings or panels with physical distance apart shall be laid
in the form of armoured cable.
Any cabling across adjacent panels shall be laid in the form of patch cord.
Cable Management and Accessories shall include bend radius and physical
protec on to ensure cables are properly handled, supported, and protected to
prevent any micro or macro bending or subjected to any poten al tensile load.
Cable Management shall also ensure proper design of cable rou ng paths and
easy cable access.
Green enclosed metal trunking, racks, cleats and supports are to be supplied
under this item.
a) Two 400A 3-phase 4-wire moulded case circuit breakers MCCB for main
incoming supplies and one 400A MCCB for bus-sec on, all mechanically and
electrically interlocked
b) Two 150A MCCB for supplies to oil treatment plant for future use.
c) 4-phase segregated air insulated high conduc ng copper busbar.
d) MCCBs or MCBs of required numbers and ra ng for all substa on equipment
including transformers, building services, indoor control and relay panel,
ba ery charges, outdoor ligh ng etc. to complete.
e) All the necessary contactors, switches, terminal block, indica ng lamps,
Ammeters, Voltmeters, voltage indicators, monitoring relays, wiring, AC
transducer, termina on, labels, heaters, etc. to complete.
f) Facility for connec on to backup supply from a standby diesel generator set
in the event of main incoming supply fail.

h) AC loading calcula on for all equipment including 20% spare load shall be
submi ed for approval.

DC ONE (1) SET OF 110V NICKEL CADMIUM BATTERIES, DC CHARGERS AND
DISTRIBUTION SWITCHBOARDS (2x100% ba ery capacity, 2 x 100% charger) to
be installed in the substa on switch house in accordance with the requirements
of this Specifica on, comprising: -
a) Two banks of nickel cadmium ba eries shall be equal or more than 250Ah
each at the rated 5-hour rate of discharge (type C5) to meet the total
requirements of standing load (8 hours discharge period) and transient load
together with ba ery rack.
b) Two DC chargers with minimum float charge ra ng of 50A per charger and
fi ed with float and boost charge facili es suitable for the specified ba ery
capacity and standing load of all equipment, interlocking facili es, charger
control and alarm monitoring facili es.
c) Two double pole contactors or isolators for outgoing supplies from charger
to distribu on boards
d) Two sets main ba ery wall mounted switch fuse from chargers to ba ery
banks
e) Low Electrolyte Level Probe (LELP) detector with insulator at both ends to be
supplied and installed by Ba ery Manufacturer/ Ba ery Supplier
f) DC distribu on boards complete with instruments, lamps and switches with
segregated busbars, double pole MCBs/MCCBs minimum (20 nos – 16A, 35
nos – 32A, 5 nos – 63A) for all outgoing DC supply to all equipment of each
bay.
g) Definite spare including spare control and alarm cards, and maintenance
accessories as listed in the technical specifica ons.
h) All the necessary contactors, switches, sliding link terminal blocks, DC earth
fault relays, DC transducers, Ammeters, Voltmeters, wiring, blocking diode,
termina on, labels, heaters, etc. to complete.
i) Set of equipment earthing system including copper tape, copper bar,
electrodes, test links, connec ons from substa on earthing to equipment,
etc. to complete associated with this schedule.
j) DC ba ery sizing, DC charger sizing and DC loading calcula on for all
equipment including 20% spare load shall be submi ed for approval.

f) To relocate exis ng relay and auxiliary components (where and if required)
to accommodate the installa on of new components at exis ng panel
including all necessary modifica ons to ensure the completeness and
successful opera on.
g) To add or modify wiring to ensure the completeness and successful
opera on of control and protec on schemes at the panels etc. to complete.
h) All necessary design and modifica on on the related exis ng equipment such
as Marshalling Kiosk/Local Control Panel, Control Relay Panel, Busbar
Protec on panel, etc. to complete
i) To update all labelling and exis ng drawings
j) To dismantle any exis ng relay/components/equipment inclusive of
packaging and handing over to TNB regional office.

132-APCX AUXILIARY POWER AND CONTROL CABLES: -
Interfacing cables between all equipment supplied under this Contract, supplied
by others and exis ng equipment such as telecontrol equipment including from
RTU panel, SIP panel, control panels, relay panels, marshalling kiosk panel,
SDII/WAIS panel, AC & DC panels, telecommunica on panels, exis ng busbar
protec on, etc., to complete.
a) Mul core, screened twisted pair, coaxial cable and screened cooper Ethernet
(minimum CAT 5E) cables for all secondary equipment including telecontrol
equipment, programmable transducer, Managed Ethernet Switch (ESM) etc.
to complete.
b) The complete set of auxiliary power, op cal fiber and mul core control
cables including cable trays, cable ladders, racks, cleats, supports, cable
glands and all necessary termina ons kits, etc.
c) All relevant schemes not limited to the following, e.g., voltage selec on,
synchronizing, busbar protec on, live transfer, interlocking, monitoring,
measurement, inter-tripping i.e. sending/receiving to remote end
substa ons etc., to complete.

shall be laid in flexible metal corrugated conduits.
For cable laying inside cable trench with the depth is equals or more than
600mm, cable trays shall be provided inclusive of supports for cable trays fixed in
concrete. Where cable tray is provided, minimum width of cable trench shall be

Electrical Services and Competent engineer(s) associated with the project and
the Schedules inclusive of the works involving extension to a "live" substa on or
working in the vicinity of "live" equipment. The permit to work (PTW) shall only
be issued to the named competent person(s).
Successful Contractor shall submit the name(s) of person(s) holding Cer ficates
of Competence issued under the Electricity Regula on 1994 who shall be
responsible for installing, tes ng, and commissioning of electrical installa on,
sta ng the type of Cer ficate of Competency and Limita on.
Electrical Services and Competent engineer(s) may delegate the PTW to the
contactor's supervisor that has a valid Contractor Qualified Person (CQP),
training cer ficate from ILSAS. The validity of the cer ficate shall be in relevant
to his/her current employment with the main contractor. It will be invalid once
the supervisor change employment to other company which requires
recer fica on.
Project Insurance associated with the project and the Schedules inclusive of
Erec on All Risk/ Contractor All Risk and Workmen Compensa on Insurance.

The system shall be integrated with the generator set system for automa c start
up and load transfer of substa on AC auxiliary supply from the switching sta on
LVAC board to generator set.
Tenderer to appoint a Consultant Engineer for the electric supply (11kV and
0.433kV TNBD Supply) applica on to TNB and is responsible for the overall
applica on process, as per the supply applica on according to available guideline
in Electricity Supply Handbook Applica on (ESAH) for the electricity supply
connec on to the sta on.
All deposits, bank guarantees, insurances, processing fees, penal es, and other
costs, etc., where required, (refundable and non-refundable) are deemed to be
included and under the responsibility of the Contractor.

All dismantled items, inclusive of any schedule waste must be packed and stored
in a proper manner to avoid any hazardous material leakage or spillage to
environment as per requirement Jabatan Alam Sekitar, Malaysia.
TPORT All dismantled items in DISM are to be transported and stored at a designated
loca on as instructed by the Employer.
The Contractor shall provide new one 4WD pick-up for off-road use (to be
approved by the Client before purchase; TOYOTA HILUX/FORD RANGER Latest
and Full Specifica on model) of right-hand drive, 4-door pick-up, 5-seater,
minimum of 2.8 litre turbo diesel engine, auto transmission, air condi oned,
with motorised winch and kangaroo bar throughout the contract dura on un l
the issuance of Taking Over Cer ficate (TOC). The vehicle shall comply with all
the relevant Road Transport Department Law and Regula on of Malaysia. The
pick-up shall be handed over within three months a er Commencement Date.
The Contractor shall make available the use of vehicle at all mes during the
Contract Period which shall include the dura on the Contract Period which shall
include the dura on of the Defect No fica on Period or any extension thereof.
The Contractor shall solely bear all costs in rela on to the schedule maintenance
and/or servicing of the vehicle as well as all replacement of parts whether due to
wear and tear and/or damage up to the end of the Defect No fica on Period.
In the event that maintenance, servicing and/or repair of the vehicle exceeds
twenty-four (24) hours. A one-to-one replacement of the vehicle is to be
immediately made available to the Employer.
The Contractor shall dispose of the vehicle to the Employer at the nominal rate
of RM 1.00 at the Time for Comple on.
