All Central Ministries, State Governments, District


Authorities and other stakeholders will prepare
SOPs in accordance with the National and State
Plans.
SOPs will be prescribed for activities like search
and rescue, medical assistance and casualty
management, evacuation, restoration of essential
services and communication at disaster sites,
etc.

The SOPs for determining the levels of disasters


and for issuing alerts to electronic messaging
systems of various agencies about disasters have
been formulated by MHA.
Disaster Management Guidelines for
Telecommunications were issued by the Telecom
Engineering Centre in Feb’ 2008. These
Guidelines, as amended from time to time, may
also be referred for the technical details by
various stake holders.

TSPs should follow norms and standards in


building their physical infrastructure:
 Telecommunication equipment should be installed at
suitable locations in disaster prone areas to be able to
withstand impacts of any disaster.
 Wherever feasible, critical equipment should not be
concentrated in one building.
 All buildings, towers and equipment sites should be
equipped with adequate fire protection measures like
detection and extinguishing systems etc.

TSPs should follow norms and standards in


building their physical infrastructure:
 All buildings, towers and equipment site structure
should comply with building by laws prescribed for
earthquake resistant building depending upon seismic
zones.
 As far as possible, communication cables should be
buried underground in ducts to reduce their vulnerability

Some of the key aspects of a robust
and resilient telecom network:
 TSPs should ensure that transmission links between
main Network Elements and switching equipment
are redundant through two distinct geographical
paths.
 Alternative telecommunications links (such as SDH
ring on optical fiber) between primary switches.
 Connection of main switches and Network Elements
through mesh and ring transmission network.

Some of the key aspects of a robust and
resilient telecom network:
Redundant microwave links, underground cables
and other network elements such as switches etc.
should be secured in alternative locations.
Hilly and remote area,satellite connectivity
should be preferred.

Disaster Response Task Force (DRTF) shall consist


of teams of experts in the following areas
Transmission Team
 Switching Team
 Infrastructure Team
 Mobile Service Team
 Telecom relief Team

CONSTITUTION OF STANDING DISASTER


MANAGEMENT GROUP AT BSNL CORPORATE

28th February 2001 under the chairmanship of
Member (Services).

Standing Disaster Management Committee


are set up at the:
i) Central Level
ii) Circle Level
iii) SSA Level

Planning Measures:
• All SSA/BA headquarters should be connected on
SDH ring
• Microwave routes in the cyclone prone areas should
be avoided in future planning
• Control room telephone numbers should be
standardized.
• A telephone directory should be made available up
to SSA level.

Action on disaster occurrence:


Control rooms shall be set up at Central level,
Circle level and SSA level for facing major
disaster.
Immediate action for providing help line and
public line booths with or without charges
during disaster situation.
Deputation of one team to assess the extend
of damage.

Action on disaster occurrence:


Deputation of teams for restoration
work, from nearby unaffected SDCA,
free food and shelter for them
Deployment of VSAT for immediate
communication.
All measures should be taken to
restore the telecommunication links in
a well planned manner.

Cooperation with other agencies:


BSNL should have MOU for emergency
communication with various service
providers to share the facilities in case
of emergency.
Funding:
The committee recommends that the
procurement of emergency van should
be funded by the Central government.

EMERGENCY SUPPORT SYSTEM:


Identify operational telecom facilities
within affected areas on occurrence.
The disaster management team of SSA
concerned will take stock of operational
facilities
Identify telecom facilities that need to be
transported to the affected site to
establish emergency operation services.
