During my professional career and consultancy services with different projects and organizations,
I have gained advanced knowledge of project design, implementation, monitoring, and
evaluation, public and private sector development & engagement, organizational development,
gender inclusion in business and trade, policy advocacy, legal and regulatory reformation,
economic growth through policy reformation, market system development, inclusive business
model development in diverse cultural contexts, business climate index, making markets work for
the poor (M4P), supply chain management and procurement, training design and delivery,
USAID reporting and work plan design and development to align the project activities to achieve
tangible project results. I also have a strong track record of success in private sector landscape
analysis and assessments; business cases design and development for private sector development
and engagement; brokering public-private partnerships; and supporting the advancement of
market-driven solutions to improve the quality of and equitable access to government to citizens
services delivery, developing and implementing gender inclusion processes and manuals that
have a positive economic and social impact on entrepreneurs and business communities,
especially women entrepreneurs. Last three years, I have been working with the Local
Government Division (LGD) to streamline the trade licensing process in Bangladesh, especially
for the 4571 union parishads. I have conducted several FGDs with women entrepreneurs jointly
with the Women Entrepreneurs Network for Development Association (WEND) and Business
Initiative Leading Development (BUILD) in eight divisions of Bangladesh. My present employer,
USAID Feed the Future Bangladesh Trade Activity, and the Local Government Division (LGD)
jointly implemented the unified, simplified, bi-lingual forms and multi-year license certificate
across Bangladesh. This streamline allows trade license holders to use the same forms and
certificates for one to five years across the 4571 union parishads, 330 municipalities, and 12 city
corporations. To implement these activities, I reviewed the Union Parishad Ordinance- 2009 and
Ideal Tax Schedule- 2013, Municipality Ordinance- 2009, and the City Corporation (Taxation)
Rules, 1986 related to the local government and advised the Local Government Division (LGD)
to implement the process related changes of trade license across the local government
administrative bodies around the country.
At present, we are working together to develop a series of sole activities to aware women
entrepreneurs and strengthen the capacity of the local government regarding new trade licensing
processes such as: (I) producing a video tutorial covering the new license application process;
(II) developing a comprehensive guidebook, and process map boards that provide a visual
representation of the license application process from start to finish; (III) designing the
promotional materials; (IV) enhancing the capacity of DLG and DDLG officials in eight
divisions to effectively implement the new trade licensing application and renewal process
across the country; (V) developing the content for various media channels including
television, radio, newspapers, and social media. The content will focus on the new license
application process, its benefits, and the steps to apply for licenses. Due to the streamlining of
the trade license process, the ease of doing business in Bangladesh has improved
substantially, and the multi-year trade license will contribute to this improvement. In
addition, the streamlined trade licensing process contributes to Bangladesh's overall
economic growth. As more micro and women-owned enterprises formalize their operations,
the nation's gross domestic product increases.
