In line with UNICEF Yemen's commitment to achieving this output, the project aims to establish contracts with
competent and technically qualified construction companies. These companies will be responsible for supplying the
necessary equipment and executing the first phase of Maran water network in Maran area in Haydan district – Sa'ada
Governorate.
By implementing a reliable water network , the project will not only improve access to safe water but also contribute
to improved hygiene practices at the community level. The availability of a sustainable water supply will support
better sanitation and promote hygiene practices within households, communities, and institutions, benefiting
children, adolescents, and their families in the area.
This initiative seeks to alleviate the challenges faced by the community in accessing clean water and improve their
overall well-being. It directly contributes to UNICEF's efforts to ensure that more children, adolescents, and their
families benefit from safe water supply services and improved hygiene practices, ultimately fostering healthier and
more resilient communities.
SCOPE OF WORK, ACTIVITIES, TASKS, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Scope of works
Selected construction companies are expected to:
• Supply, transport, and install all equipment required for the project.
• Conduct all required construction works in the project.
• Develop and submit detailed project plans, including timelines, resource allocation, and cost estimates.
• Coordinate with relevant stakeholders to ensure smooth execution of the project.
• Adhere to all safety regulations and best practices throughout the construction process.
• Provide regular progress reports and updates to project stakeholders.
• Address any unforeseen challenges or obstacles that may arise during the construction phase.
• Ensure proper maintenance and upkeep of construction equipment and machinery.
• Complete all necessary documentation, including permits, licenses, and certifications, as required by local
authorities.
• Hand over the completed project, including relevant documentation and training materials, to the client or
designated party.
Tasks
Below are the generic tasks of this tender. Specific tasks are described in Annex 2 and Annex 6 and Annex 7:
Construction Documents (Design drawings, technical specifications, and BOQ).
• Install and implement water network according to the design drawings and technical specifications provided.
• Procure and install network and distribution points as outlined in the project requirements.
• Carry out any other activities specified in the Bill of Quantities (BOQ) and drawings.
• Prepare the construction site by clearing and leveling the designated area.
• Excavate foundations and trenches as per the project requirements.
• Erect network components following the design drawings and specifications.
• Apply appropriate finishing works to achieve the desired aesthetic and functional outcomes.
• Conduct testing and commissioning of installed systems and equipment to ensure proper functionality.
• Implement site safety measures and adhere to occupational health and safety regulations throughout the
construction process.
• Provide support and cooperation during site inspections and audits conducted by relevant authorities.
• Collaborate with project stakeholders, including engineers, and supervisors, to ensure smooth project
execution.
• Maintain accurate documentation of construction activities, including progress reports, site records, and
material usage.

• Adhere to environmental regulations and implement sustainable construction practices, where applicable.
Timeline
The table below shows the expected timeline for the project. A defect liability period of 12 months will start counting
from issuing the certificate of substantial completion. The timelines of each deliverable shall be as agreed in the
Work plan. In case of any deviation from the timeline or work plan (not meeting the targets), the Contractor shall
send a written request to UNICEF with appropriate justification. UNICEF will approve or reject each request. If the
request is rejected, the Contractor shall be fully responsible for making up the backlogs without affecting the overall
contractual period.

Variation of work
Any variation of work should be approved by UNICEF in writing before moving forward. The engineering firm will
receive a variation request from the contractor and forward it to UNICEF for approval along with comments. UNICEF
will not pay for Variations not supported by UNICEF’s prior written approval.
Once deliverables are completed, the contractor will submit a report of the activities included in the deliverables to
UNICEF together with its respective invoice. The report will contain pictures of activities delivered and it will be signed
by the contractor and engineering firm responsible for site supervision.
Reporting requirements
The selected contractors will report directly to UNICEF Supervisor WASH Officer or his representative. UNICEF will
hire an engineering firm to conduct site visits and supervise the execution of works.

required details on quality tests, the progress on BOQs and timeline, pictures of activities delivered and
it will be signed by the EF

2. Technical Proposal (The Technical Evaluation will be given a maximum of 60 points)
The Bidder should provide the technical & manufacturing catalogues, specifications, and lab tests for
all items, showing acceptable quality to be considered passing.

- Duly completed supplier/contractor profile form (Annex 14).
In respect to technical submissions, any submission of 2 proposals will expose the bidder to disqualification.
Bidders are requested to provide full narrative documents on the methodology of implementation, indicating
the effectiveness of technical site implementation.

- Company financial statement (not bank statement) for any last 3 years in the period (2019-2022), balance

3. Financial Proposal (The Financial Evaluation will be given a maximum of 40 points)

prices for all items of BoQ. Item’s price will include all costs, such as labor, material, transport, equipment,
insurance, overhead, etc. Partial offers are not acceptable. The BoQ shall be sent in 2 different formats:
- BoQ in Excel format
- Signed and stamped BoQ in PDF format.

• Highly recommended that interested bidders visit the site prior to submitting their proposals
• Bidders must quote for all the items and all the sites to get eligibility
• UNICEF will select the lowest offer if there is any discrepancy between the Financial Offer in Annex1 and
the BoQ in Annex 2.
UNICEF will not receive bids in hard copies or by email. All bids must be submitted online through the UNICEF e-
submissions system accessible via www.ungm.org The submissions should be segregated;
Technical Proposal and Financial Proposal and each uploaded to its dedicated intent envelop on the system.
Bids received in any other manner or joining technical and financial parts will be invalidated.
CONDITIONS OF WORK
The price stated in Annex 1 will include all costs related to the activities requested including but not limited to
staff, workers, equipment, transport, material, insurance and warranties UNICEF will not provide any office,
transport, equipment, per-diems, transport, insurance for workers, etc. Specifically, the selected contractor will be
responsible for:
