 INTRODUCTION

The 1987 Philippine Constitution provides the structure of the local


government units. As stated in the constitution, the local governments
system comprises of organizational level or tiers.

This module will discussed thoroughly the different tiers of the


government and the respective officials and offices with the local level and
elaborate the functions in the LGU as well.

LEARNING OBJECTIVES

At the end of the lesson, the students shall be able to:


1. Determine the structure of the local government unit.
2. Analyze the different powers and functions of the local
government units.
3. Classify the local appointive officials either as mandatory, optional or
not applicable in different tiers of LGUs

The Executive Branch.

As chief executive, the president has the power to execute laws. The
president is assisted by a cabinet, which currently comprises twenty-three
departments. Among the more important departments are Foreign Affairs,
National Defense, Finance, Interior and Local Government, Justice, and
Trade and Industry. Both president and vice president are elected at large
for a six-year term with no possibility of reelection. The executive branch
consists of the President and his Cabinet. The Senate and the House of
Representatives make up the bicameral legislature. The Supreme Court
heads the systems of courts under the judicial branch.

The Legislative Branch. 

The Philippine Congress is a bicameral body, the upper house being the
Senate and the lower house being the House of Representatives. These two
houses possess equal power, although budgetary bills must originate in the
lower house, while treaty ratification rests exclusively with the upper
house. Congress consists of a 24-member Senate and a 250-member House
of Representatives. The voters of the entire nation elect senators to six-year
terms. Voters from different districts elect 200 of the representatives to
three-year terms. The remaining 50 representatives are selected from lists
drawn up by the political parties to ensure representation of women, ethnic
minorities, and certain economic and occupational groups. The number
selected from each party's list is about one-fourth of the number of the
party's elected representatives. All Philippine citizens who are at least 18
years old may vote.

The Judiciary.

Judicial power is vested in the Supreme Court and in the lower courts.
Members of the judiciary are chosen by the president from a list of

nominees provided by the Judicial and Bar Council, a constitutional body


composed of representatives from the executive, legislative, and judicial
branches of government, the legal profession, and the private sector. Once
appointed, judges have secure tenure and can serve until the age of seventy
or until they become incapacitated.

Local Governments

The lowest political unit in the Philippines is the barangay (village). The
barangay is administered by a council headed by a punong barangay
(chairperson). Several barangays make up a city or municipality.

Administrative Subdivisions

The Philippines is divided into a hierarchy of local government units (LGUs)


with the province as the primary unit. As of 2007, there are 81 provinces in
the country.
International organization participation

The Philippines is a founding and active member of the UN since its


inception on October 24, 1945 and is a founding member of the ASEAN.

Islam Influence on the Political System Islam has a great influence on the
political system of the natives in the Southern Philippines. The sultan of the
Muslim community is still the sultan of Muslim provinces.

 OFFICIALS AND OFFICES IN THE LOCAL


GOVERNMENT UNITS

Provisions applicable to elective and appointive local officials


1. Prohibited Business and Pecuniary Interest
 Unlawful for any local government official/EE, directly or indirectly,
to:
1. engage in any business transaction with the LGU which he is an
official or employee or over which he has the power of
supervisions
2. hold such interest in any cockpit or other games licensed by the
LGU
3. purchase any real estate or other property forfeited in favor of
the
LGU for unpaid taxes or by virtue of legal process at the instance of
LGU
4. be a surety for any person contracting or doing business with the
LGU for which a surety is required
5. possess or use any public property of the LGU for private purpose
6. prohibitions and inhibitions prescribed in RA 6713

2. Practice of Profession

1. GOVERNORS, CITY and MUNICIPAL MAYORS are prohibited from


practicing their profession or engaging in any occupation other than the
exercise of their function.
2. SANGGUNIAN MEMBERS may practice their profession, engage in any
occupation, or teach in schools EXCEPT during session hours.
 Provide that those who are also MEMBERS of the BAR shall NOT:
1. appear as counsel before any court in any civil case wherein the
LGU is the adverse party
2. appear as counsel in any criminal case wherein an officer or EE of
the national or local government is accused of an offense committed
in relation to his office
3. collect any fee for their appearance in administrative proceedings
involving the LGU
4. use property and personnel of the government except when the
sanggunian member is defending the interest of the government.

 Prohibition against private practice, if such practice represents


interests adverse to the government.

3. DOCTORS of medicine may practice their profession even during


OFFICIAL HOURS of work only on occasions of emergency. Provided they
do not derive monetary compensation.

3. Prohibition Against Appointment


1. not eligible for appointment/designation in any capacity to any public
office/position during his tenure.
 Shall not hold any other office or employment in the
government, unless otherwise allowed by law or the primary
functions of the office.
2. no candidate who lost in any election shall, within one year after
such election be appointed to any office in the government
Except: losing candidates in barangay elections

Elective Local Officials

Qualifications
1. CITIZENS of the Philippines
2. REGISTERED VOTER in the barangay, municipality, city, province or in
case of a member of the Sangguniang Panlalawigan, Panlungsod or Bayan Æ
the district where he intends to be elected.
3. RESIDENT therein for at least 1 year immediately preceding the election
4. able to read and write Filipino or any other local language or dialect
5. on election day, must be at least
 25 – governor, vice-gov, members of the sangguniang panlalawigan,
mayor, vice-mayor or members of the sangguniang panlungsod of
highly urbanized cities
 21 – mayor, vice-mayor of independent component cities,
component cities or municipalities
 18 – members of the sangguniang panlungsod or sangguniang bayan
or
punong barangay or member of the sangguiniang barangy
 At least 15 but not more than 21 – sangguniang kabataan

 “not more than 21” is not equivalent to “less than 22”

Disqualifications
1. sentenced by final judgment for an offense involving moral turpitude
or for an offense punishable by 1 year or more of imprisonment within
2 years after serving sentence
2. removed from office as a result of administrative case
3. convicted by final judgment for violating the oath of allegiance to the
Republic
4. dual citizenship
5. fugitives from justice in criminal or non-political cases here or abroad
6. permanent residents in a foreign country or those who have acquired
the right to reside abroad and continue to avail of the same right after
the effectivity of the Code
7. insane or feebele-minded

 ELECTIVE LOCAL OFFICIAL removed via administrative case before


January 1, 1992 (date of effectivity of the LGC) is NOT disqualified.

Manner of Election
1. Governor, Vice-Governor, City or Municipal Mayor, City or Municipal
Vice-Mayor and Punong Barangay elected at large
2. Sangguniang Kabataan Chairman elected by registered voters of the
katipunan ng kabataan
3. Regular Members of the Sangguniang Panlalawigan, Panlungsod and
Bayan elected by district.
4. Presidents of the leagues of Sangguinang Members of component cities
and municipalities serve as ex-officio members of the sangguniang
panlalawigan
5. Presidents of the Liga ng mga Barangay and Pederasyon ng mga
Sangguniang Kabataan elected by their respective chapters serve as ex
officio members of the sangguniang panlalawigan, panlungsod or bayan.
6. 1 sectoral representative from women, worker and any of the ff:
a. Urban poor
b. Indigenous cultural communities
c. Disabled persons
d. Any other sectors as may be determined by the sanggunian concerned
w/in 90 days prior to the holding of the next local election.

Term of Office
 3 years starting from noon of June 30, 1992 OR such date as may be
provided by law
 Except that of barangay official
 No elective local official shall serve for more than 3 consecutive
terms in the same position
 Term of barangay officials and members of the sangguniang
kabataan → 5 years

Rules on Succession
- Permanent vacancies:
1. fills a higher vacant office
2. refuses to assume office
3. fails to qualify
4. dies

6. voluntarily resigns

7. permanently incapacitated to discharge the functions

a. Governor/Mayor → Vice-Governor/Vice-Mayor
b. Vice-Governor/Vice-Mayor → highest ranking sanggunian member OR
2nd highest ranking, and subsequent vacancies shall be filled auto
matically by the other sanggunian members according to their ranking

 Ranking in the sanggunian member shall be determined on the basis


of the proportion of votes obtained by each winning candidate to
the total number of registered voters in each district in the
immediately preceding election.
 Mode of succession for permanent vacancies may also be applied in
cases of temporary vacancies.
c. Punong Barangay →highest ranking sanggunian barangay member OR
2nd highest
 Tie between or among the highest ranking sanggunian members
shall be resolved by drawing lots.
d. Sanggunian member → where automatic succession do not apply:
1. appointment by PRESIDENT, through Executive Secretary in the
case of Sangguniang Panlalawigan or Panlungsod of highly urbanized
cities and independent component cities
2. appointed by GOVERNOR → sangguniang panlungsod of
component cities and the sangguniang bayan
3. appointed by CITY or MUNICIPAL MAYOR → sangguniang barangay
upon recommendation of the sangguniang barangay concerned

 EXCEPT for the sangguniang barangay, only the nominee of


the political party under which the sanggunian member
concerned had been elected and whose elevation to the
position next higher in rank created the last vacancy in the
sanggunian shall be appointed.
 A nomination and a certificate of membership of the
appointee from the highest official of the political
concerned are conditions sine qua non.
 In case the permanent vacancy is caused by a sanggunian
member who does not belong in any political party, the local
chief executive shall upon recommendation of the
sangguinian concerned, shall appoint a qualified person to
fill the vacancy.
 Recommendation by the sanggunian takes the place of
nomination by the political party (since members of the
sanggunian barangay are prohibited to have party affiliation)
and is considered condition sine qua non.
 Vacancy in the representation of the youth and the
barangay in the sanggunian → filled automatically by the
official next in rank of the organization concerned.
 Member of the Sangguniang Kabataan who obtained the next
highest number of votes shall succeed as Chairman if the
latter:

1. refuses to assume office


2. fails to qualify
3. convicted of a crime
4. voluntarily resigns
5. dies
6. permanently incapacitated
7. removed from office
8. has been absent without leave for more than 3
consecutive months

Temporary Vacancies

Governor/City or Muncipal Mayor/Punong Barangay is temporarily


incapacitated, due to but not limited to:
1. leave of absence
2. travel abroad
3. suspension from office

→ vice governor/city or municipal vice-mayor or the highest ranking


sanggunian barangay member shall automatically exercise the powers
and perform the duties

EXCEPT:
1. power to appoint
2. power to suspend
3. power to dismiss
* which can be exercised only if the period of temporary incapacity
exceeds 30 working days.

- Temporary incapacity shall terminate upon submission to the appropriate


sanggunian of a written declaration that he has reported back to office.
- If temporary incapacity due to legal causes Æ shall also submit necessary
documents showing that legal cause no longer exists. If local chief executive
traveling within the country but outside his territorial jurisdiction
for a period not exceeding 3 consecutive days, he may designate in writing
the officer-incharge of the office.
- Such shall specify the powers and functions
- If the local chief executive refuses to issue such authorization, the vice
governor/city or municipal vice-mayor or the highest ranking sanggunian
barangay member shall have the right to assume on the 4 th day of the
absence of the local chief executive EXCEPT
1. power to appoint
2. power to suspend
3. power to dismiss

Compensation
ƒ determined by the Sanggunian concerned
ƒ elective barangay official:
1. honoraria

2. allowances and other emoluments, which in no case less than


P1,000/month for the punong barangay and P600 for the sangguniang
barangay members
ƒ Elective local officials entitled to the same leave privileges as those
enjoyed by appointive local officials, including cumulation and commutation

Resignation
- deemed effective upon acceptance by the ff:
1. President – governor/vice-gov/mayor/vice-mayor of highly urbanized
cities
and independent component cities
2. Governor – municipal mayors/vice-mayors/city mayors/vice-mayors of
component cities
3. Sanggunian concerned – sanggunian members
4. city or municipal mayor – barangay officials
- resignation is deemed accepted if not acted upon within 15 working days
from receipt
- irrevocable resignations by sanggunian members shall be deemed
accepeted upon
1. presentation before an open session
2. duly entered un its record
3. EXCEPT: where sangguniang members are subject to recall elections or to
cases where existing laws prescribe the manner of acting upon such
resignations.

Grievance Procedure

Discipline
Grounds – disciplined/suspended/removed
1. Disloyalty to the Philippines
2. Culpable violation of the Constitution
3. Dishonesty, oppression, misconduct in office, gross negligence, or
dereliction of duty
- Acts of lasciviousness cannot be considered misconduct; to
constitute a ground for disciplinary action, official charged with the
offense must be convicted in the criminal action
4. Commission of any offense involving moral turpitude or an offense
punishable by at least prision mayor
5. abuse of authority
6. unauthorized absence of 15 consecutive working days except in the
case of members of the sangguniang panlalawigan, panlungsod, bayan and
barangay
7. application for, or acquisition of, foreign citizenship or residence or
the status of an immigrant of another country
8. other grounds as may be provided in this code and other laws
- An elective local official may be removed from office on the above
grounds by order of the proper court.

Complaints – verified complaint against;


1. provincial/highly urbanized city or independent component city

PROVINCIAL/HIGHLY URBANIZED CITY OR INDEPENDENT COMPONENT


CITY ELECTIVE OFFICIAL → FILED BEFORE OFFICE OF THE PRESIDENT
- Local governments under supervision of the Executive.
- The Constitution allows Congress to include in LGC provisions for removal
of
local officials; LGC has delegated its exercise to the President.
- President has delegated the power to investigate complaints to the
Secretary of
DILG → alter ego principle
- Right to formal investigation – appeal and defend himself in person or by
counsel; confront witnesses against him; compulsory process for the
attendance of witnesses and the production of documents.

ELECTIVE MUNICIPAL OFFICIALS → FILED BEFORE SANGGUNIANG


PANLALAWIGAN → APPEALABLE TO OFFICE OF THE PRESIDENT
- On appeal from decision of the Sanggunian Panlalawigan, the President
may stay execution of appealed decision
- Decision of Sanggunian Panlalwigan must be:
1. in writing
2. state clearly and distinctly the facts and the reasons for the decisions
3. signed by the requisite majority of the sanggunian

ELECTIVE BARANGAY OFFICIAL → FILED BEFORE SANGGUINIANG


PANLUNGSOD OR SANGGUNIANG BAYAN →FINAL AND EXECUTORY
Preventive Suspension may be imposed by the PRESIDENT, GOVERNOR or
MAYOR
- any time after the issues are joined
- evidence of guilt is strong
- given the gravity of the offense
- there is great probability that the continuance in office could influence
the
witnesses or pose threat to the safety and integrity of the records and other
evidence
- Provided, single preventive suspension shall not extend beyond 60 days
- In the event that several administrative cases are filed, he cannot be
suspended for
more than 90 w/in a single year on the same ground or grounds existing and
known at the time of the first suspension.
- Authority to preventively suspend is exercised concurrently by the
Ombudsman → six (6) months

- The preventive suspension of an elective local official by the


Sandiganbayan shall
only be for 60 days and not 90 days.
- Upon expiration of preventive suspension, officer shall be REINSTATED to
office without prejudice to the CONTINUATION OF THE PROCEEDINGS
which shall be terminated within 120 days from the time he was formally
notified
of the case against him.
- Abuse of exercise of power of preventive suspension → abuse of authority

Penalty
- Penalty of suspension shall not exceed his unexpired term or a period of 6
months for every administrative offense
- Nor shall penalty be a bar to candidacy as long as he meets requirements
- Penalty of removal from office as a result of an administrative case shall
be a bar to the candidacy for any elective office.
- Not more than 6 months for each offense; provide, the total does not
exceed the unexpired portion of his term

Administrative Appeal – w/in 30 days from receipt


1. to Sangguniang Panlalawigan → component cities’ sangguniang
panlungsod and sangguniang bayan
2. to OP → Sangguniang Panlalawigan and Sangguniang Panlungsod of
highly urbanized cities and independent component cities
- decisions of OP – final and executory
- administrative appeal to OP is possible; only means that
administrative appeal will not prevent enforcement of the decision

Execution Pending Appeal


- appeal shall not prevent decision from being executed
- during pendency of appeal – shall be considered as having been placed
under preventive suspension
- OP may stay execution of a decision pending appeal

Effect of Re-election
- Bars continuation of administrative case against him
- Re-election is tantamount to condonation by the people

Appointive Local Officials


Responsibility for human resources and development
- Local chief executive
- May employ emergency or casual employees or laborers paid on daily wage
or piecework basis and hired through job orders for local projects
authorized by sanggunian, without need of approval from CSC
- Said employment shall not exceed 6 months.

Administrative Discipline – in accordance with civil service law and other


pertinent laws
1. Preventive Suspension

- Local chief executive


- Period not exceeding 60 days
- Any subordinate officer or employee under his authority

charges which would warrant removal

2. Disciplinary Jurisdiction
- Local chief executive may impose penalty of :
1. removal
2. demotion in rank
3. suspension for not more than 1 year without pay
4. fine in an amount not exceeding 6 months’ salary
5. reprimand
- If penalty is suspension without pay for not more than 30 days, decision
shall be final.
- If heavier, appealable to CSC which shall decide the appeal within 30 days
from receipt.
- Disciplinary authority over City Revenue Officer → City Treasure NOT
Mayor.

Offices in the Local Government Units

Offices in the LGUs

Local governments have two branches; executive and legislative. All


courts in the Philippines are under the Supreme Court of the Philippines and
therefore there are no local- government controlled judicial branches. Nor
do local governments have any prosecutors or public defenders, as those are
under the jurisdiction of the national government. The executive branch is

composed of the regional governor for the Autonomous Region in Muslim


Mindanao, governor for the provinces, mayor for the cities and
municipalities, and the barangay captain for the barangays.

Legislature

The legislatures review the ordinances and resolutions enacted by the


legislatures below. Aside from regular and ex- officio members, the
legislatures above the barangay level also have three sectoral
representatives, one of each from women agricultural or industrial workers,
and other sectors.

OFFICIALS

Positions Common to Municipal, City and Provincial Governments

Mandatory Positions:

1. Secretary to the Sanggunian


 Provides secretariat services to the Sanggunian.
 Causes the publication of approves ordinance and resolutions
consistent with the provision of Rule XVII of the Implementing Rules
and Regulations of the Local Government Code of 1991
 Takes custody of, and accounts for the official Sal o the Town, all
ordinances, and links with government agencies and offices on
matters related to enactment of ordinances and/ or resolution.

2. Budget Officer
 The budget officer takes charge of the budget office. He prepares
forms, orders, and circulars embodying instructions on budgetary and
appropriation matters for the signature of the governor or mayor, as
the case may be; reviews and consolidates the budget proposals of
different departments and offices of the local government unit; assist
the mayor, in the preparation of the budget and during budget
hearings;
 He studies and evaluates budgetary implication of proposed
legislation and submit comments and recommendations thereon;
submits periodic budgetary reports to the Department of Budget and
Management; coordinates with the treasure, accountant, and the
planning and development coordinator for the purpose of budgeting;
assists the sanggunian concerned in reviewing the approved budgets
of component local government units;
 He coordinates with the planning and development coordinator in the
formulation of the local government unit development plan; and
exercises such other powers and perform such other duties and
functions as may be prescribed by law or ordinance.

3. Treasurer
 The treasurer takes charge of the treasury office. She is under the
administrative supervision of the mayor to whom she shall report
regularly on the tax collection efforts in the local government unit.
 He advices the mayor, the sanggunian, and other local government
officials concerned regarding disposition of local government funds,
and on such other matters relative to public finance; takes custody of
and exercises proper management of the funds and such other funds
the custody of which may be entrusted to her by law or other
competent authority;
 He inspects private commercial and industrial establishments within
the jurisdiction of the local government unit in relation to the
implementation of tax ordinances; and maintains and updates the tax
information system of the local government unit.
 The assistant treasurer assists the treasurer and performs such duties
as the latter assign to him. He has authority to administer oaths
concerning notices and notifications to those delinquent in the
payment of the real property tax and concerning official matters
relating to the accounts of the treasurer or otherwise arising in the
offices of the treasurer and the assessor.

4. Assessor
 The assessor takes charge of the assessor’s office. She ensures that
all laws and policies governing the appraisal and assessment of real
properties for taxation purposes are properly executed; initiates,
reviews, and recommends changes in policies and objectives, plans
and programs, techniques, procedures and practices in the valuation
and assessment of real properties for taxation purposes; establishes a
systematic method of real property assessment.
 Installs and maintains a real property identification and accounting
system; prepares, installs and maintains a system of tax mapping
showing graphically all property subject to assessment and gather all
data concerning the same; conducts frequent physical surveys to
verify and determine whether all real properties within the province
are properly listed in the assessment rolls.
 Exercises the functions of appraisal and assessment primarily for
taxation purposes of real properties in the local government unit;
prepares a schedule of the fair market value for the different classes
of real properties, in accordance with Title Two under Book II of the
Code; issues, upon request of any interested party, certified copies of
assessment records of real property and all other records relative to
its assessment, upon payment of a service charge or fee to the
treasurer.
 Submits every semester a report of all assessment, as well as
cancellations and modifications of assessments to the local chief
executive and the Sanggunian; and attends, personally or through an
authorized representative, all sessions of the local board of
assessment appeals whenever her assessment is the subject of the

appeal, and presents or submits any information or record in his


possession as be required by the board.
 Exercises such other powers and performs such other duties and

5. Accountant
The accountant takes charge of both the accounting and internal audit
services of the local government unit. He install and maintains an
internal audit system; prepares and submit financial statement to the
governor or mayor, as the case maybe, and to the sanggunian bayan;
apprises the sanggunian and other local government official on the
financial condition and operation of the local government unit; certifies
to the availability of budgetary allotment to which expenditure and
obligation maybe properly charge
 Reviews supporting documents before preparation of vouchers to
determine completeness of requirements; prepare statement of
cash advances, liquidation, salaries, allowances, reimbursement
and remittances pertaining the local government unit ; prepares
statements of journal voucher and liquidation of the same and
other adjustment relate to;
 Post individual disbursement to the subsidiary ledger and index
card ; maintain individual ledgers for official employee of the
local government unit pertaining to payrolls and deduction;
records and post in the index card details of purchase furniture,
fixture, and equipment, including disposal thereof, if any;
 Accounts for all issued request for obligation and maintain all
records and reports related there to prepare journals and the
analysis of obligations and maintain and keeps all records and

performs such other duties as maybe provided by law ordinance;

6. Planning and development coordination


 The planning coordinator take charge of the planning and
development office formulate integrated economic, social,
physical, and other development plans and policies for
considerations of the local government development counsel
 Conduct continuing studies, researchers, and training program
necessary to evolve plans and programs and studies under taken
by the different functional group or agencies; monitor and
evaluate the implementation of the different development
programs, and activities and the local government unit concern
and accordance with the approve development plan;
 Prepare comprehensive plans and other development planning
documents for the consideration of the local development
counsel; analyze the income and expenditure patterns, and
formulate and recommends fiscal plans and policies for
consideration of the finance committee of the local government
unit concerned; and

 The local engineer takes charge of the engineering office. He

engineering matters; administers, coordinates, supervises, and

design. feasibility studies, and project management; and

functions as may be prescribed by law or ordinance.

8. Health Officer- The Health Officer take charge of the health office. He
takes charge of the office on health services, supervise the personnel and
staff of said office, formulate program implementation guidelines and
rules and regulations for the operation of the said office for the approval of
the governor or mayor, as the case may be, in order to assist him in the
efficient, effective and economical implementation of a health services
program geared to implementation of a health-related project and
activities;

 Formulate measures for the consideration of the sanggunian provide


technical assistance and support to the mayor and carrying out
activities to ensure the delivery of basic services and provision of
adequate facilities to health services;
 Develop plans and strategies and upon approval thereof by the
governor or mayor as the case maybe, implement the same,

formulate the implements policies, plans ,program and project to
promote the health of the people in the local government unit;

project which the mayor is empowered to implement and which the
sanngunian is empowered to implement and which the sanggunian
empowered to provide for under this code;
 Accept or registrable documents and judicial decrease affecting the
civil status of persons;
 File, keep and preserve in a secure place the books required by law;
 Transcribe and enter immediately upon receipt all registrable
documents and judicial decrease affecting the civil status of person
in the appropriate civil registry books;

proceedings where in the local government unit or any official
thereof, in his official capacities is a party: provided that in action or

 When required by the governor, mayor or sanggunian, draft
ordinances, contracts, bunds, leases, and other instruments,
involving any interest of the local government unit and provide
comments or recommendation or any instrument already drawn;
 Render his opinion in writing on any question of law when requested

 Investigate or cause to be investigate any local official or employee

 Be in the frontline of delivery of basic agricultural services,
particularly those needed for the survival of the inhabitants during,
and in the aftermat of man-made and natural disasters;

with social welfare programs and project which the governor or
mayor is empowered to implement and which the sanggunian is
empowered to provide for under this code

 Formulate measure for the consideration of the sanggunian and


provide technical assistance and support to the governor or mayor, as
the case may be, and carrying out measure to ensure the delivery of
basic services and provision of adequate facilities relative to
environment and natural resources services as provided for under
section 17 of this code;
 Develop plans and strategies and upon approval thereof, by the
governor or mayor , as the case may be, implement the same
particularly which have to do with environment and natural resources
programs and project which the governor or mayor is empowered to
implement in which the sanggunian is empowered to provide for
under this code;
 Establish, maintain, protect and preserve communal forests,
watersheds, tree parks mangroves, greenbelts and similar forest

greening of land, and appropriate planning g of marine and foreshore
areas;
 Review and recommend appropriate of the sanggunian governor, or
mayor as the case maybe, the agricultural plans and design submitted
by governmental and non-governmental or individual, particularly
those for undeveloped, undeveloped , and poorly-designed area; and
 Coordinate with government and non-government entities and
individual involve in the aesthetic and the maximum utilization of the
land water within the jurisdiction of the local government unit,
compatible with environmental integrity and ecology balance;
 Be in the frontline of the delivery of services involving agricultural

 Provide relevant, adequate, and timely information to the local
government unit and its residents.
 Furnish Information and data on local units to government agencies or
offices as may be required by law or ordinance, and non-agencies and
organizations;
 Maintain effective liason with the various sectors of the community
on matters and issues that affect the livelihood & the quality of life
of the inhabitants and encourage support for programs of the local
and national government;
 Be in the frontline in providing information during and the after mat
of man-made and natural calamities and disaster, well special,
attention to the victims thereof, and to accelerate relief and
rehabilitation
 Recommend to the sanggunian advise the governor and mayor, as the
case may be ,on all matters relative to public information and
research data as it relate to the total socioeconomic development of
the local government unit; and

17. Cooperative Officer ( Optional For the City Province)

 Formulate measure for the consideration of the sanggunian, and in


provide technical assistance and support to the governor or mayor, as
the case may be, out measure to ensure the delivery of basic services
and provision of facilities through development of cooperatives, and
in providing access to such services and facilities;
 Development plans strategies and, upon approval thereof by the
governor or mayor, as the case may be, implement the same,

 Assist cooperatives in establishing linkages which government

of the people and other community services;
 Be in the frontline cooperatives cooperation rehabilitation or
viability, enhancement particularly during and in the after mat of
manmade and natural calamities and disaster to aid their survival, if
necessary subsequence rehabilitation;
 Recommend to the sanggunian and advice the governor or mayor as
the case maybe, on all matters relative to cooperative development
and viability- enhancement which will improve the livelihood and
quality of life of the inhabitants.

18. Population Officers (Optional)

 Formulate measure for the consideration of the sanggunian and


provide technical assistance and support to the governor or mayor the
case may be, in carrying out measure to ensure the delivery of basic
services provision of adequate and in providing access to said services
and facilities;
 Develop and plans strategies and upon approval thereof by the
governor or mayor, as the case may be, implement the same.

development principle and in providing access to said services and
facilities;
 Assist the governor or mayor, as the case may be, in the
implementation of the constitutional provision relative to population

outbreak highly-contagious and deadly diseases, and in situation
resulting in the depletion of animal for work and human;
 Consumption, particularly those arising and in the after mat of
manmade and natural calamities and disaster;

20. General Services Officers( Mandatory for Provincial and City)

 Formulate measure for the consideration of the sanggunian and


provide technical assistance to the governor or mayor, as the case
maybe in carrying, out measure to ensure delivery of basic services
and provision and adequate facilities pursuant section 17 of this code
and which require general service expertise and technical support
services ;
 Develop plans and strategies and upon approval thereof by the
governor or mayor, as the case maybe, implement the same,
particularly have to do with general services to supportive of the
welfare of the inhabitance which the governor or mayor is
empowered to provide for under this code;
 Take custody and be countable for all properties, real or personal,
owned by the local government unit and those granted to it in the

official, who by law; are entitled to such space;
