INTRODUCTION
Periodic modifications to the boundaries of electoral constituencies are essential for adhering
to the principle of equality of vote and ensuring equitable political representation within and
across federating units. Rapid changes in the population sizes of constituencies over the
course of several years can result in significant variation in population sizes across
constituencies which has consequences for the number of citizens represented by each seat
in an assembly. Redistributing population and ensuring uniformity in numbers, within
acceptable bounds of variation, is key to improving the quality of elections and public trust in
the process.
The Election Commission of Pakistan (ECP) has released a preliminary report of proposals for
fresh delimitation of constituencies for National and Provincial assemblies, which are to be
finalized after voters’ objections to the proposals have been addressed. Examination of the
proposed delimitations shows that the ECP has complied with the legal delimitation principles
of geographical compactness and respect for the administrative units’ existing boundaries,
however, the principle of equality of vote has been compromised in 81 National Assembly
(NA) constituencies, where the variation in population size exceeds the permissible legal limit
of 10%.
Pakistan’s Constitution defines the number of seats for the National and Provincial assemblies
and stipulates the demarcation of constituencies on the basis of population in accordance
with the last population census officially published. Similarly, the Elections Act, 2017 authorizes
the ECP to delimit constituencies for the National and Provincial assemblies and local
governments and lays out principles of delimitation that have been elaborated in Election
Rules, 2017. Since the results of the 6th Population and Housing Census 2017 were unlikely to be
officially published before April 2018, a Constitutional Amendment was sought in December
2017 to allow the ECP to delimit constituencies on the basis of provisional census data. This
one-time arrangement was warranted by the lack of time required for the delimitation process
to be completed between the expected date of official publishing of the census results of the
and the upcoming General Elections in July 2018. The amendment also provided for an
exemption to Federally Administered Tribal Areas (FATA) from the current delimitation’s
purview.
Since the Constitution makes no provisions for an increase in the number of constituencies for
National and Provincial assemblies, the ECP had to redistribute the population among the
existing 272 National Assembly constituencies. Even though the last delimitation exercise was
conducted 16 years ago, the total number of National Assembly (NA) seats has remained
unchanged.
Delimitation principles laid out in the law include the distribution of population in
geographically compact areas respecting the physical features, existing boundaries of
administrative units, facilities of communication and public convenience and other cognate
factors to ensure homogeneity in the creation of constituencies. The law further specifies the
permissible limit of variation (±10%) in population sizes between two constituencies. In
exceptional situations where this principle is not practicable to follow, the ECP has to record
the reasons in writing.

A comparative assessment of the proposed delimitations reveals lopsided inter-regional
demarcations in the average population sizes of constituencies. For instance, the average
population per constituency in Islamabad Capital Territory (ICT) is 667,193 citizens per one
National Assembly seat, while the average population per constituency in Sindh is 785,135
citizens per NA constituency.
This report presents a comprehensive analysis of the distribution of population in NA
constituencies. On the basis of data from the provisional census results, the latest publicly
released electoral rolls, and the ECP’s delimitation proposals, the report offers an analysis of
the intra- and inter-regional variations of population and voters in the proposed
constituencies. The two key variables (population and registered voters) are examined to
draw inferences from:

b. Provincial/Regional average of population per NA constituency

c. National average of voters per NA constituency

d. Provincial/Regional average of voters per NA constituency

Given the demographic complexities, there is a need to revisit the delimitation proposals and
exercise to ensure equitable representation for all. For instance, a more nuanced approach
guided by a variation limit not exceeding ±10% from the overall average population per
constituency will help ensure a more equitable distribution of population. A detailed view of
the delimitation issues discussed in this report advocates the need for a significant and
thorough review of the distribution and delimitation of National Assembly constituencies
before their finalization. Intra- and inter-regional variations can not only have a potential
impact on citizens’ political representation but can also potentially lead to political tensions
ahead of 2018 General Elections.

1. Delimitation of Constituencies: Variation in Population


The Elections Act, 2017 defines the parameter for delimitation of representation as ‘elected
officials from their constituencies represent the entire population’. However, the recent
delimitation proposals, besides being unevenly distributed in terms of registered voters, also
exhibit variations in the number of citizens to be represented in the NA (refer to Annexure-1 for
average population and voters per National Assembly constituency in each district).
The average population per constituency in the three NA constitutions of ICT is 14% less than
the national average. Among the four provinces, the average population for a NA
constituency in Balochistan is lower than the national average while the average populations
per NA constituency in Punjab, Sindh and Khyber Pakhtunkhwa (KP) are slightly higher (refer
to Table 1).

Plotted against the national average population per NA constituency, a total of 134 NA
constituencies have smaller population sizes than the national average, while 126 have larger
populations. Figure 1 illustrates the position of NA Constituencies with respect to national
averages:

As shown in table 2, the population sizes of 76 NA constituencies have a deviation higher than
10 percent from the national average population per NA constituency. As many as five
constituencies in Balochistan, 16 in KP, 38 in Punjab and 22 in Sindh require adjustments to fit
in the legally permissible deviation range of ±10%. Overall, 184 constituencies fall within the
permitted range (refer to Annexure-2 for a detailed analysis of the deviations of estimated
population of each NA constituency).

a. Intra-Province/Region Population Variation in National Assembly Constituencies

Intra-regional disparities also exist in the population-to-seat ratios of NA constituencies, and


need to be promptly addressed to ensure equal representation to Pakistani citizens. Wide
variation has been noted in the smallest and largest population-to-seat ratios of NA

constituencies in all provinces. For instance, NA-37 Tank in KP represents 391,885 citizens, while
a population of around 1.2 million citizens in NA-35 Bannu is represented by one NA seat. This
is a serious violation of the principle of equality of vote, since the voting power of a citizen in
NA-35 is effectively less than half the voting power of his/her counterpart in NA-37.
Similarly, in Punjab, NA-37 Jhelum-II has been demarcated as a constituency with a population
of 546,113 citizens, while NA-87 Hafizabad-I has a population of almost 1.2 million - almost twice
the population size of the former. In Sindh, NA-199 Shikarpur-II has been created with a
population of 588,185 citizens, while NA-197 Kashmore represents a much larger population
size of 1,089,169 citizens. In Balochistan, NA-262 Kachhi-cum-Jhal Magsi has been allocated a
population of just 386,255 citizens, whereas NA-268 Mastung-cum-chaghai-cum-kalat-cum-
Shaheed Sikandarabad-cum-Nushki will represent almost three-times the population of the
former, i.e. 1,083,497 citizens (refer to Table 2 for intra-regional variations in the population-to-
seat ratios).

Moreover, discrepancies between population figures in the proposed delimitations and


provisional census data have also been noted. For instance, the total population of district
Dera Ghazi Khan in the proposed delimitation is 36,303 less than the population of the district
in the census data. Unless the discrepancy is reconciled, it effectively amounts to
disenfranchisement of a number of citizens in the district.

2. Delimitation of Constituencies: Variation in Registered Voters


Section 2 assesses the proposed delimitation against the average number of registered voters
per NA constituency, based on district-level voter statistics released by the ECP in 2017. The
district averages of voters per NA constituency present an uneven distribution of voters in
constituencies across districts in the proposed delimitation.
FAFEN has classified constituencies into the following six categories based on the number of
registered voters that may fall in freshly delimited constituencies.

Category I less than 150,000 voters:
Unless changed in the final notification, two NA constituencies – one each in Balochistan
and KP – will have less than 150,000 registered voters.
National Assembly Constituencies with voting
Category II population of 151,000 to 249,999 voters:
The number of constituencies with potentially 150,000 to 249,999 voters is highest in
Balochistan, where the majority of NA constituencies- 10 of 16, will fall in this category. Three
other constituencies falling in the category are from ICT.

Category III population of 250,000 to 349,999 voters:
More than one third of all NA constituencies - 78 to be precise - will fall in this category.
Voter population in the majority of constituencies in Sindh (42 of 61) will be in this range. 20
constituencies in Punjab and 13 in KP will also fall in Category III.

Category IV population of 350,000 to 449,999 voters:
More than half of the NA constituencies (138) will have a voting population between
350,000 and 450,000 voters. The overwhelming majority of NA constituencies in Punjab (107
of 141) will fall in this median bracket.

Category V voting population of 450,000 to 549,999:
As many as 15 NA constituencies will fall in this outlier category. The majority of these
constituencies will come from Punjab (11), along with two constituencies each from KP and
Sindh.

Category VI than 550,000 voters:
Four constituencies- three in Punjab and one in KP – will fall in this extraordinary category

a. Variation in Inter-Provincial/Regional Distribution of Registered Voters in NA Constituencies

According to the ECP’s voter registration data, a total of 93,316,823 voters are registered in
256 NA constituencies, yielding a national average of 364,519 voters per NA constituency. The
distribution of voters across constituencies is, however, very uneven. For instance, with 138,530
registered voters, NA-262 Kachhi-cum-Jhal Magsi will have the lowest number of registered
voters - 62% less than the national average. Conversely, NA-19 Haripur - the NA constituency
with the largest voting population size with 617,255 voters - will represent 69% more voters than
the national average.
Moreover, at the regional level, nearly three million voters in Balochistan will be represented
by 16 NA seats, while four times more voters in KP - around 13 million – will be represented by
38 seats; 2.5 times more than Balochistan’s seats.
Figure 6 shows the number of constituencies that deviate more than ±10% from the national
average of registered voters per NA constituency. Relative to the national average, 73
constituencies will have lower averages, while 85 will have greater averages. Punjab will have
the highest number of constituencies above the national average of registered voters, while
14 out of 16 constituencies in Balochistan will have fewer registered voters than the national
average.

Electoral rolls suggest that the fresh delimitation proposals have may cause a considerably
high degree of intra-regional variation among districts in number of registered voters. For
instance, Haripur and Tank districts in KP have each been allocated one seat, however, the
registered voters in each district amount to 604,383 and 169,305 respectively.

In Punjab, there are four NA seats proposed for Gujrat District, where the number of voters
exceeds 1.7 million (448,636 voters per constituency). On the other hand, Hafizabad has been
allocated one NA seat for nearly 617,255 voters; significantly higher than the average in Gujrat.
Other examples include Khanewal that has been allocated four seats for nearly 1.48 million
voters (370,344 voters per constituency), and Sahiwal, which has been given three seats for
more than 1.36 million voters (454,077 voters per constituency).
Sindh is also not an exception. Karachi South District has been allocated two constituencies
where more than one million voters (504,235 voters per constituency) are registered. On the
other hand, Malir District has three seats for 722,866 voters (240,995 voters per constituency);
implying that every two Karachi South voters will have the same voting power as one voter in
Malir.
