Transportation plan etc. since July-2020.

EVM & VVPAT Reserve Management Plan
 Randomization of EVMs and VVPATs shall be carried out with 120% of BU, 120% of CU and
130 % of VVPAT
 Before First Randomization, 10% of machines will be taken out for Awareness and Training
purpose, which will again be randomized for allocation of the machines Assembly
Constituency wise and kept in Reserve, if required.
 As such, minimum 20% EVMs & 30 % VVPATs will be available in the Reserve Category.
 The available Reserved EVMs & VVPATs will be allocated to the Sector Officers and Zonal
Officers considering the ground situation and unused EVMs & VVPATs will be collected
from the Sector Officers and Zonal Officers after the close of poll on the same day. The
Reserved Machines will be used for Re-Poll also as per existing instruction of the ECI.
Media Management of EVMs

 Rapid Response Mechanism in the office of the CEO has been setup as per
instruction of the ECI vide Letter No 51/8/Media/2018-EMS dtd.5th January, 2018
and No 51/8/Media/2018-EMS dtd. 24th July, 2018 to purposefully and timely
respond to misinformed and baseless aspersions cast on credibility of EVMs.
 Process is being initiated to engage a professional Media Feedback/Analysis
service.
 CEO Office is preparing FAQs and information about detailed security protocols,
regarding EVMs, for issuing Press Releases to media.
 Media will be effectively engaged to disseminate the right kind of information
about EVMs.

COVID-19 Action Plan :
 Template of Action Plan Link here.
 Preparation of district level and assembly constituency level COVID plan is
completed.
 Category wise beds viz. General beds, Oxygen beds, Ventilator beds and ICU beds for
treatment of COVID-19 positive Election and Polling personnel, as well as for
CAPF/SAPs personnel is earmarked.
 CAPFs/SAPs and Polling personnel will be provided healthcare facilities primarily from
Government Hospitals for easy access and better coordination.
 Accommodation for CAPFs/SAPs will be done in a decentralized manner to check the
spread of COVID-19.
 The requirement is further fine tuned.

Preparatory Works Undertaken as per Broad Guidelines of ECI for
conduct of Elections during COVID-19.
For conduct of Forthcoming General Election to Assam Legislative Assembly, 2021, some Templates were
devised for the purpose of collection of information based on the broad guidelines issued by Election
Commission of India vide Document No. 324.6.EPS.OT.001.2020 on the following points.
 Template A- Constituency Wise Status of large Grounds for public meetings
 Template B- Constituency Wise Status on Election training Centres
 Template C- Constituency Wise Status of material distribution/collection and counting centres.
 Template D- Assessment of vehicle & transportation plan.
 Template E- Verification of Polling stations/Polling station location and assessment of facilities.
 Template F- EVM/VVPAT Randomization Plan.
 Template G- Assessment Of Manpower And Manpower Management Plan.
 Template H- Assessment of the requirements for Triple layer /N-95Mask, Gloves, Face shield, Santizier etc.

On receipt of information through the templates, discussion were held through several video conferencing with all the DEOs
to make them understand the significance of adhering to Broad Guidelines issued by ECI, for conducting election during
COVID-19 pandemic. The DEOs were also instructed to plan meticulously based on the broad guidelines of ECI.

 Districts were requested to provide the manpower details.
 Scenario changes from district to district.
 It may be worth mentioning here that the percentage of reserve polling personnel is between 20 to 25%
tentatively in all the election districts. The exact numbers are being further fine tuned. Some districts having
lesser numbers of man power may borrow it from other districts which have polling in different phases.
 Election Commission of India is already requested to allow engagement of Contractual Employees in
Polling duties and if this allowed Manpower will not be a major issue to conduct election in COVID-19
perspective i.e. 1000 voters in a given Polling Station.

Vulnerability Mapping:
 DEOs are requested to conduct preliminary survey to give input for identification of vulnerable
hamlets, pockets, the report of which will be shared with the Sector Officers after formation of
Sector.
 DEOs are suitably instructed to critically analyze the previous history of Poll related violence,
SC/ST, weaker section voter, Voter residing areas and gather any significant input.
 Training will be conducted about different annexures of vulnerability mapping i.e. Annexure I to
Annexure VII.

•Preventive Action against intimidators :-


Process are on to identify the intimidators, so far __________intimidators identified and preventive action under Cr.PC have been
taken against __________ intimidators from 01-12-2020 till 31-12-2020.

•Border meeting :-
All district, which shares inter-state / International Borders have been asked to arrange border meeting with their counterparts.
Process are on to hold the meetings immediately.

•Ranking of SHOs :-
There is no ranking of SHOs maintained in Assam Police, however, the OCs (SHO) of Police Stations posted on the basis of their
performances. The OCs are the officers of the Rank of Inspector & Sub- Inspector. Only who shown good performances with good
service records and have no any adverse remark are posted as OCs of Police Stations. There is a Police Establishment Board, under
the Chairmanship of the Director General of Police, Assam with Addl. DGP(A), Assam and Addl. DGP (L&O), Assam as members
for selection and posting of Inspector & Sub-Inspector. Moreover, as and when any complaint, adverse report against any OCs is
received, if found genuine, they are removed from the post immediately.
•Liquor (Seized / Destroyed) :-

From 01-12-2020 to 31-12-2020, the following quantity of liquor of liquor seized / destroyed.

•Transfer :-

As per instruction of Election Commission of India, vide No. 437/ 6/ INST/ ECI/FUNCT/MCC/2020 dtd. 18-12-2020. The process
is going on for transfer of police personnel who come-up in the purview of instruction given by Election Commission of India vide
above letter and will be completed soon. The officers who need to be changed either due to partiality or incompetency will also be
transferred with them.

•Vulnerability mapping :-

Vulnerability mapping is under process, as on 31-12-2020, 51 critical polling station and 382 vulnerable polling stations with 40
vulnerable Hamlets identified. However as vulnerability of any area is dynamic process any change will be updated.
Area of concern / challenges :-
In the run-up to Assembly Election 2021 problem might arise as the possibility of reviving CAA issue
seems eminent.
The ST status demand of Adivasi and Rajbongshi might also be an issue.
The rift between BPF & UPPL might come up again in the districts of BTAD. However, a close watch is
being maintained in the district on all problems.
Intelligence inputs regarding sneaking of banned ULFA (I) cadres into the bordering areas are often
received. Moreover, ULFA (I) might appeal for boycott of election. There are intelligent inputs that ULFA (I)
trying to increase its activities of Kidnapping and Extortion etc in the districts of upper Assam.
The process of Election in the midst of Covid-19 pandemic is itself a new challenge as the election process
needs to be conducted adhering to all Covid-19 protocols.
Conduct of elections in the Char areas of the District has always been a challenge for the administration as
there is no road connectivity.
The Election would be keenly fought among various political parties. Group clashes can't be ruled out.
Previous communal/ethnic conflicts and likely polarization.
Security of VIPs/VVIPs during campaigning.
SVEEP
 Extensive SVEEP Activities were conducted during the process of summary revision of Photo
Electoral Roll w.r.t 01/01/2021 as qualifying date.
 Campaign for Awareness were done through print, electronic, radio, social media and outdoor
media.
 Up to December, 2020, CEO, Assam Social Media reach statistics is given as under.

 Based on the instruction of ECI, detailed SVEEP Plan is being prepared at District level, District
level and Assembly Constituency Level as per updated SVEEP Plan Template.
