Intent:-
To define and outline the responsibilities, sequence and procedural requirements for Loading
platform inspection in accordance with below standards in

Duties & Responsibilities: -


 The inspector assigned for the job has to be a competent person with sufficient
experience and knowledge in the inspection/testing of equipment
 Lifting head is responsible for review of the procedure.
 Lifting head is responsible for preparation and revision of this procedure
 The dept manager is responsible for the review of the procedure and general
manager is responsible for the approval.

Note: -
1. Also, considerations and reference to the standard/code to which the equipment has
been built has to be given due attention.
2. Related reference standard may also be referred during inspection/test.

The objectives of the inspection are as follows: -
1. To ensure that the equipment is in compliance with the appropriate regulations &
standards.
2. To ensure the safety of persons & objects against the risk of accidents associated with
the general & emergency operation of the elevator.
3. To verify the integrity of the complete lift system and identify areas that needs
improvement.

The Documentations to be reviewed: -


 Record of pre-use & in-service check lists
 Previous Reports of Thorough Examination
 Repair or Maintenance Record
 Wire Rope / Hoist certificate (if replaced)
 User manual/ Manufacturer instructions

(i) All documents relevant like inspection records, current proof load test and examination
certificates or inspection report if available shall be obtained and examined for
verification.

(ii) Certificates should be checked against the manufacture’s recommendations.

Preparations: -
A) Site Condition: -
 Meet with HSE Responsible Person at first to know about Associated Hazards.
 Discuss about the Risk Assessment & Emergency Rescue Plan of the site if not
Available then Risk assessment by a competent person must be done before work.
 Affected work area should be provided with appropriate warning signages and must
be barricaded to prevent any falling materials from hitting any structure/personnel
directly below the work area.
 Elevator shall only be used by suitably trained and competent Workers (or)
Maintenance team. They should know emergency and evacuation procedures to
enable them to do what is necessary when the power failure or fire breaks out in the
building being worked on.

B) Test Weights: -
Test weights used should be:
 Weights of proven accuracy to within ±2
 Weights proven on calibrated weighing scale

 The Inspector should ensure that personal safety equipment’s that is appropriate for
the conditions of the location is available, such as helmets, safety spectacles, fall
protection equipment’s, safety boots, ear defenders and other buoyancy aids.
 The inspector should inspect before and after use and maintained in good condition.
 All Equipment’s used during inspection/test i.e. Lux meter, Tacho meter, EVA meter
(If required), Vernier caliper, measuring tape etc. shall be in good condition and shall
be certified wherever applicable.

D) Toolbox Meeting & General Risk Assessment


 Before proceeding in any kind of job, test or inspection, a Toolbox Meeting should be
conducted that focuses on safety topics related to the specific job, such as workplace
hazards and safe work practices.

Schedule of Inspection Criteria:


As stated previously, the purpose of this type of inspection is to review the entire elevator
installation and that includes measuring the operation of specific elements of the elevator
system against standards which have been established either by national codes or engineering
practice common to the elevator industry. The detailed scope of work is as follows.

1. Thorough Examination of Newly Installed loading Platform:


a. Carry out the thorough visual inspection of the complete Loading platform
installation.

I. Electric hoist: -
(i) Visually check and inspect the Electric hoist including main switch mechanism &
isolation method, , lighting, ventilation, dimensions and safe working area,
protective devices, chain condition and termination, Pulley & grooves condition,
electrical control cabinets, safety signs, identification labels, electrical wiring
examination including insulation resistance, continuity resistance of earth of
metal works and wiring compilation, and carry out an objective assessment of the
winding machinery and machinery supporting steel works.
(ii) Visually check and inspect the emergency manual release operation, emergency
operation testing procedure, slippage test between wire ropes & traction motor,
emergency landing device (Battery Drive) function and operation during fire
emergency operation.

II. Platform: -
(i) Visually check and inspect the platform including emergency stop switches,
safety signs, car top balustrade, inspection control station condition and function,

running clearances of car door panels and associated clearances, lighting,
dimensions and safe working areas.

III. Landing Door Assembly & Mechanism: -


(i) Visually check and inspect the landing doors assembly, operational clearances
between landing doors and car doors, self-closing mechanism with absent car,
apron, landing door emergency locking device and electric & mechanical safety
devices condition and function.
Note:
i. Landing door height at least 2 m of clear entrance.
ii. The clearance between door panels, or between panels and uprights, lintels or sills, shall not exceed 6
mm.
iii. Landing door electric safety shall not be activated unless the locking elements are engaged by at least
7 mm
iv. The horizontal distance between the sill of the car and sill of the landing doors shall not exceed 35 mm.
v. Manual force of 150 N in the direction of the opening of the leading landing door panel(s) of horizontally
sliding doors and folding doors shall not exceed: 30 mm for side opening doors & 45 mm in total for
center opening doors.

IV. Platform Inside & Platform Door Mechanism: -


(i) Visually check and inspect the car including car door condition and function, car
door locking device, apron, door reversing sensor, clearance between car door
sill and landing door sill, call buttons function, leveling accuracy, Over load test,
lighting & emergency lighting function, emergency alarm & communication device
function, dimensions, labeling of rated load with number of persons and riding
quality (Speed, Acceleration, Jerk, Travel Distance, Vibration) by using EVA-625
if required.

V. Platform Pit: -
(i) Visually check and inspect the pit including safe access, safety signs,
emergency stop switches, , housekeeping and free from accumulation of ground
water.

2. Periodical Examination of Existing Material Loading Platform:


(i) Periodic inspection of existing elevators is a legal requirement and is a vital
requirement for the on-going safe operation of the elevator and for the owner of

(ii) Platform are inspected at least annually and often twice per year. Periodic
inspections schedule need not be a stringent as the testing requirement for new
elevators but is dependent upon the nature of the original commissioning tests
that were undertaken such as:

i. Visual inspection of electric hoist


ii. Dimensions and operational clearances
iii. Effective operation of lighting, alarm
iv. Emergency manual brake release operation
v. Effective operation of all safety devices
vi. Visual inspection of machine drive unit
vii. Over speed governor test and safety gear test in unloaded condition
viii. Slippage test
ix. Main suspension chain condition and termination
x. Guide shoes and rail condition
xi. Riding quality
xii. After completion of All visual & Function Examination, If no deficiencies
have been found , Safe Working Load @ 100% of Rated capacity
shall be carried out

3. CERTIFICATION:
When no deficiencies have been found, the inspector will complete and
sign an elevator inspection certificate. When deficiencies are found and do not detractoperating
safety, the inspection certificate may be completed prior to correction&deficiencies will be
reported. When deficiencies are directly affecting operating safety, the inspector will
immediately notify the client and the certificate will be withheld until corrective action is taken.
Deficiencies of this nature include, but are not limited to, deficiencies of the safeties, governor,
limit switches, emergency switches or other safety devices and brakes and supporting
structures for machinery or equipment. The certificate will be reinstated only after re-inspection
and testing indicated that corrections have been made in accordance with the inspection and
testing requirements.
