TERMS OF REFERENCE

Vehicle Rentals for the conduct Production and Rehearsals of the Kfagitong
Dad Gnare (Business in Arts) among Creative Youth

I. BACKGROUND:

Koronadal has a Tri-People population with Blaan indigenous communities. Each of


the tri-people has unique culture and art forms expressed through dances, songs,
costumes and culture. Among the three, the city focuses on preservation of the IP
heritage thus provides emphasis on conservation of the indigenous communities’
traditions.

The LGU have had established cultural groups and organizations who performs
locally, nationally and internationally through different events, summits and
conferences showcasing the mesmerizing dance repertoire of indigenous, Muslim
and Visayan cultural dances. To share its performing arts to the world, the City of
Koronadal hosted the International Council of Organizations of Folklore Festivals and
Folk Arts (CIOFF) in 2015 and it has invited about 10 countries globally to perform
their folk dances and share with the City of Koronadal.

Being the cultural and business capital of the province and the SOCCSKSARGEN
region, it has also become the center for education and training with the majority of
the academic institutions present in the local government. Academic institutions have
also become an avenue for discovering and honing the culture and arts, skills and
talents of young people through creation of school clubs and organizations that
provide training and allow them to share the gifts they have.

Beyond their own colleges and universities, Culture and Arts organizations also
engage in cross-campus collaboration and cooperation through friendly inter-school
events such as seminars, conferences or competitions. While most of these
organizations have their moderators, who serve as mentors in their specific art
forms. These organizations sometimes have limited access to professional artists
and artisans who can provide advanced knowledge and some simple hacks on how
to shorten their learning curve on producing art masterpieces in a more efficient
manner.

3. The Service Provider shall transport the participants, Resource Persons and
guest to and from their destinations on the agreed time and location.
4. Shall be well mannered, courteous, polite, efficient and with professional skills
in dealing with the guests.
5. Shall cover the expenses of fuel during the provision of service.
6. Shall exercise the required diligence ensuring that the safety and security is
well taken care of during the use of their vehicle.
7. The Service Provider must necessary government accreditation and license
as transport provider.
8. Include in the quotation the cost of taxes (whether VAT or non-VAT).

A. Responsibility and Deliverables of DTI-XII


1. Define the scope and limitation of work;
2. Provide the necessary data that would enable the Contracted Party to
satisfactorily proceed with the hotel and accommodation services;
3. Ensure payment of the approved amount for the service provider;
4. Review/evaluate and approve output of the Contracted Party.
5. Issue Certificate of Satisfactory Completion per Terms of Reference
(TOR). This will form part of the prerequisite documents for payment;

IV. TERMS OF PAYMENT

The amount of SIXTY TWO THOUSAND PESOS (Php 62,000.00) ONLY will
be paid to the Contracted Party to cover the Vehicle Rentals for the conduct of
project activities. Payment will be given in full, one-time transaction.
Documents for payment shall be processed immediately after the event.

V. OTHER TERMS AND CONDITIONS

1. The Contracted Party shall work under the guidance of the Contracting
Party;
2. The contracted party shall issue copies of guest folio as supporting
documents for payment purposes;
3. During the term of engagement, the Contracted Party shall exercise its best
professional effort in performing the services described herein, always
including cooperating in good faith with the Contracting Party;
4. It is understood that this contract does not create an employer-employee
relationship between the Contracted Party and the Contracting Party; that
the services rendered herein are not considered and will not be accredited
as government service; and the latter is not entitled to the benefits enjoyed
by the regular personnel of the Contracting Party;
5. The Contracted Party shall perform work at a time and schedule to be
agreed upon by both parties; and
6. The Contracted Party guarantees the confidentiality of all documents,
communications, instructions, and specifications on the project. A
statement of confidentiality will be signed by the contracted party as part of
the contract documents.
