Democratic space

Proposed budget : 1.3 million

Sectors are encouraged to submit proposals for ordinances that can be lobbied for by the NCPC

1. Insitutional restructuring
a. Reconstitution of the Naga City Council for the Culture and the Arts
2. Artists’ Registration
a. Database
b. Cultural Mapping Workshop - required by the NCCA - should be with the Metro
Naga Develoment Council
c. Oral History and Tangible Heritage Preservation Program
d. Building heritage restoration
e. Tradtional crafts revitalization
f. Standardized rates and fees for artists
3. Promotion of local arts and artists
a. Basic equipment and facilities
b. Competition and awards related for Culture and the Arts
c. Art residency programs / Art exchange programs
d. Collaboration between artists across disciplines and genres
e. Cultural installations ( murals, markers )
4. Cultural Education and Training
a. Enhanced partnership with the academe in terms of culture-related curricula
b. Development of DepEd compatible curricula for the Arts and Culture
c. Establishment of a Naga City High School for Culture and the Arts
d. Cultural management and entrepreneural training
e. Scholarship for programs related to Culture and the Arts
5. Infrastructure
a. Cultural facilities and events center
b. Digital connectivity
c. Pedestrianization compatible with the cultural identity of Naga
d. Partnership with online platforms and socmed influencers
e. “Harong kan Kultura”. There is currently a 200 million pledge for this project.
6. Funding and Sustainability
a. Cultural Fund at the LGU Level
b. Share from amusement taxes remitted to the City
