0 Purpose:
To provide a guidance on the procedures to be followed while conducting pressure test and
purging activity in the fuel pipeline
2.0 Scope:
a) This SSP covers the requirements for the fuel system team, permit holders, permit issuers
and other relevant team working during pressure testing and purging activity using
pressurized gas cylinders
b) This SSP will be applicable for fuel system lines (with or without live product) during the
activity.
3.0 Definitions:
a) Fuel System Team – Any contractors who is enrolled as fuel system accredited vendor
includes suppliers, installers associated with Meinhardt EPCM India Pvt.Ltd.
b) Permit Issuer – Competent accredited L2 or L3 staff, for writing and issuing permit during
any high-risk activities
c) Permit Holder – Competent accredited L3 staff, for supervising and holding the permit
issued by the permit issuer during any high-risk activities
d) L3 Contractors – Any contractors who is enrolled as PCC (principle civil contractor),
suppliers, vendors, installers, with Meinhardt EPCM India Pvt.Ltd as to be considered L3
e) L2 Staffs – Staffs representing Meinhardt EPCM India Pvt.Ltd
f) High Risk Activity – Activities mentioned as high risk in the Appendix table 2, under PTW
system version 5.1 or activities have the potential to cause fatalities, injuries & asset damage
above moderate RAM rating
g) RAM Rating – Risk assessment matrix to assess the severity, consequence and likelihood
h) Live Product Line – Pipeline (under or above ground) with fuel containment, includes fuel
vapour presence
i) Pressurized Gas Cylinder – Any cylinder with compressed gas contain pressures of inert,
toxic, flammable, oxidizing, corrosive, or combinations of gases
j) Hazard - Source, situation, or act with a potential for harm in terms of human injury or ill
health, or a combination of these [Something that has potential to cause harm to people,
assets or the environment]
k) Hazard Identification - Process of recognizing that a hazard exists and defining its
characteristics
l) Risk - Combination of the likelihood of an occurrence of a hazardous event or exposure(s)
and the severity of injury or ill health that may be caused by the event or exposure(s)
m) Safety - Freedom from unacceptable risk of harm
n) Health - Identifiable, adverse physical or mental condition arising from and /or made worse
by a work activity and/or work-related situation
4.0 Responsibilities:
4.1 Permit Issuer
a) It is the responsibility of the permit issuer to write & approve the Permit to Work copy by
assessing the Permit Holder competency, reviewing the JHA / SWMS that was prepared by
the Permit Holder, confirms hazards are identified, confirms controls shown are effective,
Confirms JHA is job/site-specific, check for fire retardant clothing, non-sparking tools,
appropriate/suitable PPE etc.
b) It is the responsibility of the permit issuer to ensure the content & other safety
requirements of the pressurized gas cylinder by:
- Checking the invoice copy of the cylinder purchase
- Color coding on the neck of the cylinder
- Engravement on the cylinder,
- Using multilevel gas detector to ensure the content is not of Oxygen or any other
toxic gas
- Inquires with permit holder and cylinder supplier
- Valid calibrated pressure gauges (Refer Picture 1)
- Cylinder neck ring and cap (Refer Picture 2)
- Trolley to handle cylinder
c) It is the responsibilities of permit issuer to assess and review the pressurized gas cylinder
checklist as per Annexure 1 before issuing the permit
