Mr. Conlin is a results-driven leader with over fifteen years of experience delivering high-profile
strategic transformation projects for municipal governments. Robert has pioneered cutting edge
data analytics and geographic information systems technologies within the Ottawa Police
Services, led multiple infrastructure and cloud implementations, and his work continues to play a
pivotal role in modernizing services and technology investments as they relate to business

ACCOMPLISHMENTS
IM/IT & Digital Transformation & Modernizations;

• Developed and operationalized enterprise reporting capabilities through the implementation


of business intelligence and analytical services across corporate human resources, financial
and law enforcement data;
• Developed and operationalized Canada’s first automated public-facing crime mapping tool in
law enforcement as part of an enterprise commitment to open data for public consumption.
• Designed and implemented the first-in-Canada traffic race-based data collection and
analysis model, which strengthened enforcement practices and community partnerships by

Inter-Jurisdictional Collaboration & Data Sharing:

• Led the implementation and delivery of a secured online portal to allow police agencies to
share and receive real time information with over 28 partner agencies across the National
Capital Region.
• Delivered technical solutions for major events at the international, national, provincial, and
municipal levels; including G8-G20, major protests, route planning, and the information
systems support for strategic and tactical preparedness.

• Implemented a municipal geospatial data sharing program for the Region of Niagara and the

PRESENTATIONS/ KEYNOTES
• ESRI Defense Conference: Crime Analysis Technology at the Ottawa Police Service:
Delivered a keynote which showcased the technology and development work supporting the
Crime Analysis Unit at Ottawa Police Service. In collaboration with ESRI Canada and ESRI
UK along with the OPS Crime Analysis Unit, this showcased my experience deploying the
first implementation of the United Kingdom spatial analysis extension for law enforcement.
The keynote and discussion demonstrated how this technology was identified, built, and
deployed to supporting crime analysis in Canada’s capital.

• Ontario Association of Law Enforcement Planners (OALEP): Presented the evolution of


the Ottawa Polices branded Entity Analytical Suite (EAS) as a center of practice and a key
technology used in crime analysis.

• Police Innovation Symposium for Modernization of Intelligence Systems: Delivered a


keynote talk for the Combined Forces Special Enforcement Unit, E Division about the crime
analysis unit technologies and best practices for modernization.

services including police and fire dispatch call centers;
