Please review each section below and determine if your project is subject to any of these additional
requirements.
A hard copy or a digital copy of the following shall be available to the inspector on site:
- Line diagram
- All equipment data sheets - PV module, inverter, racking system, accessories or supporting
devices.
- Structural calculations or Attachment E worksheet (if applicable)
Due to the snow load requirements associated with properties served by the Antelope Valley District
Office, there are two inspections required for all solar installations. The first required inspection should
be scheduled as the “rough inspection” for the solar attachment footings. Please contact the Antelope
Valley District Office for additional information at (661) 524-2390.
Be advised that PV and ESS installations shall be in compliance with the latest version of the Los
Angeles County Fire Code. PV and ESS-related references are provided at

The applicant for this construction permit shall contact the Los Angeles County Fire Department, Fire
Prevention Division to schedule and pass an inspection prior to use of the PV or ESS installations. If
the link is not working, please contact (323) 890-4125.
If a project is not eligible for this expedited process or where the applicant elects, LACoFD continues to
offer the conventional full process of plan review and inspection. The conventional process shall be
required for projects not meeting the criteria for GOV §65850.52.
Please note that the LACoFD inspection should be completed prior to scheduling the first Building and

DEPARTMENT OF REGIONAL PLANNING - COASTAL COMMISSION APPROVAL
For projects that are within the Coastal Commission Zone, an approval from the Department of
Regional Planning (DRP) is required. To determine if a project falls within the Coastal Commission
Zone, please use the DRP Z-Net tool:

If the DRP approval was obtained before submitting to Building and Safety, that approval can be
uploaded as a supporting document via the “Attachments” tab in EpicLA. If the Building and Safety
permit was issued prior to submitting to DRP, the applicant is responsible for submitting to and
obtaining approval from DRP as indicated below.
Please note that the DRP approval should be completed prior to beginning construction and can be
verified during the first Building and Safety inspection.
PROCESS FOR PERMIT AND INSTALLATION REVISIONS
Once submitted, the Express Permit types cannot be edited by the applicant through EpicLA. Any
errors, omissions, or changes that are needed must be done manually by Building and Safety staff.
If changes are needed for any reason, please reach out to the district office and inform the permit
technicians of those changes so that they may edit the permit and issue a revised permit copy.
