of NCC(SD/SW) To Institutions on Self-Financing Basis

2. Introduction & Definitions
NCC was first formed with the National Cadet Corps act of 1948,15th July. World’s largest
voluntary organization, where cadets are recruited from all over India, through schools,
colleges, universities and given basic military training. National Cadet Corps or NCC is a
highly reputed body and Tri-Services Organization, comprising the Army, Navy and Air Force.
The main aim of NCC is to prepare the youth to join Indian Forces in coming time. It doesn’t
mean that NCC welcomes only the Indian force aspirants, in fact, it’s open for all and students
can join it on a voluntary basis. NCC aims to develop qualities of character, courage, discipline,
comradeship among other qualities and skills. Organizing trained and motivated so they could
adapt leadership in every aspect of all their lives. NCC training not only prepares youth to join
the Indian Armed force, but it also prepares the students to be a disciplined and nation loving
civilians. NCC gives the basic training to its cadets in small arms and parades. NCC cadets are
not fully prepared to join the Indian forces directly without any training but as they have the
basic training, so they get preference on others.
Structure of NCC
There are two groups in NCC i.e.,
• JD Junior Division
• SD Senior Division, JD & SD are only for boys.
while for girls there is,
• JW Junior Wing
• SW Senior Wing, JW & SW are only for girls.
JD & JW Girls and boys from school level class 9th or Class 10th.

Girls & boys from college i.e., from Class 11th to 2nd Year or 3rd
Year of their degree depending upon the age not more than 20

3. About the Scheme and Policy
In order to meet increased demand of NCC from large number of educational institutions, ‘Out
of Turn’ allotment of NCC under Fully Self-Financing Scheme (FSFS) was introduced for
Senior Division (SD)/ Senior Wing (SW) on 13 Dec 2019. A total of 01 Lakh Cadet Vacancies
were allotted under this scheme to Schools/ Colleges who are desirous to join NCC and ready
to bear all the expenditure on their own.
Under FSFS scheme, the institute has to provide Associate NCC Officer (ANO), Girl/Boy
Cadet Administrator (GCA/BCA) and Ex-Servicemen (ESM) to conduct Institutional and
Camp Training. Training on small arms is provided by Permanent Instructor (PI) Staff of the
concerned NCC unit.
▪ Fully Self-Financing Scheme means that the Institution will bear the entire expenditure
on NCC training in terms of hiring Staff, providing infrastructure and Uniforms etc to
Cadets.
▪ Besides providing the ANO, the institution will hire at least one Instructional Staff,
preferably an ESM, for undertaking the NCC training. If a suitable ESM is not
available, then a NCC ‘C’ certificate holder.
▪ For managing SW, the institution will either provide lady ANO or hire a ‘C’ certificate
holder Ex NCC cadet as GCA on contractual basis as per the requirement over and
above an ESM/NCC, ESM ‘C’ certificate holder.
Additional Information - The scheme has received an overwhelming response within a short
span of time in spite of COVID 19 restrictions. A total of 502 private Schools and Colleges
have already opted for NCC under this scheme and a total of 54035 SD/SW cadet vacancies
have been allotted. The scheme is gaining wide popularity across the country and the additional
demand over and above the allotted strength is being received from many States.

Synopsis
The government of India, Specifically Ministry of Defence, with the aim of expansion of NCC
at no extra cost to government introduced the concept of Fully Self-Financing Scheme for
the institutions who are desirous to join NCC and ready to bear all the expenditure on their
own.
Now, vide the letter 8001/02/A dated 01.07.2020 the CO 40 UP BN NCC under the same
scheme of expansion of NCC with FSFS policy for SW & SD cadets proposed allotment of 50
Senior Division and 50 Senior Wing vacancies to Bennett University.
Along with that, they enclosed a letter bearing no. 1890/OOT/SDSW/GUIDELINE dated
19.12.2019 which contained a copy of policy guidelines and implementation instruction on the
subject for information and necessary action. [Subject here being – out of turn allotment of
NCC (SD/SW)]
Out of turn allotment refers to the literal meaning of allotment of the vacancies to the
institute as per the turn i.e., one after one.

Para-wise important Information (for better understanding)
1. Background – The FSFS for Junior Division/Junior Wing was approved on 22.07.2014
however this scheme received lukewarm response. The essence of this scheme is expansion
of NCC at no extra cost to Government, with this now a new FSFS scheme has been
formulated for the Senior Division/Senior Wing wherein this an ad-hoc (temporary)
sanction of 1,00,000 additional vacancies has been incorporated.

2. Govt. Sanction –
The Govt sanction has been obtained on dated 13 Dec 2019 for Implementation of FSFS for
SD/SW with one lakh additional vacancies. The scheme will be provisionally implemented
from 2020-21 with performance review of the scheme in 2022-23. The salient points of GSL
are as given below: -
(a) To be eligible for the scheme, the institution must have at least 500 students on it's enrolled
strength.
(b) The applicant college will be allotted NCC (SD/SW) out of tum. But the college will retain
its position in waiting list for routine allotment as per his seniority.
(c) The institution will bear the entire expenditure, refer to above.
(d) The Commanding Officer of NCC unit will be responsible for advising on hiring
Instructional staff, training infrastructure requirements and audit the training of institution.
(a) Group Commander will be the sanctioning authority for all out of turn allotments under this
scheme.
(h) Applications received shall be disposed off within 3 months. For this purpose, a separate
register will be maintained in Group Headquarters.

3. Distribution of One Lakh Vacancies


The DG NCC has decided to allot 70% vacancies to all 17 Dtes (Directorates) on pro rata basis
as per their existing strength. Remaining 30% vacancies will be allotted to the Dtes which place
demand for additional vacancies.
(a) Not more than 2400 vacancies will be allotted under any Go HQ. Not more than 800/320
vacancies will be allotted to a Major/ Minor unit.
(b) Depending upon the actual demand in a institution, the allotted strength-dan be either 160
or 80 vacancies.
(c) Preference will be given to Schools/Colleges located in tribal areas/WE areas/Border
areas/Backward-areas and rural areas. Besides this, preference will also be given to small
towns, Panchayat, Municipality having a population less than 20000.

4. Allotment Procedure
Any college willing to opt for "FSFS may apply to nearest NCC unit. In case of any doubt, the
institutions can also approach the Gp HO. Then GP HQs will prepare a full seniority list of all
"FSFS Applicants". Every applicant will go through following procedure: -
(a) The college registers by submitting the application in prescribed format.
(b) The CO of the NCC unit will ascertain that the institution meets prescribed criteria and
inform the GP HQ.
(c) The Group Commander will check the inputs of CO and approve the out of turn allotment
of NCC under "FSFS".
(d) Each college will be allotted preferably one full Coy strength (160 Cadets). But depending
upon prevailing demand and/or existing vacancies, the GP HQ may also allot half Coy strength
i.e., 80 vacancies.

5. Conduct of Training
The college will nominate a permanent employee of the Institution as an Associated NCC
Officer (ANO). Each college will hire one Pl staff for training who preferably will be an ESM
or, in the absence of a suitable ESM, an NCC 'C' certificate holder. To achieve cost efficiency,
the hiring of Pl staff can be done on a contractual basis. For SW training, the college will in
addition to an ESM either use lady ANO or employ a 'C' certificate holder GCA to assist in
training activities. Other salient points are as follows: -
(a) Entire institutional training is to be conducted by ESM, GCA/BCA & ANO hired by the
concerned institution.
(b) The college will finance the entire training expenses.
(c) The Associated NCC officer (ANO) would coordinate training and other NCC activities
with the CO of the Unit.
(d) The teacher nominated as ANO will undergo training at OTA Gwalior/Kamptee.

Additional Information on Training


NCC has two Officer Training Academies (OTA) i.e., OTA Kamptee for training of Male
ANOs and PI Staff and OTA Gwalior for training of Female ANOs. A team of dedicated
instructors, impart quality training at both these academies based on ever evolving training
curriculum.
Training of Associate NCC Officers (ANO). The ANOs have to undergo Pre-Commission
Courses (Duration of 60 days for Junior Division /Junior Wing ANO and 90 days for Senior
Division /Senior Wing ANO), at these academies before they commence their duties as
instructors to the cadets.

6. Annual Expenditure
The college will be required to meet all the expenditure Incurred towards training of cadets,
hiring of ESM/GCA/BCA, honorarium/allowances of ANO, cost of uniform, uniform
allowances etc., As per the current estimates, the per cadet expenditure to college is about Rs.
9000 to Rs 12000/- per annum. NCC bears no responsibility towards payment of
salaries/allowances to hired staff, uniform and camp training for cadets etc.
7. Audit of Institutions
The GP HQ will carry out the audit of all. FSFS Institutions after one year of allotment and
check them as per the existing laid down norms. Failure to meet any of the conditions as
stipulated above may result in withdrawal of NCC from the institution. Subsequently, regular
audit of all FSFS institutions will be carried out every 3-4 years; akin to other institutions with
regular NCC. The suspension and withdrawal, if required, will be carried out strictly as per the
existing procedures.
Relevant Questions and Answers
1. What is the Government asking?
The government, MoD, has formulated this FSFS scheme for Institutions who are desirous to
have NCC. We as Bennett are eligible under the scheme as we have more than 500 students
enrolled in our institute, and we fall under the SW/SD category of Cadets. All the information
mentioned above in the para-wise information and synopsis is something Bennett University
will be subjected to and must follow/ undergo/ fulfill for the successful implementation of NCC
at the University.
2. What will the Investment in monetary terms and infrastructure?
The FSFS scheme clearly implies/puts that every cost will be borne by the institution here
Bennett University which will involve annual expenditure of Cadets inclusive of their
uniforms, the cost of hiring staff, training instructors and the undergoing of training of ANO,
Associate NCC officer, who will be a Bennett University Employ. Other costs might include
the cost of using the infrastructure of Bennett. There is no mention of the type of Infrastructure
required however presumably it will be the University grounds/fields as it is a training intensive
organization.
3. What is Fully Self-Financing Scheme?
Already explained above
4. Is there any requirement of MOUs or related binding documents?
There is no mention of any sort of requirement of an MOU only under the allotment procedure
heading there are few steps which the applicant university has to follow, which basically
involves going to the nearest NCC unit. Nonetheless, the phrase used is ‘as per the prescribed
format’ which can be looked upon as and when applying.
