IMO INFORMATION ON THE POLAR

CODE
IMO has adopted the International Code for Ships
Operating in Polar Waters (Polar Code) by means of
amendments to the International Convention for the
Safety of Life at Sea (SOLAS), and the International
Convention for the Prevention of Pollution from Ships
(MARPOL), and the International Convention on Standards
of Training, Certification and Watchkeeping for Seafarers
(STCW).

The Polar Code entered into force on 1 January 2017 and


is is intended to cover the full range of shipping-related
matters relevant to navigation in waters surrounding the
two poles – ship design, construction and equipment;
operational and training concerns; search and rescue;
and, equally important, the protection of the unique
environment and eco-systems of the polar regions.

The following explanatory graphics and videos are


replicated from the IMO website. Further important
information is detailed on the Polar Code section of IMO's
website, including information on the second phase of the
Polar Code.
Training of Seafarers
Resolution MSC.416(97), adopted on 25 November 2016,
containing amendments to the STCW Convention, 1978 ,
including amended regulation I/1.1 adding definitions of
“Polar code” and “Polar waters”, amended regulation I/11
requiring continued seagoing service for masters and
officers for the continued professional competence for
ships operating in polar waters, amendments to chapter V
of the STCW Convention (Regulation V/4 on “Mandatory
minimum requirements for the training and qualifications
of masters and deck officers on ships operating in polar
waters”).

This led to the development of IMO model course on Basic


and Advanced Training for ships operating in polar waters
Chapter 1 provides the overall structure and
framework for Part I of the Polar Code, as well as
additional definitions not noted in the introduction,
the requirements for the issuance of Polar Ship
Certificates and surveys, and the general criteria
for determining ship performance standards and
operational assessments. These are set out in the
text of Chapter 1

POLAR SHIP CERTIFICATES

Arctic States
All vessels subject to the Safety requirements
(Part I-A) of the Polar Code are required to have
onboard a Polar Ship Certificate (PSC) issued by, or
on behalf of, a maritime administration providing
evidence of compliance. A PSC sets out the
operational limitations of the vessel, taking into
consideration low temperatures, ice, and high
latitudes.

Canada
As of 20 January 2021, Transport Canada and its
Recognized Organizations, under the authority of
the Government of Canada, have issued thirty-one1
Polar Ship Certificates under the provisions of the
International Convention for the Safety of Life at
Sea (SOLAS) since the implementation of the
International Code for Ships Operating in Polar
Waters (Polar Code).

 Denmark: 2 ships (tanker and AHTS Ship)
 Faroe Islands: 1 ship

Finland
2 ships: Icebreakers MSV Fennica and MSV
Nordica, owned and operated by Arctia Ltd. (Polar
Code certified with PC3 notation)

Iceland
The Icelandic Transport Authority has not yet
issued any Polar Ship Certificates pursuant to the
provision of the International Convention for the
Safety of Life at Sea (SOLAS). The reason is that
no SOLAS ships are currently registered on the
Icelandic Ship Register one Polar Ship Certificate.

The Russian Federation


As at the end 2020, on behalf of the Russian
Maritime Administration, namely the Ministry of
Transport of the Russian Federation, the Russian
Maritime Register of Shipping (hereinafter - RS) has
been issued 118 Polar Ship Certificates for ships
under the flag of the Russian Federation and ships
to the RS class with total gross tonnage 1059607.
They are:
 21 Certificates has been issued for Category
A ships (GT 162380)
 70 Certificates - for Category B ships (GT
152241)
 24 Certificates - for Category C ships (GT
79618)
The type of ships, for which have been issued the
Polar Ship Certificates are
 General cargo ships (23)
 Oil tankers (20)
 Passenger ships (4)

The ships, for which has been issued the Polar
Ship Certificates, have different ice classes of RS,
which is equivalent to Category A, B and C ships as
its defined by Polar Code and which are operated
in polar waters.

Ships, which have not ice class or ice


strengthening, have been issued the Polar Ship
Certificates as for Category C ships with the
relevant restriction of navigation (open water or
separate ice).

Sweden
As of August 19 2019, the Swedish Transport
Agency, under the authority of the Government of
Sweden, has issued one Polar Ship Certificate
under the provision of the International Convention
for the Safety of Life at Sea, and another two has
been issued by classification societies, through
delegation from the Swedish Transport Agency.
