oO CHAPTER 8 OTHER SYSTEMS Oo 81 CHAPTERS OTHER SYSTEMS EXIT LIGHTING AND EXIT SIGN Exit Lighting {a)_Exits ofall buildings, except for purpose group I, shall be provided with artifical lighting facilities to the satisfaction ofthe requirements under this Code, (©) ‘The minimum illuminance o be provided forall exits and the spacing for luminaires shall be in accordance with the requirements in SS CP 19 Code of Practice for the Installation and Maintenance of Emergency Evacuation Lighting and Power Supply Systems in Buildings. (6) The delay between the faire of the electrical supply 10 normal lighting and the energization of the exit lighting shall not exceed 1 second, Emergency Lighting for Corridors and Labbies (2) Emergency lighting shall be provided inal corridors and lobbies of all buildings except purpose group I (b) The minimum level of illuminance, the spacing of luminaires and the maximum delay for emergency lighting required in this Clause shall be the same as that for the exit lighting Emergency Lighting for Occupied Areas (a) For all buildings except prxpose group 1 or Tl, ‘emergency lighting shall be provided in the occupied areas following the guidel>ne, selow: () along paths leading to corridors, lobbies and exits in all occupied areas where the direct distance from ‘the entry point ofthe corridor, lobby or exit to the furthest point inthe area concerned exceeds 13 m; Exit lighting Emergency lighting for corridors & lobbies Emergency lighting for occupied Gi) overt yok of sch en if ha exit | Iatseang sos te sd exe (b) Notwithstanding the requirements in (a) _ above, emergency lighting shall be provided in the following, locations: (@) Lift carsas stipulated inthis Code (Fire command centres; Gil) Generator rooms; (iv) Basement carparks; (¥) Fite pump rooms; (vi) Areas of refuge within the same building. (©) The minimum level of illuminance shell comply with the requirements in SS CP 19, (6) ‘The delay between the failure of the electrical supply to normal lighting and the energization of the emergency lighting for occupied areas shall not exceed 15 seconds. S14 Emergency lighting for fire fighting facilities (8) Fire slarm panels, fre alarm call points and firefighting ‘equipment shall be adequately illuminated at all times so that they can be readily located, (©) The minimum level of illuminance shall comply with the requirements in SS CP 19, (©) ‘The delay between the failure of the electical supply to normal lighting and the energization of the emergency lighting for fie fighting facilities shall not exceed 15 seconds, Ey Fire fighting facilities Secondary Source of Power Supply (a) The delay for energization of the exit and emergency Tighting systems between norms! supply and the secondary source shall be as stipulated in the relevant clauses (b) Duration of the secondary source of power supply shall comply with the requirements in SS CP 18. (©) Location, arrangement and control, installation of electrical wiring ofthe secondary source of supply, be it in the form of battery, standby generator, inverter or cother accepted equipment, shall comply with the requirements in SS CP 19, All exit and emergency luminaires required by this Code shall bbe of approved type as specified in SS CP 19. Exit and Directional Signs (2) In all buildings, except for purpose group | and Il, the ‘entrance to every exit on every floor shall be clearly indicated by an exit sign placed over the exit door. (g) Selfilluminating fie safety signs complying with BS 5499 Pt 2 can be used in lieu of emergency signs powered by electricity. VOICE COMMUNICATION SYSTEM AND FIRE COMMAND CENTRE A Voice Communication System shall be provided as follows: (2) For all buildings belonging to punose groups Il, 1V, V and VII the habitable height of which is between 24m and 60m, an ordinary public address system and a Fire Command Centre shall be provided. — Two way emergency communication system shall also be provided between the Fire Command Centre and every fire Fighting lobby. (b) For all buildings belonging to purpose groups I, 1V, V and VII of more than 60m in habitable height, one way ‘emergency communication system and a Fire Command Centre shall be provided. ‘Two way emergency communication system shall also be provided between the Fire Command Centre and the following areas:- Self. illuminating signs System requirements Construction () every fire ighting lobby, including Ist storey; i) all fre fighting related mechanical equipment rooms inclusive of sprinkler pump room, wet Fising main pump room, hose reel pump room, Gi) all rooms housing smoke contol equipment; (iv) all ift machine rooms; (0) any other locations as may be required by the Relevant Authority (6) For hotel or health care avcupancies of less than 24m in habitable height, an ordinary public address system shall be provided. Loudspeakers for the public address system shall be provided in every lift lobby, staircase enclosure and other strategic positions within audible distance ofall parts ofall storeys ofthe building. (@)_ For a building of mixed commercial-cum-residential usage, the requirements of sub-clauses (a) and (b) of this clause shall be applicable provided that: (i) where the commercial component of the building ‘occupies only the lower portion ofthe building and i separated ftom the residential oceupancies, then for the purposes of compliance with the’ said requitements, the measurement of habitable height shall be taken to part ofthe building, and Gi) where a commercial component of the building is located above any residential occupancies, the provisions of (a) and (b) may be required at the iscretion ofthe Relevant Authority ‘Where @ one way or two way emergency communication system is required by this code, it shall comply with the requirements stipulated in SS CP2S: Code of Practice for Emergency Voice Communication Systems in Buildings. 823 Fire Command Centre (a) A Fire Command Centse shall be provided either as directed by the Relevant Authority or when the building with the exception of purpose group 1 and Il, has any of the following installation (fire ti; {ii) emergency voice communication system and (iil) engineered smoke control system. (b) A Fire Command Centre shall be of adequate size to house all the terminals and supervisory/sontol equipment, ete ofthe building's fire protection/detection systems and a free working space of at least 6 59 m, (©) A Fire Command Centre shall be located adjacent to the fire lift lobby at the designsted storey of the building (ie the lobby of the building on the first storey or immediately adjacent thereto) or at any other location as may be designated by the Relevant Authority (a) The construction of enclosure, facilites and lighting of a Fire Command Centre shall comply with the SS (P25: Code of Practice for Emergency Voice Communication Systems in Buildings. (©) Mechanical ventilation where required for the Fire Command Centre shall be provided with sandby ower supply and shall have ductworks inde; of any other ductwork serving ather paris of the building Where required by the Relevant Authority, basement levels shall be provided with approved fixed radio communication facilities. Such fixed facilites should be located at protected locations such as fre command cenite or protected lobbies ‘The radio communication equipment shall be capable of ‘operating in the frequency band of 470-490 MHZ. range. This report would serve as « utefil reference to fire safety mangers, building owners, registered inspectors, the Relevant Authority and 0 ‘qualified persons appointed to cary out any subsequent additions tnd alteration works.
