FACILITIES / PLANTS FOR MANUFACTURE AND SUPPLY OF PACKAGED DRINKING
WATER UNDER THE BRAND NAME OF ‘RAIL NEER’
Published on 20-10-11 in Times of India .

Reference to the EOI Invited regarding short listing of manufacturing facilities / plants for
manufacture and supply of Packaged Drinking Water under the brand name of ‘Rail Neer’, the
corrigendum is issued based on the pre application meeting held on 15.11.2011 at IRCTC Corporate
Office.
(i) Revision has been made in the Technical and Financial criteria of the EOI
Document and at few other places.
(ii) Plant owners in following states may also participate in EOI. Maharashtra (for stations such as
Mumbai, Pune, Nagpur and more stations), Gujarat (for stations such as Baroda, Ahemdabad,
Rajkot and more stations), Chattisgarh (for stations such as Raipur, Bilaspur and more stations), and
Andhra Pradesh (for stations such as Hyderabad, Securendrabad, Vishakapattanam and more
stations)
(iii) The contract shall be awarded for a period of three years which can be extended up
to a period of five years.
The Revised EOI document is given as under, total 16 pages.
The last date of submission of application has not been changed. It is up to 29.11.2011 by 17.00
hrs.

Expression of Interest (EOI) for short listing of manufacturing facilities / plants for
manufacture and supply of Packaged Drinking Water under the brand name of ‘Rail Neer’.

Background

IRCTC is in business of manufacturing packaged drinking water under brand name “Rail Neer” at
three company owned plants. Rail Neer brand is distributed on Railway Stations and Trains. With
increasing traffic, demand for packaged drinking water is increasing on Railways and IRCTC has to
increase the production of Rail Neer. For this action is going on for setting up new plants, but due to
long gestation period, IRCTC plans to get Rail Neer brand PDW manufactured on contract
manufacturing basis.

IRCTC wishes to shortlist manufacturing facilities / plants of reputed firms / companies having
requisite experience in manufacturing of packaged drinking water for manufacture and supply of
Packaged Drinking Water as per IS:14543 under brand name of ‘Rail Neer’ in one liter PET bottles.

Tentative list of stations where Packaged Drinking Water shall be consumed:

Punjab: Ludhiana, Amritsar, Jallandhar, Bhatinda, Ferozpur and Pathankot.


J&K: Jammu.
U.P. (West): Aligarh, Agra, Jhansi, Tundla, Barelly, Sharanpur, and Muradabad.
U.P. (East): Lucknow, Kanpur, Allahabad, Varanasi and Gorakhpur.
Utrakhand: Dedradun, Haridwar and Roorkee.
M.P.: Bhopal, Gwalior, Bina and Itarsi.
Rajasthan: Jaipur, Ajmer, Kota, Sawai Madopur, Bharatpur, Gangapur City, Bikaner and
Jodhpur.
Orissa: Bhubneshwar, Cuttack, Puri, Khurda Road, Sambal Pur and Rourkela.
Assam: Guhawati, New Bongaigaon and Rangia.

The approximate requirement during peak season (April to July) at each station shall vary from 250
cartons to 1000 cartons (12 bottles) of one liter bottle. More stations and areas can be added, if need
arises. So plant owner in Delhi / NCR region, West Bengal, Jharkhand, Haryana, Maharashtra (for
stations such as Mumbai, Pune, Nagpur and more stations), Gujarat (for stations such as Baroda,
Ahemdabad, Rajkot and more stations), Chattisgarh (for stations such as Raipur, Bilaspur and more
stations), and Andhra Pradesh (for stations such as Hyderabad, Securendrabad, Vishakapattanam
and more stations) may also participate in EOI.

The above list is indicative and not exhaustive. Agencies fulfilling criteria in any state may apply.

A. Minimum Eligibility Criteria:

(1) Technical criteria:

The Plant / manufacturing facility for Packaged Drinking Water should be RO based with
total output capacity not less than 5,000 LPH. The plant/ manufacturing facility should be
running under process and procedure prescribed by BIS carrying relevant BIS Protocol
[IS:14543-2004]. The Plant should have fully automatic bottle blowing and packing

line for PET bottles with in house laboratory. (fully automatic plant means that there is no
human touch from stage of Preform feed at blowing machine to Capping of filled water
bottle). The plant should have valid CM/L number for production of Packaged Drinking
water.

OR
The Plant / manufacturing facility for Natural Mineral Water should be membrane based
with total output capacity not less than 5,000 LPH. The plant/ manufacturing facility for
Natural Mineral Water and the source of water should satisfy all the specifications laid
down by the BIS in the relevant BIS protocol (IS : 13428 part I and part II). The plant
should follow all the processes & procedures including the hygienic practices prescribed in
the IS: 13428 part I and part II. The Plant should have fully automatic bottle blowing and
packing line for PET bottles with in house laboratory. (fully automatic plant means that
there is no human touch from stage of Preform feed at blowing machine to Capping of filled
water bottle). The plant should have valid CM/L number for production of Natural Mineral
water.

(2) Financial Criteria:

2.1 Minimum annual financial turnover in each of the last three financial years (excluding
current financial year) from the plant in water business should be Rs.1.5/- crores.
OR

Total financial turnover in last three financial years (excluding current financial year) from
the plant in water business should be minimum Rs.5.00/- crores.

2.2 Net-worth of the bidder should be positive. Certificate from Chartered Account specifying
positive net-worth of the bidder at the close of the preceding financial year should be
submitted.

B. Scope and Details of Work:

(1) Filling and supply of Packaged Drinking water in 1000 ML PET bottles in 30 mm three-
start/half twist neck size at various stations.

(2) Packaging shall be done in 1000 ml, if required, packing may also be done in 500 ml PET
bottles. It is expected that requirement of 500 ml bottles may be not more than 20% of total
requirement. The bottle label may carry following signage: “Manufactured for IRCTC by M/s
……….”.

(3) The contract shall be awarded for a period of three years which can be extended up to a period
of five years. Suitable price variation clause will be incorporated while inviting financial bid.

(4) Purchase of raw materials required for production of PDW/NMW shall be responsibility of
Plant owner. The specification of same is given in Annexure-B. However Caps and labels
shall be purchased from the sources/firms approved by IRCTC. Approval will be given to only
those firms who meet the technical specifications given by IRCTC and agree to execute

agreement with IRCTC that it will not supply closures / labels bearing IRCTC logo to any
third party without written permission from IRCTC.

(5) Bottle blowing moulds shall have to be made as per bottle design of IRCTC, which will be
given in tender document for calling financial bid. After completion of contract period mould
shall be the property of IRCTC and same should be handed over to IRCTC.

(6) Product produced for IRCTC will be picked up by IRCTC at works premises, who in turn
shall make arrangements for distribution to Railway catering licensees. No product shall be
sent directly to such licensees by the tenderer.

(7) In case there is threat to brand name of “Rail Neer” on account of poor quality by the
tenderer, the contract can be terminated with notice of seven days under following conditions:

a. Threat to Brand Rail Neer.


b. Non supply of sufficient quantity as per the terms of contract
c. Direct Supply to Railway licencees or any other consumption point without
routing through IRCTC.

(8) Manufacturing facilities / plants of firms / companies which meet eligibility criteria shall be
short listed for manufacturing and supply of packaged drinking water/Natural mineral water
under brand name of ‘Rail Neer’ or any other name decided by IRCTC.

(9) IRCTC will accept daily supply of PDW/NMW as per terms and conditions of contract with
plus or minus 20% variation over the specified daily quantity except in Force Majeure.

Force Majeure: “Force Majeure” shall mean any event beyond the control of the IRCTC or
of the Vendor, as the case may be, and which is unavoidable notwithstanding the reasonable
care of the party affected, and shall include, without limitation, the following:

a) Drop in requirement / Demand of Rail Neer on account of change in policy from


Ministry of Railways, Disruption to train service.
b) War, hostilities or warlike operations (whether a state of war be declared or not),
invasion, act of foreign enemy and civil war.
c) Rebellion, revolution, insurrection, mutiny, usurpation of civil or military
government, conspiracy, riot, civil commotion and terrorist acts.
d) Strike, sabotage, unlawful lockout, epidemics, quarantine and plague.
e) Earthquake, fire, flood or cyclone, or other natural or physical disaster.

C. Quality control and Inspection by IRCTC for Quality:


1. On account of the Brand Name of Rail Neer, the Quality aspect is of paramount
importance and the Quality Control will be given highest priority. The product shall
meet IRCTC specifications as given in Annexure-A in addition to BIS specifications
IS 14543 for PDW or shall conform to IS : 13428 part I and part II for NMW.
2. IRCTC shall depute its representative during IRCTC labeled production at factory
premises for stage inspection as well as final product inspection. Firm will inform
IRCTC prior to start of production.
3. Quality will be monitored at plant by representative of IRCTC. No product will be
dispatched from plant until it is cleared by IRCTC representative

4. The testing will be done to ascertain that product meets specifications give in IS
14543 and also meets specification as given by IRCTC in Annexure-A for PDW or
meets specifications given in IS : 13428 part I and part II for NMW .
5. The product can be tested at consumer end (sale point) also either by IRCTC or by
Railways. In event of Quality failure, whole lot will be rejected and damaged at
consumer end. No payment shall be made for rejected lot. Besides a strict financial
penalty shall be imposed for each case of Quality failure.

D. Sale and Distribution:

IRCTC or its representative shall pick up packaged drinking water from the works of
manufacturer and all activities related to sale and collection of money will be the
responsibility of IRCTC / its representative. Loading at works shall be done by the
manufacturer.

E. Payments to plant owner:

Monthly payments shall be made to the plant owner for production done during previous
month at rate as decided in Letter of Award / Contract Agreement including applicable
taxes. Details will be given in tender document.

F. How to apply:
Interested applicants / Bidders should submit their application along with EMD of Rs.
50,000/- (in case of not short listed EMD shall be returned with in 120 days from the last
date of submission of EOI) for short listing giving requisite details / documentary proof in
support of Eligibility Criteria in the following order:

8. Name and address of the plant from where firm
will supply packaged drinking water in case of
being short listed. Provide following details:
a) Size of land on which plant is located.
b) Floor wise Covered area /Built up area.
c) Storage area for finished product and total
storage capacity.
d) Connected load and Maximum demand.
e) Details of standby power supply/DG set.

9. Details of the PDW plant (as indicated in item 8

10. Submit copy of the quality control procedure and
operation and maintenance procedure followed in
each plant. Submit list of employees engaged in
Quality checks and details of laboratory
equipments in each plant. (as indicated in item 8
above).
11. Enclose Brand wise details of water production
done in last three years i.e. number of water bottles
manufactured size wise in 2008-09, 2009-10 &
2010-11 for each plant given in item 8 above.
12. Enclose copy of the current registration certificate
of following for each plant as given in item 8
above:
a) Factory license
b) Pollution control license
13. Enclose drawing of bottle design and label design
of all varieties of 1000 ml and 500 ml bottles
manufactured. Samples of the bottle labels should
also be submitted.
14. Submit Details of Raw water source. In case of
surface water, give location (geographical
coordinates) and name of the river/lake etc and
analysis report of this raw water. In case of Ground
water, submit details such as location, depth of
bore, year of bore and analysis report of this raw
water.
15. What capacity can be spared of each plant given in
item 8 above for manufacturing Rail Neer PDW.
Figures to be in cartons per day.
16. Has the applicant or any of his partners or
Directors been black listed or banned in the past by
any Central or State Government Deptt.
/Organization?
17. Submit details of annual turnover of each plant in Year Annual Turn-over

ending 31st March and 30th Sept for the last three
years i.e. for 2008-09, 2009-10 & 2010-11 for each
plant as given in item 8 above. (Certified copies to

22. Copy of Permanent Account Number (PAN)
allotted by Income Tax Dept.
23. Whether registered with service tax. If so, furnish
details.
24. A power point presentation about working of the
plant to be submitted on a CD or Pen drive.
25. Any other information the applicant might like to
give such as list of present clients along with
details of orders executed.

G. Clarifications to Tenderer

Tenderer requiring any clarification on the EOI may notify to GGM/Rail Neer, IRCTC Ltd.,
Rail Neer plant, Nangloi, New Delhi in writing or by fax at no. 011-25949773 or e-mail at
psggmrailneer@irctc.com. They should send in their queries 10 (ten) day before last date of
submission of application. IRCTC shall endeavour to respond to the queries before 03
(three) days prior to the Application Due Date. The responses will be sent by fax and/or e-
mail.

H. Format and signing of Application:

1. The tenderer shall provide all the information sought in the EOI. IRCTC will evaluate only
those Applications that are received in the required formats and complete in all respects.
Incomplete and /or conditional Applications shall be liable to rejection.

2. The Application shall be typed or written in indelible ink and signed by the authorised
signatory of the Applicant who shall also initial each page in blue ink. In case of printed and
published documents, only the cover shall be initialled. All the alterations, omissions,
additions or any other amendments made to the Application shall be initialled by the
person(s) signing the Application. The Application shall contain page numbers and shall be
bound together in hard cover.

I. Sealing and Marking of Applications:

1. The tenderer shall submit the Application in order, together with the documents specified in
the above table, and seal it in an envelope and mark the envelope as “EXPRESSION OF
INTEREST (EOI) FOR SHORT LISTING OF MANUFACTURING FACILITIES /
PLANTS FOR MANUFACTURE AND SUPPLY OF PACKAGED DRINKING WATER”.
The tenderer shall seal the the Application, together with enclosures, in envelopes.

2. Applications submitted by fax, telex, telegram or e-mail shall not be entertained and shall be
rejected.

J. Application Due Date:

The application for shortlist along with supporting documents and EMD of Rs. 50,000/-
should be submitted at the above mentioned address on or before 29.11.2011 by 17.00 Hrs.
K. Late Applications:

Applications received by the Authority after the specified time on the Application Due Date
shall not be eligible for consideration and shall be summarily rejected.

L. Opening, Verification and Disqualification:

1. IRCTC shall open the Applications at 1715 hrs. on the Application Due Date, at Rail
Neer plant, Nangloi on the above mentioned address and in the presence of the
Applicants who choose to attend.

2. IRCTC reserves the right to verify all statement, information and documents
submitted by the bidders in response to EOI and the bidder shall, when so required
by IRCTC, make available all such information, evidence and documents as may be
necessary for such verification, failure to do so may result in disqualification.

3. Firm shall facilitate inspection of their manufacturing facilities / plants by
representative of IRCTC, failure to do so may result in disqualification.

4. Firm can be asked to make a presentation in IRCTC corporate office.

5. IRCTC reserves the right not to proceed with the selection Process at any time
without notice or liability and to reject any or all Application(s) without assigning
any reasons.

6. IRCTC also reserve the right to cancel the accepted tender (after inviting financial
bid) with forfeiture of EMD/Security deposit and debarment if:

(a) at any time either during evaluation of EOI or after the award of
tender, a material misrepresentation is made or uncovered, or

(b) the bidder does not provide, within the time specified by IRCTC, the
supplemental information sought by IRCTC for evaluation of EOI.

M. Confidentiality:

Information relating to the examination, clarification, evaluation, and recommendation for


the short-listed shall not be disclosed to any person who is not officially concerned with the
process. IRCTC will treat all information, submitted as part of Application, in confidence
and will require all those who have access to such material to treat the same in confidence.
IRCTC may not divulge any such information unless it is directed to do so by any statutory
entity that has the power under law to require its disclosure or is to enforce or assert any
right or privilege of the statutory entity or as may be required by law or in connection with
any legal process.

Annexure-B

IRCTC specification of Raw materials for Packaged Drinking Water

(1) Technical Specifications of PET Preforms

The Preforms should be made from Krauss Maffei or Husky machine only.

Raw Material: Polyethylene Terepthalate resin with IV 0.80 +/- 0.02

Material (PET- Resin) should be as per BIS standards; 12252 : 1987 12229 : 1987 as suitable for
packing mineral water / food stuff. Overall migration should be as per IS - 14543 : 2004.

Weight: 22.00 gms ± 0.5 gms

Neck: 30 mm, Three start/half twist thread

Color of preform : Clear

Length : 110 mm ± 2 mm

Foreign/Black Particles: Preforms should be free from Foreign or Black particles

Flashes are not acceptable

Fused Preforms: Preforms should not be stuck together

Crystallinity: Crystallinity in the end of the Preform shall not exceed more than 10 mm from the
gate

Bubbles are not acceptable.

Scratches : Scratches should not be visible to the naked eye.

Acetaldehyde Content : < 6 ppm

Packing: Should be in two layer packaging. First layer must be LDPE bag.

The product should be in line with the leading soft drink and mineral water manufacturers.

Note : The overall Migration test including Colour Migration test and Acetaldehyde content
test conducted from Government or BIS approved lab must be submitted to IRCTC.

(2) Technical Specifications of HDPE Caps

1. Caps should be manufactured in fully automatic system comprising:

a. Machine: Caps should be made from modern injection moulding machine of Husky, Canada, L
& T-Demag “Ergotech series machine” or made from Sacmi compression moulding machine.
b. Mould: Caps should be made from the mould of Otto Hofstetter, Switzerland; Erwes
Reifenberg, Germany; Schoettli, Switzerland; Husky, Canada; KTW, Austria; WIRO, Germany
or Sacmi in case of compression moulding.
c. Auxiliary Equipment: Automatic Material loading & masterbatch dosing system. Use of
chiller with mould is necessary for mould cooling for maintaining quality requirement &
productivity.
d. Environment Standard: Enclosed dust free environment.

2. Material: The Caps should be made from industry standard high quality High Density
Polyethylene (HDPE) grade “Relene” E-52009 of M/s Reliance Industries Limited or equivalent
meeting the requirement stipulated in the standard IS – 10141: 2001 and IS – 10146: 1982 on
“Specification for polyethylene for its safe use in contact with food stuff, pharmaceuticals and
drinking water. Overall Migration and Colour Migration limit should be as per IS – 14543: 2004.

3. Weight: 2.25 gms + 0.20 gms; Height: 17.00 – 17.20 mm

4. Color: Blue – The colors should be physically mixed with Cyan (C), Magenta (M) and Yellow
(Y) according to the following proportion: C 100%, M 50%, Y 10% & B 0%. These
proportions are only indicative and final shade of Blue will be as per the sample approved by
IRCTC.

5. Threads: Three-start/half twist.

6. The Logo of IRCTC shall be embossed on the Caps.

7. Packing: Should be in two layer packaging. First layer must be LDPE bag.

8. The Cap should meet with the following performance parameters: -

a. Leakage Test: - There should not be any leakage from bottles and no seal breakage when
subjected to a load of 100 kg.

Method: - The bottles should be filled with 1000 plus/minus 10 ml water and placed on
metal sheet (of thickness 6 mm or more) or on hard stone floor and again a metal sheet
(size 300 x 300 x 6 mm minimum) is put on the horizontally laid bottle. The caps are first
tightened and then loosened to the maximum backlash available. The weight of 100 kg.
should be gradually applied uniformly in 60 seconds. There should not be any leakage
from cap and no seal breakage in next 60 seconds.

b. Drop Test: - The entire seal of cap should not break when dropped in horizontal position
from a height of 100 cm. When dropped from a height of 200 cm, the seal may break but
there should not be any other damage to cap.

Method: - The bottles should be filled with 1000 plus/minus 10 ml water and dropped in
horizontal condition on thick metal sheet (minimum thickness 6 mm) or hard stone floor.
The cap should be first tightened and then loosened to the maximum backlash available.
c. Opening Test: - When opening the cap, the seal should break and seal should not come
out along with the cap. The seal should break with noise and there should not be soft
breakage of seal.

d. Opening Torque: - 10–14 kg cm at 25+/- 2 degree Centigrade and 55+/-5% RH.

Note: Copy of test certificates regarding material specification, physical and performance
parameter, Overall Migration test including Colour Migration test and Opening Torque test
conducted from Government or BIS approved lab must be submitted to IRCTC.

(3) Technical Specifications of Corrugated Boxes (Cartons)

The Corrugated Boxes (Cartons) should strictly confirm to the specifications mentioned here:

(4) Technical Specifications of PVC Shrink Labels

 Material: The material should be Polyvinyl Chloride (PVC)

 Dimensions: Thickness 39 +/- 3 microns, Label width 125 +/- 0.5 mm, (plus extra needed
for overlap), Label Height: 60 +/- 0.5 mm (including 1.5 mm transparent border on top and
bottom). Minor adjustment to the dimensions may be made by the purchaser for getting the
best fit.

 Shrinkage Limit: Horizontal Shrinkage – 40 to 50 %


Vertical Shrinkage - Maximum 6 %

(When tested in boiling water for 60 seconds)

 Printing: The design and colour will be given in tender document.

 Contents: The contents of the Shrink Labels shall be as shown in the design. Minor additions
may be made by the purchaser at the time of actual printing.

Design: The design and contents should be as per the sample. In case any changes are required by
IRCTC during any point of currency of the contract, the same should be implemented within 15
days time.

(5) Technical Specifications of BOPP Self Adhesive Tape Rolls

1 Material : BOPP Self Adhesive Tape (Polypropylene category)

2 Thickness of film : 28 plus/minus 1 micron

3 Adhesive thickness : 25 plus/minus 1 micron

4 Width : 48 plus/minus 1 mm
