GLOSSARY OF TERMS
Chemical Metal Cleaning Any wastewater resulting from the cleaning of metallic equipment with
chemical compound including but not limited to, boiler tube cleaning
Grab Sample An individual sample collected in less than 15 minutes.
Industrial Wastewater Wastewater generated as part of an industrial process, including boiler
blow down, equipment washes, water treatment effluents, etc.
Sanitary Wastewater Wastewater limited to those domestic type sources such as toilet facilities,
sinks, and showers
Significant Materials Including raw materials; fuels, solvents, detergents, plastic pellets, final
products not designated for outdoor use, hazardous substances, fertilizers,
pesticides, and waste products that have the potential to be released with
storm water discharges.
Storm Water Associated The discharge from any conveyance, which is used for collecting and
with Industrial Activity conveying storm water, and which is directly related to manufacturing,
processing or raw materials storage areas at an industrial plant.
Storm Management A system designed and constructed or implemented to control storm water

1.0 PURPOSE
The purpose of this procedure is to ensure that appropriate measures are implemented
at HPL for the discharge of wastewater, sanitary waste, Hydrostatic Test Water
Discharge and Chemical Cleaning of Boiler Tubes. The procedure is also intended to
outline work practices for the prevention of pollutants entering or dissolving into on-
site storm water runoff.
1.1 SCOPE
The scope of the procedure is to address all applicable local & the World Bank
regulations for the management and control of the industrial wastewater, sanitary
wastes, and storm water runoff discharges

2.0 PROCEDURE
The waste developed in HPL plant should be treated both in-house and by external
contractor.
For guidelines of treating waste in-house, please refer to the environmental procedure
HPL-EP-013 waste storage and inspection, which gives the details of in-house
treatment.
The external contractor will be DoE approved. For guidelines and responsibilities of
the contractor please refer to HPL-EP-013 Waste storage and inspection.
2.1 RESPONSIBILITIES
The responsibilities for the implementation of the water compliance procedures are
identified below.
2) Maintain direct involvement with water permitting and compliance issues that is
of significant concern or may pose a risk or substantial liability to HPL.

operating condition. Initiate a proactive maintenance schedule for all equipment
as specified by the manufacturer
5) Calibrate stationary equipment (i.e., flow meter, water meter, etc.) on a periodic
basis based upon the manufacturer’s O&M procedures and/or permit
requirements
6) Inspect the facility’s storm water management system. Notify the Shift
Supervisor if storm water management facilities are in disrepair or have
accumulated a significant sediment load.
Waste water generated from backwash of pressure filter, activated carbon filter and
regeneration of demineralization train is discharged into chemical wastewater pond.
After treating in to the pH adjustment tank, coagulation tank and flocculation tank it
is sent to final effluent pond.
Metal cleaning or chemical metal cleaning waste water should not be discharge at
through seal pit. Metal cleaning or chemical metal cleaning wastes and chemical
residues should be transported to abnormal waste water pond.
1) All the sanitary waste except kitchen sanitary waste is first treated in aeration
tank to facilitate bacterial decomposition of the human filth. The clear overflow
from the aeration tank is sent to sewage effluent pond. It is then sent to final
effluent pond for disposal to seal pit.
3) Any material should not be discharged to the sanitary sewer system, which may
cause a fire, explosion, be injurious in any other way to facility employees, or
potentially cause violations or contamination of the disposal system. This
includes any toxic organic substance (i.e., solvents, pesticides, dyes, paints, etc.),
sludge’s, sediments, industrial or hazardous waste.
4) Operations and Maintenance Personnel must communicate to contractors
working on-site that facility sinks are for sanitary purposes only. Do not wash
1) Monitor the discharge flow from ETP and report on the Discharge Monitoring
Report as a monthly cumulative.
2) Calibrate all automatic flow measuring and/or recording devices and/or totalizing
meters at least annually. Trained personnel shall perform calibration.
3) Do not discharge domestic sewage or any other non-permitted waste through seal
pit.
5) Collect periodic grab samples in accordance with the following table. Package
and ship (or have the laboratory pick-up) the samples designated for analysis by
the contract laboratory. Report analysis results on monthly report to DOE.
Sampling Frequencies
1) Maintain plant roads, repair potholes, stabilize soils with rock, and maintain
grassed areas.
2) In the event of spill from a delivery vehicle or from containers within the vehicle, do

3) Perform vehicle maintenance such as oil and coolant changes either indoors where
containment is made available or off-site at commercial vehicle maintenance facilities.
4) Limit material storage to the plant operations/maintenance building. In the event that
outdoor storage is necessary, place securely closed containers elevated above the
ground using pallets or timbers, and in portable containment. Use waterproof tarps or
temporary shelters to prevent contact with rain or storm water.
5) Use waste disposal dumpsters, which are intact, have no holes, do not allow leakage,
and are covered to prevent contact with rainwater.
1) Oil/Water Separator
• Confirm there is no oil in the interstitial space between the separator tank and
outer shell.
2) On-Site Ditches
• Mow banks to control weeds and brush and remove grass clippings.
4) Vegetation Management
Based upon the results of the storm water management system inspection, an
environmental service contractor will be contacted to clean the sumps or collection
basins if excess sediment is present. There should not be excess residues of floating
oils or other contaminants in this uncontaminated storm water runoff
