GLOSSARY OF TERMS
Chemical Metal Cleaning Any wastewater resulting from the cleaning of metallic equipment with
chemical compound including but not limited to, boiler tube cleaning
Grab Sample An individual sample collected in less than 15 minutes.
Industrial Wastewater Wastewater generated as part of an industrial process, including boiler
blow down, equipment washes, water treatment effluents, etc.

Sanitary Wastewater Wastewater limited to those domestic type sources such as toilet facilities,
sinks, and showers

Significant Materials Including raw materials; fuels, solvents, detergents, plastic pellets, final
products not designated for outdoor use, hazardous substances, fertilizers,
pesticides, and waste products that have the potential to be released with
storm water discharges.

Storm Water Associated The discharge from any conveyance, which is used for collecting and
with Industrial Activity conveying storm water, and which is directly related to manufacturing,

1.0 PURPOSE
The purpose of this procedure is to ensure that appropriate measures are implemented
at HPL for the discharge of wastewater, sanitary waste, Hydrostatic Test Water
Discharge and Chemical Cleaning of Boiler Tubes. The procedure is also intended to
outline work practices for the prevention of pollutants entering or dissolving into on-
site storm water runoff.

1.1 SCOPE
The scope of the procedure is to address all applicable local & the World Bank
regulations for the management and control of the industrial wastewater, sanitary
wastes, and storm water runoff discharges

2.0 PROCEDURE
The waste developed in HPL plant should be treated both in-house and by external
contractor.

For guidelines of treating waste in-house, please refer to the environmental procedure
HPL-EP-013 waste storage and inspection, which gives the details of in-house
treatment.

The external contractor will be DoE approved. For guidelines and responsibilities of
the contractor please refer to HPL-EP-013 Waste storage and inspection.

2.1 RESPONSIBILITIES
The responsibilities for the implementation of the water compliance procedures are
identified below.

2.1.1 HSE MANAGER

1) Provide guidance and interpretation of Bangladesh laws and regulations as well


as permit conditions associated with water compliance issues.

2) Maintain direct involvement with water permitting and compliance issues that is
of significant concern or may pose a risk or substantial liability to HPL.

3) Review and provide comments to the Plant Manager on all reports or


correspondence prior to submittal to an agency.

4) Communicate any changes in regulatory requirements to the Plant Manager.

5) Prepare and submit permit renewal applications.

6) Communicate water compliance procedures and expectations to Operations and


Maintenance Personnel and contractors as required.

7) Communicate issues of deviation and non compliance to plant manager

8) Ensure that all environment records are maintained and readily available

9) Conduct facility inspections, through management inspections to ensure that


there is continual compliance

1) Ensure that appropriate maintenance of the storm water management system is


provided.

2) Ensure that monitoring is conducted and reporting is completed and submitted as


required by the permits or owner requirements.

3) Conduct facility inspections to assess compliance with permit and regulatory


requirements.

4) Function as plant liaison to agency personnel, consultants, and contractors.

2.1.3 OPERATIONS AND MAINTENANCE PERSONNEL


1) Follow plant procedures and work practices during the course of plant operation.

2) Notify the Shift Supervisor immediately of any potential compliance problem


including spills, upsets, bypasses, overflows, etc.

3) Ensure that all wastewater and storm water management systems are in good
operating condition. Initiate a proactive maintenance schedule for all equipment
as specified by the manufacturer

4) Collect wastewater samples for analysis as required by this procedure.

5) Calibrate stationary equipment (i.e., flow meter, water meter, etc.) on a periodic
basis based upon the manufacturer’s O&M procedures and/or permit
requirements

6) Inspect the facility’s storm water management system. Notify the Shift
Supervisor if storm water management facilities are in disrepair or have
accumulated a significant sediment load.

2.2.2 INDUSTRIAL WASTEWATER

2.2.2.1 WASTE WATER TREATMENT

Waste water generated from backwash of pressure filter, activated carbon filter and
regeneration of demineralization train is discharged into chemical wastewater pond.
After treating in to the pH adjustment tank, coagulation tank and flocculation tank it
is sent to final effluent pond.

Boiler Tube Cleaning Water

Metal cleaning or chemical metal cleaning waste water should not be discharge at
through seal pit. Metal cleaning or chemical metal cleaning wastes and chemical
residues should be transported to abnormal waste water pond.

2.2.2.2 SANITARY WASTES

1) All the sanitary waste except kitchen sanitary waste is first treated in aeration
tank to facilitate bacterial decomposition of the human filth. The clear overflow
from the aeration tank is sent to sewage effluent pond. It is then sent to final
effluent pond for disposal to seal pit.

2) Kitchen sanitary waste is released in the Soak Pit approved by DOE.

3) Any material should not be discharged to the sanitary sewer system, which may
cause a fire, explosion, be injurious in any other way to facility employees, or
potentially cause violations or contamination of the disposal system. This
includes any toxic organic substance (i.e., solvents, pesticides, dyes, paints, etc.),
sludge’s, sediments, industrial or hazardous waste.
4) Operations and Maintenance Personnel must communicate to contractors
working on-site that facility sinks are for sanitary purposes only. Do not wash

paintbrushes, rinse out industrial containers, or other similar activities in a


manner where residues will enter the sanitary system

2.2.3 STORM WATER MANAGEMENT SYSTEM

2.2.3.1 FROM ETP TO SEAL PIT

1) Monitor the discharge flow from ETP and report on the Discharge Monitoring
Report as a monthly cumulative.

2) Calibrate all automatic flow measuring and/or recording devices and/or totalizing
meters at least annually. Trained personnel shall perform calibration.

3) Do not discharge domestic sewage or any other non-permitted waste through seal
pit.

4) Retain an environmental service contractor to periodically remove oily wastes


from the oil/water separator and clarified sludge from the ponds.

5) Collect periodic grab samples in accordance with the following table. Package
and ship (or have the laboratory pick-up) the samples designated for analysis by
the contract laboratory. Report analysis results on monthly report to DOE.

All the above parameters will be tested at a laboratory acceptable to the DOE once every two
months.

1) Maintain plant roads, repair potholes, stabilize soils with rock, and maintain
grassed areas.

• Avoid unloading activities during rain unless unloading is conducted under a


roof.

2) In the event of spill from a delivery vehicle or from containers within the vehicle, do
the following:

• Cease all unloading operations.

• Report the spill to the control room.

• Follow pollution prevention/release response and reporting procedures as per


HPL-SP-010-Emergency Response Plan

3) Perform vehicle maintenance such as oil and coolant changes either indoors where
containment is made available or off-site at commercial vehicle maintenance facilities.

4) Limit material storage to the plant operations/maintenance building. In the event that
outdoor storage is necessary, place securely closed containers elevated above the
ground using pallets or timbers, and in portable containment. Use waterproof tarps or
temporary shelters to prevent contact with rain or storm water.

5) Use waste disposal dumpsters, which are intact, have no holes, do not allow leakage,
and are covered to prevent contact with rainwater.

6) Use or transfer materials and chemicals only inside the operations/maintenance


building, the turbine shelters, or within a secondary containment.

2.2.5 PREVENTIVE MAINTENANCE

1) Oil/Water Separator

• Visually inspect the oil/water separator on a monthly basis to determine the


water level and the presence and depth of oil. A sampling device or a
measuring stick with water indicating paste may be needed to determine the
amount of oil in the separator.

• Confirm there is no oil in the interstitial space between the separator tank and
outer shell.

• Inspect and clean, as necessary and if equipped, the separator’s coalescing


filter every six months or according to manufacturer’s recommendations. The
separator reservoir will be checked for accumulation of sediment or sludge.
When necessary, an environmental service contractor will collect and remove
sediment and oil for off-site disposal under a non-hazardous waste manifest.

Other maintenance will be in accordance with the manufacturer’s


recommendations.

2) On-Site Ditches

• Remove excess sediment accumulation from ditches.

3) Storm water Detention Basins

• Mow banks to control weeds and brush and remove grass clippings.

• Cut or remove woody vegetation from pond.

• Remove and dispose of trash and debris.

• Replace stone riprap if eroded during a storm event.

• Remove accumulations of sediments that impede flow into or out of


retention basin.

Based upon the results of the storm water management system inspection, an
environmental service contractor will be contacted to clean the sumps or collection
basins if excess sediment is present. There should not be excess residues of floating
oils or other contaminants in this uncontaminated storm water runoff

2.3 RECORD KEEPING REQUIREMENTS

1) Maintain a copy of the following permits, plans and approvals on site:

• DOE approval for operating the ETP

• Wastewater System Operating Procedures

1) Maintain copies of all inspection reports, monitoring reports, calibration


verifications, sampling events, submittals, storm water pollution prevention
measures, wastewater processing approvals, permits, calculations, sampling
results, sampling logs, agency correspondence, and all other records pertaining to
water-related compliance issues on-site in a designated location accessible to all
plant personnel. The following record keeping requirements apply to these
records:

and archive them on-site for an additional three years.

3) Store and maintain the records to prevent damage, deterioration, or loss.

4) Provide a secondary copy of all agency submittals and correspondence to HPL


HSE.

2.4 REPORTING/NOTIFICATION REQUIREMENT


1) Notify HPL HSE of the following:

• Prior to any proposed changes in the process or chemicals used prior to


implementing the change, this could change the quality or quantity of the plant’s
wastewater.

• Prior to any alterations or modifications of the storm water system.

2) Submit bi-monthly monitoring reports to DOE.

3) Submit an annual report to the WB summarizing the monthly submitted data.

4) Report any of the following noncompliance events to DOE.

• Unauthorized discharges.

Any excess discharge with parameter higher than allowable limit as in the permit
