 We are already aware from Module One that there
Learning are numerous regulations associated with health and
Outcomes: safety. We learned that health and safety regulations
are built on the foundation of the Occupational Health
and Safety Act.

Similarly, there are numerous regulations, codes, and standards associated with the
manufacturing, testing, installation, and servicing of natural gas and propane
appliances, components, and equipment. As Gas Technicians, we must be familiar with
these legal requirements and understand that the requirements are built on the
foundation of the Technical Standards and Safety Act, 2000.

In addition to fuel safety regulations, we must be aware of National/Provincial Building


Codes. Building Codes may also have an impact on the way in which gas-fired
equipment is installed. Building Codes include requirements associated with chimneys,
chimney clearances, and ventilation.

Technical Standards and Safety Act, 2000

Regulations associated with our work as Gas Technicians are built on the

foundation of the Technical Standards and Safety Act. Strict regulation Standards

The Technical Standards and Safety Act is the first and primary set of legal TSS Act

requirements. It enables or gives authority to the regulations, codes, standards and


manufacturer’s instructions. The Act specifies duties, responsibilities, and rights as a
certificate holder and contractor. The Technical Standards and Safety Act was
accepted into law in Ontario on June 27th, 2001.

The Fuel Industry Certificates Regulation 215/01

The Fuel Industry Certificates Regulation 215/01 specifies the certification The Fuel

requirements to work on hydrocarbon-fuelled appliances and equipment. It Certificates

specifies your rights, duties, and responsibilities as a certificate holder. 215/01

A certificate proves that the holder has achieved a recognized level of skill Figure 4-4

and knowledge and is permitted to conduct the tasks specified within the
scope of the certificate.

The "scope of certificate" or scope of work specifies what you can and cannot do as a
holder of a particular certificate. Every certificate has limitations. If work beyond the
scope of a particular certificate needs to be undertaken, an additional certificate of
qualification may be required. Subsection 20, 21 and 22 specify the limitations for Gas
Technicians (G.1, G.2 & G.3). The paragraphs indicate what additional certificate(s) of
qualification is required, such as electrician, sheet metal worker, plumber, or
refrigeration mechanic, where work exceeds the scope of a Gas Technician

The following is an excerpt from the Fuel Industry Certificates Regulation 215/01-
section 22. (1) Indicating the scope of certificate for a Gas Technician 3. As a Gas
Technician 3 certificate holder, you must be fully aware of what you can and cannot
do.

Scope of Certificate - Gas Technician 3 (G3)


22. (1) A person who is the holder of a G.3 certificate may, under the *general
supervision1 of a person who is the holder of a G.1, G.2 or DA certificate, carry out the
following functions on a propane or natural gas appliance that falls within the scope of the
supervising certificate holder’s certificate, but only if the person has demonstrated the
essential skills required to perform such work and has had that experience documented and
signed-off by the supervising certificate holder in a form as set out and published by the
director:

1. Install, test, activate or purge gas piping or tubing that is less than two and one-half
inches in diameter or a component in a piping or tubing system to an appliance
downstream of a natural gas meter or propane service valve up to an appliance control
valve.

2. Reactivate a previously installed or converted appliance.

3. Clean and lubricate an appliance.

4. Clean, remove or replace a vent connector, venting or a draft control device. O. Reg.
215/01, s. 22 (1).

(2) A person referred to in subsection (1) shall not perform the initial activation of a new
appliance or a newly converted appliance. O. Reg. 215/01, s. 22 (2).

(3) A person who is the holder of a G.1, G.2, DA, GP or IMT certificate is responsible for
any work carried out by a person who is the holder of a G.3 certificate who is under his or
her supervision. O. Reg. 215/01, s. 22 (3).

a. A person who is the holder of a G.3 certificate may, under the *direct supervision2 of
a person who is the holder of a G.1, G.2 or DA certificate, carry out any of the
functions that fall within the scope of the supervising certificate holder’s certificate.

* Careful attention must be paid to the definitions of “General Supervision” and “Direct
Supervision” found at the beginning of the regulation.

1. “general supervision” means the supervision by a supervising certificate holder who may
or may not be on site but who is readily available to assist a trainee;

2. “direct supervision” means the supervision by a supervising certificate holder who is on


site in close proximity to a trainee and is available to assist and supervise the trainee;

Gaseous  The Gaseous Fuels Regulation 212/01 specifies

use of appliances, equipment, components, and accessories where gaseous fuels are to
be used for fuel purposes.

The installation of vehicle refueling appliances (VRA’s) without storage, having a total
flow rate below 1.0 cubic metre/minute (35 cubic feet/minute).

The Propane Storage and Handling Regulation 211/01 is similar to the Gaseous Fuels
Regulation 212/01 in that it also includes: definitions of unacceptable immediate and non-
immediate hazardous conditions, your duties and responsibilities should you find an
appliance or work in an unacceptable condition, as well as your duties and responsibilities
when initially putting an appliance into use after it has been connected to a new gas
supply, off-site testing and approval of appliances, contractor registration requirements.

Standards:

There are numerous references to Standards made throughout the B-149 Codes. Where a
reference to a particular Standard is made, it is sometimes necessary to refer to that
Standard in order to comply with the requirements of the Code. Only the Standard would
contain the necessary information required for compliance.

B149.1:20 - Natural Gas and Propane Installation Code:

Normally, residential natural gas and propane installations will require you to
reference the B149.1:20 Code.

B149.2:20 - Propane Storage and Handling Code:

The storage, handling, and transfer of propane will require you to reference the
B149.2:20 Code.

B149.3:20 - Code for the Field Approval of Fuel-Related Components On Appliances and
Equipment:

The B149.3:20 contains requirements for field construction of appliances and


additional requirements for field construction of high pressure or high input
appliances.

It is your responsibility as a Gas Technician to determine which of the B149 Codes is


suitable for a particular application. In some cases referencing more than one Code
may be required.

The Code referencing examples in this module are geared towards learning
necessary referencing skills as well as gaining essential insight into the B149:20
Codes. Code related issues form a major part of our work, and consequently, a
major part of any TSSA examination for Gas Technician Certification. It is very
important that you familiarize yourself with the major clauses of the B149 Codes
and answer all of the Code related questions that follow. Remember when you are
working in the field to always refer to the latest official B149 Code(s). The examples
that follow are not legal documents.

To determine which of the B149 Codes is suitable for a particular application you
would check the “Scope of the Code” which is located at the beginning of each Code.
The scope indicates what the Code applies to and what it does not apply to.

Before referencing the B149.1:20 Code, you must ensure that you check the
amendments indicated in the Gaseous Fuels Code Adoption Document supplement
entitled "Gaseous Fuels CAD Amendment " The amendments can be printed and
inserted at the front of your B149.1:20 Code. Individual insertable pages from CSA
can also be purchased.

Cross out any amended clauses (if applicable) in the Code and then either insert
the amendment page into the Code at the amended section or make a reference
to the Gaseous Fuels CAD Amendment.

The Technical Standards and Safety Authority (TSSA) is an independent, not-for-profit safety
organization mandated to deliver specific public safety programs and services under Ontario's
Safety and Consumer Statutes Administration Act. The organization is the sole authority
responsible for the administration and enforcement of programs and services under the new
