The Government Assistance for Tuition
Expenses Programme (GATE)
The Government Assistance for Tuition Expenses Programme (GATE) is administered by the Ministry
of Education of the Government of the Republic of Trinidad and Tobago. The objectives of the GATE
programmme are:
• To make tertiary education affordable to all so that no citizen of Trinidad and Tobago will be
denied tertiary education because of their inability to pay.
• To widen access to tertiary education that will support economic development and promote
social equity.
• To build and strengthen a national quality tertiary education sector through both public and
private tertiary level institutions.

On November 13th 2020, the Ministry of Education issued a press release announcing amendments
to the disbursement of GATE funding, as follows:
Effective August 2020:
• All applications for GATE funding will include a mandatory means test - failure to complete
the means test will disqualify the application from being considered for GATE funding.
• Where the household income is below TT $10,000 per month, students will be eligible for
100% GATE funding for tuition fees.
• Where the household income is above TT $10,000 per month but less than TT $30,000 per
month, students will be eligible for 75% GATE funding for tuition fees.
• Where the household income is above TT $30,000 per month but less than TT $75,000 per
month, students will be eligible for 50% GATE funding for tuition fees.
• Where the household income is above TT $75,000 per month, students will be ineligible
for GATE funding.

The Ministry of Education issued a supplemental press release notifying the public of amendments
to the GATE programme, coming from the National Budget Statement 2023.
Effective September 29th, 2022, students enrolled in institutions and programmes accredited by the
Accreditation Council of Trinidad and Tobago (ACTT) will be funded as follows:
• for one (1) non-terminal programme and One (1) Bachelor’s Degree or
• for one (1) Diploma and One (1) Bachelor’s Degree or
• for one (1) Advanced Diploma and One (1) Bachelor’s Degree or
• for one (1) Associate Degree and One (1) Bachelor’s Degree or
• or one (1) Certificate Programme and One (1) Bachelor’s Degree.

Citizens are asked to note that:


• Students should register for the Baccalaureate certification within two (2) years of
completion of the initial course of study.
• The Baccalaureate course of study should be aligned to the areas identified on the Interim
Development List of the Government of the Republic of Trinidad and Tobago, as well as
areas associated with maintaining the cadre of professionals in the areas of Medicine,
Engineering, Science and Technology, Agriculture, Law, Psychology, Social Work, the
Creative Sector and Sports.
• Citizens under the age of 50, already in possession of qualifications which allow them
to matriculate to a Baccalaureate programme or its TVET equivalent, must register by
September 2024 to be eligible for GATE funding.
• The HELP Loan remains available for Tertiary students through the partnership of the
Government with commercial banks.

UTT’s Tuition Payment Plan
Payment of all tuition and auxiliary (miscellaneous) fees become an obligation when students
enrol and register for programmes at UTT. The University offers the Tuition Payment Plan (TPP) as
an alternative to paying the tuition fees in full at the start of each academic year, allowing students
to pay their tuition in installments in accordance with a set schedule.
All UTT students who are registered and have their accounts in good standing are eligible to apply
for the TPP.
The plan is administered on a semester-by-semester basis with all tuition fees being paid in three
(3) installments on or before the payment deadlines. It is the student’s responsibility to monitor
their accounts and ensure that their payments are made in accordance with the schedule.
The schedule for payment is as follows:

• UTT’s Online Payment Facility
• Direct deposit or electronic bank transfer to UTT’s bank account
(FCB, a/c #150-1631)
• Wire Transfer
• Certified Manager’s Cheques payable to The University of Trinidad and Tobago

Late payments will be subject to a fee as determined by the University and restrictions may be
enforced for each late payment or any payment that does not cover the full installment. Full payment
of any previous balance is due prior to registration at the start of the semester. Any student with
an outstanding balance will not be allowed to participate in registration of courses for a future
semester until the account is paid in full. The University has the right to take action to collect the
balance, including but not limited to the following:
• Prohibiting a student from enrolling in classes in the following semester.
• Withholding courses credit, course grades, academic transcript and graduation certificate until
the balance is paid.
• Taking legal action to collect the balance due.

Disclaimer
The University of Trinidad and Tobago (UTT) will endeavour to deliver its programmes, research

• Provide programmes of study or to combine them with others if the University reasonably
considers this to be necessary (for example, because too few students apply to join the
programme for it to be viable).
In the unlikely event that the University discontinues or does not provide a programme of study or
changes it significantly before it begins:
• The University will make all reasonable efforts to advise of same in writing no later than at
least two weeks prior to the previously scheduled start of the programme.
• An individual will be entitled to withdraw his or her application by telling the University in
writing within a reasonable time of being informed of the change.
• The University will make an appropriate refund of tuition fees and deposits paid.
The University will make available to students such learning support and other services and facilities
as it considers appropriate, but may vary what it provides from time to time (for example, the
University may consider it desirable to change the way it provides library or IT support).
Upon acceptance by an applicant of an offer of a place at the University, the relationship between
the applicant and the University becomes contractual.
There may be occasions when the University’s website and social media presence may also include
links to other third party websites. These links are used to provide further information and are not

Certificate in

Applied Engineering
The Certificate in Applied Engineering is designed for persons who are interested in qualifying for
entry into the UTT engineering diploma programmes. It is intended to provide secondary school
students who do not have a full CSEC (CXC O’ Level) or GCE O’ Levels certificate, persons who hold
a full craft or pre-technician certificate and mature students, an entry route to embark upon a
career in engineering. It is also a terminal qualification, for those who do not wish to continue for
the Diploma.

Aviation Technology
The Certificate in Aviation Technology is designed for new persons who wish to enter the aviation
industry, primarily in the area of aircraft maintenance and support services, ground handling and
ground support as well as airport ancillary operations. This certificate is also designed to provide a
platform for students to articulate into higher- level aviation programmes including Diplomas and
Bachelor degrees in Aircraft Maintenance and Management.

Applicants who do not satisfy the stipulated minimum academic or technical qualifications for
admission to the Certificate in Aviation Technology may be accepted into the AVIATION SPECIAL
ADMISSION PROGRAMME (ASAP), which provides individuals the opportunity to satisfy alternative
entry requirements.
THIS IS A SELF-FUNDED PROGRAMME MEANING THE PROGRAMME IS NOT GATE FUNDED. Students
are required to successfully complete seven core Aviation courses maintaining a fifty percent (50%)
pass mark.

The Certificate in Early Childhood Care and Education programme is designed for persons to gain
qualifications at the Certificate level which would provide them with the required competencies to
support young children’s development and learning. It also allows matriculation and credit towards

The Certificate in Food Technology was designed for persons wanting to pursue careers in the
food and beverage industry. Graduates will have the ability to engage in entrepreneurial activities
or enter the industry being “work-ready”, highly motivated and have the knowledge base and
skills relevant to the industry. New and existing employees of the food and beverage industry can
acquire the technical and practical knowledge and skills for food processing, food safety and good

Food Technology
The Diploma in Food Technology was designed for persons interested in pursuing an applied and
career-oriented qualification to enable them to successfully engage in entrepreneurial activities
or enter the job market. With its strong practical components integrated into most theoretical
elements and its internship (work-based learning) programme, students gain real-world experiences
leading to “ work-ready” and highly skilled graduates. This programme aims to promote Trinidad
and Tobago’s diversification thrust by building and strengthening core competencies in the food
processing and manufacturing industry at the technician level to service the food and beverage sector
which employs over 11,000 persons. Its focus will position or improve the level of innovation in the
industry, diagnostic, food analysis and food safety capability and maintain high-quality standards
while linking primary production to secondary processing in the creation of value-added products

Maritime Operations
Maritime Operations – Engineering
The Diploma in Maritime Operations – Engineering seeks to provide candidates with the required
qualifications and training to be awarded the UK Maritime and Coast Guard Agency (MCA) certificate
‘STCW UNDERPINNING KNOWLEDEGE’. Following the completion of additional STCW short courses,
sea training, simulator training and passing the International Association of Maritime Institutions
(IAMI) written examinations and the MCA oral examination, the candidate will be eligible to the
award of a first Certificate of Competency as an Engineering Officer of the Watch (EOOW) in the
merchant navy.
Maritime Operations – Navigation
The Diploma in Maritime Operations – Navigation provides current and prospective seafarers with
the level of competence that enables them to carry out their duties safely and effectively. The
current requirements are detailed in the IMO Standard of Training, Certification and Watch keeping,
1978, as amended (Manila Amendments) (2010), commonly referred to as STCW Code. Successful
completion of this and the subsequent Professional Officer of the Watch (Deck) programme will
permit students to sit the Professional Officer of the Watch Navigation written and oral examination
conducted by the MCA.
Both options will form the basis of study for progression to degree level studies, such as UTT’s
Bachelor of Science in Nautical Science/Maritime Operations.

The Bachelor of Applied Science in Criminology and Public Safety aims to deal with the expansive,
complex and specialised nature of crime and criminality. As communities expand, as the industrial

the relevant skills in the security industry and in law enforcement. The main focus of a traditional
Criminology programme is the scientific study of the nature, extent, causes, and control of criminal

The Bachelor Science in Aircraft Maintenance and Management includes a full syllabus of Trinidad
and Tobago Civil Aviation Authority (TTCAA) AMEL content in either Airframe and Power plant or
Avionics Modules both Fixed and Rotary wing. This programme is designed to meet the requirements
of the BCAR Section L as well as being aligned with the EASA/JAR 66 Syllabi Modules.
Candidates successfully completing this programme will therefore be equipped with the requisite
