 PREFACE

We have been frequented with the demand of developing a single aggregated indicator of the
level of economic development of each district of the State to have a clear picture of the inter-district
differentials. For this purpose a set of relative weights to be assigned to each of the indicators which
would be covered in the aggregate index is required. Any set of such weights is bound to be purely
subjective. It is well known fact that all the districts are not equally developed or underdeveloped in
respect of each indicator. They also widely differ in topography and in geographical conditions.
Natural resource potentials are not evenly spread in all the districts. So a general development push
would prove inappropriate. For proper regional planning, one will have to examine the level and
relative position of each district. It would help in developing appropriate programmes and schemes to
improve the position of the particular district in respect of the particular indicator. Such an approach
would also facilitate the monitoring of the pace of progress in the desired direction, year after year.
The users are requested to suggest improvements, if any, to enable us to improve the utility of this
publication and enlarge its coverage and scope.
