Republic of the Philippines Province of Rizal Municipality of Tanay NOTICE FOR AUCTION FOR THE DISPOSAL OF UNSERVICEABLE MOTOR VEHICLES The Municipality of Tanay, through the Disposal Committee invites interested parties to buy/ purchase by way of sealed bids on “AS IS WHERE IS” and “ONE WHOLE LOT” basis of unserviceable vehicles and equipment. Bids received lowered than the Total Appraised Value (TAV) shall be automatically rejected at bid opening. These items are located at MOTORPOOL, MUNICIPAL COMPOUND, BRGY. KAY BUTO, TANAY, RIZAL AND MATERIAL RECOVERY FACILITY (MRF), BRGY TANDANG KUTYO, TANAY, RIZAL. The total floor price for UNSERVICEABLE VEHICLES is EIGHT HUNDRED TWENTY-FOUR THOUSAND EIGHT HUNDRED SEVENTY-FIVE PESOS ONLY (P 824,875.00) Prospective Bidders may obtain further information from the Disposal Committee Secretariat and inspect the Bidding Documents at the address given below from May 9, 2023- May 26, 2023 from 8AM to 5PM Mondays thru Fridays except holidays and special non-working day A complete set of Bidding Documents may be acquired by interested Bidders from May 9, 2023- May 26, 2023 at the Disposal Committee Secretanat upon payment of non- refundable fee in the amount of ONE THOUSAND PESOS ONLY (PHP 1,000.00). The Disposal Committee shall allow the bidder to present its proof of payment for the fees in person or by electronic means. Bids must be duly received by the BAC Secretariat through manual submission at the Disposal Committee Secretariat, General Services Office, Ground Floor, Main Building, Municipality of Tanay, Rizal on May 29, 2023 at 12:00NN. Late bids shall not be accepted. The Municipality of Tanay thru Disposal Committee reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders. PINO, ENP, ICO Municipal Administrator, ICO _\Shairman, Disposal Committee TERMS, CONDITIONS, RULES AND PROCEDURES IN THE AUCTION FOR THE DISPOSAL OF UNSERVICEABLE VEHICLES Auction Date: May 29, 2023 (2:00PM) Venue: 2 Floor Hallway, Municipal Building, Municipality of Tanay, Rizal. The following terms and conditions as well as rules and procedures shall apply in the public auction of UNSERVICEABLE VEHICLES: 1. Bid Documents Fee. A prospective bidder shall pay a non-refundable bid fee of One Thousand Pesos (Php1,000.00) to the Municipal Treasurers Office not later than May 26, 2023, 5PM. 2. Ocular inspection. The inspection of properties to be disposed shall be available only to the prospective bidder or his duly authorized representative and one mechanic. The inspection shall be conducted on May 16, 2023 from 1PM to 5PM. 3. Caveat Emptor. All units shall be sold on “AS-IS, WHERE-IS” basis. 4. Requirements. During the Auction Date (May 29, 2023, 2PM), the prospective bidder shall submit copies of the following documents sealed in one (1) Envelop to the Disposal Committee Secretariat 4.1 Valid Mayor's Permit 4.2 Income Tax Return FY 2021 (Stamped received by BIR) 4.3 Duly Notarized Disclosure of No Relationship (as per attached form) 4.4 Bid Security/ Cash Bond- 10% of the bid proposal 4.5 Bid Proposal (as per attached form) 5, Bidder's Representative. A prospective bidder shall personally bid for the unit. He may authorize a representative to bid on his behalf during the auction provided that said person present a duly notarized Special Power of Attomey before the registration. Otherwise, said bid shall not be accepted 6. One Bid - One Lot. One lot constitutes one bid. Partial bid is not allowed 7. Minimum Bid. The minimum bid shall not be lower than the posted floor price or the total appraised value. 8. Opening of Bids. The Disposal Committee shall open all bids received at the time, date and place set in the Notice of Auction. Proper de quorum shall be observed prior to the opening of bid. Bidders or their authorized representative may witness the proceedings. The Disposal Committee shall open the envelop and check the presence of the following documents: 1. Valid f\\. Mayors Permit, 2. Income Tax Return FY 2021, 3. Duly notary Disclosure of No Relationship and Bid Security. Bid Proposal shall be open and read after all bidders complied to the above documents. When two or more complying bidders with identical bid offer, public auction through viva voce between those made identical bids shall be resorted to at price more than the offered bids. 9. The Committee’s Rights and Powers. The highest qualified bidder recognized by the Disposal Committee shall be the Buyer. In the event of any dispute between any Bidders at the Auction, the Disposal Committee, through the Auctioneer, may at its sole discretion reoffer the unit. The Committee's decision and declaration of the winning Bidder shall be final and binding upon all Bidders. The Disposal Committee reserves the right to reject any or all of the bids with or without cause, to waive any defect in them and to award the bidder whose bid is the most advantageous to the government. 10. Motion for Reconsideration: Any motion for reconsideration should be directed to the Disposal Committee, Municipality of Tanay, Rizal within 24 hours from the date and time of the bid opening, All motion for reconsideration shall be resolve within three (3) calendar days effective upon receipt of the motion for reconsideration. 11. Notice of Award (NOA). The Notice of Award shall be resolved by the Disposal Committee Resolution recommending the award to the Highest Bidder and shall issue a NOA for the unit(s) he/she has purchased. The bid security shall be forfeited if the Buyer did not receive the award within three (3) calendar days after the resolution was approved by the Local Chief Executive and/ or the Buyer failed to pay the bid amount within (5) calendar days after receipt of the NOA. 12.
