Strategies for Low Performers
At teacher level:
1. Early identification- diagnose the difficulties as soon as possible.
2. Set goals and time-table, set the objective that students should achieve at the
end of a decided time frame.
3. Re-teach using varied forms of instruction. i.e. have multiple learning
objectives for the lesson to suit individual needs.
4. Personalized learning-individualized activities and assignments.

NIPUN-Implementation of NIPUN LAKSHYA, FLN and CMP
As per NEP 2020, Para 2, Ministry of Education has launched a National
Initiative for Proficiency in Reading with Understanding and Numeracy, 'NIPUN
Bharat' for ensuring that every child in the country attains Foundational
Literacy and Numeracy (FLN) by end of Grade 3 by 2026-27.
Developmental Goals of NIPUN:
1. Children maintain good health and well-being.
2. Children become effective communicators
3. Children become involved learners and connect with their immediate
environment.
Foundational Literacy and Numeracy:
NEP 2020 emphasizes the importance of growth and development of children
in their early years. Accordingly, it exhorts the school systems to capitalize on
the early learning capabilities of children by focusing on the Foundational
Literacy and Numeracy. The two focus areas in this regard are:

NIPUN Bharat Mission-


• Guidelines provided in the mission document on the areas of pedagogy and
monitoring needs to be carried out meticulously.
• Enabling environment to help the learners attain the Lakshyas / Outcomes to
be created and maintained in all the classrooms.
a. NIPUN Bharat Logo and Lakshyas for the respective class should be
displayed in all the schools.
b. Print rich and Numeracy rich environment be provided in the
classrooms.
c. Age and developmentally appropriate children's literature be made
available in the Class Libraries.
d. Audio book for children with special needs like DAISY which is available
in CIET website may be downloaded in School computers for use the
students.
e. Provide for display of children's work in the classrooms.
f. Provide spaces for the students to carry out activities and pursue their
interests either in the classrooms or in other areas of the school so that
the children can do activities of their choice.

As you are aware that a Regional Level initiative was under taken during 2022-
23 to identify such students from Classes II-V who had not achieved LOs of
their previous classes.

Detailed guidelines were issued to all KVs of Chandigarh Region vide KVS RO
Chandigarh letter No F.160107/2022-23/kvs/RO/Acad/1337-93 dated 24.5.22
and F.16060/2022-23/KVS(CR)/Acad/dated 30.5.23. During Panel and
Surprise Inspections the efforts being done on these students are being
checked. It was noticed that the confidence level of these students has
improved and they have started picking up the things slowly. Only in those
cases where the students remained absent during remedial classes-they
showed low performances.

This year during 2023-24, this effort is being continued on the identified
students. A pilot test was conducted in 2 KVs of Chandigarh Region during
August 2023 to test the achievement levels of these students of Class III,IV and
V. It appears that more concerted efforts need to be put in to bring these
students up to the mark.

Critical and Creative Thinking:


Critical and Creative Thinking involves students thinking in depth, using skills
likes reasoning, logic, imagination and resourcefulness in their learning at
school and even to life situations outside of school.

The biggest roadblock in school education, today, is the dependency on rote


memorization of content, without proper understanding. Incorporating critical
and creative thinking into academic transactions will empower the students to
think deeply, analyse and understand the concept. It will improve the
effectiveness of the lesson. In the longer run, it will equip the students to be
independent and innovative thinkers and help them succeed in life.

Keeping the above in mind, CCT has been incorporated in the Assessment

Competency Based Education (CBE):


NEP 2020 calls for shift towards Competency Based Education which is an
outcome-based approach to ensure proficiency in learning by students. As per
CBSE, Competency Based Education or CBE is an approach to teaching, learning
and assessment that focuses on a student's demonstration of learning outcomes
and attaining proficiencies in particular competencies in each subject.

Key features of CBE:

1. It places students at the centre and actively engages them in the learning
process i.e. the teacher empowers students to learn actively and supports them
with adequate feedbacks.
2. Emphasis is on real world application of knowledge.
3. Uses formative assessment, particularly peer and self-assessment to reflect
on their own work and use it to work towards improvement.
4. Assessment is based on application of knowledge and skills in real world
context.

Benefits:
It promotes higher order thinking skills, using inter-disciplinary and problem-
solving approach.

Competency Based Assessment:


As per KVS letter No. 11-ACD2029V/2/2021-AC(Acad-VI) dated 23.05.2022,
Competency Based Assessment will be a part of CBE. In all periodic tests and
exams at school level, competency-based questions shall be included.
• As per CBSE norms for classes IX to XII.
• At least 30% of the questions paper for classes III-VIII.

Parent Engagement

Strategies to improve Parent Engagement with school: Parent involvement


is a strong factor in academic performance of students. It plays an important
role in students’ development.
1. Communicate frequently and effectively to build trust: Parent-teacher
meetings provide excellent opportunity to build a positive relationship and
trust with parents. Apart from in-person meetings, virtual meetings can be held
on Weekends or holidays
2. Issue shorter, but more frequent communication.
3. Organize volunteer Programmes: Organize volunteer programmes and
invite parents to participate in the real classroom situation.
a) Interested parents may be encouraged toteach a period in a month on any
topic of their choice.
b) Professionally qualified parents can be called as experts, especially in senior
classes, to teach certain topics.
c) During Fun Day activities, talented parents can be called to teach skills like
doll making, craft activities, needle works etc.
d) Retired/older stakeholders can be asked to volunteer their time to supervise
the students with remedial work.
e) Parents/grandparents can be invited to counsel the students.
4. Home Visits: Teachers may plan occasional home visits which are an
excellent way to establish contact with parents and quite helpful in curtailing
absenteeism.
5. Share Positive News: More often than not, communication from school is
mostly regarding absenteeism, homework or exam results. Many a times,
parents avoid these, especially if it contains negative news. Hence, make sure to
sometime share positive news about achievements of their wards and to thank
them for their participation and support.

6. Invite Parents to be Partners: Invite them to share information about their
child's strength and weakness, whether anything is going on in child's life that
may impact classroom behaviour
7. Harness Social Media: Many parents these days are on social media like
Facebook, Twitter, WhatsApp etc. Use school social media platform to
announce dates for PTM and other school activities and volunteer programmes.

Pre-Vocational Education Programme (PVEP)

• As per NEP 2020, Para 4.26 Every student will take a fun course during
Grade6-8 that gives a survey and hands-on experience of a sampling of
important Vocational Crafts such as Carpentry, Electric Work, Metal Work,
Gardening, Pottery making etc.
• All students will participate in a 10-day bag-less period sometime during
Grade 6-8 and intern with local Vocational Experts-periodic exposure will be
given to activities outside school through visits to places /monument of
historically important meeting artists and craftsman etc.
• Provision in this regard already existing in Article 132 of education Code of
the KVS and subsequent orders/instructions issued from time to time be
followed.

• KVS and ROs have already done an exercise of identification of courses / skills
along with trainers on the basis of choice/local needs of students / parents.

• Further, skill modules are being offered by CBSE in middle Classes (Classes VI-
VIII) and board does not charge any fee from the school for offering skill

पढ़ने की आदत (Reading Habit) एवं पढ़ने का कौशल (Reading Skill) पठन- पाठन प्रविया का वह
महत्त्वपिू ि पक्ष है वजससे वक ववद्यवथियों का न के वल बौवद्धक ववकास होगा अवपतु उनमें रचनात्मकता,
सृजनशीलता और वाकचातयु ि के गिु भी ववकवसत होंगे । वतिमान में संचार उपकरिों से समृद्ध तकनीकी के इस
काल-चि में ववद्यावथियों में पढ़ने की आदत का प्रायः क्षय हो रहा है । ववद्याथी प्रायः सामन्य पठन (Reading)
से ववमख ु हो इलेक्ट्रोवनक उपकरिों की और अत्यविक उन्मख ु हो रहे हैं । इस दशा में ववद्यालयों का यह परम
कतिव्य होगा वक वे ववद्यवथियों में पढ़ने की आदत (Reading Habit) एवं पढ़ने का कौशल (Reading Skill)
ववकवसत करने की वदशा में समग्र प्रयास करें ।
अतः प्राचायों से यह कहा गया है वक वे सवु नवित करें वक पुस्तकालय के माध्यम से ववद्यावथियों में पढ़ने की आदत
(Reading Habit) एवं पढ़ने का कौशल (Reading Skill) ववकवसत करने हेतु ववद्यालय स्तर पर एक पररयोजना
(Project) इस शैवक्षक सत्र से कायािवन्वत की जा रही है । इस हेतु कुछ सझ
ु ाव इस प्रकार हैं-
• पस्ु तकालयों में पस्ु तक िय करने में ववषय संबवन्ित एवं संदभि सावहत्य के अवतररक्त पुस्तकों के चयन के
समय इस बात का भी ववशेष ध्यान रखा जाय वक उन पस्ु तकों को यथोवचत वरीयता दी जाय वजन्हें पढ़ने से न
के वल भाषा समृद्ध हो अवपतु ववद्यावथियों को अपने गौरवशाली अतीत के बारे में भी जानकारी हो, उनके अदं र
संघषि शवक्त (Resilience) का ववकास हो,

उनमें वचंतन शवक्त का ववकास हो, उनमें अच्छे संस्कारों (Values) का बीजारोपि हो और साथ ही भववष्य में
वकसी प्रवतयोगी परीक्षा में प्रवतभाग के समय उन्हें कुछ प्रश्नों में भी लाभ हो सके ।
• पस्ु तकालयों मे एनसीईआरटी की प्रत्येक कक्षा की Mathematics एवं Science Exemplar, हर स्टेज व
कक्षा की Mathematics Laboratory Manual व Science Laboratory Manual पयािप्त संख्या में
अवश्यमेव रखी जाएँ एवं ववद्यावथियों को इसकी पयािप्त जानकारी भी दी जाय ।
• ववद्यावथियों को ग्रीष्मावकाश, शरदावकाश तथा शीतकालीन अवकाश में गृह कायि के रूप में कोई एक पस्ु तक
/ पस्ु तक के कुछ अध्याय पढने को वदए जाएँ ( एक विद्यार्थी को के िल एक पस्ु तक / एक पस्ु तक के कुछ अध्याय ही विए
जाएँ, ऐसा न हो वक हर विषयाध्यापक एक -एक पस्ु तक पढ़ने को िे िें ) तथा उस पस्ु तक/ पढ़े गए अध्यायों पर उनका
Reflection पस्ु तक समीक्षा ( Book Review ) के रूप में वलखने को प्रेररत वकया जाय । अवकाशोपरांत
कक्षाध्यापकों द्वारा चयवनत वकये गए ववद्याथी अपनी अपनी पस्ु तक समीक्षा ( book reviews ) का चयन सवमवत
के सम्मख ु सस्वर प्रस्ततु ीकरि देंगे । इस प्रकार चयवनत ववद्यावथियों को यथोवचत पाररतोवषक / उपहार स्वरूप
पस्ु तकें प्रदान की जा सकती हैं ।
• प्राथवमक कक्षाओ ं हेतु कक्षा कक्ष पस्ु तकालयों (Class Room Libraries) की उपलब्िता सवु नवित की
जाएँ । इन कक्षा कक्ष पस्ु तकालयों में पयािप्त संख्या में बच्चों की उम्र के अनक
ु ू ल ऐसी पस्ु तकें रखी जाएँ वजनको
पढ़ने में बच्चों को न के वल आनंद आए बवकक उनमें पढ़ने की रुवच के ववकास के साथ-साथ ही अच्छे संस्कारों
का भी बीजारोपि हो सके । एनसीईआरटी की बरखा वसरीज़ तथा अन्य सवललमेंटरी रीव ंग वसरीज़
(Supplementary Reading Series ) की पस्ु तकें वहन्दी व अँग्रेजी में पयािप्त संख्या में अवश्य ही प्रत्येक कक्षा
कक्ष में उपलब्ि करायी जाएँ । इस तरह की पस्ु तकें NCERT के प्रकाशन ववभाग ( Publication Division) से
सीिे ही ऑनलाइन िय की जा सकती हैं ।
• इसके अतररक्त प्राचायि /वशक्षक/पस्ु तकालयाध्यक्ष अपने स्तर से अन्य गवतवववियाँ भी आयोवजत करें वजससे
ववद्यावथियों में पढने की रूवच जाग्रत हो ।

व्याकरि, दशिन, संगीत, राजनीवत, वचवकत्सा, वास्तक ु ला, िातवु वज्ञान, नाटक, कववता, कहानी आवद की समृद्ध
वनवि से अनवभज्ञ हैं । राष्रीय वशक्षा नीवत 2020 के अविारिा अनरू ु प संस्कृ त भाषा की समृद्ध ज्ञान वनवि से
ववद्यावथियों को लाभावन्वत करने एवं सस्ं कृ त भाषा के सवं ििन हेतु समग्र समवु चत प्रयास वकये जाने की वनतान्त
आवश्यकता है । अतः प्राचायि ववद्यावथियों में संस्कृ त के प्रवत लगाव उत्पन्न करने हेतु ववद्यालय स्तर पर एक

• संस्कृ त भाषा का अन्य ववषयों के साथ समायोजन भी इस वदशा में एक महत्त्वपिू ि कदम हो सकता है । संस्कृ त
भाषा के साथ अन्य ववषयों की सयक्त ु वियाएं करने का प्रयास वकया जा सकता है जैसे वक संस्कृ त एवं ववज्ञान,
सस्ं कृ त एवं गवित, सस्ं कृ त एवं सामावजक ववज्ञान, इत्यावद । वववभन्न ववषयों के मध्य सयं क्त ु प्रोजेक्ट्ट कायि
आयोवजत करे ने से ववद्याथी संस्कृ त भाषा एवं इस भाषा में समृद्ध ज्ञान परमपरा से पररवचत हो लाभावन्वत हो सकते
हैं।
• वषि में एक बार संस्कृ त में ववज्ञान/ संस्कृ त में गवित ( Science / Mathematics in Sanskrit ) ववषय पर
एक प्रदशिनी का अयोजन वकया जा सकता है ।

flagship programmes of Department of Science & Technology (DST), Government of
India. The INSPIRE Awards - MANAK (Million Minds Augmenting National Aspirations
and Knowledge), being executed by DST with National Innovation Foundation – India
(NIF), an autonomous body of DST, aims to motivate students in the age group of 10-15
years and studying in classes 6 to 10. The objective of the scheme is to target one million
original ideas/innovations rooted in science and societal applications to foster a culture

POCSO Act -2012
( Protection of Children from Sexual Offences Act-2012)
➢ Sexual offences are a violation of human rights. They are condemnable,
reprehensive and repugnant reducing human dignity and rights of individuals.
➢ Children are more vulnerable than adults to the conditions under which they live,
particularly vulnerable to exploitation and abuse.
➢ They are more affected than any other age group by the actions and inaction of
government and society.
FACTS-
➢ Experts estimate that 1 in 10 children are sexually abused before their 18th
birthday. This means that in any classroom or neighbourhood full of children,
there are children who are silently bearing the burden of sexual abuse.
➢ According to Microsoft out of 1.8 billion images uploaded everyday & about
270,000 were related to child sexual abuse.
➢ 56% of victims were prepubescent.
➢ Younger children & boys were likely to suffer the severe abuse.
➢ About 35% of victims are 11 years old or younger.
➢ 9% of 10 to 17-year-olds receive a sexual request while on the Internet.
➢ 30% of children are abused by family members.
➢ As many as 60% are abused by people the family trusts.
➢ Nearly 40% are abused by older or larger children.
➢ About 75% of child pornography victims are living at home when they are
photographed.
Child Rights
➢ Children's rights are economic, social and cultural rights, such as the right to
education, the right to a decent standard of living, the right to health, the right to
life, the right to a name, the right to express his views in matters concerning the
child, the right to freedom of thought, conscience and religion, the right to health
care, the right to protection from economic and sexual exploitation, etc.
Need of the Act, Objectives and Reasons
➢ To enable the all-around protection of children, the Indian government
administrated the “Protection of Children from Sexual Offences (POCSO)” Act of
2012. The act is a comprehensive piece of legislation designed to protect children
from crimes including sexual assault, sexual harassment, and pornography.
➢ To differentiate between adult and child victims as IPC does not differentiate,
whereas POCSO Act specifically deals with sexual offices committed against
children.
The POCSO Act provides for the establishment of special courts for trial of offences
and incorporate child friendly procedures for reporting, recording of evidence,
investigation and trial of offences.

Definition of Child abuse
(Child abuse means any form of maltreatment inflicted on a child including

physical abuse, sexual abuse and emotional abuse)
 Physical abuse: use of force and/or inflicting of physical injury upon a child and
includes burning, hitting, punching, kicking, beating or otherwise harming a child
 Sexual abuse: as detailed in Chapter- II the POCSO Act
 Emotional abuse: include acts or omissions by parents or caretakers that have
caused or could cause distress, serious behavioural, cognitive, emotional or mental
trauma to the child.
Implementation of POCSO Act-2012 and Role of Schools
 1. School to have Child Protection Policy:
 a.) It shall consist – child safe practices that protect children from harm, abuse,
neglect and exploitation in any form.
 b.) Though the main purpose of the policy is to protect children from all forms of
harm and create an enabling environment, it is also a tool to enhance the
commitment of the organization to provide a child friendly environment through
sensitizing persons associated and enforcing this policy.
Proactive measures to prevent child sexual abuse
 Conduct background check and police verification for all contract employees.
 Define boundaries in interaction between staff and child
 Install CCTVs
 Orient all staff on detecting the warning signs of sexual abuse among children
 Engage in active dialogue with parents
 Recruit a full time couselor
 Teachers are to report instances of child abuse to the man agent according to
Sections 19(I) and 21 of the POCSO act

ADMINISTRATION
1. A MAINTENANCE OF SERVICE DOCUMENTS
The service records of the Principal are maintained in the Regional Office. In
order to complete the entries, they are required to send

- EWS Certificate signed by Chairman of VMC in the month of January every


year and
- Service Verification duly signed by Chairman of VMC in the month of April
every year.

Similarly, a service book must be opened for every employee on his first
entry into government service, as to maintain a complete and authentic record
of his/her service career.
The Service Book should be maintained in duplicate. First copy should
be retained and maintained by the principal of concerned KV and second copy
given to the government servant for the safe custody.
Every event in the Government servant’s official life must be recorded in
the Service Book and each entry must be signed dated by the Employee as
well as attested by the Principal.
The Service Book should be taken up for verification soon after the close
of the financial year and Principal after satisfying himself should sign the
verification certificate in the Service Book.

B. CERTIFICATE TO BE RECORDED IN THE SERVICE BOOK :

1. Employee has been medically examined and found fit.


2. His/her character and antecedents have been verified.
3. He/she has furnished declaration of his/her not having Contracted
bigamous marriage.
4. He/she has taken the oath of allegiance/affirmation to the Constitution.
5. He/she has furnished the declaration of home town which has been
accepted.
6. The correctness of the entries against the following items of "Bio-data" has
been verified from original certificates furnished as valid documentary
evidence for the respective purpose: -
a. Whether a member of Scheduled Caste/Tribe?
b. Date of birth by Christian Era and wherever possible also in Saka Era
(both in words and figures)
c. Educational qualifications:
i) At the time of appointment;
ii) Subsequently acquired.
d. Professional and technical qualifications at the time of appointment.
Entries to this effect will be made at the time of first appointment and attested
by the principal.
7. He/she has furnished details of the family members.
8. He/she has filed nomination for GPF and the Death/Retirement Gratuity.

D. INSPECTION OF SERVICE BOOK BY THE KVS EMPLOYEE :
It shall be the duty of every Head of Office to initiate action to Service
Book to the KVS employee concerned every year and to obtain their signature
therein in token of their having inspected the Service Book.
E. ATTESTATION OF ENTRIES IN THE SERVICE BOOKS:
The principal must see that all entries are duly made and attested, and that
the book contains no erasure or overwriting, all corrections being neatly made
and properly attested.

F. ANNUAL VERIFICATION OF SERVICE:


Verification of services will be completed annually along with pay bills the
month of April even year and certificate of verification recorded in the service
book after ensuring correctness of entries.

G. SERVICE VERIFICATION ENTRIES TO BE RECORDED BEFORE


TRANSFERRING SERVICE BOOK FROM ONE OFFICE TO ANOTHER.

The Principal under whom a KVS employee is working and transferred to


another KV should record in the service book under his signature the
verification of service in respect of the whole period during which the KVS
Employee was employed under him before forwarding the Service Book to the
other KV to which the KVS employee has been transferred.
In case, any such spell or spells of service, when the employee of KVS was on
the strength of some other Vidyalaya or office is left unverified, the same may
also be verified by the present office of the KVS after calling for the necessary
information from the concerned Vidyalaya or office. But, in no case, no such
spell of service is left unverified at the time of one's normal retirement or
otherwise.

Verification of the services of Govt. servant should be completed on completion
of 18 years of service or 5 years before date of retirement and a certificate in
the prescribed Form 24 issued to him. Qualifying services indicated in this
certificate will be treated as final upto that date and it will not be re-opened
except when necessitated due to change of rules, etc. – Rule 32 of CCS
(Pension) rules.

Before submitting pension papers to the pension sanctioning authority,


verification will be completed for the remaining period of services up to
retirement.

2. NOC FOR OBTAINING PASSPORT AND NOC FOR GOING ABROAD:

The KVS Head quarter has circulated the proforma for obtaining
passport and going abroad. In addition to that Regional office, Chandigarh
has also forwarded one proforma. when the request of the teacher duly
forwarded by the principal is received in Regional Office, it is observed that
the proforma used for obtaining passport or for going abroad is very old
which means that while forwarding the case to R.O it has not been verified at
Vidyalaya level and KVS RO asks for submission of proper proforma which
required information resulting in delay in grant of NOC and lot of wastage of
time & energy so the principals are requested to kindly check the case at
Vidyalaya level before sending to R.O. The points of check list are:

1. Whether the application proforma used is not old and incomplete.


2. Whether ID proof (i.e. Aadhar card copy and Passport Copy) is
attached.
3. Whether Vigilance Clearance proforma is attached.
4. Principal should ensure while recommending the application of the
teacher for going abroad that He/She is not nominated for in-service /
other course during that period.
5. It may also be ensured that the Applications may be forwarded for
going abroad during holidays only (except some urgent requirements)
and employee must be present on last working day before holidays
and also report on 1st day of opening of Vidyalaya.
6. While forwarding the application of the teachers for going abroad
during non-vacation days, the Principal should give his
recommendations along with arrangements made in the Vidyalaya so
that the study of students may not suffer on compelling
circumstances.

If application for going abroad is in combination with breaks then


leave will be taken for the entire period including breaks and principal should
forward the leave application accordingly to KVS Regional office.

DISCREPANCIES GENERALLY COMMON FOR OBTAINING NOC PASSPORT
ARE:
1. The application proforma used is old and incomplete.
2. Four Passport size Photographs are not attached.
3. Vigilance Clearance proforma not enclosed.
4. ID proof (i.e. Aadhar card copy not enclosed)

Sometimes we send the letter to the Vidyalaya asking for some


information the reply of which is not received the proposals remains pending
unnecessarily. So, Principals are requested to send the complete proposals
and due to any reason if proforma is incomplete sent. The information sought
by Regional Office must be replied at the earliest so that the cases is disposed
off.

3. GRANT OF SENIOR SCALE:


Senior Scale is granted after 12 years of Service by the teachers in the
particular post i.e. PRT/TGT/HM/PGT etc. on the following condition:
Every teacher would be required to participate in In-service Course of
21 days during preceding 06 years before he/she is eligible for grant of Sr.
Scale from the due date of eligibility.

Eligibility as per KVS rules for Senior Scale:

➢ Date from which to be granted Senior Scale.
➢ Date of initial appointment on regular basis and designation
➢ Initial Appointment in present post was made on trial basis or not.
➢ Educational Qualification

➢ Period of EOL on Private affairs/ dies non/ suspension or period treated
as non-duty etc. if any with details.
➢ Inservice Course(s) /CPPDPT Course attended during last 6 years prior
to eligibility date for grant of Senior Scale.
➢ Last 5 Years ACRs/APARs from due date of Senior Scale.
1. MODIFIED ASSURED CAREER PROGRESSION SCHEME:

MACP is granted to the non-teaching employees on completion of 10, 20


and 30 years of service from the entry grade. When Regional Office calls
for the proposal the Vidyalaya should ensure to submit that :

4. CONFIRMATION:
1. The proposals for confirmation when asked must be forwarded to
Regional Office in time in the prescribed proforma.
2. The proposal must be thoroughly checked & the supporting documents
such as character verification, copy of probation reports.
3. Specific recommendation of the Principal.

Eligibility as per KVS rules for Confirmation:


Check-list:
➢ Date of regular appointment in KVS in the entry grade / present grade.
➢ Verification of Character and antecedent of the employee by the SSP.
➢ Declaration of Marital status given by the employee
➢ Oath of allegiance taken or not
➢ Probation period successfully completed
➢ Any disciplinary action pending or contemplated
➢ Date from which the employee is to be confirmed
➢ Report on work and conduct of the employee.
➢ Any adverse entry in APAR has been communicated during the last 2
years.
➢ Recommendation of the Principal
➢ EOL availed without medical certificate
➢ Initial Appointment in present post was made on trial basis or not.
➢ Appointment made on contract basis or not.
➢ Medical certificate issued by CMO or Civil Surgeon or equivalent on
initial joining of the employee.
➢ For PRTs condition laid down in the appointment letter.

❖ PROBATION REPORTS:
As per terms & condition of appointment all employees will be on
Probation for a period of two years which may be extended to three years by
Appointing Authority for this purpose two special reports on probation, one
on completion of 11 months of service and the other on completion of 22
months of service shall be forwarded to the Deputy Commissioner where the
probation period has been extended a report will be written after 33 months
from the date of appointment. It has been observed that some Principal
report even after more than two years. the purpose, if probation period is
required to be extended defeated.

5. ADDITIONAL DUTIES DURING BREAKS/VACATIONS:
As per article 142 (2) of Accounts Code the vocational staff who are
put on duty i.e. whether deputed on refresher course are otherwise during
vacation shall be entitled to the 2/5 of the duty rendered during the vacation
will be credited as earned leave if duration of such duty is not less than 10
days.
The services of Vice Principals may be utilized during a part of
vacation at the discretion of the principals and the Deputy Commissioner. Half
of the period of Vacation may be treated as duty period for the Vice Principals,
for which he will earn leave in accordance with the provision of rules i.e. 3/5
of the duty performed will be credited as earned leave. While submitting the
proposal to the regional office it should be supported with attendance
certificate issued by the Chairman VMC in r/o in-charge principal duly
supported with approval from regional office.

- For other staff of the Vidyalaya,


➢ The proposal must be supported with Approval from Regional Office.
➢ Day-wise duties attended by the staff.
➢ Copy of the attendance register.
➢ The period of duty should not be coincided with Sunday or holiday
both sides i.e. at the beginning and the last day.

6. CONDEMNATION:
Article 187 of Accounts code for KVs provides for condemnation and disposal
of various articles as per laid down procedure and powers delegated at various
levels in KVS establishment.
It is observed that lots of broken furniture is dumped in some rooms in the
Vidyalaya. It is mandatory for the heads of the KVs to take up condemnation
of articles time to time in respect of their Vidyalaya and remove the
condemned articles from the Vidyalaya premises. As per norms the Executive
Committee of VMC of the KV is empowered to condemn the articles up to Rs. 2
lacs per annum excluding the cases of embezzlement/fire misappropriation or
theft of articles. Beyond Rs. 2 lacs the Regional Office is empowered to
condemn the articles.

It has been observed that Cases are being forwarded without exhausting the
powers of the VEC which is not appropriate. Most of the Principals do not
send their Condemnation proposal with required following documents.
➢ Minutes of meeting duly signed by the Chairman, VMC.
➢ For Computer- Certificate by firm of Beyond Economical Repair
➢ Certificate regarding Fraud, Embezzlement, fire and theft,
➢ Proposal – with CS-49 along with Depreciation value.
➢ VVN & SF – In CS- 49 (Both in separate Sheet)
➢ Life - Not Less than 5 Years
➢ Depreciation Value - 95% total cost

07. MAINTENANCE & REPAIR OF STAFF QUARTERS:
Repair and maintenance of staff quarters should be carried out timely.

Annual Repairs and Maintenance:


These are works of periodical nature (annual) to maintain aesthetics of
the building and services as well as to preserve their life, viz. white washing,
colour washing, painting, cleaning of service lines clearing of tanks
(OHT,sump and septic tank), drains, removal of seasonal vegetation, minor
carpentry works, patch plaster, minor masonry work, electric fitting/fixtures,
installation, KVS(Hqrs) releases funds for annual repair and maintenance of
staff quarters of KVs in addition to special repairs. Annual repair/routine
maintenance of the staff quarters needs regular monitoring. Lack of proper
attention to this important aspect leads to problem for the Vidyalaya assets,
increase in annual repair cost. Hence it must be ensured that proper annual
repair and maintenance of staff quarters is done regularly. The unutilized
funds lying, must be returned to the KVS(Hqrs) immediately for settlement of
the accounts.

SAFTEY CERTFICATE:

1. Principal must ensure that the building, staff quarters and Boundary
wall of the Kendriya Vidyalaya are structurally safe.
2. The requisite safety certificate must be obtained from the Govt.
Construction agencies i.e. CPWD/MES/Railways or other in listed-
Govt. agency.
3. In the beginning of every year the safety certificate of the buildings
must be obtained and kept in the records and a copy of the same needs
to be forwarded to KVS Regional office.
4. Specially for the buildings which are very old in age and structurally
damaged, the structural stability must be assessed to ensure safety. In
case, the condition of the building appears to lead safety problem and
dire need of special repairs, the estimates duly signed by the competent
authority of construction agency have to be obtained and submitted as
per remedial measures suggested by their experts. Instructions in this
regard have already been issued to all the KVs.

SPECIAL REPAIRS:
i) In compliance with KVS (HQ), New Delhi letter dated 10.12.2021,
Regional Office has circulated the above said letter to all KVs under
Chandigarh Region for compliance and also all the Principals were
requested to submit the proposal with following check-list point:
1. Original copy of the estimates.
2. Salient features of the Vidyalaya and building.
3. Report about special repair to be taken up.

4. Recommendations of Construction Agency.
5. Appropriate justification requiring special repair.
6. Coloured photographs depicting existing conditions of building
components requiring special repair.
7. Recommendations of Vidyalaya Management Committee
(ii) The Kendriya Vidyalayas of Chandigarh Region are found
forwarding the proposals for special repair & maintenance of school
building & staff quarters to Regional Office without complying the above
check list point due to which this office is repeatedly informing by e-
mail/telephonically that they should submit the proposals as per the
above check-list points.
(iii) Special repair of any component of the school building, staff
quarters and other ancillary facilities constructed by the Kendriya
Vidyalaya Sangathan shall be executed through a construction agency
only. These shall be sanctioned out of funds from the Kendriya
Vidyalaya Sangathan or from the VVN. Such proposals shall be
considered based on the estimates, giving details of the component
requiring special repair, year of construction of building/facility,
planned life of the facility, reasons for its deterioration, if it is during
the planned life, photographs showing the state of affairs etc. a detailed
report with recommendations of the competent engineer of the
construction agency shall also be obtained mentioning causes of the
deterioration and recommended treatment and its probable life. All
such proposal received from the Principal of KV concerned are
forwarded to KVS (HQ), New Delhi through Regional office with the
specific recommendations of Dy. Commissioner.

REPAIR SCHEDULE:
(a) Annual repairs ‐ During Summer break/Winter break

TO IMPLEMENT MANDATORY PROVISIONS/GUIDELINES IN KENDRIYA


VIDYALAYAS:

In all Kendriya Vidyalaya the following mandatory provisions/ Guidelines are


to be implemented:-
1. Ramps and Special Toilets
2. LED Lights
3. Sugamaya Bharat Abhiyan (Accessible India Campaign)
4. Concepts of BALA
5. NDMA guidelines
6. The right of persons with Disabilities act. – 2016.

In this regard Necessary guidelines have already been provided to all Kendriya
Vidyalayas. All Principals are required to implement Sugamaya Bharat
Abhiyan/NDMA guidelines in their Vidyalayas.

8. REPORT ON COURT CASES:

Court Cases:
1. Status of pending Court Cases at Subordinate Courts/Distt Level
being defended by the Principals at Vidyalaya Level
2. The court cases which are pending at Vidyalaya level may be properly
monitored by the Principals .They should also intimate date of next
hearing fixed and its progress after the hearing of the case. The cases
should be properly defended in the interest of KVS as per standing
instructions of KVS.

3. Frequent meetings should be conducted with the advocate to get the


case dismissed from the court. If required an application may be moved
through counsel for early hearing.
4. Prompt Action should be taken on the legal notices received by the
Principals. The same may be replied through the engaged counsels after
providing him the facts of the case with rule position. A copy of the reply
and the legal notice may also be submitted to Regional Office. In case of
any problem the same may be brought to the notice of the Regional Office
to avoid further litigations.

The status of the court cases should be intimated to this office after
each hearing. The permission should be obtained from KVS RO
Chandigarh before hiring the advocate for any court case. The Advocate
himself should be registered in LIMBS Portal and his name should be
activated by the Nodal Officer of the LIMBS Portal (Email ID
projectlimbs@gmail.com). After the activation his particulars such as
Name, Mobile No. should be intimated to this office for updating the
LIMBS Portal at RO Level.The Annexure attached along with comments of
any case should be legible. Any type of information of Court Cases should
be reached in this office within stipulated time so that the same could be
produced before the Hon'ble Court/CAT well in time.

➢ Permission is not necessary for government employee while seeking


redress in the court of law for grievances arising out of their
employment of services.
➢ A Government servant can be permitted to enroll as an advocate but
should not engaged in legal profession as long as in services.

APPLICATION OF ARTICLE 81(b)OF EDUCATION CODE REGARDING


TERMINATION OF SERVICES OF AN EMPLOYEE FOUND GUILTY OF
IMMORAL SEXUAL BEHAVIOUR TOWARDS STUDENTS:

As per Article 81 (b) Report the matter to R.O on same day urgently
without any wastage of time. Regional Office will further take the action as
per rule.
Commissioner has powers to terminate the services of an employee
found guilty of Immoral sexual behaviour towards students by dispensing
the procedure prescribed for holding enquiry for imposing Major penalty as
per CCS(CCA) rules. 1965 recording reasons.
In order to provide protection to the girl students from being sexually
harassed by their teachers, the delinquent teachers are to be dealt with
firmly without giving them any chance to claim the advantage due to sub-
standard inquiry report. To get rid of such heinous crimes from the
Vidyalaya for ever.the Principals may adopt some measures like guidance
and counselling etc. Whenever any oral or written complaint received from
any student/parent about the character of a male teacher.it must be taken
seriously and facts should be checked by any means. Any teacher whose
character is doubtful may be put under constant watch.

If any complaint related to immoral sexual behaviour towards girl


students is received, the following steps should be taken immediately at
Vidyalaya level:

ACTION AT VIDYALAYA LEVEL:

➢ A written Complaint may be obtained from the student/parent.


➢ Case may be brought to the notice of the Chairman, VMC.
➢ A memorandum may be issued to the teacher by giving the gist of the
complaint and in no case copy of the complaint should be given to the
teacher.
➢ A committee may be Constituted Comprising of two or three gents/Lady
teachers and Executive committee members to conduct the preliminary
inquiry.
➢ The committee may obtain the statement of the victim girl and her
parents as well as other students who witness the incident or to whom
the victim girl narrated the incident, statement of teachers should also
be obtained to whom the victim girl made the complaint initially.
➢ The committee may ask about the behaviour of the accused teacher
towards other girl students and other teachers and their statement
➢ View of the Principal about the accused teacher may also be obtained.
➢ The committee may discuss the issue with the accused teacher and his
statement may be recorded.
➢ Principal should ensure to report such complaints, if any, to the local
police and file a FIR under POSCO Act, 2012 soon after the allegations of
sexual offence of an employee towards the student are prima facie
established during the preliminary enquiry conducted at Vidyalaya level.
➢ The Principal may forward the preliminary inquiry report with all original
statement/documents to the Assistant Commissioner.

➢ The bio-data of the accused teacher should also be sent to the AC. All
this exercise at vidyalaya level has to be completed within three days
from the date of the receipt of the complaint.

MAINTENANCE OF SAFE WORKING ENVIRONMENT FOR FEMALE


EMPLOYEES:
Any type of harassment including sexual harassment of women result in
violation of her fundamental rights to equality under article 14 and 15 of the
constitution and her right to life and to live with dignity under article 21 of the
Constitution and right to practice and profession or to carry on any
occupation which includes a right to safe environment free from sexual
harassment. All employees are expected to honour the act and maintain a safe
working environment for female employees, while discharging their duties. As
required under the provision of the Act, an Internal Complaints Committee
has been constituted by the Regional Office to examine complaints in this
regard.

Workplace Sexual Harassment- What Is It?


WHO IS AN AGGRIEVED WOMAN?
The Act recognizes the right of every woman to a safe and secure workplace
environment irrespective of her age or employment/work status.
Hence, the right of all women working or visiting any workplace whether in the
capacity of regular, temporary, adhoc, or daily wages basis is protected under
the Act.
It includes all women whether engaged directly or through an agent including
a contractor, with or without the knowledge of the principal employer. They
may be working for remuneration, on a voluntary basis or otherwise. Their
terms of employment can be express or implied.

APPLICATION OF ARTICLE 81(d) OF EDUCATION CODE REGARDING


VOLUNTARY ABONDONMENT OF SERVICE:
In order to bring discipline in the work place as well as smooth teaching and
learning process, unauthorized absence of teaching and non-teaching staff
should be weeded out. To achieve this goal, it was directed to make extensive
use of the procedure contained in article 81(d) of the Education code
meticulously and to see that unauthorised absentees are dealt with severely.
Further it was observed in many cases of unauthorized absence that have
been dealt in a casual manner without application of mind.
Serious technical flaws have been noticed in some cases during the disposal of
appeal which ultimately compelled the Appellate Authority to re-instate the
Appellant and provisions of article 81(d) have been used recklessly Such
infirmities have put the Sangathan in unavoidable litigation. As such utmost
care may be exercised before application of article 81(d). It may be ensured
that following steps have been taken/conditions are fulfilled :

1. Ensure whether the employee has applied for leave or not.
2. If the leave is applied for, the leave sanctioning authority shall grant
OR refuse the leave with genuine reasons and the same may be
communicated to the employee without any delay.
3. If the employee is in the habit of applying for leave on Medical
grounds. the case shall be referred to the Medical Board as convenient
to the employee for second Medical Opinion. If possible he/she should
be referred to the nearest Medical Board where he/she has fallen ill.
For this purpose, the Principal should send the Original leave
application along with Medical certificate with copies of the
correspondence to the Deputy Commissioner. The complete/ correct
correspondence address of the employee may be mentioned
(photocopies of the leave application and Medical certificate may be
kept by the Principal for their records ) for referring the case to the
concerned Regional Medical Board.

4. As soon as it is noticed by the Principal that the employee is exceeding


unauthorized leave beyond 15 days the Principal should issue a
memorandum to the employee asking him/her to report for duty by a
specified date (date to be mentioned giving 10 days' time from the date
of issue of such memo) failing which action under article 81(d) of
Education code for KVs will be initiated. if the employee reports for
duty within specified date.
He/she should be allowed to join duty. If he/she(other than Group D)
fails to report for duty by the specified date, his case may be sent to
the Deputy Commissioner along with copies of the correspondence
and with full particulars in the proformas for initiating necessary
action. In case of Group D the Principal is competent to issue show
cause notice to initiate further action as per article 81(d).
5. On receipt of the reply from the employees show cause notice shall be
issued by the prescribed Appointing/Disciplinary Authority under
article 81(d) of Education code for KVs. Please also confirm his/her
appointing authority from the service records before issue of the show
cause notice.
09. REDRESSAL OF GRIEVANCES
➢ Any complaint/Grievance received must be entered in the Register.
➢ Examine the complaint whether it is anonymous or synonymous.
➢ Examine the seriousness of the complaint and if required may be
referred to Regional office with fact finding and supporting evidences
➢ Status of pending Disciplinary Cases under Rule-14 of CCS (CCA)
Rules, 1965 at Vidyalaya Level
➢ It has come to the notice of this office that sometimes Principals issue
Charge Sheet to Sub –staff of Vidyalaya and remains pending and not
been concluded within the prescribed time limit of 90 days . Therefore,
Principals are to ensure that such matters may be concluded and report
may be sent to KVS Regional Office , Chandigarh, if any.
➢ Status of pending Disciplinary Cases under Rule-16 of CCS (CCA)
Rules, 1965 at Vidyalaya Level.

➢ Disciplinary cases under Rule 16 of the CCS(CCA) pending with the
Principals of the Vidyalaya required to be concluded within the
prescribed limit of time. It has also been observed that Principal has
issued Charge Sheet at his level and did not report the matter to
Regional Office , Chandigarh with the result the monthly information
sent to KVS(HQ) varies. Therefore it is impressed upon all the Principals
that such cases may be reported to Regional Office immediately through
mail only.
➢ POCSO ACT,2012 (Protection of Children from Sexual Offence) on the
complaints of sexual offences committed by the employees of KVS
towards the students of Kendriya Vidyalaya.
➢ To prevent sexual offences against the children and enable timely
action to protect them from sexual abuses and exploitation wherever
such instances are coming wherein the employees against whom the
allegations of committing immoral sexual behavior towards the students
are established beyond doubt during the preliminary Inquiry at
Vidyalaya level as well as Summary inquiry at Regional level such
complaints are required to be reported to local police and FIRs to be
lodged under POCSO ACT 2012. Detailed instructions have been
circulated to all the Principal vide KVS Regional Office letter Dated
31.01.2018
➢ Sexual Harassment of Women at Workplace (Prevention, Probhition
and Redressal) ACT 2013 -Constitution of ICC (Internal Complaint
Committee).
➢ In order to ensure the effective implementation of the above act
constitution of ICC (Internal Complaint Committee) is mandatory in every
Vidyalaya. The composition at Vidyalaya Level has already been
circulated to all Principals of Chandigarh Region. All Principals should
ensure its constitution and uploading the Committee so formed on the
websites. Composition at Vidyalaya Level.
➢ Many complaints are pouring in the office for corporal punishment to
students, regarding lesser wages and funds to outsourcing staff, cleaning
at the residence of Principal etc.
➢ Corruption in calling quotations and firm registration. Use of
mobile/social media etc. in the school, reading newspaper by the sub
staff/employees during school hours. Appointing close relative on
contractual basis etc. Therefore, all care should be taken for strict
adherence of the Rules laid down by KVS and no deviation from rules be
carried out which could lead to such complaints.

REDRESSAL OF GRIEVANCES:
The grievances are redressed through various modes respectively :
(i) Cases registered on CPGRAMS
(ii) ShikayatNivaran Divas
(iii) Grievance Redressal Cell.

The grievances received and redressed on CPGRAMS portal.
Many a times the grievances pertain to the matters dealt at KV level or
information is required from the Vidyalaya. It has been observed that such
information is delayed at KV level, incomplete or insufficient or irrelevant
information provided due to which the grievance redressal is delayed. The
Principals of Vidyalayas should timely arrange to send the information
complete and correction in all respect on the same day or on the following
day without fail.
SHIKYAT NIWARN DIVAS (CIRCULAR DATED 21.10.2015):

In the Regional Office on every 2nd Saturday from 11.00 AM to 4:00


PM grievances of teaching and non-teaching staff working in the Kendriya
Vidyalayas / Region are heard and on receiving grievances disposal at
Regional Office level is ensured. As on date there is no Shikayat/Grievances
pending at R.O. level received on ShikayatNivaran Divas. However, some
grievances which requires action at Headquarter level has been forwarded to
KVS (HQ).

10. IMPORTANT GUIDELINES/RULES FOR DEALING WITH


ADMINISTRATIVE MATTERS:

A. OBSERVATION THROUGH PROPER CHANNEL:

It has been circulated time and again that the correspondence should be
made through proper channel. All correspondence should be routed through
the Regional office to KVS(HQ). They should invariable rout the
correspondence through Regional office. They should not approach their
Chairman to write directly to Kendriya Vidyalaya Sangathan (HQ).

As per Article 73 of the Education code following are the provision in the
rules:-
1. All representation from the staff (Other than Principal) should be
submitted through the Principal of the Vidyalaya. The same shall be forwarded
to the Regional office with the comments of the Principal. In respect of
Principal it should be routed through the Chairman, VMC. No action shall be
taken on the advance copies of any representation received directly.
B. PRIOR PERMISSION TO VISIT REGIONAL OFFICE OR KENDRIYA
VIDYALAYA SANGATHAN (HQ):

1. If any teacher/employee wants to visit Regional office to meet the


Deputy Commissioner for personal reasons on service matters prior
permission may be obtained from the Principal of the Vidyalaya giving specific
reasons for such visit. A copy of such permission may be sent to the Deputy
Commissioner. Such a teacher/employee will have to apply for leave of kind
due for such a personal visit.
2. If any Principal wants to visit Regional office for personal reasons on
service matters to meet the Deputy Commissioner prior permission of the
Chairman, VMC may be obtained. A copy of such permission of the Chairman

may be sent to the Deputy Commissioner. Such a Principal will have to apply
for leave of kind due for such a personal visit. For visiting Kendriya Vidyalaya
Sangathan(HQ) New Delhi prior permission of the Deputy Commissioner
should be obtained.
3. If any Principal wants to visit KVS(HQ) New Delhi for any official
purpose, he/she may send the proposal to the Deputy Commissioner. The
Deputy Commissioner may decide whether the Principal is required to be
deputed on official duty to visit KVS(HQ) or not. Without orders of the Deputy
Commissioner, the Principal can not be treated on tour to KVS(HQ). The
Chairman, VMC cannot depute the Principal for tour to KVS(HQ). The
Chairman, VMC can only depute the Principal for urgent matters to visit the
Regional office, to meet the Deputy Commissioner on official duty. Because all
the matters are required to be routed through the Deputy Commissioner. This
Procedure may be adhered to. The Chairman, VMC is not competent to depute
the Principal to visit KVS(HQ) New Delhi on official tour without orders from
the Deputy Commissioner.

C. COUNTING OF PAST SERVICE/PROTECTION OF PAY

Documents required for counting of past service:

➢ The Employee should have applied in KVS through proper channel with
due permission of competent authority.
➢ Nature of organization where teacher was serving prior to joining KVS i.e.
Central/State/Public Sector Undertaking/Autonomous Body/Aided etc.
➢ Whether Govt.of India’s instructions regarding counting of past service
were applicable to the former department when teacher joined KVS.If not
the date of adoption of these instructions by the previous employer be
indicated with authority duly attested.

➢ If organization was aided by the Central/State Government the


percentage of aid given by Central/State Government be indicated with
attested copy of authority concerned.
➢ Period of service proposed to be counted for pensionary benefits.
➢ Whether previous employer is ready to pay the pro-rata retirement
benefits to KVS.
➢ Whether teacher was a CPF optee or GPF optee
➢ Detailed break up of the amount paid by the previous employer on
account of fund. Pensionary liability, gratuity etc.
➢ Whether option was exercised for counting of past service in KVS for
Pensionary benefits. The date of option
➢ EOL availed of by the teacher in previous organization.
➢ Date of relief from previous department, date of joining the Sangathan,
date of absorption in KVS (if lien has not been kept in previous
department).

D. Documents required for Protection of Pay:

➢ Name of the Govt. under which the teacher was serving prior to joining
KVS
➢ Scale of old pay with the grade pay of the post held in the State or
previous Govt.
➢ Pay under the previous Govt on the date of resignation attested copy of
old service book relevant page with date of next increment.
➢ EOL availed of by the teacher under previous State Govt. Attested copy of
leave account up to date of relieving as maintained in old service book.
➢ Date of joining in KVS pay fixed in KVS in the scale of pay indicating
grade pay.

Property transaction:
Annual Property Return:
All Government employees belonging to Group ‘A’ & ‘B’ shall submit an
annual return as on 31st December every year giving full particulars of
Immovable property, inherited/owned/acquired/held by them on lease or
mortgage either in their own name or in the name of any family members’ of
their family.
If the officers fail to submit the return by 31st January, vigilance
clearance should be denied to them and they should not be considered for
grant of senior level posts.
E. PURCHASE OF IMMOVABLE PROPERTY:
The principal should ensure while sending the proposal to RO Chandigarh
for seeking permission for purchase of immovable property that all columns
are properly filled up in the prescribed format i.e. form 18(2) of CCS (Conduct)
Rules, 1964 should be supported with the documentary evidences.

Employee should inform to competent authority regarding purchase of


Immovable property within three months from the date of purchase. It should
also be ensured that the agreement of sale deed if in regional language, that
must be transcribed in English or Hindi language before sending to KVS RO
Chandigarh.
F. MOVABLE PROPERTY:
Intimation regarding purchase of Movable property is required to be
submitted to this office in format 18(3) of CCS (Conduct Rules) 1964 along
with all documentary proof. Employee should inform to competent authority
regarding purchase of movable property within one month from the date of
purchase.

G. EX-POST FACTO APPROVAL FOR EXCESS EXPINDATURE UNDER VVN:

➢ While forwarding such cases to Regional Office kindly ensure to submit


alongwith the approval of Chairman.
a. Budget Celling
b. Copy of Budget
c. Justification for incurring excess expenditure over and above the
prescribed limit.

➢ Principals do not mention the exact amount for which Ex post facto
approval is required.
➢ Proposals for approval are sent for the years when pointed out in the
Audit.
➢ The proposal should be duly signed by Chairman VMC.
➢ The Principals are requested to incur all expenditure within the limit of
powers of VMC or take prior administrative approval for the amount
exceeding the powers of VMC.
➢ Proposal sent by mentioning ‘Extend the budget Limit’, ‘Necessary
Approval to settlement audit Parra’ etc.
➢ Forward the proposal to Regional office as per instructions laid down in
KVS (HQ) letter dated 02.08.2022.
➢ While checking the proposal received from different KVs following
information/documents are not found attached: -
a. Total Strength of the students for the respective year.
b. Total collection of computers Fund for the respective year.
c. Excess expenditure made by the Vidyalaya with full details and
justification head wise expenditure (recurring and Non-recurring).
d. Attendance sheet not attached as per KVS letter No. 11-
Audit/A/3/2020-21-AC(Fin.)/E-13062/KVS(HQ)/Audit/1289-1321,
dated 02.08.2022. Outsource staff actual attendance recorded in the
attendance register and counter signed by appropriate committee of the
KV concerned in token of verifying the attendance working days/hours.
e. Proofs of e-mail challan of EPF/ESI, updating of e-pass book and
proof of direct payment are required for ex-post-facto approval.
f. Copy of Agreement made between contractor and Principal for the
year.
g. Copy of Labour rates from central agency and DC rates for the
concerned periods.

H. FORWARDING OF REPRESENTATIONS OF TEACHERS (Article 73 of


KVS Education Code):

➢ While forwarding the representations of the teachers to Regional Office,


the Principals must ensure that the conditions as laid down in the rule
under which the representation is being forwarded to Regional Office
should be thoroughly checked and verified and documents are properly
attached.

I. SUBMISSION OF VACANCY POSITION AND OTHER DATA TO RO:

MONTHLY VACANCY POSITION ( PROFORMA-V)


The monthly Vacancy Position as on 1st day of every month is required to be
sent to KVS (HQ). Principals are therefore, requested to send the Vacancy
Position of their Vidyalaya as on 01st day of every month as per latest staff
sanction orders in the prescribed Proforma – V in excel file as well as PDF
file, duly checked and signed by the concerned Principal to Regional office
through Admn. Section e.mail - kvsadmnchd@gmail.com.

The following points may please be noted while sending the vacancy
position:
The transfer orders / modification orders /transfer cancellation orders/
Promotion orders etc. issued till date i.e. as on last day of month by
KVS HQ may please be checked from KVSHQ website / from your office
record etc. in respect of your Kendriya Vidyalaya before sending the
Vacancy Position to this office.
➢ The post may be shown clear vacant in respect of those who are going
to retire / retired on superannuation etc. on last day of previous month
as 31.08.2022 /First day of present month as on 01.09.2022 or who
are relieved / to be relieved on 31.08.2022 / 01.09.2022 due to
retirement /transfer / promotion etc. from your KV concerned.
➢ In proforma V - the Clear vacant post existing in your KV, may be
shown CLEAR against the col. of - “type of vacancy” and the post may
be shown TNJ / PNJ (if applicable) against the vacant post in which the
teachers / non-teaching staff is to join on transfer from other KV /on
direct appointment / on promotion etc. / modification order etc.
➢ Some KVs are not filling the column relating to Sub Staff (outsourced)
in Prof. -V. Please also fill the same columns as per columns of the said
proforma.

Points generally neglected by Principals

1. Some KVs do mention vacancy but forget to write clear against it.
2. Some KVs are still showing clear vacancy for which order for
promotion has been issued but employee has not joined. It may be noted,
please write PNJ (Post Not Joined) until that promotion order not
withdrawn from KVS HQ or other person has not joined.
3. Many KVs do not mention the date from which the post is vacant in
their Vidyalaya and reason for vacancy arise (Transfer/Superannuation/
Resignation/VRS).

वलए सरकार द्वारा वववभन्न सवु विाएं प्रदान करते हुए वववभन्न लक्ष्य वनिािररत वकए हैं वजनमें से वनम्नवलवखत वबंदु ववशेष रूप
से ववचारिीय हैं :- According to the basic spirit of the Indian Constitution, official work should be
done in Rajbhasha Hindi. For this, the Government has set various targets by providing various
facilities, out of which the following points are particularly worth considering: -
साथ ही वतिमान में माननीय संसदीय राजभाषा सवमवत द्वारा अिीनस्थ क्षेत्रीय कायिलायों, कें द्रीय ववद्यालयों का लगभग प्रत्येक
माह में राजभाषा संबंिी वनरीक्षि वकया जा रहा है। वनरीक्षि के दौरान पाई गई कवमयों को सवमवत द्वारा बहुत ही गंभीरता से
वलया जाता है। यह सवमवत अपनी ररपोटि सीिी माननीय राष्रपवत महोदय को सौंपती है । अत सभी प्राचायि इसे बहुत ही
गंभीरता से लें। Moreover, at present, inspection of the regional offices/Kendriya Vidyalayas is being
done by the Honourable Parliamentary Committee on Official Language almost every month. The
shortcomings / lapses found during inspection are taken very seriously by the committee. This
committee submits its report directly to the Honourable President. Therefore, all the Principals
should take Rajbhasha Inspections very seriously.

Every year, the Department of Official Language, Ministry of Home Affairs, Government of India
issues an annual program for working in Hindi, in which various targets have been given which are
to be discussed in the meeting of the Official Language Implementation Committee, which is held
every quarter and all make sure that these targets are achieved.

Language Implementation Committee-: वनयमानुसार यह अवनवायि है वक राजभाषा कायािन्वयन सवमवत की

office to become a member of TOLIC and at the same time the head of the office himself should
participate in its 02 meetings held in a year without fail.
➢ सभी ववज्ञापनों को वद्वभाषी रूप में जारी करना / Publication of all advertisements in Bilingual :-
वनयमानुसार यह अवनवायि है वक सभी ववज्ञापन वद्वभाषी रूप में प्रकावशत करवाएँ जाए और वहन्दी के ववज्ञापन पर वकया गया
व्यय अंग्रेजी के ववज्ञापान पर वकए गए व्यय से कम न हो, इसके अवतररक्त इन्हें स्थानीय भाषा में भी प्रकावशत करवाया जा
सकता है / As per Rules, it is mandatory to publish all advertisement in bilingual form only and the
amount spent on Hindi advertisement should not be less than the amount spent on English

हेतु पस्ु तकों के िय के वलए प्रत्येक वषि बजट का प्राविान कर वनिािररत रावश में से सन्दभि ग्रन्थ, जनरल इत्यावद के िय पर
हुए खचि को घटाने के पिात शेष रावश में से 50% वहदं ी पस्ु तकों के िय पर व्यय करना सवु नवित करें |
Budget is fixed every year for the purchase of the books. Form the decided budget 50 % amount,
after deducting the expenditure incurred for purchasing references, journals etc, must be used for
Hindi books.
➢ वद्वभाषी कंलयटू र/ Bilingual applications in Computers: सभी कंलयटू र इत्यावद उपकरिों में वद्वभाषी
व्यवस्था खरीदते समय ही की जानी चावहए। सभी कम्लयटू र यनू ीको फोंट समवथित होने चावहए । कायािलय कायि के वलए
यनू ीको फोंट का ही प्रयोग वकया जाए । All computers should be configured bilingual at the time of
purchase. All computer must be compatible with Unicode fonts. Unicode fonts should be used for
office work.
➢ बेबसाईट/ Website: सभी कायािलयों/ववद्यालयों की बेबसाईट वद्वभाषी रूप में हो / The website of the
Vidyalaya must be bilingual.

➢ यह आवश्यक है वक संसदीय राजभाषा सवमवत की ररपोटि के सभी 08 खण् ों पर जारी वकए गए राष्रपवत के
आदेशों का कायािलयों द्वारा अनपु ालन वकया जाए । / It is necessary that the president's orders issued on all the
08 sections of the parliamentary official language committee report must be complied with by the
offices.
➢ राजभाषा वनयम 1976 के वनयम- 11 का अनुपालन / Compliance with Rule 11 of the Official
Language Rules 1976 : पत्रशीषि, आमत्रं ि पत्र एवं कायािलय में प्रयक्त ु होने वाली समस्त स्टेशनरी वद्वभाषी होनी चावहए।
'क' और 'ख' क्षेत्रों को भेजे जाने वाले सभी वलफाफों पर पते वहदं ी में वलखे जाएं । / The letter head, invitation card
and all the stationery used in the office should be bilingual. Addresses should be written in Hindi on

पेंशन (08.09.2023)
1. पेंशन दस्तावेज तीन महीने पहले भेजे जा सकते हैं
2. पाररवाररक पेंशन के मामले में, पवत या पत्नी की जन्मवतवथ का प्रमाि पत्र संलग्न करना जरूरी है ।
3. ीसीआरजी/जीपीएफ-सीपीएफ/ई ब्कयएू स आवद के संयक्त ु नामांकन फॉमि की जांच की जा सकती है तावक पेंशन
मामले पर वनििय लेने में कोई समस्या न हो ।
4. यवद कोई कमिचारी अपने पवत या पत्नी के नाम पर पाररवाररक पेंशन नहीं चाहता है, यवद उनके बीच कोई वववाद है,
तो उस वस्थवत में उसका वलवखत बयान का एक हलफनामा 100 /- रुपये के स्टाम्प पेपर पर प्रस्तुत वकया जाना
चावहए। जो कायिकारी मवजस्रेट द्वारा ववविवत सत्यावपत और प्राचायि द्वारा पुनरीवक्षत होना चावहए ।
5. पेंशन के कागजात और सेवा पुवस्तका को कायािलय की प्रवतयों से स्कै न करने के पिात पी ीएफ फाइलों में
पररववतित करने के उपरांत ई-मेल के माध्यम से इस कायािलय (खाता अनुभाग) को भेजा जाना अवनवायि है ।
6. पेंशन के कागजात जमा करने के बाद से सेवावनवृवत्त की तारीख तक सेवावनवृत्त होने वाले कमिचारी द्वारा वकसी भी
प्रकार की छुट्टी ली गई हो, तो उसकी सचू ना इस कायािलय को अववलंब दी जानी चावहए, अन्यथा पेंशन कागजात
जमा करने के बाद ली गई छुट्टी की सचू ना न वमलने के कारि अविक भगु तान की वस्थवत में सेवावनवृत्त होने वाले
कमिचारी के ी ीओ को वसल ू ी के वलए वजम्मेदार ठहराया जाएगा।
7. पेंशन मामले को भेजने से पहले सेवा पवु स्तका में होने वाली सभी अनंवतम प्रवववियाँ (अथाित ई ब्कयएू स, सेवा
सत्यापन, वेतन वृवद्ध, छुट्टी, कायिमक्त
ु होने की वतवथ, अनुशासनात्मक मामले और सेवावनवृवत्त की तारीख) अवनवायि
है ।
अप्रैल – 2023 से लागू ई-पैन्शन पोटिल (e-pension portal) के सम्बन्ि में ।

1. पेंशनभोगी वकसी भी राष्रीयकृ त बैंक में अपना खाता खोलने के वलए स्वतंत्र है |
2. पेंशनभोगी को अपना जीवन प्रमािपत्र के वल इवं यन बैंक में ही जमा करना होगा | (इवं यन बैंक के शाखा में
उपवस्थत होकर/ववव ओ कॉन्रें वसगं या अन्य ई मो उपलब्ि)
3. कमिचारी वजस माह में सेवावनवृत्त होंगे, उसी माह में ही ई-पैन्शन पोटिल पर कमिचारी का पैन्शन मामला (Pension
Case) जमा (Submit) करना होगा ।
4. पैन्शन पोटिल पर पैन्शन मामला के वल अविववषिता (Superannuation case only) हर माह की 01 से 05 तारीख
के बीच में ही उद्भाररत/जमा करना है । स्वैवच्छक सेवावनवृवत्त (V.R.)/ मृत्यु (Death) के पैन्शन के मामले, Pension
portal पर upload करने से पहले के .वव.स.ं (च.ं स.ं ), चण् ीगढ़ से दरू भाष द्वारा (Telephonically) सम्पकि करें
5. KV-DH e-Pension Portal पर Pension Creation/Data भरने के उपरान्त जमा करने से पहले, MIS से
वटलपिीपत्र (Note-sheet) का मद्रु ि (Print out) लेकर उसकी गिना (Calculation) और सभी प्रवववियां
(Entries)/वववरि की जांच (Check) उनकी सेवापवु स्तका (Service Book) से करने के उपरान्त ही पैन्शन के
मामले को KV-PPL को जमा (Submit) करें ।
6. KV-DH/KV-PPL यह भी सवु नवित करें वक पैन्शन के मामले के Pension creation का कोई भी स्तम्भ
(Column) ररक्त (Blank) नहीं रहना चावहए |
7. ई-पैन्शन पोटिल पर पैन्शन के मामले की सभी प्रवववियां/वववरि KV-PPL (प्राचायि/प्राचायाि) द्वारा सवु नवित करने के
उपरान्त RO-Finance-DH को जमा (Submit) करें ।

8. ई-पैन्शन पोटिल पर पैन्शन के मामले को जमा (Submit) करने से पहले अवनवायि प्रपत्र उद्भाररत (Mandatory
Documents Upload) करें |
9. ई-पैन्शन पोटिल पिू ितया प्रकायाित्मक (Fully functional) है तथा सभी पैन्शन भगु तान आदेश (PPOs) ई-पेंशन
पोटिल के माध्यम से सेवावनवृवत्त कमिचारी को उनकी ई – मेल पर प्रेवषत (Transmit) हो रहे हैं, अलग से कोई भी मल

प्रवत नहीं भेजी जा रही है ।
10. समय-समय पर जारी वदशावनदेशों (Guidelines) के अनुिमि में, सम्बवन्ित प्राचायि भववष्य में यह सवु नवित करें वक
सेवापवु स्तका की एक प्रवत अवनवायि रूप से ववद्यालय ररका ि में रखी जाए ।

➢ एक वचन पत्र वक संबंवित कमिचारी ने उसी वबल की प्रवतपवू ति का दावा वकसी अन्य स्रोत पर नहीं वकया है, जैसे
वक वचवकत्सा बीमा, पररवार के अन्य सदस्य, यवद कायिरत हैं।
➢ वनवज अस्पताल से इलाज करवाने के कारि के बारे में वचन पत्र I

➢ वनवास से वनकटतम अस्पताल से स्त्री की गभािवस्था के वनयवमत जांच दस्तावेजों का प्रमाि (यवद व लीवरी
वबल हो)
➢ वनजी अस्पताल से इलाज कराने के कारि वजला राज्य वचवकत्सा प्राविकाररयों द्वारा वविेयक का पवू ि-
लेखापरीक्षि, तत्पिात, प्रिानाचायि द्वारा पवू ि-लेखापरीक्षा के वलए उक्त वचवकत्सा दावे को अग्रेवषत वकया जाए

➢ कै श मेमो के साथ संबंवित वचवकत्सा अविकारी द्वारा ववविवत हस्ताक्षररत पची ।
➢ मल ू कै श मेमो वचवकत्सा अविकारी द्वारा ववविवत सत्यावपत खरीदी गई दवाओ ं की सचू ी के साथ प्रस्तुत वकया
जाना चावहए।

पदोन्नवत/ वररष्ठ/चयन वेतनमान एवं एम.ए.सी.पी पर वेतन वनिािरि से पहले वनम्न् वलवखत अवलोकन
पुरे वकये जाने चावहए I

1. कमिचारी से प्राप्त प्राथिना पत्र संलग्न होना चावहए I

2. ववद्यालय की ओर से वेतन वनिािरि का प्रस्ताव भेजना चावहए I

3. प्रस्ताव के साथ वेतन वनिािरि हेतु कमिचारी की ओर से वबना ओवर राइवटंग के मंजरू ी के कायािलय आदेश के एक
महीने के भीतर ववककप प्रपत्र वप्रंवसपल द्वारा प्रमावित होना चावहए I
