PART I
1. He shall be paid a retainer fees of Rs.13,500 (Rupees thirteen thousand five hundred)
only per month.
2. Besides, retainer fees, he shall be paid Rs. 2,200 (Rupees two thousand two hundred)
only per day of appearance, irrespective of number of cases.
4. The actual expenditure on account of Typing, Photocopying. Court Fee and Processing Fee
etc. will be paid to him on furnishing supported vouchers.
5. The appointment is subject to termination at any time without assigning any reason
6. He will handle all Cases, Appeals, Revisions, Writ Petitions, P.I.L cases and such other
matters in the High Court as entrusted to him by the State Vigilance Organisation from time to time.
7. Files, Notices, Briefs may be received by him, but on receipt these shall be intimated to
Sr. Standing Counsel for information and necessary action.
8. He shall submit a monthly report by 7th of the following month to the undersigned stating the
details of Vigilance matters/cases/filed/disposed off/pending during the month in the Hon’ble Court.
9. He shall ensure that, Vigilance officers coming to him for discussion/finalization of drafts
etc. are attended to and disposed off promptly.
10. He will not advise or appear in any case against the Government
11. For conducting cases outside the States, fees and other entitlements shall be such as
admissible to Standing Counsel attached to the Advocate General’s Office.
12. This has been concurred in by the Law Department in their U.O.R. No. 1060-L, dated the
22nd May 2018.
The charges are debitable to the grant under Head Demand No.2-2062-other Administrative
Services-105-Vigilance-0308-Dist. Estt.1201-other charges-Voted in the (N.P.) Budget Estimate of
G.A. (Vigilance) Department.

are promoted to the rank of District Probation Officers in the Pay Matrix Level-10 of O.R.S.P. Rules,
2017 on ad hoc basis for a period of one year or till the receipt of the recommendation of Odisha
Public Service Commission or till date of their retirement, whichever is earlier.

Sessions Division of Jagatsinghpur to deal with cases relating to offences against women.

NOTIFICATION
SUBJECT—Delegation of power to EEs for allocation of water with the small water consuming
Industries/Commercial Organization.
Moreover, it is observed that a lot of construction activities are going on throughout the State
for which these units are utilizing water without allocation and agreement. As a result Government is
losing a huge amount of revenue. As per Clause 2 (a) (dd) of Notification No. 51010-IIIW-Legis-39/
99-R., dated the 29th September 1999, the Executive Engineers have territorial jurisdiction over the
Government water source as well as the irrigation works and they have the authority for assessment
of water, consumption and collection of revenue on behalf of the State Government. In order to
facilitate quick allocation and execution of agreement of water to Industrial, Commercial and other
units and enhancement of revenue collection of the State, it is felt necessary for further delegation of
powers to the Executive Engineers for allocation of water to small water consuming units.
After careful consideration, Government have been pleased to delegate the power of allocation
of water to Industrial, Commercial and other units to the concerned Executive Engineers as mentioned
below:—
2. Surface water 250 KLD (0.1 cusec) from Government source only.
3. Temporary drawal of surface water for construction purposes for a limited and specific
period.
Necessary agreement, management and collection of water rate shall be made accordingly as
per the Odisha Irrigation Act and Rules in force.

Government in Water Resources Department shall have the liberty to review any individual
allocation/ agreement to any Industry/Commercial/other establishment by the Executive Engineers as
per necessity.
Any clarification regarding implementation of this notification for allocation of water shall be
issued by Government in Department of Water Resources.
This Notification shall come into force from its date of issue.

NOTIFICATION
No. 2771-OE-MISC-I-72/2018-Vol. 1—The 1st Half-Yearly Professional Examination, 2018 of
the Officers of the Odisha Engineering Services (Electrical/Mechanical) of Water Resources and
Energy Department will be held at Bhubaneswar as per the following programmes :—
(a) The candidates desirous for appearing in the above examination shall apply in the
prescribed form through proper channel. The form may be collected from this office on
written request or can be downloaded from the website : eicelectricityodisha.nic.in .
(b) (i) The Members of Odisha Engineering services and Odisha Diploma Engineers’ Service
(Electrical/Mechanical) under the Government and their counterparts recruited by
erstwhile OSEB and have come over to Govt. may apply for permission to sit in the
examination provided that they have completed continuous services for 5(five) years in
the post of Junior Engineer (Electrical) (Previously S.A.Es.) as on this notification.
(ii) The candidates who have not completed necessary Accounts Training are required to
undergo Accounts Training for one month in a Subdivision Office at first and then for 15
(fifteen) days in Divisional Office and produce Certificates thereof in the forms appended
to the Application Form.
Those who have submitted valid certificate for Accounts Training and appeared in the
examination during the last 5 years should quote reference for exemption from the Training.
The candidates who were permitted, but not appeared in the examination during last 5 (five)
years are required to furnish copies of Accounts Training Certificate and special report with their
application.
(iii) The candidates, who have held charge of Subdivisions for more than a month may
mention the fact on the application form indicating the exact period of holding such
charges and obtain a certificate (as appended with the application form) from the
Executive Engineer, for exemption from submitting Subdivision Accounts Training
Certificate. .
(iv) The candidates, who are in-charge of a Subdivision at the time of submission of
application may necessarily complete the whole period of fifteen days training in a
Divisional Office in two spells in two consecutive months.

However, the officers who were in-charge of Subdivision earlier to the date of application and
did not take Accounts Training in the Division that time are required to complete the entire period of 15
(fifteen) days Divisional Training in one spell.
Others who are not coming under the above two categories have to complete 15 (fifteen) days
training at a stretch in one spell.
The application in the prescribed form duly completed in all respects, should reach this office
through proper channel on or before the 31st July 2018 failing which the application will not be
accepted.
Incomplete or direct application or the applications received after due date, shall be rejected
without any intimation to the candidate.
Only those candidates who satisfy the relevant rules in the matter will be permitted to sit in the
