Barbados 2024 Guide to you
and the students/wards who
will be writing the Barbados Secondary Schools’
Entrance Examination on Tuesday, May 7, 2024.

I encourage you to read this booklet carefully, as it


provides information about partial zoning, the choice of
schools available in each zone, flexible transfer, special
requests, and the eligibility of students born overseas.

Having read the booklet, please consult with your


child’s/ward’s teacher and Principal to ensure that you
are making an informed decision when making school
choices. You are invited to note that the order and
number of schools you choose, will help to determine
how your child/ward is allocated to a public secondary
school.

I take this opportunity to encourage you to be supportive


of your child/ward and to select options which best
reflect their abilities and interests.

As the Ministry of Education, Technological and

2024
GUIDELINES FOR PRINCIPALS, TEACHERS AND
PARENTS/GUARDIANS

TIME AND VENUE OF EXAMINATION

The examina on will be held on Tuesday, May 7, 2024. It will


be held again at the Public Secondary Schools.

FLEXIBLE TRANSFER
2.1 Some children are already able to benefit from
secondary educa on before age eleven while others
would not yet have acquired mastery of the founda on
skills. These children need to have a system which is
responsive to their development. To this end, the
flexible transfer system seeks to:
i. provide schools with a system of organiza on
whereby children are catered for according to their
needs;
ii. improve pupils’ achievement by seeking to ensure
that all pupils have acquired the necessary basic
skills; and
iii. reduce the frustra on felt by those pupils who now
have to wait for one year or two years in Class 4
before transferring to secondary school.

2.2 Parents/Guardians should be made aware that the vast


majority of pupils will con nue to write the Barbados
Secondary Schools Entrance Examina on at the
customary age which is eleven (11) years, but under
twelve (12) years old at August 31st in the year of the
examina on.

2.3 Under this system, pupils who will be at least nine (9)
years old but under eleven (11) years old on August

31st, 2024 may write this examina on in May 2024 provided
that the following condi ons have been sa sfied:

i. the pupils have covered the syllabus and are


otherwise ready as determined by the Principal in
consulta on with their teachers;
ii. the pupils have consistently scored 85% and over
in both English and Mathema cs in the previous six
(6) consecu ve terms preceding the Academic Year
in which the student is seeking to write the
Barbados Secondary Schools’ Entrance
Examina on. These marks will be taken from the
end of term tests, and they must be submi ed for
examina on by the Ministry of Educa on,
Technological and Voca onal Training.
iii. the pupils’ parents/guardians have consented.

Parents and Guardians should bear in mind that being in class


4 does not mean that the pupil will be allowed to write the
examina on outside of the customary age.

2.4 Pupils who will be 11 years old by August 31, 2024 may
be recommended to defer wri ng the examina on for
one year, if in the opinion of the Principal, the pupils
will benefit from the extra year provided that one or a
combina on of the following condi ons is met;
i. Students must be scoring less than 20% in both
Mathema cs and English in the five (5) terms
preceding the examina on.
ii. The student has missed a significant por on of the
syllabus due to:
a. trauma or illness;
b. significant learning difficul es .
iii. The pupils who will be eleven (11) years, but under
12 years old at August 31 in the year of the

examina on and are working in Class 3 with the
nine (9) year old cohort will be allowed to con nue
with that cohort and write the examina on with
them in the following year.
Pupils in this category will not be eligible for a deferral on
reaching Class 4.
iv. In the opinion of the teacher, the student will
benefit from an addi onal year.

2.5 PARENTS/GUARDIANS ARE ADVISED THAT PUPILS,


WHETHER THEY WRITE THE EXAMINATION UNDER 11
YEARS OR DEFER WRITING IT FOR ONE YEAR, WILL BE
ABLE TO WRITE THE EXAMINATION ONLY ONCE.

2.6 Parents/guardians should consult with the principal if


they wish their children to:

(i) write the examina on at an early age; or


(ii) defer the examina on for one (1) year
(iii) be exempted from wri ng the BSSEE

2.7 The relevant applica on forms in respect of No.2.6


above should be returned by parent/guardian to the
principal.

2.8 Principals should not issue Choice of School Forms to


students seeking early si ng un l a final decision has
been made by the Ministry of Educa on,
Technological and Voca onal Training.

PARTIAL ZONING

3.0 The previous system of alloca on to secondary schools


frequently resulted in:
i. children taking two or more buses to get to and

from school;
ii. the breakdown of communi es;
iii. unpunctuality and the loss of teaching me;
iv. redness and lack of concentra on on the part of
the pupils;
v. difficulty in par cipa ng in extra curricular
ac vi es;
vi. the distribu on of pupils on a highly unequal
basis; and
vii. children leaving for school from as early as six (6)
in the morning.

3.1. The system of par al zoning which is currently in


opera on will be con nued. For this purpose the
island is divided into three zones. Each secondary
school will be required to take at least 30% of its
students from within its zone. The remaining 70% of
its intake will be drawn from any where in the island,
depending on the choices made by parents/guardians
and the marks scored by the pupils.

4.0 Please note the following:


i. Springer Memorial will admit girls from all three
zones.
ii. St. Leonard’s Boys’ will admit boys from all three
zones.

5.0 DETAILS OF ZONES

ZONE 1

5.1 The areas/parishes covered in Zone 1 are:

i. St. Lucy, St. Peter, St. James, parts of St. Thomas


west of Highway 2A (Arch Hall and Bagatelle
Terrace) and the following sec on of St. Michael:

ii. The area on the right of the following roads while


travelling from the North of the country along
Highway 2A to the Simpson Motors Roundabout,
east along ABC Highway, right at Warrens
Roundabout, going south along High Road, le at
Deacons Road, right at Exmouth Gap and north
along the Coast back to St. James border, Highway
2, Green Hill, Codrington Hill, Spooner’s Hill, Tudor
Bridge to Eagle Hall Corner, right along Highway 1,
le at Bridge Gap, right at Goodland Road, le at
Deacons Road, right at Exmouth Gap and north
along the Coast back to St. James border.

5.3 The areas/parishes covered in zone 2 are:

i. St. Andrew, St. Joseph, part of St. Thomas east of


Highway 2A, St. George and the following sec ons
of St. Michael.

ii. The area on the le hand side of the following road while
travelling from the North of the country: Highway 2A to
the Simpson Motors Roundabout, east along ABC Highway,
right at Warrens roundabout, going south along highway 2,
Green Hill, Codrington Hill, Spooner’s Hill, Tudor Bridge to
Eagle Hall Corner, right along Highway 1, le at Bridge Gap,

6.0 CHOICE OF SCHOOLS

6.1. Parents/guardians will be allowed to choose a


maximum of two (2) schools from anywhere in the
island (including the zone in which the child resides)
as open choices. A maximum of seven (7) schools
may then be chosen from the secondary schools
within the zone in which the child resides. A school
from the zone which is chosen in the open choices
cannot be repeated among the choices in the zone.

NO REALLOCATION
Parents should choose schools wisely as there will be no
realloca on of students at the first form level.

7.0 EXEMPTIONS

7.1. All requests must be in wri ng and should be


submi ed through the Principal.

7.2 All requests must be accompanied by a full
psychological evalua on or medical report. Reports
should have been completed within 6 months of the
submission of the request.

In the event that there is disagreement between the


parent and the school, the parent and Principal will
meet with the Senior Educa on Officer (Exams) in
order to reconcile any differences.

7.3 Criteria
(1) Inability to read at least at the level of a Class I pupil.
(2) Inability to recognize numbers and to perform basic
number opera ons.
(3) Any pupil whose mental age is less than 8 years old.

7.4 Requests for exemp ons must be submi ed to the


Ministry of Educa on through the Principal.

These requests must be processed by the Student


Services Sec on, which will make the final decision.

NB. All requests by a parent for his/her child to write the


BSSEE will be considered.

The Ministry of Educa on, Technological and


Voca onal Training reserves the right to make the final
decision on who will or will not be allowed to write the
examina on under the flexible transfer system. All
decisions are made in the best interest of the child and
are based on sound educa onal principles.

8.0 CANDIDATES WITH SPECIAL DIFFICULTIES

8.1 Requests for enlarged prints on behalf of pupils with


impaired vision and for extra me for pupils affected
by dyslexia, muscular dystrophy and other medical
condi ons, which are likely to greatly impede the
children’s progress in the examina on, should reach
this Ministry at the same me as the choice of school f
forms. A maximum of 15 minutes extra will be given to
pupils with dyslexia.

8.2 The requests on behalf of pupils affected by medical


condi ons must be supported by a cer ficate from a
registered medical prac oner and requests on
behalf of pupils affected by dyslexia must be
supported by a report from a registered clinical
psychologist.

8.3 All requests for these special considera ons should


be submi ed through the Principal of the school
which the pupils a end not later than the me of
submission of choice of school forms.

NON‐NATIONALS
8.4 Parents/Guardians of children born overseas must
submit the following documents to the Ministry
through the school they are a ending:

*Immigra on status cer ficate of parent


*Immigra on status cer ficate of child
*Le er from parents place of work.

8.5 Failure to submit this informa on on or before


February 16th, 2024 will result in the student not
being allowed to write the examina on.

INSTRUCTIONS TO PARENTS/GUARDIANS
1. OPEN CHOICES: Choose a maximum of two schools from
among any of the 21 Public Secondary Schools.

2. CHOICES FROM ZONE: Choose a maximum of seven (7)


schools from within your zone. You may NOT choose a
school again if it was already chosen from among the
open choices.

3. Schools should be chosen in DESCENDING ORDER OF


PREFERENCE, that is, the name of the school you most wish
your child/ward to a end should be chosen as your first
choice, then the other schools in the order of preference.

4. Springer Memorial may be chosen for girls in all three


zones.

5. St. Leonard’s Boys’ may be chosen for boys in all three


zones.

6. PRIVATE SCHOOLS If you wish your child/ward to a end


private school, select the box for PRIVATE. Parents/
Guardians will be required to make the full contribu on to
private fees.

7. Parents/guardians should consider carefully the


accessibility of transporta on to schools when making
choices.

8. Parents/guardians should read the booklet carefully and


consult with the child’s principal before comple ng the
form.

Please complete and submit all forms no later than Friday, 16th
February, 2024.
